The 30-year-old was helping friends with the irrigation system of a marijuana grow house on Jane Street near Harding Avenue when he answered a knock at the door and was shot and killed. It was a Sunday night in February 2010, and Toronto police are still looking for the gunman. Glenn Irvin Joseph Lowe, known to family and friends as Glenny, was born in the northern Ontario town of Kapuskasing on May 24, 1979. He moved to Toronto with his family when he was four and grew up in the East York, North Toronto and Lawrence Park neighbourhoods. l See HE, page 8

Bathurst and Wilson unofficially known as Little Manila FANNIE SUNSHINE fsunshine@insidetoronto.com As the tour of St. James Town, organized by Heritage Toronto wrapped up last year, participants were given a survey to fill out. Many had the same question: where could they find Filipino food? After some research, Diana Roldan, one of the tour leaders, came up with an answer: Bathurst Street and Wilson Avenue, unofficially known as Toronto’s "Little Manila." "Of all the wards, it has the highest number of Tagalog speakers," she said. Not to mention a plethora of businesses and services geared towards the Filipino community, from restaurants, grocery stores, banks, and the Canadian International Career College, with its personal support worker program popular among Filipino women. According to the 2011 census, there are more than 70,000 people in the city who list Tagalog as their Mother Tongue, with 2,165 in Wesminster-Branson, which takes in Bathurst and Wilson. Roldan has since led a recent tour of Little Manila, starting at the Bathurst Wilson Parkette at the southeast corner of the intersection. The group headed west along Wilson Avenue, stopping at PNB Remittance Company (Canada), a subsidiary of the Philippine National

Rolando Mangante is the founder of Taste of Manila, a large Filipino festival now in its fourth year in the Bathurst Street and Wilson Avenue area. And come this weekend, a bigger crowd will immerse themselves in Filipino culture when Taste of Manila takes to the streets of the North York intersection. After moving to the area in 1993 from the Philippines, Mangante worked as an assistant for the Philippine Consulate General in Toronto. It was then he noted other ethnic groups hosted festivals, but Filipino representation was lacking. "We can do it also," he remembered thinking. "Why not?" After retiring from the consulate, he founded the Philippine Cultural Community Centre in 2008, with the goal of establishing a board to help bring a Filipino festival to the city. "There was some doubt," he said of reactions
to the lofty goal. "I said I will be the driver of this." After getting the business community on board, Taste of Manila was born six years later. "Amazing," an emotional Mangante said of how he felt after the first Taste of Manila. "I was very happy. After that, we said it would be an annual event. We will continue as long as the community likes this type of event." Valerie Preston, a York University geography professor, said there are a variety of reasons why ethnic groups move to certain parts of the city. "They might live close together for social support," she said. "It’s what the Italians and Portuguese did. They also gain some political power as voting blocks." But challenges in the labour market might force certain groups into entrepreneurship to open their own businesses - in lowrent neighbourhoods. "It could be a response to discrimination," Preston said. But although the Bathurst and Wilson area might be known today as Little Manila, it doesn’t mean the neighbourhood will remain that way. "The Italian community moved north to Woodbridge because as they become economically more successful, they want bigger houses," she said. "The Jewish community has moved steadily north for what appears to be much of the same reasons. With Bathurst and Wilson, I except over decades Filipinos will integrate more with Canadian society and move further away. Almost all ethnic groups go through this."

’Somebody’s going to get killed’: homeowner FANNIE SUNSHINE fsunshine@insidetoronto.com Fed up with speeding cars on Park Home Avenue, Alex Weaver would walk onto the road, hold up a hand to stop the vehicles, and let drivers know they were travelling well above the posted 40 kilometres-per-hour limit. "Their comments were not too nice," he said. Weaver, who has lived on the street between Senlac and Beecroft roads, north of Yonge Street and Sheppard Avenue, for two years, said drivers will use Park Home Avenue to get to Yonge Street, and esti-
mates they regularly hit speeds 15 to 25 km/h above the limit. "Somebody’s going to get killed," he said, adding he saw two vehicles drag racing on a recent late afternoon. "It’s only a matter of time." A temporary radar speed sign was set up on Park Home Avenue facing west near Senlac Road for several days in July, and Weaver noted a significant drop in speed from motorists. He would like the sign to remain permanently, or have speed bumps installed to curb speeding. Michael Capotosto, president of the West Lansing Homeowners Association, said speeding is also an issue in his community south of Yonge and Sheppard. "We have two schools in our area and people cut through (side streets)," he said.

Be a tourist in your own backyard At 150, it’s safe to say that Canada has aged pretty well. It’s also safe to assume that most Canadians have a fairly decent grasp of their country; its diverse regions and cultures, and the landmarks and destinations that have become synonymous with travelling across our land. The majestic Rockies. The vast prairies. Thundering Niagara Falls. Historic Quebec City. Peggy’s Cove. You know them, but have you visited? Canadians like to travel, flocking to New York City, or Florida, or heading overseas to explore Paris or Rome. All worthy destinations. But is 2017 the year to explore a little closer to home? Many in the tourism industry certainly think so. Last fall, Lonely Planet chose Canada as its ’destination of the year’ for 2017. Earlier this year, the New York Times ranked Canada as its top travel destination. The reasons are many: a favourable exchange rate; safety concerns in major destinations in Europe; an endless variety of attractions that coincide with our year-long sesquicentennial celebration. Fun and cultural awareness aside, tourism is big business. Nearly 20 million international visitors came in 2016, with the majority, 13.9 million, coming from the U.S. To keep those intrepid travellers happy, fed and informed requires hundreds of thousands of jobs in the tourism sector, accounting for roughly 11 per cent of the total labour force. Generating $90 billion in total economic activity, tourism is good business as well as nation-building. So by all means hop on a plane or train and see the sights. But remember, some of the best-kept secrets are right around the corner. It’s often true that citizens of a particular city or area, having lived there for years, have never taken the time to actually be a tourist in their town. The CN Tower, Fort York, Kensington Market, all draw foreign visitors but may remain a mystery to folks literally around the corner. Don’t know what’s out there to see? Start with a visit to your local tourism office. There are a myriad of treasures in and around Toronto. Or check out one of the dozens of festivals or attractions in the city. From the CNE to Buskerfest to TIFF, thousands attend these events each year, but you wouldn’t have to look very hard to find a friend or neighbour who has never attended any of them. On a tight budget? Hop on a bike and see things you typically miss in a car. Find a free movie night at a local park. Head to your local library for free programs and events. Be a tourist in your own backyard. You’ll be happy you did.

A vibrant culture may be victim of city’s success One of the advantages of being a few steps behind the curve is that you get a warning before the precipitous drop. So it is, and often has been, with Toronto when held against other major world cities. For example, as our underfunded transit system teeters, New York City’s bigger and older one is in collapse. Watching that sort of thing go on elsewhere gives us urgency here. With that in mind, it might be wise to peer over the horizon and across the pond at another city on a different kind of brink: London. The U.K. capital is way ahead of Toronto on a different trajectory than public transit: raw wealth. Toronto’s until-just-now booming real estate market is nothing

As reported in The Guardian earlier this month, people are leaving the city to the tune of 80,000 annually: both homeowners and renters. And, it’s not just people. with that - because, as old common areas are redeveloped, so go the activities that might have taken place there. Culturally, the city is becoming sterile. It seems as though Toronto is on the same trajectory. Live music venues have been shuttering like a row of dominoes this year, as redevelopment pushed out some and untenable rent hikes pushed out others. And it’s not just concert venues. Dramatic shifts in property values are forcing softer cultural spots, like the venerable Eliot’s Bookstore on Yonge Street, to close down. It’s a side-effect of prosperity: a rising real estate tide raises all boats, and property taxes too. The House of Lords hair
salon, just a few doors down, is closing under similar pressures. Those places join Sam the Record Man, A & A Records and Tapes, HMV, and The World’s Biggest Bookstore among the chorus of destinations that at one point drew if not the world, then much of the country, to Toronto. It begs the question: how long can Toronto stay a cultural centre, with the culture gone from its centre? Glenny and his two siblings would return to their hometown every summer to visit their grandparents and play little league baseball and tennis. In Toronto, Glenny loved skateboarding, karate and graffiti art, his mom Dale says. "He did a huge mural in Kensington Market," she said. "The last time that we were downtown in Kensington, his mural was still up." Tragedy first struck the Lowe family when Glenny’s brother choked to death at age 12 (Glenny was 14 at the time). The family has never gotten over the loss, Dale said. In his early and midteens, Glenny worked for SCOPE, doing odd jobs such as yard work and snow shovelling for seniors.
After high school, Glenny considered going to art school but eventually decided to go into construction, completing his plumbing apprenticeship. He also had experience working as a carpenter and electrician. "He was working on large apartment buildings and restaurants in downtown Toronto," Dale said. Trouble started when Glenny’s friends introduced him to a few people involved in cultivating marijuana. "They knew that he had all these trades under his belt," Dale said. "He was very open with us, I believe. He told us that his friends wanted help with their (grow op’s) irrigation system. We warned him. We told him that it was illegal." Glenny initially assured his parents that he was just helping his friends "a bit" with a grow house.
Glenny Lowe But Dale said the grow op friend started "almost infiltrating" his life. "He started hanging around with them more than anyone else," Dale said. "We noticed that it (the grow house) was becoming more and more of his life, so we talked to him, and he agreed with us." Glenny, said Dale, made arrangements to relocate to Owen Sound where his
uncle lived. "He wanted to start fresh. He was feeling that he was too involved," Dale said. "He had jobs lined up, and that’s what he was planning to do at the end of the month, was to move to Owen Sound." At 11:10 p.m. on Feb. 7, 2010, Glenny was watering the plants in the grow house, at 1562 Jane St., when he answered the back door and was confronted by a man who shot him. His ex-girlfriend, who was living in the house, called 911. Despite efforts to revive him, Glenny was pronounced dead on scene. "His sister will never get to introduce him to her children," Dale said. "None us are the same. We’re all just shells of ourselves because of this loss." The gunman was seen getting into an awaiting car, which fled south on Jane. He was black, five-
foot-seven to five-foot-nine, and 170 to 180 pounds. "I just want to see the person caught or to know what happened and why (he) would do this to our son," Dale said. " (Glenny) was robbed of his life. We were robbed of the job of having (him)." Police found more than 800 marijuana plants in the grow house. Nothing was stolen. At a news conference in June 2011, homicide squad Det. Andrew Ecklund said Glenny "wasn’t a bad person; he was involved in a bad business." The detective said he believed the gunman was "from another group that’s involved with the drug trade." Police are offering a reward of up to $50,000 for information leading to the arrest and conviction of the murderer. Dale said her son was "super kind-hearted" and
very trusting, which also may have created problems for him. "He would give the shirt off his back to anyone. He constantly was there for anyone in need," she said. "He was very happy-golucky. He always had a huge smile on his face." Dale said Glenny’s grow op friends were evasive with police and didn’t come in for second questioning. She’s hoping they now have a change of heart. "I’m just looking for a sense of justice," she said. "If anyone has an ounce of respect for Glenny that knows what happened and that saw what a true friend he really was to them, they will come forward and share the information that they have." Silent film screened at Parkway Forest Park Film will be accompanied by live musical score The Toronto Outdoor Picture Show will present a screening of silent film The Freshman accompanied by an original live musical score on Saturday, Aug. 26 at Parkway Forest Park. The not-for-profit organization, which has showcased the Christie Pitts Film Festival, its signature project, for seven years, will present Harold Lloyd’s 1925 film alongside Toronto band the Holy Gasp. Emily Reid, Christie Pitts Film Festival director and lead programmer, said she’s trying to bring artis-
tic events to areas of the inner suburbs that might lack initiatives. "Our goal is to create cultural spaces not associated with spaces of culture," she said, adding a similar showing was held last year in Queensway Park in Etobicoke. "It’s accessible, it’s silent so there aren’t language barriers. We encourage people to come out and enjoy the evening." Running 76 minutes, The Freshman tells the story of a nerdy college student who goes to great
lengths to become the most popular person on campus. The free event will be held at 80 Parkway Forest Dr., near Highway 404 and Sheppard Avenue. Snacks will be for sale starting at 7 p.m., followed by the screening at 8:30 p.m.

Barrie Rail Corridor Expansion Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Barrie Rail Corridor Expansion. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx is undertaking the Barrie Rail Corridor Expansion (BRCE) Project which includes the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 30-day Public Review Period Begins August 9 The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings.
