Yorkdale shooting victims tied to gang ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police believe two men gunned down at the Yorkdale Shopping Centre parking lot Saturday night are known gang members and were ambushed as they walked to their car.

Michael Nguyen, 23, was pronounced dead at the scene.

An autopsy found he died of multiple gunshot wounds.

Police didn’t publicly identify the second victim, age 24, who was taken to hospital in critical condition but has since been released.

Det. Rob North of the homicide squad said both victims were targeted.

“They left the mall together and were walking towards their parked car when it is believed this shooting began,” North told reporters during a news conference at police headquar-

ters yesterday. “Mr. Nguyen was able to flee for a short distance before he collapsed, at which time he was shot several more times execution style. The second victim was also able to flee but in the process of doing so was also shot.”

The shooting happened in

the mall’s west parking lot at 8:05 p.m.

Making a difference at Bathurst and Finch What’s at the hub?

Community Hub brings health and social services to priority area FANNIE SUNSHINE fsunshine@insidetoronto.com Viacheslav Volkov’s group of Second World War Soviet veterans now has a formal place to meet, thanks to the creation of the Bathurst-Finch Community Hub. Volkov, president of the Canadian Association of World War Two Veterans of the Soviet Union, was one of several speakers to officially open the BathurstFinch Community Hub Wednesday.

Located in the parking lot of Northview Heights Secondary School at Bathurst Street and Finch Avenue, the 7,000-square-foot hub has been open since October and is used as a one stop shop for social services.

GATHERING PLACE Volkov said many members of the group are in their late 80s to early 90s and live in the area, making the hub an ideal place to gather.

“Now we can have meetings and events in this beautifully constructed building,” he said through a translator, adding the group recently held an event marking the anniversary of the Battle of

Stalingrad.

Susan McIsaac, president and CEO of United Way Toronto, called it a joyous day.

“It’s very inspiring to come in here,” she said. “This is the fifth of eight hubs in the city, and seven have been built.”

Bathurst-Finch Community Hub, which was six years in the making, is a key element in United Way Toronto’s Building Strong Neighbourhoods Strategy, an initiative that creates accessible community space and brings together health and social services in priority neighbourhoods across Toronto.

York Centre MP Mark Adler and MPP Monte Kwinter were on hand to offer congratulations, with Adler calling Bathurst-Finch Community Hub a model of efficiency.

“The Bathurst-Finch Hub is a welcome addition to the people of North York,” he said.

The province has provided a total of $4.6 million toward Unison’s satellite Community Health Centre, which offers

family doctor, dietician, social worker, chiropodist and health promotion services.

The number of caregivers

in Canada is pegged at more than five million.

Transit: city must also raise funds

C

lear similarities exist between Metrolinx’s suggested revenue tools announced Tuesday to expand transit in the Greater Toronto area and those recommended by the Toronto Region Board of Trade (TRBOT) last month.

Metrolinx has now joined the TRBOT in calling for an ambitious and sometimes uncomfortable plan to raise money to fund existing transit projects.

Both the provincial transportation planning authority and the TRBOT suggest using revenue generating ideas such as parking levies, sales tax, fuel tax and road tolls to meet the ambitious goal of raising $2 billion needed to fund The Big Move’s annual capital costs.

And their recommendations will be uncomfortable as both groups propose transit user and resident taxes to help pay for the cost of transit expansion and improvement.

Premier Kathleen Wynne welcomed Metrolinx’s announcement this week, our view acknowledging multiple sources of revenue will be required to get the transit people want.

TTC Chair Karen Stintz declined to comment specifically on the recommendations, but was dismayed to hear Metrolinx is considering fare increases for capital expansion.

It’s time now for city representatives to recognize that a provincial government lobby won’t be enough to make up the lack of funding. They must explore these revenue tools that are gaining traction with influential decision-making groups and the public that is willing to pay for better transit.

It will involve the city working directly with community organizations to map out a plan for cost recovery instead of simply rejecting the notion of new taxes.

As Metrolinx CEO Bruce McCuaig stated, “We want to continue our conversation with municipalities, stakeholders and the public to help us deliver our investment strategy.”

It’s a conversation we should all continue to be a part of including city councillors who Metrolinx will be looking to for feedback before making a recommendation to the province and municipalities on June 1.

City needs formal position on transit priorities

H

ow the world has changed. Not so long ago Toronto seemed to have many priorities for transit, but no money. Now that funding is lining up, Council cannot decide its direction, and so runs the risk of losing its remaining influence on where to invest in transit.

At long last there is a choice of opportunities on how to fund transit. The provincial government’s agency Metrolinx is proposing options including increased property taxes, user fees, and capturing part of the higher value of land along transit routes.

In the last federal budget, even Ottawa announced it was willing to contribute by making a portion of the gas tax available over the longterm.

As the pace picks up for transit funding, a new structure for delivering services through Metrolinx

david soknacki beyond the headlines is becoming ever more solid. While Torontonians are divided on its merits, Metrolinx will be able to integrate transit throughout our region.

The story is great so far, but what does this mean?

From the extra funds and new organization, does Scarborough get a subway?

What about the Downtown Relief Line?

Here is where the good news about happy cooperation falls apart.

It seems that Toronto’s transit priorities will be decided, at least in part, by Metrolinx. That organization will look to council for guidance. And right now, there are fundamental differences on which transit we ought to build. So in effect, council is not able to give advice.

Mayor Rob Ford cam-

paigned on a promise to expand the subway system, particularly to Scarborough. He remains adamant in saying that his suburban voter base wants nothing but “subways, subways, subways.” At every opportunity he says how he relishes the next mayoral campaign on the same issue.

It is a popular position in the suburbs.

The big problem is that a majority on council probably believes otherwise. Last year councillors approved a number of light rail lines, in defiance of the mayor’s wish.

The current thinking among staff at the TTC is that the greatest number of commuters will benefit by first finishing the light rail network, installing dedicated busways and, if capital is available for a subway, to build a Downtown Relief Line.

Although the city’s views on transit are at the risk

of being discounted by Metrolinx, not having a formal position is a sure recipe for irrelevance.

TTC Chair Karen Stintz is quite correct to suggest that Toronto needs to articulate its own transit priorities. Although her recommendations may be hotly contested prior to approval, and Metrolinx may not support council’s entire vision, it is absolutely essential for council to have a current set of priorities to put before Metrolinx and the premier.

Until very recently we had the situation of transit lines on a map, without any funding.

Now that funding may be around the corner, council needs to confirm its priorities before others decide Toronto’s transit future.

TTC chair surprised by Metrolinx transit fare hike proposal RAHUL GUPTA rgupta@insidetoronto.com Metrolinx’s shortlist of recommendations to fund transit expansion in the Greater Toronto Area and beyond was met with surprise by the chair of the TTC. Ka re n St i n t z w a s a t Metrolinx’s downtown offices Tuesday morning to hear the announcement by Metrolinx CEO Bruce McCuaig of 11 funding tools it will consider for inclusion in a forthcoming report due in June on paying for the Big Move transit plans for the Greater Toronto and Hamilton Area (GTHA).

While she declined to comment specifically on the rec-

ommendations, Stintz said she was dismayed to hear Metrolinx is considering transit fare increases as a portion of the $2 billion needed in yearly capital costs to pay off the $50 billion Big Move.

“I would not advocate for that to be the solution for increased capital improvements,” said Stintz following the announcement.

She said the TTC, which relies on fares to fund around 80 per cent of its operating budget, the largest such percentage among North

American transit agencies, would never consider using such revenues to pay for capital projects – not even a proposed downtown relief subway line which Metrolinx has highlighted as a priority for Toronto.

“People who take public transit already pay a huge amount of money around the GTA,” said Jessica Bell, a member of the group’s steering committee.

Despite comments from McCuaig that consideration was given to people’s ability to pay more for better transit, Bell said she would wait to see Metrolinx’s specific revenue projections.

“There’s no doubt fare increases would hurt people who are already struggling to get around,” she said.

Holland Bloorview receives $1-million donation toward autism program LISA QUEEN lqueen@insidetoronto.com Children with autism suffering from anxiety will benefit from a $1-million donation to Holland Bloorview Kids Rehabilitation Hospital.

The donation, from the RBC Foundation, will support the RBC Anxiety Management Program at the hospital, northeast of Eglinton and Bayview avenues.

Now in the second year of its five-year duration, the program offers group-based cognitive behavioural therapy for managing anxiety in children with autism.

The donation was announced at a special lunch on Tuesday, which was World Autism Awareness Day. Heather Cook, whose 11-year-old daughter, Ava, participated in the first year of the program, said it improved the girl’s quality of life.

“Although Ava still expe-

riences more anxiety than the average person, the difference now is that she has a better sense of the tools and strategies she can use to address her fears,” she said in a statement.

“These are strategies she’ll use her whole life.”

Dr. Evdokia Anagnostou, co-lead of Holland Bloorview’s autism research centre, is grateful the donation will benefit the community.

“One of the many benefits of the RBC Anxiety Management Program is training therapists from community agencies, which is helping to build muchneeded capacity in the community in support of kids with autism,” she said.

“We hope to train therapists from 10 agencies in the Greater Toronto Area by the end of the five-year program.”

One in 88 children is diagnosed with autism spectrum disorder and 75 per cent of

them experience clinically significant symptoms of anxiety, according to Holland Bloorview.

Results from the first year of the program have been encouraging, the hospital said.

George Lewis, group head of RBC Wealth Management and Insurance, said his foundation is proud to provide the donation.

“This program at Holland Bloorview has the potential to help thousands of kids with autism in Canada and worldwide,” he said.

“We’re committed to supporting community-based and hospital programs that reduce stigma, provide early intervention and increase public awareness about children’s mental health issues.”

Toronto lacks maturity on transit file

W

hen Toronto council shut down Mayor Rob Ford’s move to build a single subway along Sheppard Avenue,it may have seemed to some that this was a modal war: that council simply didn’t want to build subways, preferred light rail transit and didn’t love the former municipality of Scarborough as much as Ford did.

What it really was about, though, was money.

The Scarborough subway plan Ford put forward came with a promise of unrealistic levels of private sector financing and without a sense of how the city would actually pay to operate the new line.

It was really in answer to this, that in the months following the defeat of the mayor’s plan, councillors tried to discuss financing options. It didn’t get very far.

Councillors came forward with ideas – parking levies, a complicated business dubbed “CVA (Current Value

david nickle the city Assessment) uplift” – and their colleagues unceremoniously shot them down.

It’s the way things go at city hall these days, and one reason why things that one might think are crucial to the future of the city don’t go very far here.

That’s why it’s a lucky thing that former premier Dalton McGuinty thought to take responsibility for transit planning and financing away from Toronto politicians, and hand it off to Metrolinx, the province’s arms-length public transit body.

On Tuesday, Metrolinx released the initial foray into what will be a major, and necessary, public debate into how it might fund transit expansion in the Greater Toronto Area, in the form of taxes, fees and other revenue tools.

They are all politically

risky, the sorts of things municipal councils are loathe to approve. They are also, necessarily, regional in scope, recognizing the fundamental truth that the subway along Yonge Street in Toronto serves people who live outside Toronto as much as it does Torontonians.

If subsidy comes from anyone, it should come from everyone. It takes a government that is both large and mature to extract that subsidy.

Could Toronto do it?

Well, we’re certainly big but mature? Ford provided an eloquent demonstration Tuesday, when asked what he thought of the short list of revenue tools. He made a retching sound. Then he started talking about casinos again.

Hopefully Metrolinx and the minority Liberal government will prove themselves more up to the job.

Curtain Call Players had fun with Joseph and his dreamcoat Originally written as a short (15-minute) pop cantata, Joseph and the Amazing Technicolor Dreamcoat has grown into a full-sized theatre production that has proven to be incredibly popular with community theatre groups as well as their audiences.

Curtain Call players staged this musical in November 2007 to great acclaim and sold-out

���� ������ �������� ����� ��� ������ houses. Curtain Call’s current production is not a carbon copy remount of their previous showing, but the results are just as entertaining.

Taken from the last part of the Book of Genesis in the Bible, it retells the story of how Jacob’s favored son

Joseph is sold into slavery by his jealous brothers.

We follow his subsequent adventures in Egypt as he becomes advisor to Pharaoh and eventually reunites with his father and brothers.

The story is presented as a series of musical numbers (there are no spoken scenes) that allow composer Andrew Lloyd Webber to indulge in a wide variety of musical pastiches. This turns the

piece into something of a cartoon. The result is a bit of theatrical candy floss that evaporates almost as soon as the house lights are turned up. No wonder audiences return to this show again and again.

I have seen the musical many times over the years, and when the cast performs with enthusiasm the show always works. The cast on stage at York Woods Library Theatre provided more than enough energy to keep the production afloat starting with the radiantly sunny performance of Jeff Hookings in the title role.

He has a wonderful singing voice and an innocence that makes his Joseph very endearing.

Narrating the tale is Marissa Dingle, who navigates the sometimes rangy music with a powerful voice

that happily never assaults the ears. She can belt notes to the far reaches of the auditorium, but the sound always arrives in pleasant form.

In the role of Pharaoh, Twaine Ward delivered an impersonation of Elvis Presley that delights the crowd without trying to milk it for extra applause.

These three leading players were all very well suited to their roles, but the rest of the cast was solid as well. Joseph’s brothers get a chance to shine with the country-flavored One More Angel in Heaven in the first act and with Those Canaan Days in the second half.

Jon Alexander provided the choreography which is executed by the ensemble with confidence.

Director Keith O’Connell served up a seamless blend-

ing of scenery, costumes and lighting to create a pageant that whirls like confetti in the wind.

This production served as a fine introduction to the pleasures of Joseph.

That said, this is a show that desperately needs a rest on our local scene. Just about every community group in the area has had at least one crack at it, and while it is always enjoyable, there are other family-oriented musicals that deserve equal stage time.

Mayor Ford launches Clean Toronto Together program Mayor Rob Ford is inviting Torontonians to clean up – their neighbourhoods, that is – in the third annual Clean Toronto Together initiative.

Fo rd a n n o u n c e d t h e annual event Tuesday at Toronto City Hall. It’s a fourweek clean-up program, in which citizens and the city deal with litter, graffiti and vandalism.

“Keeping our streets, parks and neighbourhoods clean and safe is the goal of the Clean Toronto Together program,” said Ford.

“What is significant about this program is that we all work together. City, staff, students, workers in offices, community groups – everyone pitches in and works together to keep our city clean.”

The program comes in four parts. The first part involves city staff cleaning up litter, hauling away dead trees and branches from city property and removing graffiti.

On April 19, office employees and students can take part in a corporate and school clean-up day.

And on April 20 it’s Mayor Ford’s Community Clean Up Day, in which community groups can clean up a park or other public space.

The deadline for large groups to register is April 15, online at http://www. toronto.ca/cleantoronto, or by calling 311, so city staff can arrange pickup.
