CYNTHIA REASON creason@insidetoronto.com As a hockey historian whose expert video consultancy services have been called upon by the NHL, CBC, ESPN, and Hockey Hall of Fame, Paul Patskou has made a career of digging up rarely-before-seen vintage hockey reels.

But it’s archived film of his century-old home team’s most famous goal that the lifelong Leafs fan from North York counts as his greatest discovery.

"The story started when I retrieved some old footage from the National Archives that was marked ’unidentified.’ I didn’t have any idea what it was, but when I started watching it, I started recognizing the teams and the players right away," he said, naming the black-andwhite images of Maurice "Rocket" Richard of the Montreal Canadiens, and Toronto Maple Leafs’ Bill Barilko among those he was quick to identify.

"Then it dawned on me and I thought to myself, ’This couldn’t possibly be the final game in 1951 when the Leafs won the Cup, could it? Darn it, this IS the Barilko Game 5!’

"It was one of the best finds ever, because everyone talks about that goal."

True, countless articles have been written about that legendary Bashin’ Bill Barilko gamewinner on April 21, 1951 that secured the Toronto Maple Leafs their ninth Stanley Cup championship.

Books, documentaries, and even a Tragically Hip song have cemented the four-time Stanley Cup-winning winger’s overtime goal - and his mysterious disappearance while on a fishing trip just three months later - a lasting place in Canadian folklore.

It was, after all, the last goal Barilko would ever score. And as fans of The Hip’s hit song FiftyMission Cap well know, the Leafs didn’t win another Cup until 1962, the same year Barilko’s

What many Leafs fans may not know, however, was that until last year there was a lesserknown mystery surrounding the game-winning disc itself - a puzzle Patskou played a key role in unlocking.

For years, Hockey Hall of Fame officials believed they had the famous Barilko puck in their possession - the official story being that it had been donated to the Hall by a wheelchair-bound fan who had received it from referee Bill Chadwick right after Barilko scored it.

"But then a year or so ago, a fellow (Dan Donohue) came forward with a story about his father being at the game as a teenager, and jumping on the ice and retrieving it from the net while the Leafs were celebrating," Patskou said, noting that no one at that point put much stock in Donohue’s story about his family having the real Barilko puck.

"Everybody believed the Hall of Fame had it, and nobody thought there was any footage of the game that proved any differ-

ently."

That’s when Patskou - lauded by many as the world’s foremost authority on hockey video footage - dug back into his National Archive reels to pore over footage of the aftermath of Barilko’s Cupwinning goal.

"When the question of the puck’s authenticity came up, I said ’I’m going to check my outtakes’ - and darned if I didn’t find post-game footage showing this guy going on the ice and heading towards the net," he said of the

find.

The video not only showed a figure Patskou believes was a 16year-old Harry Donohue making a beeline for the net, he said, it also shows Chadwick the referee leaving the ice without the puck in hand.

"That was a big deal, because we had these two pucks and didn’t know which one was real.

And here, I sort of had proof now that what the fellow said about his dad retrieving it was true.

Film doesn’t lie, you see."

The story of the two Barilko pucks and the long-lost video footage that helped prove which was real is now documented in Toronto Maple Leaf Treasures: Inside the Room with the Ultimate Leafs Fan by Mike Wilson.

Patskou’s co-author byline on that special Leafs centennial collector’s edition is just one of about 50 writing credits the longtime member of the Society for International Hockey Research member has racked up over the years - and that’s not even mentioning the countless hockeythemed documentaries he’s contributed to.

Still, Patskou said, his very favourite part of the job remains digging up film on old-timers who have never seen clips of themselves playing before - lesser known Leafs from the ’40s and ’50s like Pete Conacher, Johnny McCormack, Phil Samis, and even Danny Lewicki, a member of that 1951 Stanley Cup-winning Maple Leafs team, who shared in the on-ice celebrations after Barilko scored.

"Most of the players from that game are passed on now, but a few are still with us and when I show them this (video), they’re astounded," he said, noting that he’s screened the footage for Lewicki.

"It takes them back in time to that moment, you see - when all the photographers were out there on the ice and they were getting ready to hoist Bill Barilko up for that famous photo. It takes them right back."

NYCL isn’t the only North York library undergoing renovation: á The Bayview branch, located at Bayview Village Shopping Centre, will be relocated to the Bessarion Community Centre beside Bessarion subway station.

Construction is expected to start on the centre in 2018, and library relocation will happen afterwards.

Is TO Council losing its civility as election looms?

There have been some rough patches at Toronto City Hall this term, but on balance, the months and years following the 2014 election have been remarkably civil.

It seems as though Mayor John Tory has fulfilled that much of his promise at least: bringing a measure of civility to Toronto, after four years of bad politics and worse behaviour under his predecessor, the late Mayor Rob Ford. Meetings are cordial.

Clean-living is the rule of the mayor’s office. And hot-button issues have largely been kept from the floor of council.

And it would be nice to believe that Toronto Council could maintain that agreeable trend. Alas, it appears not.

Last month, nearly a full day of Council was spent on a toxic debate over city funding for the Pride parade and Pride Toronto, given that the organization had asked that police not march in uniform in this year’s parade.

Led by Etobicoke Centre Councillor John Campbell, the debate dragged anyone who was watching into an ugly game of dog-whistle politics. It recalled earlier sociallyconservative pushes against the parade and the city’s active LGBTQ community: complaints about the public nudity in the 90s, or Queers Against Israeli Apartheid more recently. It set us back.

And last week, Etobicoke North Councillor Michael Ford kicked off another blast-from-the-past debate. At the Public Works and Infrastructure Committee June 8, he persuaded committee-members to vote for a $500,000 study to look at replacing the streetcar service on Queen Street with buses.

This brings forward an idea that his late uncle Rob Ford floated in the 2010 election, and that found some traction with some of his supporters: get rid of streetcars, which often frustrate motorists with their frequent stops and loading and unloading rules, and replace them with buses.

This will not save money, it should be noted. Because of track and overhead work, buses are running on Queen Street now. And because those buses have less capacity than streetcars, there are more of them-and they are costing the TTC an estimated $1 million a month extra.

What the motion - or at least its debate - will do is help remind Councillor Ford’s constituents that he is indeed his uncle’s nephew. It will keep the Ford name alive going in to election year 2018 - much the same way that Campbell’s political theatre will remind his socially conservative constituents where he stands.

It also is a profound waste of this city’s political time.

PEACH shows Jane-Finch youth they matter Community agencies change programs, change purposes, if they pay attention to the people they serve.

They lose funding, but the best hang in, because not to have them is unthinkable.

That’s true of PEACH, a Jane-Finch centre which has filled many roles over a quarter-century, and just went through the heartache of losing one.

Its School Away from School education program, after 10 years, was cut because PEACH couldn’t afford one worker the public school board thought it needed.

But PEACH – Promoting Education And Community Health – re-purposed its classrooms and is moving forward. Like the

Most people don’t expect much of these youth.

Outside PEACH, they don’t often get asked what they want to be, or do, says Mary Lafontaine, managing director.

PEACH shows them everybody can turn their lives around. It’s given them somewhere to go, someone to talk to. Or a place where they can be left alone.

"A lot of them don’t share what’s banging around in their heads, and here they do, at least some of it," Lafontaine says.

PEACH’s music program has been steady for 10 years.

Terrence Penny started coming at 16. He’s now 22, and working four jobs, but still coming.

Penny recorded an EP here, then performed at the Sony Centre. "Every song I’ve ever made has come out of PEACH," he says.

"The support here of everybody is crazy."

"Kids respect you when they see you grab a broom," he adds.

But programs get funded, not the $12,000 a month PEACH needs to stay open.

"Right now, we’re in more than a pickle as far as that’s concerned," Clarke says.

Lafontaine says PEACH, which needs creative ways to cover costs, gets few donations. What could they use?

"Anything," she says.

TO THE EDITOR: People in my community of Rexdale received a notice from the City of Toronto regarding our feedback with reference to a proposed zoning approach for rooming houses - even by the fancy name ’MultiTenant Houses’, they are still rooming houses.

What is really disturbing is that even though it is currently against the law to run a rooming house, there are many in our area. They are easily spotted; they are the messy looking ones with long grass and garbage bins so full they do not close and papers flying in the streets. Some places play loud music all day long un-

til after midnight.

Many residents have called 311 periodically, and we have even had meetings with Coun. Vincent Crisanti. But in the end, absolutely nothing has changed.

Some of us have lived here for over 40 years and remember how nice it was then. These are all singlefamily dwellings and that is how they are taxed. The properties which are rooming houses, how are they classified for property taxes?

And now after trying to

fight rooming houses in this area for a long time the city will make them legal? Pilot project for three years? And if it does not work out they go back to single-family dwellings?

Better enforcement of rooming houses needed in Don Mills Existing bylaws need to be followed first: Shelley Carroll RAHUL GUPTA rgupta@insidetoronto.com A North York city councillor predicts a rough ride for proposed new city regulations for multi-tenant housing and admitted she can’t support the plan without a stronger commitment for enforcing existing bylaws.

The city is holding multiple community meetings for its proposal to create a new licensing system for multi-tenant housing operators for an initial period of three years, which would allow the residences to legally operate in North York, Scarborough and other areas where they are not currently permitted.

The move is intended to

create better housing options for new immigrants, students and others priced out of Toronto’s real estate market.

But Don Valley East councillor Shelley Carroll said it’s hard to support the plan, however well-intentioned, particularly when there are long-standing issues in her community in regards to multi-tenant housing operations, such as existing bylaw enforcement.

"We have never had adequate enforcement in the last 14 years, so you can’t come to the community and promise better enforcement," said Carroll during a public meeting on the proposed regulations held at the Oriole Community Centre Monday evening. "The proposal is not detailed enough to give anyone trust this will work."

About 100 residents attended the meeting, several complaining about issues related to existing multi-tenant housing such

as a glut of parking, neglected groundskeeping and absentee owners.

The proposed regulations, which would need

approval first at the committee level followed by Toronto Council to become reality, mandate stringent requirements before a licence can be issued to legally operate a multi-tenant residence with fines of up to $25,000 for violations.

But the problem, said Carroll, is while there are rooming house owners who operate within the confines of the law, there are many more who disregard city regulations, citing one street in her ward which has eight illegal rooming houses, resulting in potentially unsafe conditions for inhabitants and the surrounding neighbourhood.

She spoke of a recent conversation with a constituent frustrated by one property which had so many parked cars on the property they blocked out any view of basement windows.

"If there’s a fire in that basement, people are not getting out, it’s not happening," she said.

The proposed new regulations indicate the city is aware of the problem of illegal rooming houses which it is unwilling or unable to enforce, said Todd Morganstein who also attended the meeting.

"I do not understand how enforcement of the new regulations will be any different than on the old ones," said Morganstein. "If they were enforcing the current regulations we wouldn’t need new ones."

Some of the regulations proposed by city staff include approval of maintenance and waste management plans, accommodation for adequate parking and written confirmation of the maximum number of tenants.

Toronto’s Executive Committee will be looking at a new set of licensing rules for the popular shortterm rental system that could make it illegal to rent out homes that are not the principle residents of the operator.

The city is also considering a special tax on short term rentals of 10 per cent - notably

higher than taxes levied against hotels, which sit at four per cent.

Mayor John Tory unveiled the proposed policy June 12 at Toronto City Hall.

"The sharing economy has great economic potential, but the potential impacts of short-term rentals on our neighbourhoods, housing affordability and the availability of housing must be considered," said Tory. "What we don’t need is the withdrawal of much needed housing from those who need it, or the disruption of residents in neighbourhoods by the comings

such as a basement apartment or grannie flat. But there could be no more than three rooms in a dwelling for short term rentals. They would be permitted in any type of house, whether owned, rented, or leased as a principal residence.

The rules would also license companies that facilitate the activity, with fees of between $5,000 and $20,000, plus a fee per night booked. It would create a registry for residents who operate their homes, with a fee of $40 to $150 per home. Companies could only use registered opera-

tors.

And, finally, it would implement a tax of 10 per cent on short term rentals.

Tory explained that the higher taxes would be fairer, because currently hotels are zoned as commercial and pay a higher property tax rate. The revenue could be considerable. In 2016, Airbnb had 10,600 units operating in Toronto - 3,200 were not owner-occupied. The report will go to the June 19 meeting of Toronto’s Executive Committee.

A North York teacher has been honoured with the Canadian Automobile Association (CAA) School Safety Patrol Supervisor of the Year Award.

Lescon Public School teacher Joe Jarrett, who has been committed to safety at the Don Mills Road and Sheppard Avenue area school for more than a decade, received the

award recently.

Now in its seventh year, the goal of the award is to recognize a patrol supervisor who demonstrates leadership qualities, safety skills, dedication, morale building, and a desire to advance the educational and safety benefits of patrollers, CAA South Central Ontario (SCO) said in a release.

The School Safety Patrol at Lescon Public School maintains a strong presence at 20 to 30 patrols annually.

Patrollers can serve on the school bus, in the loading zones or on foot at their local school crossings.

Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the

treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. By studying those people having difficulty in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

Hundreds of people came out to Mel Lastman Square Thursday, June 8 for a candlelight vigil for victims of twin terrorist attacks in Tehran, Iran, which left at least 17 people dead the day before.

ISIS has claimed responsibility for the attacks at the parliament building and the shrine of the founder of the Islamic Republic, which marked a rare terrorist attack in Tehran. The quiet vigil, organized by the Iranian Canadian Congress, was held in one of the most populated Iranian areas in the city, which included children and people of various backgrounds and faiths.

Confidence boost for businessman Derrick.

When a Hearing Specialist told Derrick Highet he had a hearing problem the businessman’s first reaction was actually one of relief. “To be honest he was just telling me what I already knew — and he was offering me a solution,” Derrick explains. “I was hoping he was going to give me a large chunk of my life back.”

I was asking people to repeat things and consciously turning my head so I had my slightly better ear facing them.” He admits: “Sometimes I was guessing at what they said and just hoping I gave them the right answer.”

However once he had acknowledged his hearing problem he was determined to get the right solution, so he took to the internet to research hearing specialists — and Miracle-Ear, with over 1,400 hearing centres across North America, was one of the first names he found. Canadian women in song honoured at concert North York based musical theatre company Angelwalk Theatre will celebrate Canada 150 with the world première of Everybody’s Got A Story: A Celebration of Canadian Women in Music.

The tribute to the country’s history of women in music will run Thursday, June 15 to Saturday, June 17 at 8 p.m. nightly at Lyric Theatre inside Toronto Centre for the Arts, 5040 Yonge St. The performance will feature the music of some of Canada’s most powerful female voices including

Anne Murray, Celine Dion, Alanis Morissette, Joni Mitchell, Shania Twain, Buffy Sainte-Marie, Jann Arden, and Sarah McLachlan.

Conceived by Katie Edwards with musical direction and arrangements by Jeannie Wyse, the show features Canadian theatre artists Kelly Holiff, Elena Juatco, and Saccha Dennis, along with new talents Michelle Bouey and Sarite Harris.

Holiff’s recent theatre credits include Taking The A Train (Soulpepper) and Uncovered (Acting Up-

stage).

A Jessie Award-winning and Dora-nominated actor and singer, Juatco is currently starring as Olga in Onegin (The Musical Stage Company) and recently appeared as Nicola in Kinky Boots (Mirvish Productions).

Dennis, who is making her Angelwalk debut, was last seen performing in Sousatzka at the Elgin Theatre.

Car wash for charity runs for world record Head over to a Krown Rust Control location to participate in a world record attempt for most cars washed in one day by a single organization during its annual Wash For a Wish Charity Car Wash on Saturday, June 17.

Krown will be donating all proceeds to Children’s Wish to grant wishes for children diagnosed with life-threatening conditions.

More than 4,000 cars have been washed and $60,000 has been raised in the past.
