Powerhouse electrical supply to transfer in Bajumpandan Narlyn R. Mascardo
The supposed powerhouse electrical supply for Main Campus 1 will be transferred to Bajumpandan Campus since the development projects of the university will focus on MC 2. As published in a previous article of The NORSUnian (TN), there are lots of plans for the development of the Bajumpandan campus as there will be additional buildings and facilities soon to rise. According to Buildings
and Grounds (BG) Director Julius Ausejo, they shall undergo a thorough study on this matter before its realization with the intention to make sure the powerhouse can cater the power needed for the campus’ future advancement. Ausejo said this plan is part of the 2017 Annual Procurement Plan (APP) but it is not only a one-year development fund. The budget for this is bigger than his prior powerhouse proposal which is 20 million. When asked about the
advant age of having t he powerhouse, he said, when this would be carried out, they could guarantee stable supply of electricity. In case of power shortage, there would be a stand-by generator for use. In the meantime, for MC 1, they can do the balancing of loads wherein they will divide kilovolt-amperes between phases such that each phase will carry an equal amount of load. They will also add a line from the power source to the College of Nursing Pharmacy Health and Allied Sciences
(CNPAHS) and College of Business Administ rat ion (CBA) buildings. The said buildings are prone to power interruptions. He furthered, there are three existing transformers placed at back of Science and Technology (ST) building, two were 100 KVA and one is 50 KVA. However, they are still waiting for the Board of Regents (BOR) approval of the Annual Procurement Plan (APP) so they can upgrade the 50 Kilo POWERHOUSE/to page 6

In acco r danc e with the banning of some pornography sites in the Philippines, Information Technology Office (ITO) blocked all pornography sites restricting access to anyone connected to the university Internet. Through a Microtech firewall, the ITO configured the university internet to block porn and downloading sites
that may affect the speed of the Internet connection. The 50-megabytes-persecond (mbps) Internet speed provided by the ITO is being divided within the campus, having 10 mbps to the Sky library, another 10 mbps for the Wi-Fi connection, and the remaining 30 mbps being distributed within the offices. EDITORIAL
Saving the Youth Sexual Education has been one of the major ways of high schools in the country to spread awareness on reproductive health and prevention of health illnesses such as Human Immunodeficiency Virus and Acquired Immunodeficiency Syndrome (HIV/AIDS). However, it is not necessary to promote contraceptive use through its distribution to high schools. With the rise of HIV/AIDS cases in the Philippines, the Department of Health (DoH) has taken the move to further spread awareness through the distribution of contraceptives. With sexual contact as the most frequent transmission of HIV/AIDS and the increasing cases of teenage pregnancy, the use of contraceptives may lower the risk of the spread of such disease. However, its introduction and promotion could ignite students’ curiosity, and disturb them emotionally, physically and morally. As much as we have known, it has been claimed that adolescents are sexually active at age 15 which has lead public health organizations and governments to promote the distribution of condoms to schools to prevent sexually transmitted infections (STIs). However, in a study conducted by Dr. Jokin De Irala in public and private schools in Latin America, his research revealed only 20% of the adolescents who are 15 years old are sexually active. “They need to know that it is counterproductive, even dangerous, to distribute condoms and contraceptives to all adolescents. They need to know that such programs only produce more adolescents having sex in circumstances that put them at emotional, physical, and moral risk”, as he cited in an article by the Population Research Institute. It is the responsibility of parents to guide their children in knowing about sensitive issues, and that making them open minded means educating them in their homes. The government and media could take initiatives to conduct awareness programs and propaganda to parents so it could help them guide their children properly on such matters. University Gender and Development Director Rosalinda Abellon has addressed the significance of package awareness training such as human sexuality, reproductive health, HIVAIDS and teenage pregnancy. On the other hand, University Nurse Paula Jesette Anne Tumulak underscores the impact of media towards the teenagers’ upbringing and the best way to combat this is dissemination of information and education. Thus, spreading awareness starts from educating students on STI and reproductive health illnesses prevention. Thus, HIV/AIDS can be prevented and the youth can be saved.
‘Bora-Bora’ in the making It’s more fun in Dumaguete City! Well, everyone must agree with me if you’ve witnessed Dumagueteños’ version of the Fast and Furious movie with motorbike riders plying around the city street from morning ‘til night. Surely, it will give you goose bumps! Dumaguete, dubbed as the “Motorcycle Capital of the Philippines” you would never wonder that to be abruptly jolted awake by running motorbike with modified mufflers in this town and
having been exposed by its deafening load exhaust pipes may or may not be new to you. However, it seems that our city authority become blind-deaf or in Cebuano term, “napabiling buta-bungol” by this irritating ‘bora-bora’ noise. In fact, one friend of mine who is living along the national highway of Daro shared how stressful these motorbikes are. Instead of studying her lessons in the midnight, her attention would be diverted by this dominating speed and noise
Safety first Condolence to the families who lost their loved ones on the Tanay, Rizal accident. My prayers are with you. narrated to GMA News. Mother of one of the victims also vented, “Pag hindi papasamahin nila ibabagsak tapos ‘yung sasakyan hindi [tinitingnan] kung maayos,” in an interview with 24 Oras. Public Attorney’s Office (PAO) Chief Persida Rueda Acosta said the said fieldtrip should not be mandatory because it is not an academic subject. In response to this tragedy, the Commission on Higher Education (CHEd) issued a
maniacs. My good friend’s experience isn’t apart to what I’ve witnessed. Imagine that these stressful modified muffler motorbikes run not only in highways, but also within this university. Yes, they exist here. And with certainty this university becomes the breading ground of ‘bora-bora’ with the approval of campus parking intended for faculty and staff. Who knows, one of your teachers (supposed to be role model) owns one of those motorbikes. On the other hand, it appears that the local government is just tight and aggressive to implement the muffler ordinance only if a complaint arises. And to think that we have the presence of our national law which is the Philippines Clean Air Act of 1999 (Republic Act No.8749) p e na l i z i ng v i ol ators not exceeding PhP 2,000 for the first offense, yet this problem remains to be problem. Just to note, April 2016, our city government deemed to come up wit h ‘b etter
plan’ passing a local muffler ordinance that only requires motorist to pass the standard level of noise at 90 decibel. Thus, the first offense would only require motorist to install mufflers in their motorbike. One way or the other, it could be a better option to trace its root and answer the question why do these modified muffler motorbikes exist? Take a look at the stores and shops around the city that sell and manufacture these noisy mufflers. It wouldn’t be effective to just simply warn them to stop selling it, but rather let them face justifiable penalties. To come up with this idea doesn’t sound impolite . Let us not wait until this problem would end up into history like the helmet law that was passed in 2010, but its implementation only took effect until January 2012 (Rest in peace helmet law). These are just a few things to ponder on the local government and everyone is looking forward to the transformation of this rotten practice. Consistency matters most.
m o r at o r i u m s u s p e n d i n g fieldtrips and educational tours in public and private universities and colleges until the completion of the investigation. Nevertheless, Bestlink College shall face the necessary sanctions; civil, criminal and/or administrative. CHEd officials added schools cannot use waivers signed by students or parents as a legal shield in the event of any untoward incident that may happen during a field trip. As an Education student, I believe field trips and educational tours are significantly helpful in aiding the students’ learning experience. But sadly, everything we do always have corresponding consequences. In the case of extending our learning and exploring places out of the fourwalled classroom, it is the safety that we put at stake. “While it is true that field trips are essential… the safety
of the students on field trips must be ensured at all times by school authorities,” CHED Commissioner Prospero de Vera III said. This incident shall serve as a lesson to us, whoever may be at fault, the school or the transport company, that there should be proper regulation and maintenance of public transportations and strict compliance with requirements to ensure students’ safety. If t he s cho ol h a s a transportation of its own, they should utilize this instead of hiring from external transport companies of which they are not sure if it is safe. At least if it is the school’s, they would not let it run unsafe. Also, I find mandatory field trips ridiculous. Failing to join the trip is failing the subject? Totally absurd. This should not be the grounds for a student to fail. Being able to comply a task as alternative SAFETY/to page 6

Never had I imagined Story by Quintin
Aime has been suffering a heart failure since birth. Her parents didn’t know that she has a heart disease until they noticed her being too pail with darkened lips and irregular breathings when she was seven years old. Her parents almost lost hope, but the doctor remained calm and optimistic. Hear t attacks can b e prevented through secured safety measures. Since then, she was protected by her parents more than what they did before. She lived a life away from society. Being alone in a room, reading some lovely pocket books, and listening to music with a very low volume, were her usual activities. Her parents considered her as vulnerable as an egg. After high school graduation, her hobby was only to stay at home. She never went out of the compound for years, nor talked with her relatives,
because she couldn’t endure the emotions and noise when socializing with them. She never imagine about being serious with the guy but little did she know that she is falling in love with him. She didn’t have an idea of what he looks like, or what his true personality is. But she was familiar with his voice that she hears every time they call each other at night. The guy decided to visit her. While Aime instructed him some directions, the guy sketched it. She was left dumbfounded when she saw a slim guy with a polite manner standing in front of the gate. That was the first day that they met each other, and from two years of mutual understanding through phone calls and text, they knew that it was love. It was the time when she was able to go out from home for years. She noticed a lot of improvements at the place, and the neighbors felt happy, seeing her roaming around. That night was her happiest moment. She never realized that what she had read in pocket books also happen in reality. Days passed by, and they got married. She described her 50-year-old husband as a descent, calm, understanding and the most patient person she has ever known. In her 20s (28 to be exact), she learned how to be a good wife. With over 500 contingents coming from different places in the Philippines, the delegation of Dumaguete City bagged three awards during the 2017 annual celebration of the Sinulog Festival in Cebu City on January 15. For the Free Interpretation Showdown, Dumaguete placed third in the overall result, and also bagged fifth in both Best Musicality and Best Street
Dancing competitions. Consisting of over 300 contingents competing for the Sinulog Festival Showdown gathered at the Abellana Sports Complex Cebu, one of the dancers representing the delegation of Dumaguete, Jessa Molina, a second year NORSU Information Technology (IT) student, expressed her joy with the awards Dumaguete received. “Wala mi ga-expect kay daghan jud kaayo ang niapil then gamay ra pa gud ang space nga among masayawan.
Kahilakon na jud kaayo mi kay dili mi kalihok og tarong pero lipay kaayo mi kay nadaog jud mi,” she said. She stated it was the first time Dumaguete has placed third. “First time nga na-third gud ang Dumaguete ug ang amo pud goal kay makasulod bisag top five ra.” She also mentioned the countless practices they had prior to the competition and their rehearsal in Cebu soaked them wet in rain but their efforts had all been paid off.
With Molina, Danilyn Isidro, an IT student, mentioned the practices were very tiring but it was worth it after bagging awards during the competition. Meanwhile, Crislyn Flores, a sophomore student of the same course, felt honored to represent Dumaguete during the Sinulog Festival and is thankful for winning the awards. The Dumaguete Sinulog team was facilitated by Angelo Sayson, instructor of Dumaguete City High School.

Moreover, in an article from Rappler.com, top porn sites like Pornhub, Xvideos, and Redtube do not load anymore when accessed in some devices. For affected online users, a message saying, “this website has been ordered blocked under authority of the Philippine Government pursuant to Republic Act 9775 or the Anti-Child Pornography Law” is prompted when accessing blocked adult web sites. In 2016, adult website company Pornhub published its Year in Review, which found
out that the Philippines was the top country spending the most time on the site per visit, having an average of 12 minutes and 45 seconds per visit, beating South Africa with 10 mins and 46 seconds and United States with 10 mins and 15 seconds, respectively. To note, the National Te l e c o m m u n i c a t i o n s Commission (NTC) issued Memorandum Circular No. 0101-2014 in 2014 which ordered Internet Service Providers (ISPs) to “install available technology, program or software that will block access or filter all websites carrying child pornography materials” within 120 days from the submission of a list of these solutions to the InterAgency Council Against Child Pornography (IACACP). However, this filter does not yet apply across all ISPs in the country as some providers in the country still permit access to the adult websites.
