Now, they are viewed more like community hubs, where anybody, not just card-carrying members, can plug in laptops and take advantage of free Wi-Fi for hours on end.

"There are few public places where people can come in and just use the place," said Susan Martin, manager, branch capital planning and implementation for Toronto Public Library. "They can come and just be there."

A hub mentality was in mind when Amesbury Park library branch closed in May to undergo a $550,000 renovation, which included a refurbished parking lot, washroom upgrades, the creation of new program rooms, and a self-service checkout at the 6,320-square-

Renovation work is expected for completion in September, and the branch is slated to reopen in Octo-

ber.

"It’s a complete redo of the branch," Martin said.

"We also changed the grading at the front. It’s now barrier-free and we have a

brand new door. The branch hasn’t had a major renovation since it was built and this is a nice refresh for the community."

Opened by the North

York Public Library Board in May 1967, the branch closed for a two-month refurbishment in December 1997.

Amesbury Park offers 173

programs, and welcomed 56,483 visitors last year. It houses collections in French, Gujarati, Hindi, Italian, Spanish, and Vietnamese.

Amesbury Park isn’t the only North York library branch undergoing renovation: . The Bayview branch, located at Bayview Village Shopping Centre, will be relocated to the Bessarion Community Centre beside Bessarion subway station.

Construction is expected to start on the centre in 2018, and library relocation will happen afterwards. The $11.19 million relocation project, which will double the size of the current site to 13,418 square feet, will include a multipurpose room, study spaces, and exhibit space. . North York Central Library on Yonge Street, north of Sheppard Avenue, is closed for the remainder of the year while it undergoes a $27-million renovation.

Amesbury Park library undergoes major reno

Family pleads for safe return of missing 77-year-old man FANNIE SUNSHINE fsunshine@insidetoronto.com The family and friends of an elderly man last seen a week ago in North York made a plea for his safe return Wednesday, Aug. 30.

Kahsai Semereab, 77, was last seen around 11 a.m. Wednesday, Aug. 23 when, unbeknownst to his family, he left his home in the Don Mills Road and St. Dennis Drive area and boarded a TTC bus, Toronto police Det. LeeAnn West said during

a press conference at police headquarters.

Semereab, who lives with his wife and two of his children, suffers from early-onset dementia and is dependent on medication relating to the illness and for high blood pressure.

West said TTC footage shows Semereab boarding a westbound St. Dennis Drive bus around 11:16 a.m. at Linkwood Lane.

She noted although he walks with a cane, he can get around "quite well" and might not attract concern from the public.

A recent Saturday afternoon was no exception.

"I went to my usual spot," Teneva said. "It’s a nice, peaceful place."

But the peaceful spot turned into a crime scene that afternoon after Teneva spotted a woman’s body partially submerged in the river.

Teneva said she called 911 right away and was transferred to an ambulance call taker. "I was told to go into the water . and pull the woman out. I couldn’t summon the courage to do that," she said. "I didn’t believe that I could do that, and that’s when the police came."

The officer was accompanied by a nurse; they were with the mobile crisis intervention team.

The city’s 32nd homicide victim of 2017, Virgil Jack, was found on Aug. 19 in Derrydowns Park. she said neither nurse nor cop entered the river to check if the woman was alive. Instead, the nurse asked Teneva for ID and began taking down her information.

"I was literally pleading with the nurse to please go and check the body first and then take care of my ID, and he literally just looked

at me and kept writing. And this happened twice," said Teneva, noting the body was lying sideways and appeared to have been in the water for at least a day.

Other officers arrived a few minutes later.

"At this point they told me to take my belongings and pretty much escorted me to the parking lot," Te-

"I asked if the baby was OK, and he (detective) said it’s not necessarily that she was pregnant," Teneva said, adding that the detective explained the body sometimes bloats during the decomposition process.

Toronto police spokesperson Const. Jenifferjit Sidhu said that if a body is found in water, it’s "very common" for the body composition to change.

Teneva said she did everything in her power to help police in their investigation.

The area resident said she’s interested in "getting to the truth" and "rendering justice to the woman who is dead."

Hiking HST for cities a bad idea, but what’s better?

Meet Kathleen Wynne, tax fighter.

Even the Ontario premier’s staunchest allies will agree that’s not a description that is often applied to Wynne. And yet, you can thank her for saying an abrupt ’no’ to a request from the Association of Municipalities of Ontario (AMO) which would have seen the harmonized sales tax (HST) go up by one per cent in order to fund municipal infrastructure improvements such as roads, sewers and arenas.

No doubt this is not what Wynne had in mind when she told municipalities to work together on developing new sources of revenue to make a dent in municipal infrastructure gaps. Increasing the HST from 13 to 14 per cent is not among the options she is prepared to consider. Not with an election around the corner and polls showing the Liberals are inching back into contention with the Progressive Conservatives.

A bad idea motivated by good reasons is still a bad idea. Increasing the HST is not something any of the major political parties are willing to consider. Especially not the Liberals who have been criticized for previous tax increases, and especially not with a hotly contested provincial election just around the corner.

But here’s the thing: While this idea was doomed from the start, the problem it was intended to address is all too real and getting more serious. Municipal officials have been warning for years that towns and cities cannot afford the growing cost of infrastructure maintenance and development. With increasing concern about liability, insurance costs are becoming prohibitive, leading to public facilities in some communities being shuttered. Roads, sewers and bridges across the province are in need of serious upgrades and repairs. This hits smaller communities with small tax bases hard, and only adds to the larger, better-documented burden placed on cities like Toronto.

In most communities, the gap between need and available investment is growing incrementally every year. Provincially, it’s pegged at $4.9 billion. How will municipalities keep up? They don’t have the myriad of revenue options the province has. But for most municipalities, the options are few: increasing user fees, reduce services or increase property taxes. None of those is a sustainable strategy. They leave property taxpayers not only in Toronto but across the province with an untenable burden.

There is no question. Municipalities need more options. Where are the solutions that are palatable to all involved?

Mayor Tory’s combative approach pays off Mayor John Tory is going to have to find something to do with his hands now that he’s not spending his days raising the middle fingers of each in the direction of Queen’s Park.

He had been spending an awful lot of 2017 doing that - really, from the point that Ontario Premier Kathleen Wynne told Toronto that a plan to toll the Don Valley Parkway and Gardiner Expressway was a nogo.

Tory had spent considerable political capital on that plan, taking a very calculated political risk advocating a revenue hike that relied at least a winking assurance of support from Queen’s Park.

Wynne, having calculated her own party’s risk in alienating 905 voters who

ronto members of provincial parliament, telling them exactly how many units of Toronto Community Housing stock would be closed down in their ridings if the province didn’t pay for the costs of repair.

Tory met with Progressive Conservative leader Patrick Brown and New Democratic Party leader Andrea Horwath, and pushed each of them to offer their own parties’ commitments to fund housing and public transit adequately.

He did everything he could to make these things election issues in 2018, when Wynne and the Liberals will have to make an energetic play for re-election.

It’s a strategy that seems to have paid off.

Last week, Housing Minister Peter Milczyn joined Tory on the roof of a downtown co-op to announce that, on matters of housing at least, the provincial government will be coming through with considerable cash and maybe more: $300 million in new funding over five years to pay for certain repairs on TCHC properties.

This won’t close the books on TCHC housing repairs - the backlog totals more than $700 million.

But it is a good start.

It is, from Tory’s point of view, very good news.

Hands down.

Urban agriculture a growing trend in Toronto JUSTIN SKINNER jskinner@insidetoronto.com From boosting food security to helping the environment, building community and adding green space in cities, urban agriculture provides plenty of benefits.

The trend is growing in Toronto, and while there are still obstacles, such as finding space and securing the right to use it, more and more urban gardens are bringing green, and greens, to Toronto.

The city boasts 12 outdoor allotment gardens and one indoor garden where residents can rent plots, and a growing number of organizations across the city give residents a chance to get their hands dirty, learn the basics of planting and bring some fresh food home.

"In cities, green space is at a premium, especially publicly accessible green space," said Rhonda TeitelPayne of Toronto Urban Growers. "In the downtown core in particular, there’s a lot of built environment and not a lot of green space, but in some ways the space that’s there is more accessible than the space that’s available in the suburbs."

Teitel-Payne noted that urban agriculture is cropping up in a variety of ways, from public gardens in parks to private gardens, backyard and rooftop spaces, to aquaponics. Still, when looking to start up a community garden, she noted organizers often wind up fighting an uphill battle.

"There are issues getting permission to install a project, issues with zoning, and some (property) owners are a little skeptical - they want to see the impact urban gardens will have," she said.

"Some property owners think community gardens will be ugly, messy or cause problems on the property."

The City can also put up roadblocks, with an application process in place for those who wish to start up a community garden in parks or on other city-owned property.

Garth Armour, manager of horticulture at the City of Toronto, noted the process is not onerous, but said a number of factors must be taken into account before approval is granted.

"First, we ask for a lead (organizer) and a second lead so we have two people organizing the group, and a

list of who the garden members will be," he said. "Then we look at the financial requirements and resources and we have to take into account that park land is in great demand in a city the size of Toronto."

Because park land is so scarce in many parts of the city, it can be difficult to find a site that does not have other uses, for instance as a popular picnic or recreational space, and that there is adequate parking and water access. Other considerations such as what will be grown there and maintenance of the space are also key.

"We want to make sure

the garden’s in a position to succeed," Armour said.

Toronto Urban Growers is currently working to secure space for large-scale public gardens in hydro corridors in Malvern and Flemingdon, a process they have been working toward for four years. Soil safety and ensuring there are no negative effects due to the hydro towers and electromagnetic current in the ar-

ea have been among the steps required before approval will be granted.

Teitel-Payne said more space is key in a city where demand for gardening space outpaces supply.

"The waiting list for community gardens can be really long so we’re always looking for more space," she said. "What we need are more community gardens where people can see the

benefits and the success stories."

She added that the gardens do more than provide green space and provide healthy food options in a city where many families find their food budgets stretched.

"The opportunities for people to learn from each other and share stories are phenomenal," she said. "It’s really fun to see people from so many different countries growing similar things that they use in different ways."

Darcy Higgins of food security-based social venture Building Roots concurred, noting that at the group’s Edible Allan Gardens site downtown, a dozen community partners come together to grow, learn and share.

"It’s an opportunity for people to eat what they’re growing and try really delicious food right out of the garden, and it’s an opportunity for youth to learn how to grow food," he said.

"Some of the people who use the space are experienced gardeners who don’t have space downtown and some have never grown in their lives."

Most importantly, however, it’s a way to bring people together. Higgins said meeting outdoors over food brings people from different age, cultural and socioeconomic demographics together over a shared love of food.

The upcoming Urban Ag Day Toronto with an event at Scadding Court Community Centre from 11 a.m. to 3 p.m. on Friday, Sept. 15 will showcase some of the city’s urban agriculture assets and provide people with a chance to get involved in urban growing. Reimagining the Gardens is an initiative led by the City of Toronto parks, forestry and recreation division, in partnership with Toronto Botanical Garden (TBG), to develop a joint master and management plan for the 34.4 acre Edwards Gardens at the southwest corner of Lawrence Avenue and Leslie Street.

The overall vision is to create an internationally recognized botanical garden in the city, to improve amenities, and expand programming, education, and activities, according to presentations that were made during three public consultation meetings.

The master-plan study outlines long-term physical, environmental, and program improvements for the gardens, along with a management plan to guide implementation and operations for the future.

Suggestions made at the public consultations included better connections with the ravine system; improvements to parking and

"There will no longer be an invisible dividing line," Harry Jongerden, executive director of the 4.4 acre TBG, said of the expanded partnership with the city.

"It won’t be looked at as two different places anymore.

We see this as an expansion of the botanical garden, which is North America’s smallest botanical garden.

We’re very limited at four acres."

TBG approached the city about the expanded partnership in 2015, Jongerden said, adding the final design and management plan are still being worked out.

He didn’t rule out a future name change, but noted ’Edwards’ will need to re-

main, as per the agreement when Rupert Edwards sold the land to then Metro (Toronto) Council.

"We’re too small to continue in a viable way," he said. "Botanical gardens focus on education, conservation, research, and display.

Toronto Botanical Garden is not doing conservation because we don’t connect to the ravine. That will change when we become one with Edwards Gardens."

Ruthanne Henry, senior project co-ordinator for the city’s parks, forestry, and recreation department, said from a design perspective the site is not being used to its full potential.

"It’s a natural evolution," she said of the expanded union with TBG. "The next step is figuring out the nuts and bolts, and cost estimates."

Internationally acclaimed Rione Bianco, the Flag Throwers of Faenza, performed the medieval art of flag throwing at the Keele Street and Lawrence Avenue site on Wednesday, Aug. 16.

The flag throwers appeared in Renaissance costumes carrying flags, drums and trumpets as they put on free outdoor shows on the grounds of the Columbus Centre.

Be a Returning Officer Your opportunity to serve democracy in York South–Weston The work of a returning officer is challenging and rewarding. If you’re a leader with management experience and knowledge of your community, this may be the job for you.

As a returning officer, you will plan and manage federal elections in your riding during a ten-year appointment. You will represent Elections Canada and be on the front line for electors and candidates.

The hours of work vary between elections, but increase significantly in the year leading up to an election.

To qualify as a returning officer, you must be a Canadian citizen, at least 18 years old, and live in the federal riding where you’re applying to work.
