Two mayors and a regional chair came to Mayor John Tory’s Executive Committee to make the case for the Yonge Street subway extension - a project that Tory has threatened to block unless the provincial government comes forward with funding for a downtown relief line. And they had a friendly ear. Mayor Tory told reporters following the meeting that he has withdrawn the threat and will work with York Region to plan for both subways, in return for help lobbying for more money. Tory had met with the trio on Monday to iron out the deal. "I think we’re in a stronger po-

Playwright jazzes up a classic stage play Musical opens May 23 at Toronto Centre for the Arts DOMINIK KUREK dkurek@insidetoronto.com The show that kicked off an era of sound in films is returning to its roots the stage – thanks to St. Clair and Oakwood avenues area playwright Michael Ross Albert. The 30-year-old has written a new stage musical adaptation of The Jazz Singer, which was originally released as a short story and shortly after as a play (not musical), both written by Samson Raphaelson, which was later adapted into a film. The movie was the first feature-length motion picture to feature a synchronous music score, and lip synchronous singing and talking through multiple parts of the film. For Albert, this is the first musical he has written, which he called a learning experience. "Now, being able to see it take shape and to hear these great, professional music theatre performers work on the script and sing the songs and getting to see the scope of what a major musical feels like is a real treat," he said. The North York-raised and New York-trained playwright has had his work performed in Toronto, New York City, and other parts of the U.S., and one is set for the stage in Scotland. The Harold Green Jewish Theatre Company and Dancap Productions are producing The Jazz Singer. It opens May 23

at the Toronto Centre for the Arts. It’s directed by Tim French. The show is about a Jewish cantor’s son whose future is mapped out for him by his father, but he rejects religious life in favour of life on the stage. "I know it’s very culturally specific, but what it comes down to is a family story and it’s something everyone can relate to

the conflicts between doing what your parents tell you to and trying to honour the generation that they come from, but also celebrating your own strengths and the path that you want to take," Albert said. "I think it’s a universal theme and one that’s told in a very fun, very lively, very energetic, very entertaining musical way."

He said the show features romance, issues of race and cultural identity, and other themes. The Jazz Singer has a cast of 11 and a live band plays the accompanying music. Albert wrote the play, which features a mix of speaking and singing and includes 21 musical numbers, all of which are eraspecific jazz standards. Albert

said he had a great time working on the show. Albert, who grew up near Don Mills Road and Sheppard Avenue, always knew theatre would be in his life, although he has a love of writing, not acting. He went to an arts program at Unionville High School in Markham, participated in local theatre festivals, and got a bachelor’s degree in theatre at the Uni-

"I started doing it from a young age and to me writing was always the most fulfilling aspect of working in theatre," Albert said. The Jazz Singer is scheduled to close June 18. TAMARA SHEPHARD tshephard@insidetoronto.com Do you or a loved one suffer from long-standing chronic pain that medication has failed to adequately manage? Dr. Lionel Marks de Chabris, an addiction and pain management consultant based in Sudbury, Ont., will speak about the role medical cannabis can play in chronic pain management at The Caregiver Show in June. Since 2007, the emergencytrained physician has prescribed medical cannabis to patients with long-term chronic pain who’ve tried multiple medications. "I think people need to know about medical cannabis as an option," Marks de Chabris said, adding it is an "adjunct medicine" to other medications. "It’s not for everyone. It’s not a panacea. For people it seems to help, it helps. "What we have right now isn’t great. The best medications, you get about 30 to 50 per cent reduction in pain and some improved function. More options, particularly with low side-effects and no risk of a fatal outcome, are beneficial."

You have medicine, but you also have the mind and movement." Book a counselling appointment and come prepared with studies and research if you want to talk to your doctor about medical cannabis, he advised. "You could say, ’I’ve tried sever-

Finding the most-effective strain, and possible combination of CBD and THC, is individual and requires patience – and is not the entire puzzle, he said. The risk of addiction is nine per cent, about the same as caffeine. I’ve never been addicted before.’ Make your doctor more comfortable and get them onside." Stigma surrounding medical cannabis "is fading," Marks de Chabris said. "I’m being amused and surprised by some of my patients. Twenty years ago, patients in their 60s would never tell their family physician they wanted to try medical cannabis." Visit caregivershow.ca

Election year budget will be a tough one Another year, another squeeze. That’s the message from Toronto’s City Manager Peter Wallace as councillors get set to dig into the 2018 budget. It’s going to be the last budget that Toronto Council and Mayor John Tory approve before they go to the voters in the fall of next year. And while it’s looking a little easier than last year in some ways, in important ways it’s going to be more difficult than ever. Like last year, Wallace has asked for across-theboard restraint from city departments and agencies. Not a 2.6 per cent cut this time, just a freeze in spending at 2017 levels. When he spoke to Toronto’s budget committee May 11, he made it very clear that he didn’t expect every department to come in with a zero spending increase. But it’s important to try. That’s because, he noted, there is very little wiggle room this year for council to increase spending beyond inflation, and maintain a property tax increase at or below the rate of inflation. And Mayor Tory and council have made it clear that there’s no appetite for an increase any higher than that on property taxpayers. Council made use of that wiggle room in 2017 – among other things, approving a budget that anticipated robust increases in the revenue from the municipal land transfer tax and therefore boosted revenue. That was a good bet in 2017 but not necessarily so in 2018, when market-cooling measures approved at Queen’s Park could put a damper on Toronto’s blazing hot real estate market. Wallace has been warning since his arrival that Toronto’s reliance on an ever-growing land transfer tax could eventually be its fiscal undoing. That warning seems more apt than ever right now. It all leads to exactly the kind of debate that survival-minded politicians don’t want to have coming up to an election: do we cut services or raise taxes? In the past, faced with these choices city politicians have had a third option: extend a begging hand to the provincial government for help to balance the books at the last minute. But again, what worked 10 years ago is less likely to work now, with the Ontario Liberals facing their own day of reckoning with Ontario voters in 2018. In 2018, there’s one more option: have an honest conversation with taxpayers about the type of city they want to live in. Explain what that city costs. And then, hand them a bill and a ballot at the same time.

A reckoning may come for our worst landlords The front of 500 Dawes Rd. is a busy place during dinner hours. People are in and out with children, dogs, groceries, deliveries. But this East York building is known across the city as one of the worst in Toronto, a reputation it’s had for years. That’s an opinion you can base on the hundreds of orders the city issued against the management of 500 Dawes, a management reluctant to fix anything the right way. Janet Davis, local councillor, stood in the lobby last week, asking passing tenants about repairs, letting them know they can call 311 about them. She does this in other buildings, but 500 Dawes "is the No. 1." The building went

MIKE ADLER Edges of Toronto without heat for weeks at a time, Davis recalls, and when the owner finally was ordered to paint hallways and replace their ruined carpets, "quality of the materials was pretty poor." Last week’s complaints covered everything from insects and mould to doors which don’t properly close, and stairwells whose smell can make you

retch. Consensus from tenants? Management does nothing, or gets away with bare minimum. That may change. A reckoning may come for bad Toronto landlords, because on July 1 a new bylaw goes into effect. Landlords must give the city plans on repair, pest control, maintenance. They’ll be required to post information too: the lobby corkboard at 500 Dawes will have to hold more than redirected mail and flyers for airport taxis. Until now, the city could pressure landlords, but had no hammer. Soon, it will be more expensive for them to ignore the law, says Geordie Dent of the Federation of Metro Ten-

ants’ Associations. "It’s not like July 1 bing - a magic wand is going to be waved," he says, but the new bylaw comes with penalties. "This building is definitely, definitely on the radar." Tenant activists fought desperately for the new bylaw. Many, like Geri Stevens, paid a price. She’s been active since 2011 in 500 Dawes, and she’s leaving soon, worn out. "It’s a horrible, horrible building," says Stevens. Cheap rents are why many tenants stay. If there was any justice, many wouldn’t have to. ENVIRONMENT

Climate change: It’s here and it’s not going away CHRIS SIMON chris.simon@simcoe.com The environment is a bit like an aging relative - everybody wants to keep it healthy, but there’s plenty of bickering on exactly how to do it. At Innisfil’s Nantyr Shores Secondary School, the Enviroventure specialist high skills major program is shaping young minds around the notion they can still alter the course of the warming planet. The class is located in a portable, a few steps away from the school football field. The room is messy because it is teeming with teenagers more worried about saving the planet than tidying up their own world. They have been working on models of sustainable homes and just returned from the Change Your World conference at York University. A few inches of snow had fallen in the early hours of this spring day, covering grass shoots that had begun to pop up from the field. Within a day the snow was gone again, as the temperature fluctuated. "At our school, we have a lot of environmentally conscious students," Grade 12 student Maegan Damianakis said. "We want to see things change; we don’t want to adapt to the crappy situation going on around us." "We’re trying to speed up our processes, but it’s not going as fast as climate change," added Grade 11 student Johnathan Purkis. "I’m hopeful for change." The students believe that, if everyone pitches in, positive change can be achieved. However, many leading scientists seem less optimistic. In the Greenhouse Gas Progress Report 2016, the Environmental Commissioner of Ontario noted climate change will be less severe here than in other areas of the world, but pushed the need to prepare for the inevitable changes ahead. "It is too late to avoid some dis-

ruptive and expensive changes to our environment and economy," the report states. "But we can still influence how destructive those changes will be. By working together, we can still protect much of what we love." Climate change is already increasing the risk of wildfires, crippling cold-water fish habitats, stressing moose populations and helping invasive species flourish in Ontario. The outdoor winter sports season is shortening. Severe heat and drought have damaged crops and affected water supplies. In 2015, carbon dioxide levels in the atmosphere were the highest they’ve been in at least 800,000 years. While Ontario lowered its

carbon footprint to six per cent below 1990 levels in 2014, mostly through the closing of coal-fired power generating stations, it still relies on fossil fuels for 80 per cent of its energy. Transportation represents the largest and fastest growing share of emissions. Blair Feltmate, head of the Intact Centre on Climate Adaptation at the University of Waterloo, says the temperature is up, on average, 2 to 3C in southern Ontario, when compared to pre-industrial levels. For every 1C increase, the atmosphere holds seven per cent more moisture. The result is more extreme weather, including microburst downpours and ice storms - events communities across the province

have experienced in recent years. "It is here to stay; it is irreversible," Feltmate said. "We can slow it down, which we should do, but it will not stop it. Climate change has happened, it is happening and it is going to continue to happen." He says governments need to immediately adopt standards and polices that reflect the impact of climate change and ensure all new infrastructure and residential developments comply. Climate models can be used to determine future floodplains and larger water pipes should be installed during the construction of new subdivisions to lower the risk of future disaster. "You cannot cheat this system. Every day we don’t adapt, frankly, is a day we don’t have." At this current pace, Ontario could see average temperatures climb by another 3 to 4C within decades. While the majority of Ontario’s electricity is produced by nuclear, hydro and renewable sources - leaving no carbon footprint and more energy efficient vehicles have been introduced in recent years, that good work is undone by gridlock on local roadways. "All the energy efficiency has gone out the window by having people sit in traffic endlessly," Feltmate said. "We’ve just got too many people concentrated in one locality. Building a relief line on a subway or getting more GO Transit cars in the morning isn’t going to compensate for the fact we’re going to have another 1.3 million people in this region in the nottoo-distant future." Federal, provincial and municipal governments have taken positive steps to address climate change, but action is about "damage control," rather than "righting the ship," he stressed. Still, others say the little steps, when added up, will help humanity complete the race. "I don’t think being hopeless is the solution," Enviroventure teacher Mark Gaynik said. "You got to think of what kind of world we want to live in. It’s important to advocate and be out there."

sition coming here today, coming here together to say we need all three governments to proceed," Tory said. "I’m going to be pressing with these people to move this forward to convince all the political parties to fund this project." The mayor made the comments following deputations by three York Region leaders: Markham Mayor Frank Scarpitti,

Richmond Hill Mayor Dave Barrow and York Region Chair Wayne Emmerson. They came to City Hall Tuesday to speak to a report looking at the next steps for two projects: the downtown relief line and the Yonge subway extension into Richmond Hill. Both projects impact Toronto’s crowded Yonge Street subway line. The Yonge line would add as many as 10,000 new riders coming from Hwy. 7 in

Richmond Hill; the Yonge Street Relief line is intended to reduce congestion on the Yonge line at Bloor Street. Tory had maintained that as far as Toronto’s concerned, it doesn’t make sense to add riders to the line when there’s not adequate funding to deal with overcrowding. And so it was that the three leaders came to Toronto City Hall to urge Toronto to work with the re-

gion on both projects. Scarpitti took a lead on deputations and said that it makes no sense to go separately - or to put the brakes on work on the Yonge subway extension. "Every project has milestones," he said. "If you were trying to create a wedge between these two projects that would set us back." Scarpitti called the Yonge line extension "the most justified transit pro-

ject" in recent history. And he noted that Toronto benefits from the Yonge extension as much as York Region does. "I think it’s very important for the City of Toronto. Those people are coming down Yonge Street to work in the City of Toronto," he said. Tory agreed, and after the meeting the three pledged to speak with the province to fund both projects concurrently.

St. Paul’s Councillor Josh Matlow said the shift on the mayor’s part was a mistake. "This announcement to tie these two projects together is a recklessly irresponsible management of our transit priorities," he said. "It has been known for years that the relief subway line is our evidencebased top transit priority." He said that tying the two together could "tie up the relief line for years."

Major University hearing study seeks participants. Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. By studying those people having difficulty in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

Why Research Hearing Loss?

1. Cruickshanks, K. L., Wiley, T. L., Tweed, T. S., Klein, B. E. K., Klein, R, Mares-Perlman, J. A., & Nondahl, D. M. (1998). Prevalence of Hearing Loss in Older Adults in Beaver Dam, Wisconsin: The Epidemiology of Hearing Loss Study. Am. J. Epidemiol. 148 (9), 879-886.

Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the process of aging itself. Just like a piano with damaged keys, an ear with damaged hair cells will make things sound muffled and distorted.

Interested people can register to be a part of this lifechanging hearing study* by calling: 1.888.242.4892 or visiting connecthearing.ca/hearing-study.

For some people this loss of clarity is only a problem at noisy restaurants or in the car, but for others it makes listening a struggle throughout the entire day.

2. National Institutes of Health. (2010).

It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss,1 but most do not seek treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people

*Study participants must be over 50 years of age and have the option to participate. No fees and no purchase necessary. ADP, VAC, WSIB, NIHB accepted.

Eating healthy is not as hard or expensive as most people think, and a few people who know about good eating went about to teach high school students how to do it right. CN Tower executive chef John Morris and Toronto dietitian Liz Pearson visited the North York Harvest food bank on Industry Street in York on Tuesday, May 16 where they prepared a healthy meal and talked about its ingredients for about a dozen students from Weston Collegiate Institute and George Harvey Collegiate Institute. The students also helped the food bank receive more than 20 skids of pasta from Catelli Foods Canada, which is conducting a national campaign to support food banks during the summer months, a time when donations are typically down. The chef prepared a whole wheat penne and lentil meatballs with lemon and kale pesto dish that he and Pearson had developed and is featured in Catelli’s cookbook, Out of the Box: Healthy Family Pasta Meals on a Budget. Pearson preaches healthy eating. "It’s incredibly significant how what we eat affects, not only our physical

health, but our mental health," she said. "We now know that what we eat affects depression, it affects levels in anxiety. Your ability to feel good on any given day, we’re finding is very much influenced by what we eat." She said having a recommended eight servings of fruits and veggies is easi-

’In Brazil, it’s always home cooked meals, everyone is expected at the dinner table.’ - George Harvey student Julia Maciel er than people think. She said people should add fruits and veggies at every meal and snack, and eat more plant-based meals. A large salad, for example, is equivalent of four servings. She suggests three ingredients for people to use in their cooking which are high in nutrition but low on budget. They are kale, because all dark leafy greens have more nutrients per calorie than any other food; red pepper, because it’s full of vitamin C, more than oranges; and lentils, as legumes are a meat replace-

ment, and she suggests people increase their overall bean consumption, which contributes to a longer, healthier life. Weston student Selina Thompson admits her diet isn’t the healthiest, but it already incorporates some of the healthy items so it shouldn’t be too difficult to make it healthier. "You just have to change your taste for things," she said at the event. "We need to consider how we eat and what we make and realize there are alternatives." George Harvey student Julia Maciel said nutrition is taken seriously in her home, but she has noticed this isn’t the case with many of her schoolmates when she arrived to Canada three years ago. "There is more of a culture of fast food here," she said. "In Brazil, it’s always home cooked meals, everyone is expected at the dinner table." Chef Morris said he’s happy to educate people about proper nutrition. "I’ve been blessed in my life to work with food and I can’t stand the fact some people don’t get food," he said.

In long scold of Wynne It had been getting repetitive, Mayor John Tory’s extended scolding of Ontario Premier Kathleen Wynne, and in retrospect, something had to give. That something gave last week, when Tory abruptly withdrew his most politically destructive threat - to block planning on the extension of the Yonge Street subway into York Region, if the province didn’t cough up the cash to build the downtown relief subway line. The threat was credible and potentially devastating, at least politically. There are Liberal seats to the north of Toronto, and it would be better for them to have the promise of a subway. And the promise of the Yonge subway extension from Finch past Steeles to Highway 407 is a longtime hope for York Region and Richmond Hill in particular - an opportunity to duplicate the kind of development that the York subway extension has made possible in

DAVID NICKLE The City Vaughan. Its completion would be transformative for York Region. It would also, on its own, be a mess for 416 subway riders. By the time the trains from Richmond Hill got to Bloor, it would be impossible - without at least a relief line drawing Line 2 riders downtown by some other route. Blocking the Yonge extension - or at least threatening to -makes a bit of sense, and it certainly is an attention-getter. It certainly got the attention of Tory’s peers up in York Region. On Monday, he sat down with Mayors Frank

Scarpetti (Markham) and Dave Barrow (Richmond Hill) along with York Region Chair Wayne Emmerson to turn the heat down a bit, and maybe forge an alliance. In return for his support of the Yonge line, the three leaders from the north of Toronto have agreed to champion the downtown relief line and implicitly, take a great deal of heat off Wynne in the next election. Will Tory fare better with his new allies and a more conciliatory discourse? He might just. Of course, we might also find ourselves with a longer, overcrowded Yonge line and no DRL. Hopefully that’s not what finally gives. David Nickle is a reporter and columnist covering Toronto City Hall for Metroland Media Toronto. He can be reached at dnickle@insidetoronto.com.
