CNIB seeking loving homes for future guide dogs Volunteers keep pups for up to 15 months FANNIE SUNSHINE fsunshine@insidetoronto.com Ever wanted to own a puppy, minus the yearslong commitment? In honour of its 100th year, the Canadian National Institute for the Blind (CNIB) is launching a guide dog program, with the goal of raising and training guide dogs exclusively for people with sight loss. To help with this, the Bayview and Eglinton avenues site is seeking animal lovers in Toronto, Winnipeg and Halifax who would like to be puppy raisers, taking a pup into their homes from eight weeks to about 12 to 15 months of age, when formal guide dog training begins. The puppies will be golden retrievers and Labrador retrievers, as well as crosses of the two breeds, because of their high performance rate as guide dogs. Puppy raisers are tasked with providing a loving home, and helping to prepare young dogs through a supervised obedience and socialization

skills program overseen by the CNIB, which will cover all costs. Once the pups hit 12 to 15 months old, they will be taken from puppy raisers to begin formal training as guide dogs, which will be overseen by the CNIB. It’s possible for puppy raisers to repeat the job with a new dog. Three-time Paralympian Victoria Nolan, who captured bronze at the 2016 Rio Games in fourmixed rowing, began to lose her sight at age 18 from retinitis pigmentosa. Her eyesight deteriorated significantly after the birth of her two children, leaving the 42-yearold with only three per cent vision. She used to use a white cane, but struggled with interacting with doors and elevators. But when she switched to a guide dog, Nolan, who spoke at the CNIB’s dog guide program launch on Wednesday, April 26, said she gained much-needed confidence. Some 25 to 30 puppies, which come from a specialized breeder in Australia, are expected to be part of the program this year across the three cities. The first puppies are

• Do not encourage excitable play in a guide dog. • If you see a blind or partially-sighted person with a guide dog standing on the side of a road, waiting to cross, you can always ask them if they need assistance crossing the road. • If you notice a guide dog behaving in a way that may not be appropriate, and the user hasn’t noticed, do not try to correct the dog yourself. Larry Berman has a personal connection to mental health and brain disease. His mother, who suffered from dementia, spent the last few months of life in palliative care at Baycrest Health Sciences Centre, dying of pancreatic cancer in 2011. His father also suffered from dementia and lived his final years at a different North York long-term care provider.

After his mother died, Berman decided he would help raise funds for the Bathurst Street and Highway 401 institute. So in 2012, he laced up his skates and took to the ice for the Scotiabank ProAm for Alzheimer’s tournament, which sees hockey players of all skill levels share the rink with NHL alumni to raise money to support Alzheimer’s disease and related dementia care for Baycrest. Transit, development crucial issues in new Don Valley North riding RAHUL GUPTA rgupta@insidetoronto.com It’s official: Shelley Carroll will run as a provincial candidate for the Kathleen Wynne Liberals during next year’s general election. Carroll, a long time city councillor representing Ward 33 - Don Valley East will vie for the newly created and rapidly growing Don Valley North riding, she told Metroland Media Toronto Tuesday. Carroll said she has canvassed residents nightly in the new riding since last October, which encompasses approximately 70 per cent of her council ward spanning Victoria Park Avenue to Bayview Avenue and Hwy. 401 to Steeles Avenue, and transportation is top of mind. "This is where highways meet, where transit and future transit needs meet, and where the GTA transit system joins the TTC," said Carroll Tuesday from

A long time Liberal party member, Carroll has grown a considerable presence in the area over 14 years as a school trustee

and more prominently a city councillor. She has developed a reputation as an urban-minded politician in a largely suburban area, with considerable knowledge of city finances and other files. She served as budget chief for former mayor David Miller, and has also sat on several city committees and boards, from the police board to the TTC. While current polling indicating the Liberals facing an uphill struggle for reelection, Carroll said her conversations with Don Valley residents indicate widespread support for the governing party. The area is populated by many new Toronto residents who she said choose to remain in the area due to employment opportunities and a vibrant community. "When there is a Liberal government, it has always served this neighbourhood very well and my conversations with residents since October have largely been positive," she said. Carroll would not say directly whether she will continue to serve as a councillor while campaigning, but suggested she still has more work to do as a councillor before her term is up.

The 13th annual Cadillac Fairview 5K Run/Walk raised $250,000 Sunday, April 30 for The Hospital for Sick Children and the Pediatric Oncology Group of Ontario (POGO). The run/walk was held at CF Shops at Don Mills, 1060 Don Mills Rd. at Lawrence Avenue. The POGO collaboration came to fruition in 1983 when Dr. Alvin Zipursky assembled pediatric oncology medical leaders in the province. Today, POGO works to ensure access to and availability of state-of-the-art cancer care for all Ontario’s children.

Ontario one correction away from a debt crisis The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

Toronto Tamils ready to rebuild their homeland In a Scarborough banquet hall, I realized the civil war in Sri Lanka is truly over. Greater Toronto’s Tamil people came here because of that war. They’re the largest Tamil diaspora outside Sri Lanka, and helped make Scarborough, Markham and Richmond Hill what they are today. They came from a country where they felt the majority hated them, discriminated against them, and in many cases tried to kill them. The war ended in 2009 with scenes of horror, as trapped civilians and fighters died by the thousands. Twenty business owners from our Tamil community returned to Sri Lanka in March. They came back calling on others to rebuild

lected in Scarborough and Markham for the Tamil Tigers and their breakaway state. Local businesses gave willingly, or unwillingly. The war was merciless. Here, thousands waved the Tiger flag at rallies or carried banners demanding a Tiger-led Tamil Eelam. No compromise seemed possible. In 2009, bombs were falling on aunts and cousins back home. Protesters in Toronto blocked the Gardiner Expressway. Afterwards, Tamils here elected a "transnational government" to keep the fight going. But Sri Lanka’s government changed in 2015. Separatist voices died away. Compromise, that most Canadian of values, has taken hold.

At their press conference, the business owners were candid. Both sides, they say, feel guilty about the war. They know it was a terrible mistake. "We, the diasporas, were the ones that helped fund the war for 35 years," adds Stan Muthulingam, the group’s co-chairperson. Certainly, justice must be done for any atrocities suffered by Tamils in Sri Lanka. But those who made the trip say reconstruction and development are needed now, and the island’s government needs investors. Eventually, war ends. Desire for revenge starts to end. Women’s shelter to get new building Construction to begin in June with spring 2019 opening date FANNIE SUNSHINE fsunshine@insidetoronto.com North York Women’s Shelter (NYWS) is getting a new building. The new NYWS will replace the existing building at the Dufferin Street and Sheppard Avenue area site that has served women who are survivors of domestic violence and their children since 1984. The provincial government will provide up to $3 million in funding for this project, while the federal government contributed up to $5.8 million. The new 24,000square-foot building will include 30 beds in 16 bedrooms, along with offering fully accessible rooms, individualized counselling, group counselling, employment skills training, life coaching, and programming for children. "As our understanding of violence against women continues to evolve, we

recognize that our response as both an organization and a society must become more complex, evidence-based and holistic," Mohini Datta-Ray, executive director of NYWS, said in a recent release. "This significant investment means that this critical dream can be reality." Construction is expected to begin in June, and is targeted for opening in spring 2019. Beds in current use at NYWS will be absorbed by its partners, and all women currently receiving service from NYWS will continue to receive service without disruption. "Each woman will have her own space for herself (and her children), to create an environment that is calm, dignified and empowering and therapeutic," DattaRay said of the new building in an email. "Our current shelter houses 30 residents in six bedrooms and with three bathrooms between everybody. The new facility includes the ability to have wraparound services for women and community

ing a number of shelters are now being funded by the Ministry of Community and Social Services to temporarily take on extra beds to ensure there aren’t loss of beds in the Toronto system as a result of the NYWS shut-

down. According to its website, the project to get a women’s shelter in North York began in 1980 when the women’s services committee of North York Inter Agency Council started proceedings to in-

corporate an organization to start a shelter after reports from two local hospitals said they treat four or five cases of battered women a week. Since September 1984, NYWS has helped more than 11,000 women and children heal from the trauma of abuse. The funding announcement was made by York Centre MP Michael Levitt on April 19, on behalf of Jean-Yves Duclos, minister of Families, Children and Social Development and minister responsible for Canada Mortgage and Housing Corporation (CMHC), along MPP Helena Jaczek, minister of Community and Social Services. "For women who have experienced violence, a shelter is often the first step to rebuilding their lives," Jaczek said in a release. "This investment in North York Women’s Shelter is another example that illustrates the Ontario government’s commitment to investing in services that help women and their children that have experienced domestic violence."

Firefighter remembered as caring, considerate

He knew when fire prevention staff, who also worked out of his station, would take breaks and would have a fresh pot of coffee ready for them. The 30-year-old Oshawa resident and five-year member of Toronto Fire Services died Thursday, April 27 following a motorcycle crash in North York the night before. Frank Ramagnano, president of the Toronto Professional Firefighters’ Association, said Bryan helped out in various

charitable causes such as the firefighters’ charity calendar, which raises money for the Princess Margaret Cancer Foundation. "He was on the job for five years, not a very long time, but he had an impact," Ramagnano said. "It’s a tragic loss for such a young person who had the rest of his life before him, so we send our condolences to his family and friends." The crash happened on Leslie Street near Corning Road, south of Van Horne Avenue, at 6:57 p.m. Toronto police Const. Clint Stibbe said a 46-yearold man driving a 2001 Jeep was attempting to ex-

Major University hearing study seeks participants. Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people

Daughters of the Vote participant questions Trudeau

JASMINE HUI jhui@metroland.com North York resident Khadija Waseem was chosen as one of the 338 delegates to participate in Daughters of the Vote (DOV) to discuss issues occurring within Canada. Waseem grew up in a multicultural community with classmates that were personally affected by issues happening in areas outside of Canada. This environment urged her to involve herself with social justice causes and help the people around her. "As you grow, your capacity grows as well," said Waseem, a U of T student who graduated from North York’s Georges Vanier Secondary School. "I feel very fortunate to be able to work on these social justice causes even in university." The two-week experience earlier this year allowed her to speak with other delegates and learn about their issues that they encountered in different provinces. Waseem said the delegates walked in as DOVs, but came out of the experience as sisters. "What’s most powerful is that we don’t really get the opportunity, especially in the political sphere, for people from different parties to unite and talk about the issues we face as women, as opposed to different

Waseem was also selected as one of the three youth leaders who had the opportunity to ask Prime Minister Justin Trudeau a question. She raised concerns about Islamophobia and mental health of indigenous youth in Canada, as well as telling her own experience with these issues. "When you walk out of those situations, they power you up to do more for your community, society and for Canada," Waseem said. "This resilience allows us to be better students because we know there are odds against us.

Our intellect, our resilience and our ability to be ourselves will overcome that." She said that women do not have to be involved with DOV in order to become involved with the changes that they want to happen. "Daughters of the Vote have really made an impact in empowering people to empower their daughters," Waseem said. "We have created a support system that everyone can benefit from and grow from." Funding woes fuel plenty of blame Every time an opposing politician makes a public statement slamming the provincial government, I promptly receive in my inbox a message from the Ontario Liberals rebutting the accusations. So it was no surprise following John Tory’s vocal criticism of Kathleen Wynne’s refusal to pony up budget goodies for Toronto - along with a cordial faceto-face with provincial PC leader Patrick Brown - an email, entitled "Facts Still Matter in Ontario," soon appeared from the premier’s office seeking to set the record straight on the province’s funding of city infrastructure. The province of course is none too pleased with Tory’s continual criticism in wake of last week’s budget announcement, which saw no new direct money coming to the city for either affordable housing or transit. The Ontario transportation minister even showed up unannounced

Steven Del Duca also reminded Tory of how much the mayor needed the province to make his SmartTrack fantasy a reality. It’s not surprising the province would choose to return fire given the mayor’s approach to publicly pressure the Wynne government, not to mention the very sizeable challenge it faces even in Red-supporting Toronto for reelection next

June. The province is absolutely justified in expressing disappointment given the amount of largesse it has already shown the city, even if it comes nowhere near to addressing core needs. And let’s not overlook the cheek of Tory who continues to cheerlead for luxury infrastructure projects like the Gardiner Expressway restoration without coming up with a viable funding plan of his own. But if the province is running on its past funding record, it’s hard to see how Toronto residents could be all that impressed. New transit improvements are years away, affordable housing remains a black eye for the city and provincial meddling in local transit planning is well-nigh legendary at this point. Yes, facts still matter and in this case there’s plenty of blame to go around.

Tory, Wynne escalate passive aggressiveness The mutual acts of passive aggression between the provincial Liberals and the Mayor of Toronto continued to escalate this week - as not coincidentally, the implications of Kathleen Wynne’s penultimate budget before the elections in 2018 continued to sink in across the city. Wynne’s budget taken on its own was a good shot at redemption for a government that seemed out of options. It is balanced thanks to a robust economy, and offers up some real benefits to be enjoyed across a broad swathe of youthful voters. Pharma-Care for Ontarians under 25, tougher rent controls and a foreign buyer’s tax to maybe make housing more affordable ... If anything can get out the elusive under-25 tenant vote, this just might. Fix public housing and fund transit expansion? Not this time, the premier has decided. So on Sunday, Mayor To-

Liberal Peter Milzcyn, a former city councillor now representing Etobicoke Lakeshore, reminded us that Progressive Conservatives don’t have a great record on funding transit and housing in Toronto. May flowers are blooming and spring is in the air. Hopefully Simcoe, a stunning standard poodle mix, and piggy pals Penny and Paddington will find caring, forever homes so they can spend the dog days of summer getting lots of love and enjoying fun in the sun. Simcoe, an eight-yearold spayed female, golden eyed, standard poodle mix, is an amazing dog with a larger than life personality. She’ll chase a ball with you, follow you through the woods and then snuggle up nice and close on the couch. Simcoe is energetic, quirky and playful and if you’re looking for a Rally-O partner, look no further. We’re learning that Simcoe loves to do obedience work so who knows how far her new family can take her. While Simcoe loves people, she can get over excited when children are playing so she’ll need a home with adults and older teens only; she also prefers to be the only dog in the
