Welcome From Mayor Tolbert Dear Friends and Visitors, Welcome to Arlington’s 2017 Summer Festival! We are privileged to be your host, and invite you to participate in Festival activities. This year’s Festival begins with the Arlington-Smokey Point Chamber of Commerce carnival, taking place at the corner of 51st Avenue NE and 172nd Street NE from June 23rd through July 4th. We then kick off with our famous 4th of July festivities in downtown Arlington. We hope you will join us for a fun filled day starting at Haller Park at 7 a.m. for a pancake breakfast prepared by Youth Dynamics staff. You can cheer on the participants of the Pedal, Paddle, Puff Triath-
lon and the 5K Foam Run. The Arlington Kiwanis silent and live auctions, also at Haller Park, support local scholarship funds. We will be announcing the winner of the Name the Frog contest during the auction, so be sure to take a look at our newest installation of public art — a granite frog at the Haller Park playground, donated by the Arlington Arts Council. A new offering this year is food concessions and a beer and wine garden at Haller Park, available from noon to 9 p.m.
Arlington Lifeway Church is bringing back old fashioned carnival games and food vendors to Legion Park from noon to 4:30 p.m. The Kiddies Parade heads
down Olympic Avenue at 4:30 p.m., and the 4th of July Grand Parade, sponsored by the Arlington-Smokey Point Chamber of Commerce, starts at 5 p.m. on Olympic Avenue. After the parade, we hope you join us once again at Haller Park for the annual Rotary Club Duck Dash and live music, before heading out to Bill Quake Memorial Park to watch the spectacular fireworks display. The festival continues with the 49th annual Arlington Fly-In at Arlington Municipal Airport. The Fly-In draws over 1,000 aircraft and 50,000 visitors annually to Arlington for three days of pure aviation excitement. The Fly-In begins on Friday, July 7th, and continues on through Sunday, July 9th, with airshows Friday evening and Saturday afternoon, new displays, a hot air balloon night glow, and an outdoor movie theater. The Arlington Street Fair packs Olympic Avenue with booths from local artisans and vendors, along with fabulous entertainment and food. The Street Fair kicks off on Friday, July 7th, and concludes on Sunday, July 9th.

Compete inthe Pedal,Paddle,Puff & FOAM 5K Race begins at 9 a.m. Starts at Haller Park For those who can’t resist the thrill of competition and exercise, Arlington takes full advantage of the Stillaguamish River with its Pedal, Paddle, Puff Triathlon, starting at 9 a.m., on July 4, with registration beginning at 8 a.m. The Triathlon begins at Haller Park with a 3.1 mile run. That is followed by the 5.8 mile bike ride. The final section is approximately 6 miles down the Stillaguamish River using a canoe/ kayak. The good-natured compe-
tition offers recognition for top finishers in a variety of categories including Overall Teams, Family Teams, Local Teams, Iron Man and Iron Woman. New this year is a FOAM 5K which begins at 10 a.m. The FOAM 5K is a fun event for the entire family. As part of the FOAM 5K participants will run through red, white and blue colored foam in celebration of the Fourth of July The Arlington Runners Club is once again presenting the annual event. Going,going,gone at the Kiwanis Auctions Silent auction begins at 9 a.m. Live auction begins at 10:30 a.m. At Haller Park The Kiwanis Club of Arlington’s fundraiser auction, held on the Fourth of July at Haller Park, raises funds for scholarships that are handed out to local students. The morning event features two auctions, the first of which is a silent auction that begins at 9 a.m. The second is
a live auction which begins at 10:30 a.m. The donation list reads like a telephone book listing of Arlington businesses, as well as Kiwanis Club members, community members and others. Some of the items available this year include a Stay and Dine from the Angel of the Winds, a Christmas quilt, a 10-speed bicycle and much, much more. The silent and live auctions provide an exciting activity between the pancake breakfast and the different legs of Pedal, Paddle, Puff Triathlon.

Celebrate an Old Fashioned Carnival Noon - 4 p.m. Legion Park The Arlington Lifeway Foursquare Church is presenting an Old Fashioned Carnival celebration at Legion Park, from noon to 4 p.m., on July 4. Grand Parade rolls down Olympic Ave. Grand Parade Starts at 5 p.m. Olympic Avenue Arlington’s Fourth of July Grand Parade is a grand community experience. It’s fun to see people walking down the center of the street, interacting with fellow Arlingtonians and visitors. The real thrill, though, is riding in the parade. Anyone can do it, just sign up and show up. Grand Parade registration and line-up begins at 2 p.m. at the PUD building located at

Gastineau, Kelly crowned as Head Ducks This year’s head ducks for the Rotary Duck Dash are Carla Gastineau and Jim Kelly. Gastineau is the general manager of the Stillaguamish Athletic Club and has been with Rotary for about four years. “I love giving back and providing service to our community,” she said. She enjoys getting out and meeting people at the Duck Dash. “As uncomfortable as it is being dressed up as a duck, it’s been really fun because people get excited to see you and everyone wants to have their picture with a duck,” she said.
She has been a general manager at the Stillaguamish Athletic Club for 24 years and said she loves the work and enjoys being part of the community. “I get to develop relationships and help everyone live a healthier and fit lifestyle,” she said. Jim Kelly is the city of Arlington’s Public Works director and has been with the Arlington Rotary for about a year. “I really enjoy the monthly community projects we get to do, whether its refinishing church pews or up at Fire Mountain Boy Scout camp putting in a new dock,” he said. He said he enjoys the Duck
Dash because it’s a communitysponsored event where he gets to meet his neighbors. Kelly also likes that the Duck Dash helps inform people about Rotary. “A lot of people don’t know about the Duck Dash and what it stands for, and how every dollar made goes back to the community,” he said. Kelly has been with the city of Arlington for 11 years. “I enjoy being part of the community and taking care of that community, whether that be water, sewer, storm or roads. It’s just being part of the solution,” he said.

NeoBots are Parade Grand Marshals Arlington High School’s NeoBots robotics team will lead the Fourth of July Grand Parade as this year’s Grand Marshals. They were named as Grand Marshals because of their high placement in the World Championship this year. “They recently finished fourth in an international competition,” said Jennifer Holocker, executive director of the ArlingtonSmokey Point Chamber of Commerce. “So we thought this would be a good way to celebrate that.” “They’re really excited to be part of the parade,” said Mark Ehrhardt, club advisor for the team. The NeoBots team participates in the First Robotics Competition, an international contest where high school students build game-playing robots that weight up to 120 pounds. Earlier this year, in April, the Arlington High School team went to the World Championship competition in Houston, Texas, and placed fourth. More than 400 teams attended the event coming from

all around the world, including Israel, Mexico, Russia and China. “It really exceeded our expectations and our dreams,” said Ehrhardt. “It was a testament to the kids’ ingenuity and hard work that they were able to improve their robot so much and work with the other teams on a winning combination,” he said. community, from this recognition and the funds that allowed them to travel to Houston,” said Ehrhardt. Holocker said the robotics team was picked to lead this year’s parade because it’s good to give all the different clubs and activities at the school recognition and honor.

Fly-In returns to Arlington Hundreds of pilots will bring their planes to the Arlington Airport this July as part of the annual Arlington Fly-In, one of the largest flyins in the country. The event takes place from July 7 to 9 this year and begins each day at 8 a.m. Numerous planes will be on display along with activities for kids and families, air shows and other aviation-related fun for the event. Depending on the weather, anywhere from 800 to 1,200 planes are usually at the event, according to Barbara Tolbert, executive director of the Arlington Fly-In. Friday is family day at the event, and festivities kick off at 6 p.m. “This is structured for our local families that work on Friday so they can come out and
see the show after they get off of work,” said Tolbert. A military parade and a warbird air show will begin at 6 p.m. “We have a tentative commitment from the Navy” for a couple of flybys with some of their airplanes as well, said Tolbert, although she cautioned that the plans could always change if Navy officials have an emergency to deal with that day. Planes from the Flying Heritage & Combat Armor Museum, Microsoft co-founder Paul Allen’s collection of military aircraft, will be at the event as well. The Historic Flight Foundation will also be featuring aircraft like the Grumman F8F Bearcat that was used in See FLY-IN on page 21

The 2016 film “Hidden Figures,” about three historical black women who worked at NASA during the space race, will be shown at the end of the day beginning at 10 p.m. Super Saturday will begin the next day, with another air show at 2 p.m. A warbird flying demonstration begins at 5 p.m. and a military parade will be held at 5:30 p.m. The final day of the Arlington Fly-In “is geared more toward pilots,” said Tolbert, and there will be no air shows that day. This year includes new games and activities for children, said Tolbert, including a scavenger hunt game that will be provided at the entrance of the event. Drone flying demonstrations and activities are also included this year, and the FlyIn had to get special allowance for them. “You’re normally not allowed to fly drones at an airport, but we’ve set up a special area and got permission from the Federal Aviation Administration,” said Tolbert. Participants will be able to practice flying drones with assistance at the demonstrations. This year’s beer garden will include offerings from Skookum Brewery. There is also a new layout for the event this year, with the

hope that “it is much easier for people to find the events,” said Tolbert. Tolbert said she enjoys the Fly-In because of the sense of community. “Really, the thing that drew me here in the ‘80s to volunteer was the community that came together,” she said. “It gives people an opportunity to see what the airport and Arlington has to offer,” she said. The event also runs concurrently with the Arlington Street Fair and a shuttle between the two events is available. “It connects to the Arlington Street Fair, which is like a three-day festival around the town,” said Tolbert. Arlington hosts annual Street Fair More than 100 vendors will be selling their wares on Olympic Avenue More than a hundred vendors will be offering hand-made crafts, vintage goods and information at this year’s Arlington Street Fair. The Downtown Arlingto n Business Association (DABA) presents the annual gathering of small local crafters and businesses, which will happen on Olympic Avenue on July 7, 8 and 9 this year. The street fair will be open from 10 a.m. to 6 p.m. on Fri-
day and Saturday, and from 10 a.m. to 3 p.m. on Sunday. There are currently about 150 vendors registered for the event, which would be a big increase from last year’s 120 vendors. “My goal is 200. My goal is to fill up Olympic Avenue,” said Jeri Rugtvedt, chairperson for the event and a local mobile business owner. made wood products to nonprofit organizations handing out information about themselves to vintage collectors selling some of their items. “There is a lot of handmade. We will also have some direct-sell companies, and some commercial companies,” said Rugtvedt. “Quite a few of the businesses along Olympic Avenue will also have a booth this year as well,” she said. There will be many unique items that are hard to get elsewhere, she added. Rugtvedt said that she enjoys seeing how many visitors the street fair attracts to the community. “I love seeing all the people who come in,” she said, “which is typically anywhere from 2,000 to 3,000 people.” People enjoy the close-knit community feel of the event, she added. “Everybody makes friends with each other. It’s a real small hometown community feel where everybody works together,” said Rugtvedt. The Arlington Street Fair also gives some exposure to the businesses available right in the town’s downtown area. “For a lot of the people that come to visit, they see what Arlington has to offer,” she said. Even people who live in Ar-
lington get to see some of the things available right in their city with the small local businesses. DABA will again host entertainment at Legion Park for this year’s Street Fair. “We have live entertainment throughout the whole fair,” said Rugtvedt, adding that DABA is trying to put more variety in this year’s lineup. They have some different types of musicians scheduled to play this year, including blues, jazz and rock bands that will play at Legion Park. Kids activities will also return and be available to help give the children some fun things to do during the fair. “It’s fun to watch the kids when they’re getting their face painted or getting balloons,” said Rugtvedt. “The Arlington Arts Council, like they are every year, will be there, providing arts activities,” she said. In addition there will be “vendors that are doing some kids activities like crafts, building things, and one vendor will be making airplanes,” she said. The concessions available at the fair are also planned to be expanded this year, with more options and a bigger variety of food, said Rugvedt. Festival of the River returns Aug.12-13 Learn about tribal culture and the environment while having fun at the annual event presented by the Stillaguamish Tribe Stillaguamish tribal culture along with music, food and family fun are all part of the Stillaguamish Tribe’s annual Festival of the River which is Aug. 12 and 13 this year. The festival’s mission is to help spread awareness of Stillaguamish culture and environmental issues around the Stillaguamish River and valley.
It takes place at River Meadows Park at 20416 Jordan Rd, Arlington. Entrance is free and there is a $10 fee for parking. This is the 28th year for the event and it’s headliners are country music star LeAnn Rimes on Aug. 12, and blues and gospel musician Jonny Lang on Aug. 13. “We’ve had Lang before and he is a great blues player and a great guy, so we love to have him back,” said Tamara Neuffer, outreach and education coordinator at the Stillaguamish Tribe and organizer of the festival. She also noted that country
music day is usually on Sunday, but will be held on Saturday this year instead. Also, the headliners will begin at 5 p.m. this year, which is earlier than usual. “We’re trying to lessen on our impact on the community,” said Neuffer, who added they are attempting to not keep the neighboring community up as late with noise or traffic. Other bands and storytellers will be on stages throughout the festival. The Tribe plans to continue expanding their powwow this year.
“Every year it gets bigger,” said Neuffer. This time they’re getting away from the tent and will have a larger venue, about 100 feet round. “It will feel a lot more like a traditional powwow, because traditionally they have been in a circle,” said Neuffer. For many locals, this may be the first time they’ve seen a traditional powwow. “There are many people who have never seen powwow dancers, and to just see their faces and the ‘ooos’ and ‘aws’ See RIVER on page 25

Neuffer said that they are emphasizing some of the core missions of the festival again this year. “We have education aspects that are bigger and more interactive,” she said. cled material and will hold a workshop afterward to show families and kids how to make similar instruments. The group will join the circus parade after their workshop and any participants who made recycled material instruments will be able to join them as well. Festival attendees will also have many opportunities to learn about the Stillaguamish Tribe. “There are a lot of festivals in the Puget Sound during the summer. We have a lot of competition, but what we have to offer is more than music and food, but cultural aspects, and I think that is
why people keep coming back to us,” said Neuffer. There are more kids and family activities this year as well, including a zip line and a trampoline as part of this year’s festival. The festival is provided and paid for by the Stillaguamish Tribe as a gift to the community and local families. “We try and keep prices down so a lot of families can come out and not spend a fortune,” she said.
