Mayor John Tory and Councillor Jaye Robinson, chair of the public works and infrastructure committee, unveiled the new initiative Tuesday outside North York’s Grenoble Public School (9 Grenoble Dr.) where one of the new safety zones is in place.

Two other area schools, Blessed John XXIII Catholic Elementary School (175 Grenoble Dr.) and Gateway Public School (55 Gateway Blvd.), have also been retrofitted with the new features.

Robinson said motorists cut through the neighbourhood to avoid Don Mills Road.

The city plans to have 22 new school safety zones by the end of the year and then 20 per year until all schools are retrofitted.

Robinson said the "prioritization of the schools selected" was based on consultations with transportation services, school boards, local councillors and police.

"It took into consideration the number of collisions happening in the area and the walkability index," she added.

New safety zones are also currently in place at Annunciation Catholic Elementary School (65 Avonwick Gate), Father Serra Catholic Elementary School (111 Sun Row Dr.), Morrish Public School (61 Canmore Rd.) and Holy Child Catholic Elementary School and Humber-

The project is a part of

the city’s $80-million Vision Zero Road Safety Plan, a five-year "action plan" that was approved by city council in 2016.

Also as part of Vision Zero, the city rolled out a series of senior safety zones, which increased walk times at traffic sig-

nals, improved pedestrian markings and improved signage.

"We’ve made geometric improvements at 28 inter-

sections to reduce conflicts and aggressive driving and we’re increasing walk times at 95 intersections," Robinson said.

"We’ve also installed 104 new accessible pedestrian signals since the start of the road safety plan, and we’re also doubling the amount of red light cameras to 149 across Toronto.

On average, we’ve seen a 40 per cent decrease in fatalities and serious injuries at intersections where these cameras have been installed."

Tory said the city also plans to implement photo radar in school zones.

"We’ve now been give legislative permission (by the province). Once the regulations (on how photo radar is to be used) come out, I look forward to implementing it expeditiously in school zones," he said.

"It’s going to both make for safer school zones and allow us to make better use of highly trained police officers."

Police are also running a weeklong back-to-school campaign dubbed Are you FOCUSED on school?

As part of the blitz, police and parking enforcement officers are targeting motorists, cyclists and pedestrians who "commit offences" near schools.

"We see the biggest complaints from parents that their children are in danger because of the way people behave in school zones," Const. Clint Stibbe said.

"The reality is the parents quite often are the ones that are committing those offences, so we’re asking everybody that is approaching a school zone to watch what you’re doing, pay attention to the rules."

He was pronounced dead at the scene after efforts to revive him failed.

"Multiple gunshots were fired in the parking lot and in the mall. These are all signs of what can be described as an overkill," said Carbone, adding "this was a targeted attack."

Police have collected and reviewed surveillance videos from the route taken by Clarke and the car that followed him.

Police have released security camera images of the car used by the suspects in last Thursday’s murder of 22-year-old Jovane Clarke at North York Sheridan Mall.

Police believe the fourdoor car followed Clarke to the mall from Tandridge Crescent at about 5 p.m.

Det. Sgt. Mike Carbone of the homicide squad said Clarke entered the mall where he conducted "some business with a business establishment."

When Clarke returned to his vehicle, he was approached by four men.

"At least two of the individuals commence shooting and chasing the deceased (Clarke) north toward the entrance of the mall," Carbone told reporters during a Wednesday morning news conference at police headquarters.

"Only one of these two individuals chases the deceased into the mall. The offender continued to fire at the victim while they were in the mall."

A motive in the case hasn’t yet been established.

Police haven’t yet officially connected Clarke’s murder to Saturday night’s subsequent fatal shooting of 34-year-old Awad Hurre on Tandridge Crescent.

"We aren’t linking them at this point," said Carbone. "However, that’s certainly something we would consider once we have some evidentiary basis to do so."

Clarke is the city’s 35th murder victim of the year.

New blood-alcohol rules just make sense The news that the federal government might lower the legal blood-alcohol limit for drivers might seem to have come out of nowhere. After all, thanks to concerted efforts by lawmakers and police, the rate of impaired driving incidents in Canada dropped to a 30-year low in 2015.

Yet despite this progress, there is no better time than now to consider tougher drunk driving laws in this country. In less than a year, a new kind of impaired driver could be menacing Canada’s roads - one who just legally smoked marijuana.

It is vital that if the federal Liberals permit the recreational use of cannabis starting next summer, they get tougher with drivers caught under the influence of drugs. As they do that, a stricter law on how much people can drink before driving is also very much in order.

The federal government is justifiably concerned that when recreational marijuana is legal, more people may drive under the influence of the drug. And some of those irresponsible people might even drive after mixing marijuana and alcohol.

That potentially lethal combination is reason enough for Justice Minister Jody Wilson-Raybould to consider lowering the legal blood limits for drivers from the current 80 milligrams of alcohol per 100 millilitres of blood to 50 milligrams. Rules that helped limit drinking and driving in the past might be too lax if booze and pot are mixed.

Yet her proposal has other merits. While decades of anti-drunk-driving campaigns have produced positive results, we still have a long way to go. A recent study by the U.S. Centers for Disease Control and Prevention ranked Canada first out of 19 wealthy countries for the percentage of traffic deaths linked to alcohol impairment. Canada’s current rules were established in 1969 and based on research that concluded the risk of being in a car crash was twice as likely if a driver has 80 milligrams of alcohol per 100 millilitres of blood in his or her system. It turns out that’s wrong.

New research shows the risk of being in a collision is almost triple at the 80-milligrams level and rises exponentially when alcohol levels are even higher. Many European countries, as well as Australia, have wisely lowered the limit to 50 milligrams of alcohol per 100 millilitres of blood.

Canadians are headed down a new and unfamiliar highway with legalized marijuana. We can make the journey safer with stronger laws prohibiting every kind of impaired driving.

Toronto’s immigrants are cheated at work Winli Apparel Manufacturing shut down in Scarborough, and its sewing-machine operators, making little more than minimum wage, got four weeks’ pay.

Chinese-speaking immigrants, some worked for Winli for more than 20 years.

Thirteen got legal help to get the rest of what they were owed.

Winli was ordered to pay them $26,000, and didn’t. The province dragged the company to court and, on Aug. 21, fined it $49,000, none of which the workers will see.

That’s normal.

says, chances are you’re more willing to accept less than you’re entitled to when employers say, "That’s just the way it is."

The report’s findings: 43 per cent of the restaurant workers earned less than minimum wage, 57 per cent didn’t get vacation pay, and 20 per cent were owed wages.

Faced with yawning gaps in provincial enforcement, the Chinese Canadian National Council Toronto and other groups are encouraging volunteers to talk to Chinese-speaking workers about their rights.

In the early 1990s, Ontario had a Wage Protection Fund which, if it hadn’t been erased, could have paid the Winli employees.

The catalyst for the fund was another clinic case,

Lark Manufacturing, which shut its factory on Carlaw Avenue in 1988, owing 148 people, nearly all of them Chinese, more than $500,000.

Its owners opened another factory nearby.

Bringing the wage fund back, Go argues, would lead to fewer injustices like Winli.

Meanwhile, owners of the Regal restaurant chain around Toronto are finally going to court in November, after being ordered by the ministry to pay former employees $475,000.

Go, whose clinic represents 60 of them, doubts they’ll get a dime. They may get satisfaction.

Residents seek to curtail additional development FANNIE SUNSHINE fsunshine@insidetoronto.com A community group is crying foul over a proposal to bring hundreds of additional units to the Don Mills Road and Sheppard Avenue area years after successfully fighting for a reduction.

Namby Vithiananthan, president of Henry Farm Community Interest Association, said a proposal to build 440 additional units in the Parkway Forest neighbourhood flies in the face of the "massive ordeal" the association went through years ago to cut down the number of units in an already high intensification area.

The Parkway Forest development, which is divided into condo and rental units, was originally slated for 3,655 units, but was reduced to 1,800 in 2006. In 2014, a proposal by the developer to build an additional 600 units was knocked down slightly.

collected 154 signatures for a petition against the additional units, said the association feels the work they

put into reducing the number of units years ago might be all for naught.

"We are back to almost

the same number of units," he said. "Our main concerns are traffic, and the effect this development will have on services and other requirements for the area, such as long-term effects on the sewer system. But the real concern for us is the process. We went through a massive ordeal to try to reduce the units. The process allows the developer to get back the units on a phase by phase basis, which is totally unfair to the community."

Shelley Carroll agreed 440 additional units are too many and hopes to see a reduction, noting the community successfully fought for a grocery store in the neighbourhood - at the expense of increased density.

"The developer needs to recoup the cost of the grocery store," she said. "We’re trying to negotiate down.

The community wants zero additional units but that’s not going to happen and save a grocery store."

Jimmy the Greek immigrant success story fuelled by "grit and foresight"

CYNTHIA REASON creason@insidetoronto.com When Dimitrios (Jimmy the Greek) Antonopoulos first immigrated to Canada in 1963, he had no idea how he would put food on his own table, much less any inkling that he’d go on to make a name for himself by serving fresh and fast Greek cuisine to Canadians.

As the youngest of six children born into a poor farming family in Nafplio, Greece, the now-78-yearold didn’t know a word of English. He had only a fourth grade education and little-to-no money to his name.

But, what he did have in spades, said daughter Toula, was "grit and foresight."

"He had the vision and the belief in himself to make it happen," she said of her father’s determination to build his Jimmy the Greek chain from the ground up.

When Antonopoulos

first arrived in this country with his new bride, Helen, on his arm, the pair settled briefly in Montreal, where he worked making sandwiches at the local Woolworth’s cafeteria.

Upon the couple’s relocation to Toronto a few months later, he translated those new-found culinary skills first into work at a greasy spoon in Scarborough - where he learned to use a grill - and then at other local restaurants.

"Wherever he was, whatever he could learn, he would just absorb," Toula said, recalling that at the time, her father was working three jobs just to make ends meet for his growing family, while Helen stayed home to raise Toula and her older sister, Tina.

It was while working at a Boots pharmacy in the late 1970s that Antonopoulos got his first big break by way of an arranged meeting with Phillip Reichmann, whose father and uncles were famous for de-

counters in Toronto, Antonopoulos went to Reichmann seeking to fulfil his dream of starting up his own Greek restaurant in a recently opened, 1,500 sq. ft space at First Canadian

Place on King Street.

The meeting was a success and Epikourion Restaurant opened in 1979. After a few slow years, the restaurant expanded - and by 1985, lunch-hour de-

mand was so high that Antonopoulos was turning customers away because he simply couldn’t seat everyone in the small restaurant.

"That’s when we got the opportunity to open a small outlet in the food court, and that helped with overflow customers from Epikourion," she said.

Business at Jimmy the Greek immediately took off, as did franchise inquiries. Fast forward 32 years, and today, Jimmy the Greek boasts 54 franchises across the country.

Four local Terry Fox runs The annual Terry Fox Run is taking place across Canada Sunday, Sept. 17, including four sites in North York.

The Seneca College fivekilometre run will take place at Newnham Campus, 1750 Finch Ave. at Hwy. 404, from 9 a.m. to noon, with registration at 8:30 a.m.

W

atch repairman Shane Ede is hunched over a 1960s IWC Schaffhausen wrist watch in his apartment on Triller Avenue in Parkdale, his eyes mere millimetres away from the most intricate portions of the watch, placing small pieces back where they belong. He’s trying to fix its stem, the component which allows the owner to wind the watch to the correct time. This is what he does seven days a week.

The 69-year-old hunkers down in front of his desk in his bedroom for hours at a time engrossed in repairing everything from pocket watches to mantle clocks and everything in between.

He’s Shane the watch whisperer and has been for the past 41 years.

From antique Rolexes, to Omegas to Swiss Military watches, if it’s broken, chances are Shane is the man to can fix it. Up until four years ago, he got the majority of his business from dealers, but that all changed when a customer wrote a glowing Yelp review. Since then the referrals just kept rolling in.

"It just took off. Kaboom! Thousands of people found me on the internet," Shane said. "People have sent (watches) and travelled here for me to fix watches from India and Venezuela who said they’d found me online. It’s bizarre. "The irony of this isn’t lost on Shane. He calls his business a "dying hobby" that is as traditional as a shoe cobbler. And yet he’s found a way, albeit accidentally, to thrive in the modern, digital age with the help of watch forums and reviews found on the internet for those who know where to look. "Isn’t it wild?" he says laughing. He started out fixing watches as a side gig while he taught English composition for business students at Ryerson University in ’76.

He was an apprentice to an older watch repairman in the city after he took in a clock for repair for his mother. Six months later he opened his own home business and never looked back. "All of sudden 10 years has gone by then 20 years and all of a sudden I really know what I’m doing now, all of a sudden my fingers are like a ballet. You can almost watch them do their job and that takes over," Shane explains. "I don’t know how to describe it. It’s something that’s just too much fun."
