Admin imposes new dress code policy By Dayanara G. Villalon

ALLOWING THE STUDENTS and faculty members to freely express their creativity on fashion, University President Don Inocente Royal released Executive Order (EO) No. 69 effective October 2, a day before he was temporarily suspended. EO No. 69 states “All students and faculty members of Negros Oriental State University (NORSU) are allowed to enter the campus premises wearing their own fashionable attires effective on the day indicated in this order.” With the implementation of this new dress code policy, students and faculty members are allowed to wear any attire they desire for as long as it will show their creativity. The university president said this new dress code is what he is aiming for since the start of his administration. He said that in this manner, NORSU will soon be known for its fashion-oriented environment. “No one, by means of poverty, should be deprived of the thrill of fashionable endeavors,” Royal said. In an interview with the Universe Insecurity Management Office (UISMO) Chief Officer Praybeyt Benjamin Valenciana, he said UISMO has started the implementation of this new policy the day right after he

received the order from Royal. Valenciana said he supports the decision of the university president since he is not in the position to question it. He added, “His wishes are my commands.”

SB disproves the policy Upon knowing the decision of NORSU administration, Student Blues (SB) President Raw-john Talata sent a letter of

appeal to the Office of the University President through Officer-in-Charge Pader Diet to cancel the new dress code policy. Talata stated in his letter that this policy may lessen the morality and decency among the students especially if they will wear morally offensive attires. “Even if his [Royal’s] main goal is for the students to be fashionable, it is still not right to let them wear whatever they want. I need an explanation. I need an acceptable reason,” he said. Until now, Talata said he has not received yet any response for his appeal from the president. “If he [Royal] will not accept my letter of appeal, we, the SB officers, will set an appointment with him to change his decision,” he said. Bachelor of Arts in Fashion Designing second year student, Rene Salod, said he is in the side of the university president since, through the new dress code policy, he will be able to show his real skills that other students may also follow. “Isn’t it amazing and surprising? Isn’t it?” he expressed. However, Maria Clara Florenciana Generosa, a Bachelor of Arts in General Curriculum student, disagreed with the implementation of the policy because according to her, it will greatly affect the image of the university. “This is a university and not an institution that searches for next top models,” she stressed.

A f t e r Ty p h o o n Yo l a n d a shattered some areas of the country, a new typhoon named Zamora attacked Negros Oriental State University (NORSU) last October 20 causing flood in the area.

Among all situates in the province of Negros Oriental, only the institution of NORSU was submerged into water created from the torrential rainfall of typhoon Zamora.

UNIVERSITY PRESIDENT DON Inocente Royal issued the Executive Order No. 66 creating the University Proofreading and Oversight Committee (UPAOCOM) to review all printed outputs of all publications in the entire university system. The subject of the new EO is to avoid future errors and secure grammatical accuracy for all concerned readers. Its main function is to review all publications in the system subject to the provision of English as the generally accepted language used internationally, for teamwork, effective and efficient leadership and management of NORSU’s operations. According to UPAOCOM Chair Mark Earturalde, the committee covers all publications in the university including The NOISYnian (TNn) and The Pyloone. He also emphasized that UPAOCOM was created to ensure the

implementation of RA 7079. “We would like to make sure that all the publications adhere to the widely accepted mode of transaction, which is English,” Earturalde said. In addition, the EO states that

NORSU to offer free education By John Dave V. Laturnas

PRESIDENT OF THE Republic of the Philippines Hon. Maligno Simeon Anino III signed Republic Act 0936 last November 1, 2014 declaring Negros Oriental State University as the only university in Asia to offer tertiary education programs with free tuition fee grant, meal and lodging for all Norsunians effective next school year. Among other universities in the Philippines, NORSU has been chosen by the Commission on Higher Education to be promoted to a higher educational standard in same level with the Germany Academy, Harvard University and Oxford University. The levelling and ranking of universities in Asia and Europe are

based on assessment criteria set by the United International Organizations (UIO) composing the United Nations, ASEAN, World Piggy Bank Organization, and UK Bunox Institute Incorporated. In an international assembly held last October 24, 2013 at the Eiffel Tower in Paris France, NORSU President Don Inocente Royal formally signed a memorandum of agreement with the UIO representatives on the conversion of NORSU as a dynamic university to source out general funds from the World Piggy Bank, offering free tertiary education in all educational programs. President Anino in an interview, also disclosed that aside from free education, the Norsunians will also

be sponsored with free lodging by the Hotel Essencia Dumaguete City, being the nearest hotel to the university. Anino said, “Hindi ito joke. Maniwala kayo sa akin. Nagsasabi ako ng totoo. Magiging libre na ang boarding house nyo!” In cooperation with Mc Donalds Company, Jollibee and Mang Inasal Restaurant, NORSU administration will also provide daily meals to all Norsunians with all expenses paid by UIO. Moreover, NORSU, through UIO has signed a MOA with Samsung Company, providing all Norsunians with laptops all equipped with applications necessary in their course.
