City councillors say cash stores target the ’most vulnerable’ MIKE ADLER madler@insidetoronto.com Toronto councillors want the province to help the city restrict cash shops they see as predators in their neighbourhoods.

But payday lenders warn proposed new rules and caps on charges will cause them to shut storefronts down, driving Torontonians desperate for cash to online lenders operating outside the law.

"People who need it will go somewhere else," Tony Irwin, president of the Canadian Consumer Finance Association, which includes Money Mart and other payday lenders, predicted last week.

If the brightly-coloured storefronts do close, their owners won’t get sympathy from Maria Augimeri, a North York councillor who has seen cash shops open in her ward as smaller bank branches shut down.

She dismissed the argument that payday lenders offer necessary services for people who need cash.

"It’s a lure. You don’t make ends meet through these payday loans. You get further into debt," said Augimeri.

"Small, struggling communities don’t make for a successful bank, but they do make for a successful usuary shop."

Paul Ainslie says people in his East Scarborough ward have gotten second payday loans to pay for the first, since interest and overdraft fees can add up to more than the loan itself.

"They don’t understand what they’re being hit with," added Ainslie, who’d like to see cash shops in his area shut down.

Payday lenders tend to cluster in areas where people with low incomes or on social assistance need help making ends meet. There are several near the intersection of Morningside Avenue and Kingston Road in Scarborough. The City of Toronto has asked the province to tighten rules for payday lenders.

With Bill 59, the Putting Consumers First Act, Ontario’s Liberal government is proposing extended repayment periods, more time between loans, more rules covering "unfair debt collection practices," and minimum distances between cash shops.

On Jan. 1, the province reduced the maximum $21 payday lenders charged for a short-term $100-loan to $18. A $15-limit is proposed for next January.

Irwin said Alberta imposed a $15 limit last August, and "virtually extinguished" the payday industry there, though he acknowledged "not a lot" of Alberta cash stores have closed yet.

Loan Association of Canada told the province, independent cash stores "will have to shut down entirely, or they will have to resort to lending a far higher per cent of net pay than the 50 per cent currently being offered by them."

The group also argues unregulated online lenders - many operating from offshore and using search advertising to find customers in the U.S. - could scoop their business if it gets harder for Ontario consumers to reach regulated lenders.

Many, however, think Bill 59 won’t go far enough.

Jagmeet Singh, deputy leader and Consumer Affairs critic for Ontario’s New Democrats, says the legislation doesn’t cap an-

nual interest rates for payday loans or allow borrowers to pay them back using instalments, instead of the entire principal and interest at the same time.

That practice, Singh said, "puts people already in difficult financial positions in a worse financial position."

By allowing cash shops to get around rules keeping a lender from charging more than 60 per cent interest a year, Augimeri charges, the province is condoning "highway robbery."

Should the storefront lenders vanish, however, opponents don’t believe the need for quick cash will disappear.

Toronto ACORN, a group representing lowerincome residents, told the

province more than half its members need to use "high interest" lenders "because mainstream financial services have failed them."

The federal government should force banks "to create an alternative to payday and instalment loans at low interest and with extended repayment terms," ACORN said.

Singh said the province itself could help provide affordable credit or "micro financing," and raising its minimum wage would help relieve financial pressures for many.

Frances Nunziata, a Toronto councillor who contends payday lenders in her Weston neighbourhood target "the most vulnerable" and are "almost like loan sharks" in inter-

est charged, represented the city at Bill 59 hearings last month. Toronto asked for an interest cap, and supported "microcredits" or other alternatives that can fill "the current credit gap."

People on social assistance have a hard time not living beyond their means.

For some, going to cash shops "becomes a bi-weekly or monthly act," said Ansley Dawson, financial empowerment superintendent with WoodGreen Community Services in East Toronto.

Collection agencies "can be aggressive in appropriate ways" trying to recover such loans, creating "a lot of stress and mental duress for our clients," Dawson said.

WoodGreen, through a free financial empowerment program (call 416-6456000, ext. 1330 or write to fe@woodgreen.org), helps people find out what their rights are, and to take steps on a long journey toward financial stability.

Dawson said the agency works with clients of all ages and ability so they can meet basic needs.

In 2012, the city introduced reloadable social services benefits cards which, for residents on social assistance, are meant to eliminate need for cheque-cashing services, a profitable sideline of the cash shops.

On Jan. 31, Toronto Council approved a motion from Ainslie calling for public consultations on payday loans "to propose further changes if needed."

Let registered nurses prescribe medication We’ve almost all been there at one time or another.

Your child has an earache or your parent in a longterm care facility has a bladder infection.

Patients with these conditions can wait hours for treatment, sometimes at an already-busy hospital emergency department.

Could authorizing nurses to prescribe drugs for non-complex conditions make the Ontario health-care system more efficient and effective? The Registered Nurses’ Association of Ontario (RNAO) thinks so, and the Ontario government agrees.

This month, Metroland Media was the only Toronto media outlet to report the Ontario government is preparing to amend the Nursing Act to authorize registered nurses to prescribe certain drugs for non-complex conditions and to communicate a diagnosis. If approved, the changes would also authorize nurse practitioners to prescribe controlled substances.

"Increased access to health care, improved outcomes and a better patient experience - all are direct results on investments we’ve made and hard work done by nurses and others," Ontario Health Minister Eric Hoskins said in a statement to Metroland Media Toronto.

RNAO has been lobbying for years to expand the practice scope of Ontario’s 96,000 registered nurses.

Registered nurses bring a wealth of knowledge gained from years of experience in front-line patient care, and for many, from ongoing continuing education. A 2012 RNAO report concluded the medical knowledge of registered nurses (who have a four-year degree), and nurse practitioners (who have a degree plus postgraduate education) has not been fully utilized.

As RNAO CEO Doris Grinspun said,"Now registered nurses and nurse practitioners can become a huge solution to health care access issues, not only for people, but for complications and system ineffectiveness."

In Britain, nurses have been prescribing medication for 15 years, Grinspun noted. Alberta and Manitoba is moving toward developing a prescribing role for registered nurses.

It makes sense for Ontario to do the same.

Registered nurses on social media asked if increased responsibility and liability will be accompanied by a pay raise. Some nurse practitioners argue, since they already prescribe, why not focus on their scope of practice first?

Prescribing medication is a serious responsibility.

The Ontario government’s move to amending the legislation must be met with the education required to protect patient and nurses alike.

Allowing nurses to use their wealth of knowledge could be just the prescription needed to benefit patients and the Ontario health-care system.

An ALICE among Toronto’s payday lenders After nine years in Scarborough Village, Maranatha Auguste knows a lot of people who take payday loans, and she considers them "the best business ever."

"It’s an addiction," says Auguste. "There’s people that go there every week."

Friends and acquaintances returning to the cash shops - the bright red, yellow, or green storefronts now so common in Weston, Downsview and other parts of Toronto never get to use their own money.

"By the time they get paid, they don’t have no money left," says Auguste.

That’s what payday lenders want.

I couldn’t meet the bills."

Auguste borrowed $300. The lender charged her $45 in fees, and she still had to pay back $360, but did.

Auguste now prefers to use her credit card when short of funds, but says some people don’t even have that.

The payday industry describes two customer personalities, the ALICE, or Asset Limited, Income Constrained, and Employed - in other words, the working poor - and the ARTI, Asset Rich, Temporarily Illiquid, who use the loans as "interim financing" for unexpected expenses.

Auguste is an ALICE,

one of many.

Her $11.25 minimum wage comes to $1,500 a month after taxes. Her husband, also working for an agency, gets $11.25 hourly at a food lab. "Our rent is already $1,200.

What can we do to pay the rest of the (bills)?" she asks.

For people offering you work, it’s a game, says Auguste. "While you work like a horse or a donkey," she adds, they’re happy to give you $11.25, "because the government says that’s what your work is worth."

Payday lenders are just a symptom of something larger.

FANNIE SUNSHINE fsunshine@insidetoronto.com Nine years ago, Dr. Narendra Chetram Singh was visiting his home country of Guyana and took a tour of the neonatal intensive care unit at one of the hospitals.

The chief of staff at Humber River Hospital and associate professor of pediatrics at McMaster University was "surprised and taken aback" by what he saw or more specifically, what he didn’t.

"They really didn’t have very basic equipment," he recalled of the unit mere feet away from where he was born. "Thirty to 40 babies were dying a month.

The doctors and nurses were doing the best with what they had."

The unit lacked incubators, intravenous pumps, and heart and oxygen monitors. "(Babies) were dying because of prematurity, or they died from infection,"

Singh, along with his pediatrician wife, Dr. Shirley Sit, founded Guyana Help the Kids (GHTK) in 2009 as a way to combat neonatal and infant mortality rates in the country.

funds for essential equipment, the duo also established a pediatric residency program and a neonatal nursing program, in collaboration with Canadian universities to send staff down to Guyana to train pediatricians and nurses. To date,

The handwashing protocol he developed saw the infant mortality rate drop 20 per cent in GHTK’s first year, and the infant mortality rate in Guyana’s largest

dramatically, saving the lives of hundreds of babies every year."

Singh was humble in his acceptance, noting it felt "nice" to be recognized.

"Of all the things I’ve done, I enjoy (GHTK) the most," he said. "It’s really a team approach."

The goal is to eventually hand over GHTK to the Guyanese government while he takes on a supervisory role, Singh said.

Humber’s former chief of pediatrics didn’t always have his sights set on child health.

"I wanted to do surgery when I was younger because it sounded sexy," he joked.

He went on to do resident training in London, Ont., followed by fellowships at The Hospital for Sick Children and in Pittsburg. He has also worked as a pediatric intensivist at a McAllen, Texas for the past 20 years, splitting his time between Toronto and the Lone Star State.

Community consultation planned for speed limit drop l Continued from page 1

by Allenby Junior Public School. In many of those cases, the force of impact pushed vehicles onto the sidewalk right where students could be, said school principal Tracy O’Toole.

One student was hit by a car last fall and escaped serious injury.

"You can only imagine what it’s like to get a phone call to rush out to the intersection because there’s been an accident," said O’Toole last week.

O’Toole, along with Allenby parent council chair Lisa Parker, supported local city Coun. Christin Carmichael Greb’s motion at North York Community Council to reduce speeds on Avenue to 40 km/h. The council, which Greb also sits on, opted to defer decision on the matter pending a community consultation.

Greb said she’s more concerned with finding a solution to the high speeds on Avenue, even if it means the speed limit stays intact.

"Rather than killing the idea altogether, I’d rather find a happy medium which will work to keep pedestrians and kids safer," said Greb.

"I’m happy we haven’t completely dropped the idea."

A report for the council, prepared by the city’s transportation services department, finds motorists are travelling between 50 and 65 km/h regardless of posted speeds.

However, while the city’s Vision Zero road safety plan allows for the lowering of speeds on some arterial roads, the report recommends against making changes in this case due to the narrow nature of the road and the fact a designated school zone is in place.

Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the process of aging itself. Just like a piano with damaged keys, an ear with damaged hair cells will make things sound muffled and distorted.

Food servers at York University decided to end their strike against a university subcontractor after receiving a substantial raise.

The workers, many of whom had made only $12.21 an hour, overwhelmingly supported a five-year deal from the U.S.-based Aramark Corporation in a

March 6 vote, organizers for UNITE Here, Local 75, announced.

By next March, none of Aramark’s employees at York will make less than $15 an hour, and they will no longer pay for part of their dental and health coverage.

Translators are needed to help newly-arrived refugees Request comes from Scarborough-based health care centre Volunteers who speak Arabic and Farsi are urgently needed to help newly-arrived refugees staying at a North York hotel.

Families from Syria, Iran and Pakistan are arriving at the Radisson Toronto East near Victoria Park Avenue and Highway 401, and the Canadian Centre for Refugee and Immigrant Health Care is setting up a medical clinic at the hotel.

The Scarborough-based centre, in partnership with COSTI Immigrant Services, is trying to organize a roster of 12 to 20 translators who can work at the hotel or provide translation services by phone.

Proper translation is important for getting the refugees all the medical care they need, said Sumathy Rahunathan, the

And some of those volunteer translators must be women. "When we need to speak about more sensitive issues, we definitely need only women in the room," Rahunathan said.

Equipment and medical supplies, including samples of medication, are also

wanted for the clinic. Most health services for refugees are covered by the federal government, but there can be a gap of a month or two before coverage begins.
