A new photo exhibit at the Toronto Archives is examining life in the city’s post-war suburbs, transporting visitors back to a transformational time in Toronto’s history when developers began sowing the seeds of complete communities on what was once farmland in North York, Etobicoke and Scarborough.

"After the Second World War, Toronto had an incredible housing shortage. People were literally living in garages, multiple families were living communally.

Then along came the suburbs, giving people the opportunity to own - and in some cases, build - their own homes," said Archivist Manda Vranic, curator of the Wide Open World: A Celebration of the Suburbs in Toronto exhibit.

Featuring 133 photos from the late 1940s through to the 1980s, Vranic’s exhibit documents an era when Canada’s national ideal of "the good life" was transplanted from urban city centres to these newly developed suburban oases originally built for returning war veterans.

In choosing to delve into the human side of suburbia rather than its built form, Vranic said the Wide Open World exhibit - which will remain open to the public at the Toronto Archives until August 2018 - also challenges the "little boxes" critique of suburban living.

"I really wanted to show the good side of the suburbs and how, in some ways, the promise of the suburbs has been fulfilled."

ries of hockey photos from the 1960s and ’70s that caught Vranic’s eye - from a 1962 picture of dozens of youth enjoying the outdoor hockey rink at Goulding Park, to a 1969 image of half a dozen youngsters crowded onto the double-wide driveway at 142 Faywood Blvd. for a pick-up game, to a photo of roadhockey enthusiasts braving the slush outside a North York housing complex in 1972.

"While we don’t know all that much about each individual photo, together they represent three different forms of Canada’s favourite pastime," she said.

"One of the interesting things about it is, all of these homes still exist. They were built in the 1940s during the war for returning veterans, so they’re very early, wartime suburbs. It’s a unique style of architecture and you can see the neighbourhood was planned around this big park, so that the moms could bring their kids out to play," she said.

"When I found this photo, it was on a 35mm slide and it only showed one little girl.

When we took the slide cover off to scan it, low and behold, we discovered the second girl looking into camera. It was like a little Easter egg, which is just delightful."

Wide Open World exhibit, Vranic highlighted a photo taken by photographer John H. Boyd on July 21, 1951 to accompany a Globe and Mail article about couples building their own homes.

In it, Polish-born war veteran Roman Sedzicki, who spent six years as a prisoner of war in Germany, and his fiancee, Helen Muchowski, are pictured getting their hands dirty while constructing their future home at 2 Drake Cres.

"What I like about this photo is, when people talk about the suburbs after the war, they talk about that return to domesticity and how women were encouraged to go back to being homemakers after the war," she said.

So far, Vranic said people are having "a very personal connection" to the Wide Open World exhibit - especially those who grew up in Etobicoke, North York and Scarborough.

"No place is perfect, but the suburbs were definitely a good place to grow up - and that’s what we’re trying to showcase."

The Wide Open World exhibit is open at the Toronto Archives, 255 Spadina Rd., Monday to Friday from 9 a.m. to 4:30 p.m. and Saturdays from 10 a.m. to 4:30 p.m.

A French chateau, once owned by late financier and real estate developer Robert Campeau, is Canada’s most expensive MLS listing at $35 million (CAD), according to luxury realtor Barry Cohen.

The sprawling, threestorey chateau situated on four-plus acres is located in North York’s prestigious Bridle Path neighbourhood near Leslie Street and Lawrence Avenue.

slated for 3,655 units, but was reduced to 1,800 in 2006. In 2014, a proposal by the developer to build an additional 600 units was knocked down slightly. Now, with the third and final block left to be built, the developer proposed an additional 440 units, but it was scaled back to 390 plus nine affordable ownership units, which was approved by councillors.

Shelley Carroll, who represents the area, said the increase in density is necessary to secure a much-needed grocery store, something the community fought for.

She also said most residents living in the completed portions of the development appear to be using public transit, noting increased congestion was also a concern in the neighbourhood.

Bloor bike lanes a roadmap for cycling infrastructure What’s the problem between bikes and cars?

For years, all we seem to have been able to do is guess, and those guesses have been informed largely by where we’re sitting: on the saddle of a mountain bike, or in the seat of an automobile.

If the former, we guess the problem is the proximity to cars and the inattention of their operators; the lack of space and infrastructure on city streets to limit that proximity and maintain safety. If we’re in a car, we see cyclists as contributing to congestion, darting through traffic - trying to claim precious road space for no good reason.

Last week, Toronto Transportation staff took a lot of the guesswork out of the equation, releasing an extensive report on the year-long pilot project on the Bloor Street bike lane project. The lanes, which run 2.4 kilometres from Shaw Street to Avenue Road, were subject to intense scrutiny over that time, with some key questions posed: did they in fact increase the number of cyclists? Did they unduly impact other traffic? Did the loss of the parking that was displaced by the bike lanes harm local businesses? Did they improve safety?

Now we have some answers. The bike lanes have led to an increase in cyclists: Bloor is now the second-most popular cycling route in Toronto.

The lanes have slowed car traffic through the neighbourhood. But local businesses didn’t suffer; indeed, businesses saw a small increase in customers with the bike lanes, and the city has plans to improve movement through other adjustments.

And perhaps most importantly, things got a lot safer: there was a reduction of 44 per cent in car/bicycle interactions with the introduction of fully separated bike lanes.

Toronto council will be using that report to decide in November whether to make the bike lanes permanent, but it’s a good bet that they will follow staff recommendations and do so, as Mayor John Tory has already signalled he’ll support the permanent lanes.

The question then will become, what to do with the example of Bloor Street? The narrow, busy stretch of roadway represents one of the larger challenges when it comes to placing cycling infrastructure. If bike lanes were, as their critics have alleged, going to fail, then surely they would have failed spectacularly on Bloor.

The success of those bike lanes should spur council to support even more of them: along Bloor, along Danforth, and even beyond the downtown in Scarborough and Etobicoke and North York. Because we now know: if there is a problem between bicycles and cars, bike lanes are a great solution.

Suburban councillors lead by delaying For some Toronto politicians, kicking a problem down the road instead of facing it is a good strategy.

Soon, you’ll see them try it again.

Rooming houses, any rooming house, are illegal in Scarborough, North York and north Etobicoke.

The city is proposing licensing them in parts of those neighborhoods - providing a legal, low-cost option for housing tenants elsewhere in Toronto already have.

Local councillors know their residents - at least those whose faces they see at public meetings - hate the idea.

But those councillors suspect they can’t win if this goes to court. As Chin Lee from Scarborough put it recently, there’s a housing

Such councillors have delayed legalizing rooming houses in the suburbs. They delayed throughout the last term of council, and most of this one.

Lee and others blame neighbourhood problems on rooming house tenants. "I do know of many who drive BMWs, Porshes, but they’re not willing to spend money on housing," he told constituents at a meeting. after encouraging them to speak against the proposal at council’s Executive Committee.

Kenneth Hale of the Advocacy Centre for Tenants believes some of these local politicians are exploiting fear. Rooming houses are something they can take a ferocious stand on, he says.

But while rallying their anxious homeowners, they aren’t offering up other solutions for affordable housing in neighborhoods where it’s badly needed, or suggesting where thousands of students enrolled at the city’s

fastest-growing post-secondary institutions can live nearby.

It was the province which finally made basement apartments legal in all parts of this city.

If it’s clear suburban rooming houses are stuck in a "consultation loop," says Hale, ACTO will push to have a Ontario Municipal Board hearing, arguing outlawing rooming houses in North York, Scarborough or Etobicoke infringes on Ontario’s Human Rights Code and Canada’s Charter.

The OMB can end up writing a rooming house bylaw for the whole city, Hale says, and chances are nobody’s going to like it.

Sunnybrook opens intensive residential OCD centre Program treats patients with severe OCD FANNIE SUNSHINE fsunshine@insidetoronto.com The symptoms first started when Charlotte Simmons was eight.

Something had been moved from its very specific place in her bedroom. To the youngster, that meant something bad would happen, and would cause an immediate high level of anxiety.

The Cobourg resident might not have known it at the time, but she was developing obsessive compulsive disorder (OCD) which would only get worse over time.

OCD is characterized by obsessions, or intrusive, unwanted thoughts, images or impulses, which are disturbing, and persist despite efforts to resist them. Obsessions are typically accompanied by compulsions or rituals, which are repetitive behaviours or mental acts which the individual feels driven to perform.

"My obsession is something bad would happen to my family if I didn’t carry out rituals," Simmons said.

"I could spend five hours folding laundry in constant repetition. I had morning and night routines and I would need to carry out the tasks of getting ready in a specific order. I would brush my teeth six times, floss, brush two more times. I would turn on and off the lights, tap things, go up and down the stairs a certain number of times. Rationally I know it doesn’t make sense and doesn’t affect someone’s well-being, but your mind is telling you you have to do this."

OCD got worse for Simmons when she started the bachelor of science program at McMaster University several years ago and lived on campus.

"The routines took up so much of my time and I barely went to class, but I

Simmons sought help when she was around 20 and was initially diagnosed with generalized anxiety disorder (GAD) and later with OCD. "I had spent the entire week crying, I was so ashamed, people were noticing something was wrong, and I knew I needed help," Simmons, now 24, said of seeking assistance.

She attended cognitive behavioural therapy sessions for several years, but her symptoms were so severe she sometimes had to skip appointments.

Her mom then learned of a pilot program at Sunnybrook Health Sciences Centre that offered Simmons a glimmer of hope.

On Friday, Oct. 13, Pre-

mier Kathleen Wynne opened Canada’s first intensive residential centre for patients with severe OCD at Sunnybrook’s Frederick W. Thompson Anxiety Disorders Centre located at Bellwood Health Services, 175 Brentcliffe Rd. "This is wonderful news for these patients who experience a level of illness so severe and debilitating that they are rendered gravely disabled, often becoming homebound, and unable to function in normal activities of daily living," Dr. Peggy Richter, head of the centre, said in a release.

"These individuals have typically failed treatment at a lower level of care (i.e. medication and/or psychological

treatment) and are unable to have their needs met through the current mental health system which then may result in no help being received, or some patients being sent to the U.S. instead."

The average length of stay in the program is six to eight weeks, but can be up to 12 weeks or more and is determined by the patient’s progress.

The program accepts referrals from family physicians and psychiatrists in Ontario.

Treatment includes exposure therapy, individual cognitive behavioural therapy, and group therapy.

Sunnybrook says that about 20 per cent of those diagnosed with OCD are severely debilitated, resulting in isolation, poor

quality of life, and economic hardship. Some 13 per cent of individuals with OCD attempt suicide, with 30 per cent reporting suicidal ideation.

Simmons was one of three patients who were part of the residential pilot program this summer.

She says she’s "so much better than I ever could imagine" in the 12 and a half weeks she’s been enrolled.

"I never thought I would be in a position to function," Simmons said, adding she’ll wrap up her residential portion of the program at 14 weeks, followed by three days a week of outpatient care for six weeks. "I want to live a functional and enjoyable life. The obsessions will always be there; there is no cure for OCD.

I’m 70 to 80 per cent better now."

Simmons will spend the coming months focusing on her recovery and plans to eventually go back to school to take courses related to mental health, she said.

"I’m taking it day by day," she said.

When asked if she has any advice for people in similar situations, she said "just accept you’ll never be ready. I don’t think it’s something you’re ever ready to do."

The Frederick W. Thompson Anxiety Disorders Centre was created in 2013 to treat patients with OCD. In 2015, a strategic decision was made to narrow its clinical focus to provide care directly to those with severe OCD.

Notice of Completion GO Rail Network Electrification Transit Project Assessment Process Metrolinx and Hydro One, as co-proponents, have completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the GO Rail Network Electrification Project.

The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components including: an Overhead Contact System (OCS) along the rail corridors, electrical feeder routes, and a number of traction power facilities located within the vicinity of the rail corridors.

When Vittoria Marrese was born, Robert Borden was prime minister of Canada, Woodrow Wilson was president of the United States, and Albert Einstein published his general theory of relativity.

The Villa Colombo resident celebrated her 100th birthday Monday, Oct. 16 surrounded by family at her Dufferin Street and Lawrence Avenue assisted-living facility.

Marrese, the oldest of six children, was born in

Pisticci, Italy in 1917 during the First World War. She married and had four boys, but lost two in infancy. Her life changed direction when she decided to leave Italy for Canada in 1952.

For 16 years, she worked as a manufacturer of men’s suits.

After losing her husband in 1994, Marrese found solace in her tomato garden, making her own sauces for her sons, Joe and Vince, and two grandchildren.

“Make use of the experts, be they lawyers, financial advisors, chartered accountants and bankers,” opined Business Development Bank of Canada finance and consulting GTA North vice-president Stephen Bald.

“Consult with quality advisors.”

Buying expertise tops his list of the five key tactics entrepreneurs should employ to survive and thrive, said Bald, based in BDC’s Vaughan office which serves 6,200 GTA clients, one-third of whom are small businesses.

Secondly, start-ups in particular must develop a solid business plan, he said. A blue print detailing what you want to accomplish and how you are most likely to achieve goals and objectives is an absolute

necessity.

The third step, according the 17-year BDC veteran, is identifying the specific actions required to bring the plan to fruition.

“Implement those actions and make sure you have all the right resources,” said Bald of the fourth strategy. Resources include technology, manpower and finances in addition to being savvy in the burgeoning realm of social media.

The fifth element is monitoring and measuring the efficiency of your plan.

“Don’t be afraid to make changes or amendments,” he said. “Don’t be married to the plan. Be flexible.”

Many small enterprises fail because owners hope for something unforeseen that will turn fortunes around, Bald said. His best advice to those is to recognize that their first loss is their best loss.

“They need to know that some things can be outside their control,” he said. “They should be flexible to work around them.”

An amendment would mean in designated high growth zones, the school board would be able to collect charges from the developers on new development and use this money to build new school classrooms and buildings.

Brown noted several schools in his ward, including Elkhorn, McKee, and Hollywood Public School, are over 100 per cent capacity and could potentially use EDCs to build additional classrooms.

He said portables are not the preferred solution to the overcrowding issue, noting safety concerns walking to and from the main building and student disconnect to the rest of the school.

He acknowledged EDCs are simply tools and not solutions to the problem, noting $1,300 to $1,500 per unit could be collected from the 72 new developments underway in Willowdale.

While he suspects the Oct. 30 meeting will be an information gathering session for the minister, he said he will continue to advocate for EDCs. "It’s not about opposing development at all," he said. "It’s about finding solutions to the problem development is creating."

With development booming in North York’s Willowdale neighbourhood, addressing the issue of overcrowding in schools is something that’s long over-due, several concerned parents said ahead of a public meeting regarding the situation.

"It’s been ongoing for a number of years now," said Melody Nguyen, who has two children at Elkhorn Public School near Bayview and Sheppard avenues. "It’s not something that happened overnight."

Nguyen knows in a few years her children will be taught in portables when they reach grades 4 and 5, which doesn’t sit well with her.

"It’s not the best situation for children to get to the gym, the office, the bathroom," she said.

A meeting Monday, Oct. 30 is scheduled at Earl Haig Secondary School, 100 Princess Ave., at 7 p.m. to discuss overcrowding in Willowdale schools. Education Minister Mitzie Hunter is expected to attend.

"We’ve got to look at the physical building of the school itself," Nguyen said.

"They’re not made to han-

dle the capacity of students."

Ali Youssefi, co-chair of McKee Public School’s Student Advisory Council, said he would like to see school buildings expanded to accommodate additional classrooms for the growing number of pupils.

"This is ridiculous," he said. "Something so simple is not being solved. They are building houses and condos like crazy. We know what the problem is, now we need to know what the solution is."

Willowdale Trustee Alexander Brown says one tool to help with the solution is Education Development Charges (EDC) for new space - except under current rules, its unavailable within the Toronto District School Board (TDSB).

EDCs enable a school board to collect money from developers to buy new land for new school sites.

Under the current rules, the TDSB is blocked from using this source of funding because the rule states student numbers must first exceed capacity across the whole of Toronto, not just in a particular neighbourhood.
