Spending time with family during the holidays may be an unsafe option for many FANNIE SUNSHINE fsunshine@insidetoronto.com Loved ones arrive inside a home decorated with all the trimmings for Christmas, sharing hugs and laughter while the aroma of turkey and apple pie fill the air. They’ll exchange banter and gifts, and leave with full stomachs and hearts. But while that might be reality for some, for others it’s a time of spending the holidays surrounded by strangers in a homeless shelter, with nothing more than the clothes on their backs and no friends or family to visit. Nicola Simpson was in Canada less than two months when she found herself in a shelter in late 2010. She began to experience extreme violence at age 16 in her home country of Jamaica and was attacked physically and emotionally because residents of her small community rightly suspected she was a lesbian, she said. "At age 16 most have their second or third child," said the Bathurst Street and Wilson Avenue resident. "At 16 and not being pregnant in a small community, I stood out. I felt the need to date men to be seen in public so people would stop talking." After striking up a conversation with a Canadian tourist in 2008, Simpson decided to marry him shortly afterwards because "I was willing to do the straight

It was a choice between my mental health or my life." Marriage worked out well for the first two years because Simpson would only see her husband once a year when he visited and could avoid intimacy by blaming ’that time of the month’. But after she was accused of causing her mother’s stroke and ultimate death due to "stress from my sexual orientation" and beaten at the hands of supposed loved ones, Simpson fled underground and came to Canada to live with her husband in November 2010 out of "desperation," she said.

After weeks of avoiding intimacy, Simpson packed her bags and headed to a shelter after she said her husband hit her, and took her passport and money. "I spent my first Christmas in Canada in a shelter," she said. Without having anywhere to go and not knowing a soul, she soon left that shelter for North York Women’s Shelter (NYWS), where she stayed for about a year. "I can look back and it’s been quite an amazing journey for me," Simpson said, adding NYWS provided her with lawyers to settle family and immigration matters.

Her refugee application was granted, as was her divorce, and she now resides in a Toronto Community Housing building with goals of becoming an immigration lawyer as her way of giving back. With Christmas days away, the 37 year old said her hope for the holidays is for people to be a little kinder to one another this time of year. "The first night I was in the shelter, I was upset, I was frustrated, I was confused," she said. "I had so many questions. What am I doing here? How did this happen?" She credits NYWS staff for creating a welcoming

environment, where even the simplest of words can have a huge impact. "We were going out one day, and (a case worker) said, ’hurry up and come back home,’" Simpson recalled. "You don’t understand how that feels, to hear the word ’home’." Residents would wake up Christmas morning to piles of presents from donors such as pyjamas and toiletries, and other things they would need when moving out on their own, she said. "It’s absolutely amazing people take time out to make someone else’s Christmas a little more special," she said. "If I’ve never

experienced North York Women’s Shelter, I would just be another person Christmas shopping and focusing on me. You never get what people go through unless you’ve been there. You learn to appreciate a little more what you have. I’m not going to judge, but it would be great to focus on the people around you." She recalled being fearful she would be kicked out of NYWS if she revealed her sexual orientation, but came out to a social worker anyway. "She hugged me," Simpson said. "I was not expecting that. I was not aware how accepting (Canadians) were. I’m able to identify without fear." Mohini Datta-Ray, executive director for NYWS, a 30-bed emergency shelter for women and children, said while Christmas might be a time to get together with relatives, for a lot of people family is an unsafe option. "We try to make sure we acknowledge holidays celebrated by those in our shelter," she said. For Christmas this year, all residents received vouchers to have photos taken with Santa at Yorkdale Shopping Centre, everyone pitched in with tree decorating, and each resident will be treated to an offsite buffet lunch, she said. "It’s not an easy thing to be away from your network," Datta-Ray said. "We try to make sure it feels like home."

Don’t ruin your life, or the lives of others, by driving drunk The holidays are a time of year for family gatherings, evenings out with friends and reminiscing about the year that was, and looking ahead to what might come. With every story shared of dreams fulfilled, or those that remained just out of reach, alcohol may be a regular companion at the table. Catching up over a bottle of wine isn’t uncommon during the holidays, but what shouldn’t become common is getting behind the wheel after an evening of drinking - now, or at any time of year. MADD Canada reports that accidents involving alcohol and/or drugs are the leading criminal cause of death in Canada. Its website reports that in 2012, there were 2,546 crash deaths. Of those, 1,497 involved drivers who had some alcohol or drug presence in their system. That works out to almost 60 per cent of people who knowingly turned the key in the ignition after consuming alcohol or drugs. But that doesn’t have to be the case. There is enough education and awareness about the dangers of drunk or drugged driving that there’s no excuse to get behind the wheel impaired. The human cost is staggering; innocent people’s lives changed in an instant, without their consent. The financial cost to all parties involved can be catastrophic; draining their savings and in some cases, losing their homes because of court costs or stacking medical bills. The Toronto Police Service, along with 16 other police services across the province, launched its annual holiday R.I.D.E. campaign last month. Toronto police are out every night until after the new year holding spot checks at various locations across the city – working to keep you safe. But drivers have a responsibility. Pay for the long cab ride, take Uber, arrange for a designated driver or call someone you trust to pick you up. Making arrangements to enjoy yourself, but not taking the unnecessary risk of getting in the driver’s seat impaired, is the best gift you can give yourself this holiday season. If you’re heading out to celebrate the start of 2017, Corby Spirit and Wine is partnering with the TTC to offer complimentary rides home for revelers. There are options everywhere. No good time is worth driving impaired.

Industrial buildings tempt the faithful, despite city crackdown Toronto is a place of religious freedom, but isn’t a friendly place for religious groups which lack a lot of patience and money. If you want to start a church, mosque, or temple, and you don’t want to rent space in another religious institution, your options are limited. Building a place of worship takes plenty of time and cash. If you don’t have that, you’re more likely to do something foolish, such as moving into an old warehouse or factory. On a stretch of Birchmount Road in Scarborough, the city shut down a Hindu temple last month. The Canada Kanthaswamy Temple Society held services in a warehouse for years, temporarily, while its home on the same street

ship and schools - but the city also acted because they were in an employment area it wants to save. Michael Thompson, chairperson of Toronto’s Economic Development Committee, says the city is not picking on any religious groups, but Sakinah and Canada Kanthaswamy both ignored the city’s warnings about improper zoning. "A lot of folks are just not wanting to follow the rules." Part of the problem is this industrial part of Birchmount is already dotted with places of worship and private schools, as are many employment zones across the city. Seeking to stop a trend, the city clamped down in 2013 with a new bylaw,

though it seems it sometimes takes inspectors years to find and act against new places of worship existing where they shouldn’t. To leaders of religious institutions struggling to find an affordable building - and who perhaps received bad advice - this must look awfully unfair, and empty industrial real estate awfully tempting. But what about those believers who scraped together the donations, the money for lessons? Where can they go now? Both will be housed under one 400,000 square foot roof FANNIE SUNSHINE fsunshine@insidetoronto.com Four years after announcing plans to house the Columbus Centre and Dante Alighieri Academy under one roof, a design of the new 400,000-squarefoot building has been unveiled. The design includes a three-storey glass façade along Lawrence Avenue at Dufferin Street where the Columbus Centre is currently located. Plans call for the demolition of the current site to make way for the new structure. The Columbus Centre and Dante Alighieri will each have their own entrances leading to both separate and shared spaces,

and will operate independently of one another. Shared facilities will include additional studios for music, dance, cooking and art programs, and a new theatre for cultural performances and school events. A separate section for the Columbus Centre will house improved space for Villa Charities’ art, dance, music, and culinary programs, fitness facilities, a restaurant and café, new event/banquet space, an art gallery, and tenant space/administration offices. Interim facilities will be provided before and during the construction phase, and a relocation plan is in development. Daycare services currently provided in the Columbus Centre and Casa Del Zotto will move in early September 2017 to the refurbished space in Dante Alighieri Academy, located adjacent to Villa Colombo at 60 Playfair Ave.

Design unveiled for new Columbus Centre, Dante Alighieri

Artist rendering of what the new Dante Alighieri Academy and Columbus Centre building will look like at Dufferin Street and Lawrence Avenue, once it is built to house both under one roof. Once the new building is built, the current Dante Alighieri Academy will be refurbished by the Toronto Catholic District School Board (TCDSB) for use as an elementary and middle school, plus daycare. Aldo Cundari, chair of

Villa Charities, operator of the Columbus Centre, said he’s hopeful to get city approval for the project in spring 2017, with a groundbreaking scheduled for the fall. Opening for both the school and Columbus Centre is set for late 2019.

The overall project cost, and how it will be divided up between Villa Charities and the TCDSB, has yet to be finalized. "There is no place like this corner of Toronto where you can see the hard work of our ancestors, not

only through the blood, sweat and tears but through our love of arts and culture," TCDSB Trustee Maria Rizzo said in a release. "This is a beautiful legacy that will benefit our students and future generations to come."

Parent and grandparent program changes not enough System excludes working poor, agency says FANNIE SUNSHINE fsunshine@insidetoronto.com While the Ontario Council of Agencies Serving Immigrants (OCASI) supports the 2017 changes to the federal parent and grandparent program which will see 10,000 spots awarded by lottery, more needs to be done to make the program accessible to all and not just those who meet the income threshold. The federal government has done away with the previous first-come, first-served system put in place by the Conservatives, which saw an annual cap of 5,000 applications in 2014 after the program shut down in 2011. The old system came under fire for the way applications were accepted.

Applications had to either be mailed or dropped off via courier to a single immigration office in Mississauga, and with the firstcome, first-served system, that often meant people paying hundreds of dollars to courier companies to get someone to stand in line to ensure they were near the front of the pack. But a random draw has replaced the system for next year, federal immigration Minister John McCallum recently announced. Ten thousand individuals will be randomly drawn, who will then be asked to submit the full application within 90 days. But although the system has moved to a lottery, it still requires sponsors to meet minimum annual income levels, and depending on the size of the sponsor’s family, income could range from around $40,000 to $80,000. "OCASI supports the

move to a lottery system," executive director Debbie Douglas said in an email. "However a more substantive change will be to the decrease the minimum income required for sponsors." While the sponsorship change makes it "somewhat fairer to families", the cap on applications is still set to "only" 10,000, and minimum income requirements mean a lot of families will be ineligible to apply, she said. "This means that families who are working poor are unable to even enter the lottery because if their names are pulled through the lottery, they are disqualifying from sponsorship based on income," Douglas said. The 2017 application kit and guide will be available Monday, Jan. 9 at http:// www.cic.gc.ca/ Interested sponsors who are not selected will be able to reapply in 2018.

Fairview Library LGBTQ drop-in lets teens be themselves Welcoming space for teens aged 13 to 19 FANNIE SUNSHINE fsunshine@insidetoronto.com Samantha was in seventh grade when she began to question her gender. Raised male, she began to self-identify as female two years ago after "coming to terms with myself" and came out socially as a transgender woman to friends last year. The 17-year-old, who was born with an intersexed condition, meaning she has reproductive or sexual anatomy that doesn’t seem to fit the typical definitions of female or male, came out to her parents just after this year’s Pride celebrations, news they didn’t initially take well. "At first they were a little upset," Samantha said. "But they asked questions and things got better. There is the occasional slip-up, but it means a lot to have their support. It makes my situation a lot easier." Samantha is one of several regular participants at Fairview Public Library’s weekly You Belong LGBTQ youth drop-in program, which began in February and wrapped up for the year Wednesday, Dec. 14. The program at the Don Mills Road and Sheppard Avenue area branch is open to 13 to 19-year-old LGBTQ youth and allies. The group had been meeting Wednesdays from 4:30 to 7:30 p.m., but will change to Thursday nights from 5 to 7 p.m. starting Jan. 12. No registration is required. While most people associate downtown Toronto with LGBTQ services, it be-

came apparent programming was needed in other communities, especially in areas with high immigrant populations. The weekly drop-in allows teens to be themselves in an accepting environment, where they can listen to music, play board games, watch LGBTQthemed documentaries, and talk about a variety of topics, said Sepideh Mckensy, the youth services librarian who runs You Belong. Samantha checked out the drop-in at the suggestion of a friend, and the North York resident praises the space as a "good open area to talk about how you feel, or whatever you want to talk about. And it’s closer than downtown." Samantha was also able to connect with The 519, a downtown LGBTQ service and support organization, after a transgender woman member spoke at You Belong. Samantha, has been undergoing hormone therapy for nine months, said her family doctor was accepting of this decision, but she came across roadblocks with other health-care professionals. "A lot were like, it’s not a real condition, it’s ’I want attention’ syndrome," she said. But after connecting with The 519, she’s now received the supportive reference she was looking for. Eileen, who lives in East York but goes to school in North York, has rarely skipped a session at You Belong since first joining in May. "Downtown is far and my parents don’t like me going there," said the 16year-old, who identifies as gay. She came out to her "very accepting" parents

new people and show support. "I’m the first person my friends came out to," said 17-year-old North York resident. "There’s nothing to hide from. It’s OK, there’s no shame." She’ll speak up if she hears fellow students use homophobic language, noting people think it’s "cool" to use some derogatory words. Mckensy said the dropin has about a handful of dedicated participants and is hopeful the program will continue to grow in 2017. "No matter what, we’re here weekly," she said. "Our doors are always open."

NOTICE OF TRANSPORTATION ENVIRONMENTAL STUDY REPORT ADDENDUM Bridgeland Avenue / Dufferin Street / Yorkdale Road Intersection Improvements Detail Design and Class Environmental Assessment Study - G.W.P. 2131-12-00 THE PROJECT In compliance with the Ontario Ministry of Transportation (“MTO”) Class Environmental Assessment for Provincial Transportation Facilities (2000) (“Class EA”), a Transportation Environmental Study Report (TESR) was previously prepared for a larger study referred to as the Rehabilitation of the Highway 401 Eastbound Collector Lanes from Jane Street to East of Avenue Road (G.W.P. 2131-01-00) and was filed in the Public Record in February 2013 and cleared in April 2013.

Since that time, MTO has reviewed the proposed Bridgeland Avenue / Dufferin Street / Yorkdale Road Intersection Improvements which formed part of the TESR (February 2013), and has determined that the works can follow the approved planning process for a Group ‘C’ project under the MTO Class EA as the works are considered ‘minor improvements to an existing provincial transportation facility’. The improvements are proposed to take place within the MTO’s Right-Of-Way (ROW). INTERSECTION IMPROVEMENTS The new intersection improvements include: • Realignment of Yorkdale Road and Bridgeland Avenue to the north including a new signalized intersection with Dufferin Street. • Realignment of the Highway 401 eastbound off-ramp to Yorkdale Road to the north and a new two span bridge over Dufferin Street. The new bridge will have a slightly wider cross-section. • New traffic signals at the Highway 401 eastbound off-ramp terminal with Yorkdale Road. • Reconstruction of the existing pavement on Dufferin Street within the MTO’s ROW. The project limits are located within the City of Toronto. Refer to the Study Area map.

THE PROCESS This study was initiated as a Group ‘B’ project under the MTO Class EA; however, MTO has reviewed this work and is proposing by way of this Addendum to re-classify the Bridgeland Avenue / Dufferin Street / Yorkdale Road Intersection Improvements as a Group ‘C’ project under the MTO’s Class EA. The TESR (February 2013) included the original proposed concept design for this intersection. This Addendum Notice provides information on the Group ‘C’ process to be followed. As a Group ‘C’ project, an Environmental Screening Document (ESD) will be prepared to document the study process, design details, consultation undertaken during the study, and potential environmental issues and mitigation measures. The ESD will not be made available for public review and comment, but can be made available to interested persons upon request. This Addendum Notice is available for a minimum 30-day review period commencing December 20, 2016 and ending January 27, 2017. COMMENTS This notification marks the beginning of the 30-day review period in which potentially interested persons may request MTO to reconsider the decision to re-classify the project as a Group ‘C’ project. Interested persons are encouraged to review this Addendum Notice and provide written comments to the MTO during the 30-day review period (ending January 27, 2017). Kids Help Phone says the holidays are a trying time for many children, so much so that the organization receives a spike in the volume of crisis calls this time of year. The organization says it receives 23 per cent more crisis calls between Boxing Day and New Year’s Eve than other times of the year. A crisis call includes disclosure of abuse, self-harm, or thoughts or plans of suicide. “The holidays are a wonderful time of year for many as we spend time celebrating with friends and family. But for those young people who’ve had a hard year, or have a challenging home life, this time of year can feel especially difficult, even overwhelming,” said Jennifer Murdoch, association vice-present of counselling operations at Kids Help Phone, in a news release. She said the holidays can be a triggering time for young people who have experienced abuse, depression or thoughts of suicide. Kids Help Phone is a 24-hour service, seven days a week. It is contacted more than 500 times per day over the holidays. The organization says suicide and thoughts of suicide represent eight per cent of all its counseling sessions. Toronto’s homeless and its seniors could see budget cuts MIKE ADLER madler@insidetoronto.com As cold weather grips Toronto, groups concerned for the homeless and poor say the city’s proposed 2017 budget does too little to help. That the city is still $91 million short of balancing Toronto’s books puts $18.5 million a year of homelessness prevention programs, plus a 30-bed transitional shelter in North York, on the chopping block, people at a Social Planning Toronto (SPT) forum were told. The anti-homelessness programs SPT says are threatened by the cutsinclude drop-ins across the city, support for recentlyhoused formerly-homeless tenants, and interest-free loans for low-income renters facing eviction, the advocacy group says. "When I saw this, my heart totally sank," Lyna Saad, community engagement manager for the Scadding Court Community

Centre, added during the event last Wednesday at North York Civic Centre. Closing Downsview Dells, a shelter where homeless men from downtown’s Seaton House live after getting treatment for their addictions, would save the city $698,000. That closure is not currently in the draft budget, but is on a list for consideration during the budget process In 2015, Toronto City Council unanimously backed an anti-poverty strategy. To support it, agencies and community groups wanted $75 million in annual investments; they got $11 million last year, and only $2.9 million is proposed for the coming year. pay a little more, she said. The TTC is facing $77 million in budget cuts. Kingsley Kwok, a Scarborough man representing TTC riders, warned service on 43 bus routes is slated to be cut, including some with consistently overcrowded buses at peak times. Using the TTC in 2017

I don’t know how your social media feed has been coping with the nearly-finished 2016 - but mine has been cursing the year, with every death and setback: David Bowie, Prince, Mohamed Ali, Canada’s own Alan Thicke . While one might gently point that death comes for some of us every year, it’s hard not to see that in 2016, the reaper cast an unusually long shadow, at least against the glare of public light. Toronto was not spared. In March, former Mayor and City Councillor Rob Ford succumbed to the cancer he had been battling since 2014. Arguably the most famous politician that Toronto has ever produced, and also one of the most divisive, Ford’s passing - and the opulent public viewing and funeral - was impossible for any Toron-

DAVID NICKLE The City tonian, grieving or otherwise, to ignore. And when it was done, Toronto finished the first year in a long time that was not defined by its relationship with Ford and his particular, and very powerful, kind of populism. The late former mayor’s nephew Michael Ford moved into his city council seat in Ward 2 (Etobicoke North). But the sharp, populist critique from a former mayor who had promised to run again and might well have

won if he had . that was gone. Its absence seems to have made at least some difference. Just last week, Mayor John Tory and Toronto Council moved forward with only minimal fuss, to look at a revenue tool that would have turned into a Ford-fed bonfire a year earlier: road tolls, on the Gardiner Expressway and the Don Valley Parkway. This fall, council supported looking at a billion-dollar-plus rail deck park. There are bike lanes - bike lanes! - on Bloor Street. Some of these things may well have come forward with Rob Ford sitting on council. As it stands, while 2016 was a cruel year for too many – for Toronto’s political leadership, at least for a time, it was uniquely unconstrained.

Donations urgently needed for CCAS’s annual Adopt-A-Family program CYNTHIA REASON creason@insidetoronto.com The Catholic Children’s Aid Society of Toronto is sending out an urgent appeal for donations to its annual Adopt-A-Family program after more than a dozen registered donors dropped out at the last minute. The Hope for Children Fund program, which has run every Christmas for about 30 years, annually matches 200 of the CCAS’s neediest families anonymously with donors from the community, who then purchase Christmas gifts for the entire family, along with a gift certificate to a major grocery store for a Christmas meal. That 15 of those donors have suddenly gone MIA this year means the society is now "scrambling" to collect cash donations toward the purchase of gift cards for 15 of its most disadvantaged families this holiday season, said Kara Sped-

ding, manager of fund development for the CCAS. "These are families that, without this program, would really, honestly have no Christmas at all likely," Spedding said. "Each of our front line workers are allowed to put through their two neediest cases from their case loads, so you know the families are really in dire need." Spedding said that while CCAS is used to a dealing with a handful of absentee donors, this year’s 15 dropouts is triple the number it’s accustomed to accommodating for. "That’s a pretty high number for us - about three times as many as we usually have, so now we are sort of scrambling to support these families with gift cards, rather than sending people shopping at this late date," she said. "What we hope to do is collect cash donations and then purchase gift cards to a grocery store and to Walmart or Toys R Us to make

Artist Marta Alvarez wins award for her work Alvarez was born in Chile and moved to Canada in 1972. Her love of drawing and painting was noticed at an early age; when she finished high school she was asked to donate her paintings to be shown to future generations. In 2000, Alvarez started to paint again; her passion for watercolours re-emerged. She attended workshops and demonstrations with the best artists of Ontario, she also joined the North York Visual Artists where she was encouraged to show her work. She has received special commissions to paint portraits from Spain, the United States, Canada and Chile. After Alvarez had a brush with a serious illness that almost claimed her life, she painted "Made in Heaven" and was award-

Maple Leafs host Winter Week to mark 100th anniversary The Toronto Maple Leafs will be inviting the community out to their centennial celebrations throughout the city in the New Year. The team, which is hosting the Detroit Red Wings for the NHL Centennial Classic at BMO Field on New Year’s Day, will hold a number of free events from Jan. 3 to 8 across the city. The events are held in partnership with the City of Toronto and Rogers. "The NHL Centennial Classic will be one of the highlights of the Maple Leafs’ Centennial Anniversary season, and Winter Week will be an important part of the festivities," said Maple Leafs president Brendan Shanahan in a news release. "We thank the City of Toronto and the Province of Ontario for their support and look forward to a special week as we celebrate the game of hockey, and this historic moment for the Toronto Maple Leafs, with our

fans." Winter Week recognizes the importance of grassroots hockey and hosts activities at six different Toronto community rinks. "Our rinks and skating programs encourage families to enjoy skating and hockey for fun and professionally.
