Garnering a total of 62.5 points, the Philippine Institute of Civil Engineers (PICE)-NORSU chapter was hailed overall champion during the PICE-Siklaban 2014 held on September 5-7. The three-day PICE-Siklaban anchored with the theme “Unity through Competence: The Battle Royale” was composed of activities including talent competition, IQ challenges, computer games, pageant, Physics Olympics, Pinoy games and sports such as volleyball, basketball and soccer— all competed by the Civil Engineering students of NORSU and Silliman University (SU). PICE-Siklaban commenced with a torch parade led by the Banda-Mangga on September 5. In the evening, the PICE Got Talent was held at the Ninoy Aquino Freedom Park Dumaguete City with Joemar Villarejo, a freshman BS Civil Engineering student of NORSU as champion. On September 6, NORSU’s representatives grabbed the titles for volleyball (men), basketball (women) and soccer. The Civil engineering students of NORSU also won in computer games which were Counter-Strike and Defense of the Ancient. In the evening was the showcase of beauty and wit through Mister and Miss PICE 2014 pageant held at NORSU Gym, wherein Gene Tindoc, a sophomore BS Civil Engineering student of NORSU, was named second runner-up. On September 7, IQ challenges took place which include the quiz bowl and chess competitions. NORSU was hailed the winner for the two competitions. For the Poster Making contest, the Civil

Engineering students of NORSU got the first place. Moreover, the Pinoy Games which include shakay, patintero, volleyball balloons and sack race was championed by NORSU. After which was the PICE-Siklaban Night held at the NORSU gymnasium featuring devotion prayers. Ganahan mo ana?” Thus was the statement of the Federation of Student Governments (FSG) President Daryl Ligan during the Negros Oriental State University Federated Faculty Association (NORSUFFA) conference held at the Boy Scouts of the Philippines Hall, Dumaguete City on September 11. During the conference, Ligan and NORSUFFA President Roche Cabanlit cited out unresolved issues the university president is currently involved. This includes the alleged procurement of a new school bus for Bayawan-Sta. Catalina Campus by Real without BOR approval; alleged irregularities in the purchase of speech laboratory equipment estimated at Php6.8 million implemented without BOR approval; the alleged harassment case filed against Real by a NORSU faculty; the deferred student accidental life insurance and other allegations that have undergone preliminary investigation as resolved in the BOR resolution number 33, series of 2014, conducted by the Office of the Solicitor General.

Ligan explained that students can protest against the administration as long as it does not jeopardize the university’s academic functions. He added that the students are the ones who can put an end to the issues faced by the university saying, “We, students, can go on strike anytime… the University of the Philippines (UP) will not be UP today kung dili pa aktibista ang mga estudyante.” However, he expressed, “What is happening in NORSU is too much! But ang behavior sa Norsunians mura ug dili State University students!” Ligan hopes that the students will be enlightened of the allegations affecting the university citing out also the faculty members’ role in informing the students about the issues concerning them. On the other hand, in the previously conducted press conference of the university president last August 29, Real said, “I should not be crucified immediately. Every person deserves the due process of law…even the hardened criminal on earth deserves a day in court so, why

ITO Director Guilbert Nicanor Atillo said that as of the moment, ITO is in the process of personalizing the emails for the faculty. After this, he said they will immediately proceed with validating the students’ information through their respective databases. He added that once the students’ databases are already available, then they can immediately access their own personalized emails using the given ITO temporary password. Moreover, the ITO director said that Norsunians will be greatly benefited by such project since all information related to NORSU will be directly sent to their personal emails. N e g r os O r i e n t a l S tat e University (NORSU) garnered a passing rate of 72.73 percent during the September 2014 Electrical Engineer Licensure Examination. Having this percentage, NORSU’s result was much higher compared to the national passing rate of 59.82 percent. Out of 11 examinees, eight of them passed. They are Engr. Lorence Cabalida, Engr. John Hullin Duran, Engr. Ralph Resty Feril, Engr. Rossward Infante, Engr. Dexter Maraña, Engr. Bethlyn Joy Pagasian,
Engr. Jay Brian Rubio, and Engr. Xeno Reuben Gene Zerna. The dean of the College of Engineering and Architecture (CEA) Dr. Josef Vill Villanueva said he is once again pleased with the achievement of their college’s graduates. He said the present result is higher compared to last year’s 66.67 percent. The University Clinic lacks facilities to assist its dental services, as revealed by Negros Oriental State University Dentist Marites Electona. Electona addressed the issue in response to the concerns of some students regarding the absence of tooth extraction services. “Walay facilities ug dugay nang guba ang atong dental chair, pila na ka tuig…mga six years na. Dili na siya mo-function like for example ang lights na ayu-ayuhon nalang gali namo ug ang among hand and air scaler,” Electona explained. She also pointed out the absence
of drainage along the university clinic. “Tungod kay naa raman ta sa classroom setting dili ta kahimo og drainage kay maguba ang infrastructure instead ang amo ra gigamit kay baldi para sa ila mga luwa og dugo,” she said. Electona added that they already requested assistance for the repair and other expenses for the facilities but the budget was insufficient. She said each student pays Php22 only as enumerated in their tuition fee. “This is a public intentity maong dili mag-expect ang students nga daghan tang services because we lack funds. Censored or Ensured?
In the middle of the semester, Executive Order 72, series of 2014 was released by Negros Oriental State University President Don Vicente C. Real. This EO orders the formulation of the University Publication Oversight Committee (UPOC) which actually gained comments from several people concerned, including the student publication itself. It is said that the UPOC is created to ensure the implementation of RA 7079 or the Campus Journalism Act of 1991. And that they have to make it sure that the publication adheres to such act, and accordingly, reinforce the publication’s efforts for their articles to be factual, responsible and moral. But upon knowing the existence of the committee on the first hand, interpretations from the people of the press (publication) has reverberated through the walls of this ever humble university. Could this be something of great help to campus journalists towards the development of their moral? Protecting their personas as students? Or could this be a sign of curtailing the freedom of the press? Checking every article for approval of publishing or not? As campus journalists, it is their duly right to express something for as long as it is balanced and is not one sided—that articles are clean and not libelous. That they are allowed to expose issues, may it be positive or negative, for as long as it affects the stakeholders of this university including students who are paving their way in innocence with whereabouts of the system. If there could have been errors to such, then the UPOC might as well be of great help to address provocations made by articles, that everything is justified. Or the publication will be held full responsibility for any possible turnover including those people working for it. If in any case articles made by the publication are changed or edited in a sense that thoughts are already diverted, then that would be another case. The publication will never tolerate it. Let’s just hope that censorship will not occur if things go unhandled. Hence, both sides must work together in a sense that no one is compromised to do so. That jeopardizing something for the sake of the other is none of the options towards their work. That everything shall be rectified without curtailing the freedom of another. And that no right of an individual working form both sides shall be violated. With this, rest assured, nothing will be made in a messed up roller coaster ride of conflicting ideas.

Right before your everyday-heard stories, a staple of redhot issue has targeted my sentimental coop just when I surf on the wide internet. Tell you my dear fella, it’s not just about the bombing gossip about your ‘addictive genre’ but also to you as a concerned Facebook user. All of a simple sudden, if you’ll turn back the time when this site was popularly created, fair enough that you’re delighted and thankful to be given the scoop to communicate with your love ones and families within or outside the country. Beyond than that, you could as well rejoice your day-to-day life through connecting with known friends—comments, shares and likes! Knowing the sad reality nowadays, some have interpreted the usage of the site to be a tool of harassment and other form of exploitation. Few basic alarming examples of these are the rape cases steering on chatting with strangers and bullying someone with an anonymous designation. Believing that it’s safer than your inborn favorite net. But will you be happy if just by an aftershock the site [Facebook] will be banned and totally be gone? Just because of violent and intimidating actions? Too pathetic! As recorded by experts, Facebook in every 40 minutes has massively calculated from killing up until bullying, 12,300 cases linked to the site. It’s undeniably wild, isn’t it? Imagining that we are all in one unsafe planet. This unexpected revelation is not to scare you from using the site but to remind you to be sensible and careful about its risky effects. Lately this week, I was traumatized by a dreadful message sent by someone unknown to me. Though at first the conversation was good but later on it became too delicate that even my personal life was bashed. Hello? Why worry about it? I suppose “karma” is running after that “somebody” and consequence is right after the sided-corners. Just wait! You might not endure the evil surprise! Importantly, having the vibrant recreation is not a matter of stepping nor degrading the feeble through social media nor on personal chitchats. Remember! It’s a cycle. What you’ve done antagonistically over the weak will later be your worst experience in life. In a matter of days, if I’ll reveal the significance of Facebook, truly it needs a week of explanation due to the massive positive impacts it had catered to the human race. To a great extent, the colossal ratio of the entire populace exposed the benefits of the site. So basically, if it will be lost, then many will be greatly affected including the innocent handlers. Note, it’s worldwide. It’s not just spinning on you alone, but also to the infinite number of users. Now, I’ll give you this common state of comparison. If you’ll be chained in a deep pool without anything else on your sole hands, how will you escape? Well, I suppose it needs another awaited falling miracle. So think about it and be aware of its environment!
The Real changes
Change –an inevitable reality other than death…a constant phenomenon which I often relate to people power. I wonder why? Recently, in a final written examination I attended, I was asked to explain the famous ‘pen is mightier than the sword’ quote. With respect to Dr. Jose Rizal, who just passed away 117 years ago, I boringly answered, “it was one of the reasons why we’re freed from the chains of mother Spain” instead of, “well, it is mightier because you can stab someone using a pen without them knowing, whereas if you stab them using a sword, it would be very visible and they’ll know it.” In close relation to my second paragraph and in full advantage of this opportunity, I will be using my pen bought from Hogwarts School of Magic to stab the actions of some people publicly. I am not certain if this magic pen hurts them or what, but I’m sure, it would make a tickle. #IfyouknowwhatImean First, I would like you to better understand my story as a writer/journalist. So, I have been a wimpy student a year before the first university president was replaced. Since then, I am already a member of the student publication –involved with the freshest occurrences the university has to offer. To tell you honestly, I am well aware about how the previous admin cater the press especially
Back then, I remembered how welcoming and approachable the previous president was. When I appear in front of him for an interview while he was busily scanning and signing his desk-full of papers, he urgently welcomes me and answers all my ‘ambush’ questions. I see him as a type of person who is armed and ready to face any issues thrown at him, may it be a poisonous dart or Katniss’ flaming arrows. I could see how the past administration is considerably aware that the student publication plays an important role in disseminating current information to students, which has now been taken for granted by the current admin. I am not saying that our present president is not approachable. But if I’m Anna, I would be like, “Elsa…do you wanna build a snowman?” and he’s like, “Go away Anna!” That’s the sad reality, and everybody should know that we are trying our best to ask the side of the current administration in every article we publish, but we’ve been always slapped with, “TN na pod? Interview na pod?” Guess what, isn’t it obvious? Alangan sad ug magpa-aircon ra mi? Or makigtabi mi ninyo?” “Pwede mong makasohan ana!” We are well aware of that, but who would be filing the case? Someone inside the administration? Wow, it is the duty of the admin to protect the rights of campus journalists, not disown and file a case against them! The comparison between the present and past administration is the same as comparing Dr. Jose Rizal’s Noli Me Tangere and El Filibusterismo –it is purely academic. But as I am entitled to my opinion, I should say, it was way better before. As in way, way better! Tantamount to best. Professionalism Let me just get this straight, our pub has been receiving injustices recently. But is it professional for them to interfere with the publication just because the current news are about them? Just because they don’t like it? THE REAL CHANGES... page 3

Let’s go with the flow of the digital media! Now. Who would have thought that a beaming lady who’ve vended ‘bibingka’ will be recognized in a shocking action? A voice-gifted individual who could awaken the muted world while touring her singing career along the busy road? A financially less fortunate young who is just selling around the city and captured the entire cosmos with her angelic voice? Might be a few fellow, but for a simple young dreamer, it’s somehow a goalmouth come true offer of life! Featured through Facebook last July 23 by Axel Sioson, a young lady with great passion in singing was renowned. Aired with 266,000 likes, 124,000 shares and more than 32,000 comments as per broadcast. The heat of her mini-concert around the eventful motorway of Parañaque City showcased the talents of every humming Filipinos. You could just imagine her vocal sound as an edited version that one artist might have during final release of songs. But to tell you honestly, she had proven the concept to be another way around and left the mark that high-pitched singers must have. Youngster of good character and passion Antonetthe Tismo is an inborn resident of Parañaque City. Locally known as a prodigious ‘barangay’ songster due to her outstanding exposure and also because of her brilliant techniques in selling her rice cakes. She have joined several singing contests and Videoke competitions. And hello? She have perfectly plotted a harmonic start with her songs and ended up with a protruding claps of her listeners and spectators. Back then to her respective home, she was entirely identified as the eldest and believed to be a tenderhearted model. It can’t be denied somehow that there were times that shortage and basic teething troubles chaotically and haphazardly assault their humble household. However, Tismo never took a quick pause to let it live for last. Thumbs up to this young lady! She had surpassed the offered challenge with ease. Whether we like it or not. Truly it’s hard to combine a life with studies while working after class, right? But for her, that’s indeed a challenge of life to be inspired with in pursuing formal education. Admiring and deferential as you could describe this strong-willed girl. Well, guess that’s an imperative reminder for you to be aware of. The significant milestone of her life This ‘Kakanin Diva’ was an eleven year old girl who once wished a life of simplicity and contentment. Being the eldest of her siblings, she pursued to help her family at an early age. She had sold their sweet delicacy ‘bibingka’in the hot and carbonated road alone as she tries to fascinate buyers through singing with the deepest trench of her purpose in life—to be a helpful child. Then, they ask us to come back later for the interview, because someone is busy eating while a sticker states, “NO NOON BREAK”. Goodness! Why you gotta be so rude? “I was pierced with million knives of bitter-sweet milestone, thousand glasses of pains and hundred pulpits of hatred.” Back then when my world is still virgin and innocent, futility and dumbness kicked my sentimental sphere. “Ma, nganu man nang ingun ana si kuya? Kadaghan nagud na siyang murag maulaw og magkuyog mi. Abi kay ingun ani ko? Gi kaulaw na gud lamang?” I told my mom as I sobbed, confronting her for what I feel about my brother. No one else was there for me to lean on from that tragic flash ‘coz after all, I am just an artless kiddie—no strength and power! “Makalagot lagi kaayo! Unfair man ni.” I stressed as I left her in front of the door. I thought of every situation that may affect the way he approaches me. Then I realized, I belong to the third orientation, and I can’t blame him for the mistreatment. But still, it hurts. It’s killing me. Few hours had passed and I didn’t come back home. I slept in the corn plantation using my pillow of self-satisfaction and acted like a lonesome Teleserye protagonist, suffering grief in isolation, with no one to run into. I waited until the pain gradually faded. I unlocked the concrete feelings of mine towards my wicked brother and smiled synthetically for myself. I was surprised to see my brother, standing in front of our rusted gate, staring at me with the eye of a dictator. “Pssst! Dis a ka gikan? suki-suki tas mu uli ra pud diay? Bulugayon ra gud ka! Basin nakaengun ka nga concern ko nimu. Ui! Buyag! Iyahay ta! Ouch! My feet is getting numb and it seemed like the other half was injured! But that was nothing compared to his killing words. I stayed calm and bended my head and passed across him so he won’t be having the misconception of imagining that I’m getting wild and disrespectful. All of a sudden, as I entered the silent door, my mom hugged me, “Ayaw gud usba to hah? Gahuna-huna biya ko nimu ug naunsa na ka.” I wasn’t expecting that the greetings could create a vast bumping of blood and change of notion towards my gender. I felt secured and safe with those gentle caress. But the story indeed is an uproarious cruise. My brother did everything to destroy my fulfilled life. Well, I’m immune with those scripted acts and since then, I haven’t brought his worries nor a single appreciation to me. But the point is, if I’ll continue this undying battle, our parents will be greatly affected. I won’t let any house-breaking obstructions to hit its wrath to us. Never! Up until one day, a trio gift news had shocked me haphazardly. Yes! He will be leaving our home. I mean like, hello? It’s freedom! Yet the feeling of longing his support is still pitching me that someday he could realize the concept of being alone in the doom. Years had passed, and the time of his arrival back in town has come. Though we haven’t met personally in the recent period, it seemed like he’s just right at my unsafe back. Bang! Undeniably, truly he’s there! “Ui! Dako naman lagi ni siya? Niya dong mu eskwela kag college? Bright ra ba gud ka.” Was that a joke? I was externally and internally showered by bliss with that extraordinary present. More than that, he had offered his oath. “Bahala ug ma gamay na lang ang mabilin sa akong sweldo dong basta kay makahuman ka, happy na ko!” Thanks! All of the pains of yesteryears was washed away. And that no matter who you are, the people around you—your immediate companions in general, will openly accept you. Because you are part of them, and they love you whatever may happen. Just be happy. Just be you. So up to this moment, I am respecting all of his decisions as I take good care of my image to maintain our good connection. 4 NORSU-AFROTC, PAF organize environmental services
In line with the Civic Military OperationActivities (CMOA), NORSU-Air Force Reserve Officers Training Corps (ROTC) together with some officers of Philippine Air Force (PAF) organized three different environmental services on September 3. The activities conducted by the AFROTC and PAF include mangrove tree planting, coastal and waterways clean-up. According to advance ROTC officer, Colonel George Abaygar, the main purpose of the simultaneous activities was to help maintain the cleanliness and sustainability of the environment. He added that Air Force is not only good in Reserve Officers Training but also in conserving and preserving ‘mother nature’ through planting and cleaning. The coastal clean-up took place along the seashore of Brgy. Candayong, Dumaguete City to the Bureau of Fisheries and Aquatic Resources (BFAR) while the waterways clean-up took place at Colon Extension spillways to the Old Banica Bridge of Dumaguete City. PDO encourages NORSU instructors to have Master’s degree
In compliance with the 2015 ASEAN Integration, the Planning and Development Office (PDO) encouraged all Negros Oriental State University (NORSU) guest instructors throughout the system to finish their Master’s degrees in their respective fields. PDO Director Jaysone Christopher Bancoro suggested through a letter addressed to the Office of the Vice President for Academic Affairs, the implementation of the Memorandum Order No. PDOMAIN-15-2013 dated June 16, 2014. Republic Act No. 7079 AN ACT PROVIDING FOR THE DEVELOPMENT AND PROMOTION OF CAMPUS JOURNALISM AND FOR OTHER PURPOSES
SECTION 1. Title. – This Act shall be known and referred to as the “Campus Journalism Act of 1991.” SEC. 2. Declaration of Policy. – It is the declared policy of the State to uphold and protect the freedom of the press even at the campus level and to promote the development and growth of campus journalism as a means of strengthening ethical values, encouraging critical and creative thinking, and developing moral character and personal discipline of the Filipino youth. In furtherance of this policy, the State shall undertake various programs and projects aimed at improving the journalistic skills of students concerned and promoting responsible and free journalism. SEC. 3. Definition of Terms. – (a) School. – An institution for learning in the elementary, secondary or tertiary level comprised of the studentry, administration, faculty and non-faculty personnel; (b) Student Publication. – The issue of any printed material that is independently published by, and which meets the needs and interests of, the studentry; (c) Student Journalist. – Any bona fide student enrolled for the current semester or term, who was passed or met the qualification and standards of the editorial board. He must likewise maintain a satisfactory academic standing. (d) Editorial Board. – In the tertiary level, the editorial board shall be composed of student journalists who have qualified in placement examinations. In the case of elementary and high school levels, the editorial board shall be composed of a duly appointed faculty adviser, the editor who qualified and a representative of the Parents-Teachers’ Association, who will determine the editorial policies to be implemented by the editor and staff members of the student publication concerned. At the tertiary level, the editorial board may include a publication adviser at the option of its members. (e) Editorial Policies. – A set of guidelines by which a student publication is operated and managed, taking into account pertinent laws as well as the school administration’s policies. Said guidelines shall determine the frequency of the publication, the manner of selecting articles and features and other similar matters. SEC. 4. Student Publication. – A student publication is published by the student body through an editorial board and publication staff composed of students selected but fair and competitive examinations. Once the publication is established, its editorial board shall freely determine its editorial policies and manage the publication’s funds. SEC. 5. Funding of Student Publication. – Funding for the student publication may include the savings of the respective school’s appropriations, student subscriptions, donations, and other sources of funds. In no instance shall the Department of Education, Culture and Sports or the school administration concerned withhold the release of funds sourced from the savings of the appropriations of the respective schools and other sources intended for the student publication. Subscription fees collected by the school administration shall be released automatically to the student publication concerned. SEC. 6. Publication Adviser. – The publication adviser shall be selected by the school administration from a list of recommendees submitted by the publication staff. The function of the adviser shall be limited to one of technical guidance. SEC. 7. Security of Tenure. – A member of the publication staff must maintain his or her status as student in order to retain membership in the publication staff. A student shall not be expelled or suspended solely on the basis of articles he or she has written, or on the basis of the performance of his or her duties in the student publication. SEC. 8. Press Conferences and Training Seminar. – The Department of Education, Culture and Sports shall sponsor periodic competitions, press conferences and training seminars in which student-editors/writers and teacher-adviser of student publications in the elementary, secondary and tertiary levels shall participate. Such competitions, conferences and seminars shall be held at the institutional, divisional, and regional levels, culminating with the holding of the annual national elementary, secondary or tertiary School Press Conferences in places of historical and/or cultural interest in the country. SEC. 9. Rules and Regulations. – The Department of Education, Culture and Sports, in coordination with the officers of the national elementary, secondary or tertiary organizations or official advisers of student publications, together with student journalists at the tertiary level and existing organizations of student journalists, shall promulgate the rules and regulations necessary for the effective implementation of this Act. SEC. 10. Tax Exemption. – Pursuant to paragraph 4, Section 4, Article XIV of the Constitution, all grants, endowments, donations, or contributions used actually, directly and exclusively for the promotion of campus journalism as provided for in this Act shall be exempt from donor’s or gift tax. SEC. 11. Appropriations. – For the initial year of implementation, the sum of Five million pesos (P 5,000,000.00) is hereby authorized to be charged against the savings from the current appropriations of theDepartment of Education, Culture and Sports. Thereafter, such amount as may be necessary shall be included in the General Appropriations Act. SEC. 12. Effectivity. – This Act shall take effect after fifteen (15) days following the completion of its publication in the Official Gazette or in at least two (2) newspapers of general circulation.
