To shed light on the issues faced by the university, Officer-in-Charge Dr. Peter T. Dayot explained the current situation of NORSU assuring the students, teachersinstructors, faculty members and parents that everything is under control.
The NORSU Board of Regents (BOR) issued another 90-day suspension against University President Don Vicente C. Real through BOR Resolution No. 29, series of 2015 after the existence of a prima facie case which has been found out for Grave Misconduct and Gross Insubordination based on the Preliminary Investigation Report submitted by the Office of the Solicitor General (OSG) on January 21. In a thorough evaluation of the Preliminary Investigation Report from the OSG, the BOR found out the existence of a prima facie case against Real for Grave Misconduct and Gross Insubordination for pursuing the public bidding of the “Major Repair of HM Building”, the execution of the Contract of Agreement dated September 30, 2013, with VESA Engineering and Construction, signed by Real, and authorizing the release of funds to VESA without prior approval of the NORSU BOR and in violation of Section 51 (2), Chapter 12, Book I of Executive Order No. 292, otherwise known as the “Administrative Code of 1987”. In pursuant with Rule 7, section 27 of the Revised Rules on Administrative Cases in the Civil Service (RRACS), Real has been issued to face a 90-day suspension to take effect upon the service of the administrative complaint as entailed: “Resolved, to adopt the recommendations of the Office of the Solicitor General (OSG) in the case of the Home Management/ Food Technology Building project amounting to P10 Million and that Dr. Don Vicente C. Real be charged with Grave Misconduct and Gross Insubordination.” It is further resolved that the suspension shall proceed independently of the dismissal resolution taken by the board in the

Meanwhile, as resolved further, Dr. Peter Dayot shall remain as the Officerin-Charge of the Office of the President during the preventive suspension of the university president.
(January 21) at about 8:00 p.m., NORSU authority headed by University Chief Security Officer Rosalinda Abellon, served the suspension order, together with the bulks of files containing the OSG findings on the administrative case charged to Real in his residence in Bais City, Negros Oriental. Abellon also invited some local media representatives from ABS-CBN Dumaguete, Bai Radio and other local radio stations to stand as witnesses of the serving of the suspension order in counter of the possible denial from the side of Real. Due to the prior death threat posted in Facebook by Real’s son, Vince Anthony Real, that reads, “Pangtadtarun nako inyong mga tinai kung mubalik pa ‘mo,” and after it has been printed and presented to the Philippine National Police (PNP) Station
“Normal lang dapat ta, although we are in an abnormal situation, we have to continue the day-to-day activities.” Thus was the concluding statement Dayot addressed to everyone concerned. Dayot elaborated the incident that happened earlier this year and said the suspended University President Don Vicente Real defied his suspension order when he entered the university main campus. It is to be noted that the president’s suspension expiry was moved to a later date. In addition, Dayot said Real also issued an executive order extending the previous s e c u r i t y a g e n c y ’s s e r v i c e s which expired in December 2014 without the Board of Regents’ (BOR) approval. “Clearly, it is defiance of the suspension…and the BOR gave him a show cause order to explain why he should not be filed an administrative case for issuing the executive order,” Dayot said. Dayot also shared the BOR commended University Chief S e c u r i t y O ff i c e r R o s a l i n d a
