Maintenance slated to close DVP this weekend

Motorists looking to get downtown this weekend will need to find a different route. As of 2 a.m. Saturday morning, the Don Valley Parkway will be closed in both directions between Hwy. 401 and the Gardiner Expressway due to construction. The laneway re-opens Monday at 5 a.m. The closure is because of north and southbound lane paving and annual road work including pothole repairs, sewer grate cleaning and road sign maintenance. The closure is subject to the weather. A rain date is scheduled for later in the month.

Prepare to pedal in the Ride for Heart The 26th annual Becel Heart and Stroke Ride for Heart will take place Sunday, June 2. Starting at Exhibition Place downtown, the route will follow the Gardiner Expressway and Don Valley Parkway before turning around and heading back to where it started. This year’s goal is to raise $5.5 million for heart disease and stroke research and programs. Last year $5 million was collected. elix Adjei was Ontario Player of the Year in College men’s basketball. Mitchel Kennedy won a Canadian National individual golf title as a teen. Carol De La Cerna earned the No. 1 award in singles badminton in the Ontario Colleges Athletic Association. And, yet, all three admit they now have something even more precious to them: a stunning glass trophy symbolizing excellence in sport and their names inscribed on prestigious trophies forever. Adjei and Kennedy split the male Athlete of the Year award while De La Cerna was the female winner at Seneca College as the North York post-secondary institution honoured its athletes, coaches, managers and trainers at a post-season annual awards gala held at the Hilton Suites in Markham on April 3. “I honestly didn’t expect to win,” said Adjei, a 22-year-old guard, OCAA First Team all-star, all-Canadian and provincial top scorer on a Seneca team that finished 17-3 and wound up fourth in the province. “It was a surprise, glad to share (the award), because there are many high calibre athletes at Seneca – this is a huge honour. This award means more to me than anything else and will be something I cherish.” Adjei, who averaged 22.1 points a game, also led the Sting in rebounding (98) and blocks (17). A Liberal Arts student, he returned to the basketball court this past year after recuperating from a concussion suffered from hitting his head on a wall during an exhibition game in Montreal. Kennedy was a walk-on to the Seneca gold-medal team, and went on to win two of three Invitationals and placed second at the OCAA champion-

A former grade 10 junior athlete of the year at Mary Ward Secondary in Scarborough, he shot a 73 – finishing two strokes behind OCAA champion Colton Kalkanis – at the provincial final in Windsor. “I couldn’t believe when they announced my name as a cowinner,” said Kennedy, who has never had a hole in one, but on several occasions came close to a three under par. “Didn’t do as well as I had thought at the Canadian College final and thought I was done for awards. To be recognized for excellence – wow – means a lot to me.” Chosen an all-Canadian at the Canadian Colleges Athletic Association gold final, Kennedy was born in Bogota, Colombia, came to Canada with his family at age five and learned golf as a teen. He’s finishing his second year of an accounting and finance program at Seneca. De La Cerna, a 19 year old

and graduate of St. Joseph’sMorrow Park and who came to Canada six years ago from the Philippines, won a gold medal at the OCAA badminton final and a bronze at the CCAA championship. “I just went out to play, have some fun, help my team and didn’t know what to expect at the awards event,” said De La Cerna, a student in the Aviation Safety Program at Seneca. “My teammates gave me hints, after I was chosen MVP, that the top award was a possibility. “To be honest, I was shocked and overwhelmed when they called my name as the top female athlete. For me, this has been the No. 1 accomplishment in my life.” Adjei, Kennedy and De La Cerna will also receive an undisclosed amount of money in the form of a bursary at the completion of their studies this year to assist towards education next year.

Transit: a credible election issue

ith Ontario Progressive Conservative leader Tim Hudak and provincial Liberal transportation minister Glen Murray weighing in this week on the transit debate, it appears transit is set to become a credible election issue. We say credible because, sadly, elections seem increasingly decided by candidate personality and one-off issues that really have little bearing on governance. At Hudak’s fundraising dinner Tuesday, he outlined his strategy from the party platform, which mentions transit expansion priorities in Toronto to include new subways. Murray said at the Transport Futures conference earlier this week that after “50 years of neglect” the Toronto region was finally making progress in improving transit links. Premier Kathleen Wynne also our view mentioned in her Toronto Region Board of Trade remarks the importance of transit investment. Province It’s good to hear Queen’s Park talk about transit issues in relation must show to what Toronto needs. leadership Whether the decision to fund these large scale transit projects is through public-private partnerships as Hudak suggests or the Liberals choosing any one of the shortlisted Metrolinx recommendations that include taxes and tolls, action must be taken quickly. Those years of neglect, as Murray noted, have contributed to the current state of highly congested roads resulting in the worst commute times in North America according to Statistics Canada and the U.S. Census Bureau. Action is necessary to catch up on work that should have taken place long ago while the city was growing. We’d like to see all political parties delve deeply and specifically into their plans for funding the economic engine of the province – Toronto. Using generalist language, talking about support, doesn’t mean a whole lot when funding remains in question and competing visions for GTA transit remain in discussion. It’s in the province’s best interest to provide a detailed view and leadership. It would be naïve to think transit funding is simply a Toronto problem for Toronto residents. And we don’t think anyone does. But political leadership needs to also sell its vision to other parts of the province – and they need to be clear and convincing in explaining why it’s critical the province go the extra mile to help GTA transit issues.

Staff played strong hand with casino report

n their advice on whether Toronto ought to host a casino, Toronto city staff have played their cards very well. They understand that Toronto is a desirable casino location to Ontario Lottery and Gaming (OLG) executives because of the $1.2 billion annually that gamblers are expected to spend in the facility. In addition, our city is attractive to Queen’s Park because of the $20 million or so in tax revenues forecast over the construction period. Both these figures are substantially larger than if a casino were located elsewhere. They also understand that at present the city is limited to a gain of under $20 million in property taxes. As a result, the benefit of a casino for the city depends on what council can negotiate. In an attempt to offset the huge financial disparity, OLG said it would be willing to offer more than the usual two to five per cent share of revenue. It talked about

david soknacki beyond the headlines the extras a casino would bring: a larger convention space, new jobs, plus the revitalization that such an entertainment complex would provide. Not enough, said Toronto’s city manager, whose report dissects each point to determine how to get the best deal for Toronto. That is why city staff recommend a larger convention floor, less parking, a smaller gaming area, all to be in compliance to city policies, plus a ‘social contract’ for problem gambling. Most importantly, they propose equal revenue sharing with OLG, with a minimum of $100 million annually. It is a term that is unprecedented, necessary, yet risky for the city’s partners. A jump from the typically low rates of revenue sharing to an even division of the

spoils is clearly the maximum for which Toronto could ask. In terms of Council’s politics splitting the revenue was necessary, if only to bring a few critical votes along. Already, those opposing the casino say they have 30 of council’s 45 votes. If city staff had asked for anything less, council would scuttle the entire project. These demands are just on the edge of reasonableness, so that councillors know that it is the best Toronto can achieve. At the same time it is clear that Toronto’s proposal will cause the OLG problems with its other casino hosts, and Premier Kathleen Wynne will have other areas in the province clamoring for parity. It is no secret that OLG offers other facility hosts considerably less. In an early attempt to build interest, OLG executives estimated Toronto’s hosting fee to be in the $50-$100 million range, but did not provide a for-

mula. Even that announcement caused an uproar as every municipality already with a gambling facility wanted an increase. The premier could only respond by declaring that OLG must provide one hosting formula across the province. How the OLG and premier deal with Toronto’s steeper demands, from the richest market in the province, becomes their problem if council approves the report. City staff have turned a doubtful proposition into proposals so aggressive that they merit consideration. They point out that bringing a minimum $100 million per year to Toronto, plus 10,000 jobs, plus compliance to city regulations will be a significant accomplishment. City staff were correct to play their hand strongly. The game now turns to Council, the OLG and premier.

Const. Cam Forrest’s partner at 12 Division died of bone cancer at age 31 three years ago. The partner, Const. Stephen Pittman, required numerous blood transfusions during his treatment. Now Forrest is a regular blood donor and encourages others to do the same. Forrest, a school resource officer at Weston Collegiate, helped students overcome the fear of the needle and understand the benefits of blood donation before Monday’s mobile blood clinic at 12 Division. “Some had some fears about the amount of blood

given, and they were scared of needles,” Forrest said. “They didn’t know that it was a pretty painless process.” Grade 12 students from four police divisions – 11, 12, 13 and 14 – took part in the April 8 blood drive. The event was organized by 12 Division administrative coordinator Sandra McQuade, a longtime blood donor. “It’s an opportunity for students in our surrounding area to join the police and save lives together,” she said. “They’re coming here for a positive reason, so it’s not because of a bad interaction with the police, it’s because of a good thing.” McQuade began organizing blood drives with the service after her friend’s 15-year-old nephew was diagnosed with a brain tumor 15 years ago.

“That scared us into realizing how important blood donations are, watching him go through the process of chemotherapy and worried whether he was going to live. He’s now almost 30 years old, so he’s a success story,” McQuade said. Stephany Ramirez, 17, gave blood for the first time Monday. “It’s important because traumatic events can happen to people at any time and blood is needed on hand at all times,” she said. Roop Sidhu of Canadian Blood Services said the agency is trying to attract 80,000 to 90,000 new blood donors each year. Those between 17 and 61 and in good health are eligible to donate.

Nathan Phillips Square gets committee approval for bike station David Nickle dnickle@insidetoronto.com Cyclists commuting to Toronto City Hall will have a chance to shower off and lock up their bikes safely, after Toronto’s Government Management Committee has okayed a $1.2 million bike station at Nathan Phillips Square. The bike station was

approved April 8 by the committee over the objections of Etobicoke North Councillor Doug Ford, who called the decision an example of the “gravy train” that he and his brother Mayor Rob Ford campaigned to stop. “We’re taking away parking spaces generating $70,000 in revenue and they’re putting in showers for the bike riders to come down here to the tune

of $1.2 million,” said Ford, who voted against the addition. “That’s the gravy train. It’s disgusting.” The committee voted to add the bike parking as it considered an update to the revitalization of Nathan Phillips Square. The bike station will take away 24 parking spots from the Toronto Parking Authority, and add 380 bike parking spaces in

the new station. The structure will also include office space, a bike repair shop, change rooms and showers. The project was part of the original budget for the then $40-million revitalization, but was removed as a result of cost cutting. The committee decided to put the bike station back in. Committee chair Paul Ainslie said it makes sense to provide

the service in downtown, in order to encourage commuters to get out of their cars and find other ways to come downtown. “A lot of businesses are encouraging people to take bikes to work,” said Ainslie. “We’re encouraging them to ride their bikes downtown to get to work. If we want to make sure they get into the office in 80 degree heat with-

out stinking out the place, it’s our role as council to help that.” Ainslie said he was confident the cost of the project was appropriate. Councillor Ford, however, said council should turn the decision around.

Casino future up to council

hey asked for a report on casinos. What Mayor Rob Ford and Toronto Council got was a Rorschach blot. On Monday, the mayor’s executive committee will be starting what could be a two-day marathon to consider the long-awaited report from Toronto city manager Joe Pennachetti, setting out “the facts” on the prospect of allowing a casino in Toronto’s downtown. The report is curious. It lays out many benefits to approving a casino, makes mention of the potential downside, and also notes that Torontonians who participated in the public consultation this winter were dramatically opposed to the idea, and those who responded to a poll were more marginally so. But it does not recommend any course of action. What it does do is set out conditions for approval that on the face of it would make it nearly impossible for a casino to happen. Toronto

david nickle the city would need to receive an unprecedented hosting fee – effectively splitting the fee the province would receive 50-50, with a guaranteed minimum of $100 million a year. The private-sector operator, meanwhile, would be responsible for any infrastructure improvements, including public transit improvements it might desire. Ontario’s new premier, Kathleen Wynne, has made it clear several times Toronto won’t get a special deal. The only way Toronto could see the kinds of hosting fees that Pennachetti recommends is if the OLG offers the same deal to other municipalities hosting casinos. In the parlance, that seems like a long shot. Which makes it easy for councillors who are uneasy about placing a casino in downtown Toronto to support casinos, conditional on

Toronto receiving everything Pennachetti recommends. Before the report came out, Ford released a spirited pitch in favour of the casino – one of the most convincing public pitches he’s made since the election in 2010. Whether he can get the report through council is up for debate. Pro-casino lobbyists have been at work on Toronto Council for more than a year trying to drum up support. But so have grassroots community members, urging the opposite. Last week, a coalition of religious leaders weighed in with strong opposition to a major casino. Councillors who were hoping for some guidance from the city manager will only be frustrated. As before, the future of gambling in Toronto will be theirs to call.

Outlining casino conditions Staff report goes to executive committee Monday DAVID NICKLE dnickle@insidetoronto.com Toronto city manager Joe Pennachetti’s long-awaited report on Toronto’s terms for hosting a casino has laid out a long list of requirements in order for council to approve the deal – including a guarantee of at least $100 million in hosting fees, and a requirement that any casino developer pay the cost of transportation infrastructure improvements. The report, which landed on councillors’ desks Monday morning, says despite widespread public opposition, a large casino could be a good thing for Toronto. But only if the deal with the Ontario Lottery and Gaming Corporation is significantly sweetened from what’s been offered so far. According to the report going to Toronto’s executive committee April 15 and 16, council should settle for nothing less than half of the total hosting fee going to Toronto – and no less than $100 million in hosting fees coming to the city regardless. As well, the casino should be a maximum of 175,000 square feet. And the casino proponents will not only need to comply with the city’s zoning process, but also pay for any transportation infrastructure improvements required for the site. The report also eliminates the port lands as one of the possible downtown sites. Now, the only sites Toronto is considering are downtown on Front Street, and at the Canadian National Exhibition grounds. Pennachetti wouldn’t, however, go so far as to recommend to council whether to approve or reject a casino in the city. “It’s very divisive, and it’s a very emotional issue,” said Pennachetti. “I thought seriously about making hard recommendations and at the end of the day I felt given

the poll results and consultation results I wanted to make sure that council had all the facts. Now, it’s up to council.” Prior to the report’s release, Mayor Rob Ford released a written statement trumpeting his support for a casino. “I believe we should say yes to a new casino – on the condition that it will help Toronto move forward and achieve our goals,” he wrote. Ford argued a casino would bring jobs to

Toronto, millions of dollars in hosting fees and aid the city in establishing new convention space: all things the city manager’s report cited. In a news conference Monday afternoon, Ford hammered that point home. In particular, Ford said Toronto needs more convention space – and the only way to achieve that is to allow a casino. “You need one,” he said. “People go to a convention – you want to have the restaurants, want to have something to do after your convention with your spouse or your business partners. You don’t just go to a convention and then go back to your hotel room.” Ford also dismissed the possibility the province simply wouldn’t allow the special deal for Toronto. “It’s important that we get a fair share in the deal – and after talking to Premier Kathleen Wynne, I’m sure it’ll be in and around that number,” he said. But other councillors pointed out the conditional approval was based on little or no indication the provincial government might green-light a special deal for Toronto. Currently, the Woodbine Slots pay about $15 million a year. Pennachetti’s report indicates hopes for

as much as $150 million a year from a successful, 175,000 square foot casino – significantly smaller than casino sizes suggested by OLG. Trinity-Spadina Councillor Mike Layton said the conditions in the report effectively kills the possibility of a casino in Toronto. “We’ve had eight months of debate and what we got was a report with fictitious numbers,” he said. “But Premier Kathleen Wynne has already told the OLG that there’s no special deal for Toronto, yet this presumes a number of special deals with Toronto.” On Monday, Premier Wynne said a special deal for Toronto wasn’t on the table. “Let me be very clear,” she said at a Toronto Region Board of Trade luncheon. “There needs to be one formula across the province, no special deals, and the municipalities need to decide on that basis whether they want to host a casino.” – with files from Rahul Gupta
