Toronto Public Health gathers public feedback for overdose strategy RAHUL GUPTA rgupta@insidetoronto.com He was an emergency physician at a busy Ontario hospital before opioid addiction derailed his life. Now Darryl Gebien is calling for more long-term treatment options to reverse the tidal wave of fatal overdoses. Gebien faces the prospect of a lengthy prison sentence related to his addiction to fentanyl after pleading guilty to various drug offences committed while acquiring the highly addictive painkiller. Now in recovery, Gebien was in North York Tuesday to provide feedback to health officials on strategies for dealing with an alarming local rise in overdoses caused by opioid addiction. "I don’t look like a typical addict, I’m a physician so I’m high functioning to start with," said Gebien, who was at the second of four public citywide meetings organized by Toronto Public Health (TPH). "That’s why I personally put myself on display in public and say look, this is who I am. I wrecked my life and now I’m trying to rebuild it." Gebien’s struggle with addiction began when he was prescribed Percocet, an opioid pain
medication, to treat a back injury. He eventually switched to fentanyl and was soon forging signatures of medical colleagues in an attempt to get more of the drug and stave off the worst effects of withdrawal. "(Fentanyl is) so potent and rapid acting, it puts you into withdrawal very quickly, and deepens the addiction," he said. "People end up making awful decisions for fear of going into withdrawal." Fatal overdose from opioid use is on the rise according to TPH with 253 reported in 2015. Fentanyl overdoses in particular have doubled, leading to the need for a city strategy to address the issue. TPH is holding several public consultations intended for people directly affected by drug use to provide feedback, with the results informing a new policy set for debate in March. The purpose of the policy is curbing deaths by coordinating prevention and response strategies already in place. For Craig Stephens of the Toronto Harm Reduction Alliance, such an approach is a long time coming. "Engaging the community (directly) affected (by opioid use) is both difficult and necessary, and I think these consults are a good component," said Stephens whose group works directly with drug users on treatment options. The fact the city is having these discussions shows attitudes about illegal drug use are
softening, said Stephens. With limited funding for harm reduction and treatment available, he admits it’s still an uphill struggle for addicts trying to get clean. "It’s not a simple issue but people are dying, and we as a society need to ask how we prevent this from happening," he said. Clean for two years following a near-fatal overdose and his subsequent arrest, Gebien is at peace with the prospect of a lengthy prison term. He faces sentencing in February. Regardless of the outcome, he said he will dedicate his life to helping fellow addicts and advocating for better treatment options. "A lot of things I’ve learned in recovery are helping me," he said. "I can’t control what happens, I can only pray there’s a good outcome."

Provincial politics-as-usual scupper a good toll policy Cowardice. That’s the only word to describe Ontario Premier Kathleen Wynne’s about-face last week, scuttling Toronto Council’s plan to charge a toll to drive the Don Valley Parkway and the Gardiner Expressway. The road tolling plan hatched by Mayor John Tory and supported by Toronto Council might not have been a perfect solution to Toronto’s financial woes - even at $300 million a year once fully in place, it wouldn’t pay for the long-term infrastructure needs of the city - but it was a giant step. Dare we say it, approving tolls was a rare courageous move on the part of a city council that has been perennially averse to approving adequate taxation levels. For some time, it seemed as though the Wynne Liberal government was on-side with the city, and prepared to grant the necessary approval, one mature level of government to another. But last Friday, the premier changed her tune, and at a news event a safe distance up the highway in Richmond Hill, told Tory and Toronto Council that the Ontario government wouldn’t be supporting road tolls in Toronto after all. Instead, she dangled funding, a gift that might have been generous under other circumstances, of $170 million a year from the gas tax, for transit in Toronto, by 2021. It doesn’t take a great deal of insight to understand the motivation for Wynne’s flip-flop. There is an election coming up next year, the Liberals are polling rock bottom, and Progressive Conservative leader Patrick Brown has signaled his opposition to a plan that does impact 905 voters/motorists in the pocket book. His candidates might well prevail in some of those ridings - enough of those ridings to - gasp! - defeat the government. So of course - fast as you can say "move that gas plant!", Wynne’s Liberals shifted their support from a sensible plan and replaced it with an inadequate one. It is in character, and to give Wynne and her predecessor credit for cunning if not statesmanship, it is a strategy that’s worked well for them in the past. Support for the ill-advised Scarborough subway extension cemented wins in Scarborough Guildwood in 2013. And moving the aforementioned natural gas plants in Oakville and Mississauga helped bring about a Liberal win in 2011. But what works for politics doesn’t necessarily do the job for policy. For once, Toronto Council had gathered the strength to get the policy just right, and as usual, the province played cowardly politics.

Alternate reality beckons at Bathurst-Wilson I’ve always believed reality is bad enough. It’s bad enough Oswald shot Kennedy and terrorists drove airplanes into the World Trade Center. It’s awful that human beings are affecting the climate on a planetary scale and bringing on a mass extinction. But there are people here in Toronto who want, or perhaps need, something other than the reality we have. A billboard now sits on top of Steve’s Restaurant - a place at Bathurst and Wilson which serves a great breakfast - broadcasting a strange message. On it, a man with roundframe spectacles pokes at airplane contrails with a weirdly elongated index finger. "Are you kidding me," the caption says. "Water vapour?"

Why this would happen is vague, and the evidence for chemtrails is nonsense, but believers in "geoengineering" expand their alternative reality to include things people like me justifiably fear, such as Alzheimer’s and Monsanto Corporation. Maher, who also arranged chemtrail ads on the Yonge-University subway in 2015 and 2016, says many in Toronto are open to what her group, ByeByeBlueSky, can teach. "Once you find out about it," she says, "you can’t unlearn it." I asked if she’s ever doubted the truth of what she’s learned, even for a moment, and no, she hasn’t. Neither have others who believe in chemtrails. I’m afraid for them. The
shattering "truth" they’ve embraced - governments are poisoning them for profit takes hold of their lives. How could it not? In a world of "alternative facts" and weakened traditional media, we can expect more of this. This April, Maher’s group has a booth at Toronto’s Green Living Show for the first time. Back on Bathurst, there’s no telling how many people coming in for eggs benedict or carrying bags from the No Frills across the street will fall down the rabbit hole by then. Most of the other exhibits at the venerable museum located on Don Mills Road, just south of Eglinton Avenue, are created inhouse. To get a look behind the scenes, Metroland Media interviewed the two team leaders: Mary Jane Conboy is the director of science content and design; and Glenn Shaver is responsible for the temporary travelling exhibits. Q: Describe what you do. A: MJC I work with researchers and designers and we come up with ideas for exhibits and then we fully research it, develop the content, work with a team to finesse it. We co-ordinate, draw, fabricate, build and install all the in-house exhibits on display at the science centre. GS: As the director of featured products, my team presents what’s not con-

Q: What is the best part of your job? A: MJ For me, it’s the diverse group of people I get to
work with. You’re learning all the time and in-house you’re working with a wide range of talented people and everyone is really at the top of their game. So you’re getting to work with people who are really driven . The range of expertise we have
is so unusual for most organizations, so you really get exposed to different talents from design to scientists to fabrication works. Q: What does an exhibit have to have to be worthy of the Ontario Science Centre? A: MJ We want it to be re-
ally fun, but we also want people to learn things and provoke dialogue with the group you come with. We want it to be edgy, provoke curiosity but also there are some basics we want to cover. It should have a blend of things that surprises you, is
really fun and makes you think. It’s trying to get something that captures all of that. Q: What’s been the best exhibit that’s come to the science centre? A: GS That’s a tricky question. The stuff we bring in can range in topic and sometimes we’ve done things that are branded, like the science behind Harry Potter, and that was very popular. It’s not an everyday science that people can relate to but it was of interest. From a success perspective, I would say Game on 2.0. It was popular for people young and old and Body Worlds. That was open 24hours for the final day. It had the most attendance and the most buzz. Q: What is the biggest misconception about your job? A: GS People think I travel all over the place and look at films and exhibitions all day and that’s a myth. I’m not travelling to exotic lands choosing exhibits, no. I only travel if staff is unsure about an exhibit we’re looking at and it’s not even always me!

Mighty Minds shines light on girls’ mental health New program thought to be largest of its kind in Canada TARA HATHERLY thatherly@insidetoronto.com Suicide is the second leading cause of death for Canadian youths, and girls are hospitalized for suicide attempts at almost three times the rate of boys. It’s those stats, from the Canadian Mental Health Association and Boys and Girls Clubs of Canada, and others like them that prompted Girl Guides of Canada (GGC) to take action when girls in the organization said they didn’t feel they had somewhere to discuss and learn about mental health. Seeing a need, GGC reached out to Kids Help Phone and The Psychology Foundation of Canada to help create a program for its members. The result is Mighty Minds, what is believed to be Canada’s largest and most comprehensive mental health education program for girls. "We heard some pretty scary stats about the high prevalence of mental health disorders in young people, as well as the fact that a lot of mental health disorders actually start before the age of 14, and one in three girls don’t talk about it," explained GGC CEO Jill Zelmanovits. "We started to think it’s really prevalent, and it’s happening when they’re quite young, and they don’t have a space (to discuss it), so we wanted to provide that space." The program took two

To launch it, candlelighting events to "shine a light on mental health" were held throughout Canada. The signature event, in Toronto at Nathan Phillips Square Saturday, Jan. 21, featured special guest Cheryl Pounder two-time Olympic gold medallist with Canada’s national women’s hockey team, youth hockey coach and mother of two girls. "What I love about the program is that the programming is designed to be age appropriate and gives the kids exercises that they will engage in and understand," said Pounder. "It’s brought down to their level, but it gets them talking about those things at a young age. "The hope is that being proactive, that these (activities) will provide them
with coping and resiliency skills and confidence, so that they can conquer their challenges more readily as they grow and not be afraid to reach out when they’re experiencing emotion that they’re having difficulty in handling." Through the program, girls learn to identify emotions and how they impact behaviour. They also learn how our choice of words impacts people’s perceptions of mental health. "The Mighty Minds program not only addresses stigma directly, but also provides activities to help build awareness and resilience," noted Jennifer Murdoch, vice-president of counselling operations for Kids Help Phone. "Our hopes for this program is that it will start a lifelong conversation about mental wellness that leads to a society with less
stigma around accessing help and letting others know when we’re vulnerable," Murdoch added. "Adolescence is a particularly difficult time, as it comes with a lot of changes. Ensuring that we provide the support for girls and young women is an important step in targeting the issues that aren’t always easy to talk about." As well as members, Mighty Minds has garnered positive feedback from GGC leaders. "The Guider feedback has been amazing," Zelmanovits shared. "They’ve said things like, ’I feel like this is something I’ve wanted to broach before, but I didn’t necessarily have the tools to do it. I knew the girls wanted to talk about it, but I didn’t necessarily feel confident as a leader and now with the Mighty Minds program I feel confi-
dent to do that.’ " The program helps girls understand differences between mental health and mental illness, while empowering them to talk about both. It doesn’t teach girls they should always feel happy, but that it’s normal to experience a range of thoughts and emotions.

"It’s interesting, because they’re not activities where you would come away and say, ’Oh, wow, I’ve just completed a program on mental health,’ " Zelmanovits said. "They’re really fun and engaging activities that brings it into the girls’ language and experience . and what they come out with is quite amazing." Tory hit with two big losses It has been a bad week for our mayor. Within the space of five days, John Tory was defeated on two signature policies, both of which had cost considerable political capital to pursue but fell apart anyway. The first came Friday, when Ontario Premier Kathleen Wynne announced that despite Toronto council’s approval, she would not allow Toronto to impose a road toll on the Gardiner Expressway and the Don Valley Parkway. Supporting road tolls was probably the biggest risk that Tory has taken in a relatively cautious term of office, and getting councillors to stand behind it was a powerful assertion of mandate. Tory hadn’t supported road tolls historically, and they are unpopular in parts of the city. Doug Ford, who came in second to Tory in 2014’s mayoral race, was already using it as a talking point.
DAVID NICKLE The City But the plan would help support the costly unfunded infrastructure program that Tory inherited and then added to, with a subway in Scarborough and an elevated highway downtown. It was a linchpin in a fiscally-sustainable city not the only element, but a major one. And then on Tuesday, Tory retreated on what might have been another element in that sustainability: a plan to contract out garbage collection in Scarborough, or at least test it in the marketplace. On this one, it seemed as though Tory didn’t even
have the support of his own council. But it wasn’t for lack of trying. Tory announced his support for the plan the moment it was released, and maintained it even in the face of high-profile opposition and information suggesting that Scarborough was well served by city workers and had waste-diversion rates that were the envy of the town. Tory insisted that wasn’t the problem - that he simply understood the matter needed more study, and so moved to refer the matter back to staff for another report - that everything was fine. While support programs involving couples dealing with a brain illness have been offered at Baycrest since 1999, Road to Connection marks the first time one has paired creative arts with support, said social worker and program co-facilitator Renee Climans. "It was really wonderful to experience this," said Climans. "To combine a group for couples and see how it has helped make subtle shifts in relationships has been really powerful." "I didn’t feel alone. It was a nice, tight group." For 10 weeks beginning in October 2016, six couples dealing with early to medium stage dementia took part in the program, attending 90-minute weekly sessions at the hospital. While Mervyn worked on supervised art projects music and drawing are his favourite disciplines - Aviva and her fellow caregivers quickly formed their own support network in the process becoming close friends. "It was something I

The next session of A Road to Connection runs from February to April. But after that, the future of the program, funded by hospital donations, is uncertain. "There’s just not enough funding," said Spiro. "With everything it’s about funding, and it’s so important to give support." Artwork created during A Road to Connection is currently showcased inside the Kalifer Family Heritage and Legacy Project Space, located on the main floor of the hospital at 3560 Bathurst St.

Last week’s shocking rejection of Toronto’s road tolls plan by the Wynne government evoked some ineffable truths about this city’s place in the provincial pecking order. First, Queen’s Park shows no sign of ending its parental relationship with City Hall. Second, with an election a year away, the Ontario government seems to care more about 905 votes than the 6ix. All of this is to say John Tory, who has banked his legacy on the building of pricey mega-infrastructure, now has a severe cashflow problem on his hands. With the Premier shutting tolling as an option, there is no real way to pay for everything on the city’s extensive shopping list. Barring a last-minute bailout, Tory and Toronto council will have to shed some items. But what to cut? It won’t be SmartTrack, the signature plank from Tory’s 2014 winning election campaign. And the Scarbor-
RAHUL GUPTA TO in Transit ough subway extension seems safe as well despite a ballooning price tag, thanks to strong council support. But the Gardiner Expressway? That is a totally different story. Despite Tory’s consistent championing of the Gardiner "hybrid"- rebuilding and extending the crumbling, elevated portion of the expressway to save motorists a handful of minutes on their commutes - he has no long-term funding plan in place now that road tolls are off the table for what has morphed into a billion dollars-plus project for construction alone.
With decisions looming for essential transit projects like the Relief subway line, the TTC’s No. 1 expansion priority, something’s gotta give. Doing away with 1.7-kilometres of antiquated expressway not only saves the city billions in construction and maintenance costs, it frees up prime waterfront land long held hostage. Given the plan to save the Gardiner received a bare majority of approval the first time around, it’s unlikely to expect a severe outcry if it gets scrapped. As he showed with his unprecedented pivot in support of tolls, John Tory has shown the capacity for thoughtful reconsideration of policy decisions.
