Witnesses scarce after shooting Police believe up to 20 people may have seen a 15-year-old boy get gunned down at a North York plaza Sunday night, but none has come forward.

The teen was shot three times in the leg, severing arteries, at Yorkwoods Plaza at 2845 Jane St.

just before 10 p.m. He remains in hospital in critical condition.

“We were told all day Monday that it didn’t look good and he may not pull through,” Det. Sgt. Al Coulter said yesterday. “We thought this was going to be a homicide.”

The victim was riding a bicycle when two men in a car came up to him and opened fire.

Coulter, of 31 Division, said police obtained security camera footage showing that 10 to 20 people were close by when the shooting occurred.

“It happens almost right in front of them, so we suspect that members of the community know who did this and we’re looking for them to come forward,” Coulter said. “It might be just one little bit of information in one little statement that will help us on the path of finding out who did it.”

Some of the witnesses ran over to help the victim after the gunfire.

“But when the police get there, none of them come forward and give us any statements,” Coulter said. “It’s really

frustrating.”

Police have vague descriptions of the suspects.

Coulter said the victim, who was known to police, appeared to have been targeted.

“We’re not sure of the motive yet. We have our suspicions.”

The teen isn’t well enough to speak to investigators.

Coulter said police are still trying to collect more surveillance videos from the area.

St. Clare Inn helps women rebuild Linda’s Walk a fundraiser for homeless shelter

ifteen months ago, struggling with mental illness and on the verge of becoming homeless, Jane Smith was making plans to kill herself.

Fortunately, she visited her doctor, who had treated her for worsening depression for years, and heeded the physician’s advice to go to a hospital emergency room.

At the hospital, Smith, not her real name, was properly diagnosed with bipolar disorder and prescribed medication.

While there, the 45-yearold woman also learned about St. Clare Inn, a home in a residential neighbourhood in East York that helps homeless women with mental health challenges rebuild their lives.

The home proved to be life-saving for Smith, who stayed there for a year and is now living alone in a small midtown apartment.

“They have a special place in my heart,” she said, wiping away tears.

“They were really good to me. Really supportive and caring and you could feel it came from the heart as well. It wasn’t just a job.

They gave me strength when I didn’t have the strength inside myself.”

On Aug. 10, Smith will take part in Linda’s Walk, a five-kilometre walk through Don Mills to raise money for St. Clare Inn. The walk started in 2010 in honour of Linda Houston, a 48-year-old homeless woman found dead in front of a North York gas station in 1997, just a day before thenmayor Mel Lastman boasted North York had no homeless people.

Suffering from paranoid schizophrenia, Houston had lived in a bus shelter and on a park bench at Leslie Street and Lawrence Avenue.

But others struck up relationships with her, including many of the children of St. Bonaventure Catholic School and parishioners of the neighbouring Franciscan Church of St. Bonaventure, operated by the Franciscan Friars and secular Franciscans.

In 2007, the friars and lay people created St. Clare Inn in response to Houston’s death.

Open to all regardless of religion, the inn provides transitional housing for homeless women with mental health challenges between the ages of 30 and

60, those most likely to fall through the holes of the social service safety net, said executive director Friar Tom Purcell, who assumed the role after Houston’s death.

The two-storey home with finished basement provides housing for up to five women who can stay for a year.

Residents, who volunteer in the community four hours a week, work with case workers, psychiatrist, doctors and other professionals to rebuild their lives.

“It (the inn) is about helping them believe in themselves again,” said Purcell, adding it costs $200,000 a year to operate the home, with all funding coming from donations.

“The women are never not going to be challenged with mental illness. That is part of their lives, but they can manage it and reclaim their lives.”

Furnished with donations, the homey inn features a living room and

kitchen on the main floor, a second living room and craft room in the basement and a welcoming backyard garden.

Every day, the residents gather for dinner, with the women rotating the cooking and cleaning.

Forty-eight women have lived at the inn since it opened, with 70 per cent going on to live independently or semi-independently, Purcell said.

Thirty per cent have left during their stay, including five who were asked to leave for various reasons such as violence or not following their healing plan, he said.

And healing is what St. Clare Inn is all about, Purcell said.

“We are all on a healing journey. We’re all broken in one way or another. It’s a way of helping them (the residents) rebuild their lives, which for one reason or another, have been broken down,” he said.

“What’s wonderful is to see a woman come to us

feeling like they are very much at the bottom and during the year, realize they’re not and regain their talents. They begin to reclaim their lives and say ‘I have worth, I have value’.”

Smith said St. Clare Inn put her on the road to recovery, providing care and support while she was there and teaching her how to build a support team in the community when she left.

Smith, who until 2011 worked in a high-stress job, is now searching out volunteer opportunities and plans to work in the future when she is able. She has also reconnected with her estranged family.

“If I ever need (St. Clare Inn), I know I can call them or reach out to them. That makes me feel good in my heart,” she said.

“It’s a very special place.

It helps a lot of women.”

The province’s police watchdog has concluded a robbery suspect accidentally shot himself during a March 17 takedown at a restaurant drive-through.

Zoltan Hyacinth, 23, died of a gunshot wound to the head after firing shots outside the Burger King at Wilson Avenue and Keele Street.

The Special Investigations Unit interviewed seven witness officers and four civilian witnesses as part of the probe. All three subject officers provided statements to the SIU. The SIU said Hyacinth and another person became suspects in a robbery in midMarch and were put under surveillance. Police believed Hyacinth had a gun, and he was seen making a drug transaction March 16.

The next day, Hyacinth was seen driving to the Burger King. Another person was also in the silver Pontiac Sunfire.

A decision was made to take down the vehicle.

Unmarked police vehicles from the guns and gangs task force boxed in Hyacinth’s car as he drove up to the drivethrough’s speaker box.

Hyacinth’s passenger was escorted away. Hyacinth refused to leave the car and tried to accelerate to try to push a cruiser out of the way.

One officer eventually got him out of the car.

“The officer dropped Mr. Hyacinth to his knees by using his body weight and then forced him to the ground,” the SIU said in a news release.

“The officer momentarily released Mr. Hyacinth’s right hand because the hood of his winter coat was blocking his vision.”

Shots were then fired.

“Mr. Hyacinth discharged the gun three times in quick succession as it was pointed in a northerly direction almost parallel to the ground, presumably in an attempt to shoot one or more officers involved in his arrest,” SIU director Ian Scott said in the news release. “Instead of effecting his purpose, he shot himself in the head, causing his own demise.”

Let facts, not emotions, guide our judgment E

motions are running high in the aftermath of Sammy Yatim’s shooting death. News over the weekend that the 18-year-old died in a confrontation with police, was met with shock and grief.

The footage of the incident from cellphone video escalated that emotion.

It’s become common, with mobile video devices in every purse and pocket, that emergency situations involving police are captured and shared online with thousands of viewers. We become spectators – in this case, standing on the curb, watching as police yell orders at an individual who’s alone on a streetcar in the middle of the night. Shots are fired. Sirens blaze.

More shots, more yelling. Then a crackling sound – it could our view there’s be a Taser - and the video comes to an end.

Await findings Based on what appears to happened, people are in in shooting of have an uproar. They’re demanding Sammy Yatim justice for the teen’s death, singling out the officer who fired his weapon. Some groups are going so far as to blame the police force as a whole – as we saw during the march Monday night outside 14 Division headquarters.

But it needs to be impressed upon people that the facts are not yet known. Of course, it’s a tragedy that a young man died but we can’t be so quick to lay fault - especially not when that judgment is based upon a dark, blurry cellphone video.

The province’s Special Investigations Unit (SIU) is looking for answers. Police Chief Bill Blair acknowledged the need for those answers and promises full cooperation with the SIU, including a full review of the policies, procedures and training of the officers involved. Ontario’s Ombudsman, André Marin, is also set to review the fatal shooting.

People need to step back, be patient and await the findings. Even Yatim’s family spoke out, saying they hold no ill will against the Toronto police force.

And when the investigation is complete, the police need to be transparent in sharing the findings and the recommendations and must follow through on holding accountable anyone who may be at fault.

We may not have been there to know exactly what happened, but we know enough to never want another police standoff to end so tragically.

Could Walmart be catalyst for improving Kensington?

For a city that embraces change, Council sure sends mixed messages.

In response to a proposal that would have retailer Walmart locating on Bathurst Street near the Kensington Market area, Council decided to put a one-year freeze on all retail development in the area.

In many ways, the local councillors had little choice: retailers and residents against the proposal packed meetings, and there is no easier target than Walmart.

The problem is that council wants to leave the impression that Walmart will just go away. Its decision does not achieve that end, nor does it preserve the well-being of Kensington Market. It may have done the opposite.

Without a doubt, residents and merchants are concerned about the proposed re-development.

But change has been part of Kensington Market for more than a century. Each wave of merchants knew they

david soknacki beyond the headlines had to improve their business if they were to survive: offering competitive prices, maintaining profitability and providing better service.

This still remains a much better business model than calling a councillor to complain about a potential competitor.

For members of council, it’s a seductive pitch. Retail business, particularly independent retail, is tough. It’s important to be sympathetic to retailers’ concerns, and to listen to their pleas for assistance.

As long as requests centre on improving the business climate for all retailers, suggestions are often in everyone’s interests. But once requests turn to removing competitors, then the decision is often one of protecting vested interests against a wider public benefit.

In this case, it does seem

counter-intuitive to advocate for Walmart.

But look at the situation a little more closely. In the Kensington area, it is hard to believe any of the eclectic stores, restaurants or cafés would be directly threatened.

Walmart does not offer vintage clothing, antiques or tattooing. It doesn’t host cannabis shops or punk bands.

Neighbours didn’t complain when the Starbucks chain opened a coffee shop on Bathurst Street nearby, or when Canadian Tire and Best Buy built at Dundas and Bay. And Riverdale remains a desirable community although Walmart has opened in Gerrard Square mall.

But change will come to stores that offer the same stock as Walmart, particularly those with higher prices, lower service and poorer selection. Consumers, mostly neighbours, will be free to

make purchasing decisions based on their own interests.

As Joel Baum, a dean at the Rotman School of Business at the University of Toronto reported, “When stores that stock similar merchandise to Walmart eventually leave, they are replaced with storefronts that specialize in goods that don’t put it in competition with the giant retailer.”

Perhaps here is the secret for Kensington Market for the next generation.

We cannot stop change, nor ought merchants pretend they cannot improve.

Instead, their survival is enhanced by concentrating on what they can do best for their clients.

For Kensington, its future vitality can be enhanced by fitting all merchants within the same rules, Walmart included, and celebrating Kensington for the next generation.

“We celebrate just a few of the most outstanding efforts of individuals, groups, and companies in protecting the environment,” Environment Minister Jim Bradley said in a release.

“I hope the examples... will inspire others to be innovators in protecting

the environment.”

The award program, launched in 2011, recognizes individuals and organizations using innovation to enhance and protect the environment.

Award recipients have made outstanding contributions to environmental innovation.

York University’s contribution to the challenge involved all nine undergrad residences at the Keele and Glendon

campuses, which took part in the Res Race to Zero competition to see which one showed the biggest reduction in energy per capita over a set amount of time.

The winning residence gets $4,000 to use for energy and water saving projects in their building.

York students have reduced their energy use in some residences by 30 per cent in the last three years.

consumption in November 2012 to that of March 2013.

The goal was to beat the levels from November.

Bethune residence claimed the top spot.

Exhibition Place board to embark on strategic plan ERIN HATFIELD ehatfield@insidetoronto.com When the debate raged around whether to build a casino at Exhibition Place, Councillor Mike Layton heard time and again residents didn’t want a casino on the historic grounds, but they did want something to happen there.

“Once every couple of weeks, I get someone coming into my office with a list of ideas or a plan they would like to pursue,” said the TrinitySpadina councillor. “It would be nice if we could have a more fulsome discussion about it.”

Now residents will have a chance to explore what they would like to see happen as the Exhibition Place board of governors prepares to do a new strategic plan.

Exhibition Place, under the direction of the board of governors, is respon-

sible for the general management and operation of the park and promotes new business opportunities on the grounds.

Exhibition Place is owned by the City of Toronto and is Canada’s largest entertainment venue. Layton is currently the chair of the board at Exhibition Place.

Layton said this planning process is an opportunity to evaluate assets and explore how Exhibition Place can build on what it already has to offer.

“How can we create synergies with Ontario Place and what is going on there and how can we make them better integrated into the existing neighbourhoods so not only will they be used by people visiting the province and the city, but also by people living here,” Layton said.

Layton said there is also an opportunity to

look at how to get year-round use and economic activity that will really start to sustain Exhibition Place.

“I am cur ious to find out what some of the folks who use Exhibition Place think about it, but also what some of the innovators in our city think the potential is and where to take it,” Layton said. “I certainly hope people start to think about some creative and positive ideas.”

York U. researchers awarded $2.3 million Four York University researchers have received $2.3 million towards their studies, thanks to grants from the Canadian Institutes of Health Studies.

John Douglas Crawford is being awarded $1 million over five years “to study how visual signals are processed, stored and converted into neural commands for 3D eye and head movements,” a statement from the university said.

Crawford, Canada research chair in visual-motor neuro-

science and distinguished research professor in the department of psychology, will use the research to help show how the brain is affected by diseases and disorders of the nervous system.

Kinesiology professor Tara Haas, a member of York’s muscle health research centre, will receive $391,000 over four years to study blood vessel networks within fat and muscle and how they are affected by a long-term high-fat diet.

Nursing professor Christine Kurtz Landy is being awarded $380,300 over four years to look at the high rates of women who choose caesarean sections, which can lead to increased risks for mothers and babies.

David Hood, a professor and Canada research chair in the school of kinesiology and director of the muscle health research centre, will receive $589,700 to study how exercise can improve musculoskeletal health during aging.

Soknacki ponders mayoral run

T

he electoral battleground that was formerly known as Scarborough could become very interesting in 2014.

Scratch that. It’s already interesting, now that Mayor Rob Ford has managed to gather enough votes to support building subway tunnels east and north from Kennedy Station – a move that at once degrades the reach of rapid transit in Scarborough and feeds the local appetite for heavy-duty infrastructure improvements.

Scarborough voters’ good will on this matter could well send Ford’s damaged mayoralty into a second term, scandals be damned.

What it’s on the verge of becoming is titanically interesting. David Soknacki, a former budget chief under former mayor David Miller and a former councillor from Scarborough’s east end, is considering adding his name to the growing list of high-profile candidates for the next mayor of Toronto.

Of all of them – Karen Stintz, John Tory, Olivia Chow – he’s got the lowest profile.

Since stepping away from council in 2006, Soknacki’s been spending his time heading up Parc Downsview Park, writing

But should Soknacki choose to run, Ford will be in for a fight, at least in Scarborough.

Soknacki and Ford have certain similarities. Both are business owners – although unlike Ford, who inherited his share of Deco Labels from his late father, Soknacki started his own business.

Both are Progressive Conservatives, and both came to council with ideas to reform the place – although in this case, Soknacki’s ideas were smaller than Ford’s notion of stopping a gravy train.

It was enough for Soknacki to push a motion to end nepotistic hiring in councillors’ offices.

Both have ideas about transit in Scarborough.

But while both agree it needs to be improved, beyond that their divergence could not be more pronounced.

Ford, in case anyone missed it, is a subway man. Soknacki has been a consistent supporter of light rail.

Ford is working on ways

to pay for the subway.

Soknacki is supporting a plan that is already financed by the provincial government.

So if it goes ahead, there will be a spectacle of two candidates: both wealthy and Conservative; one from Etobicoke who shows his love for Scarborough with the promise of a subway; another who shows his love for Scarborough by living there, and promising the old light rail plan.

Toronto is of course larger than Scarborough.

But if Ford wants to win a second term, he can’t afford to lose what amounts to nearly a third of the entire city.

Facing Olivia Chow or Karen Stintz or even John Tory, Ford’s support in Scarborough is strong.

Facing an opponent with hometown bona fides and a strong argument against the chimeric promise of an unfunded subway line, the mayor could be in real trouble.

Even if Soknacki can’t persuade the rest of the city to put him over the top on election day, the damage his candidacy can do to the mayor’s base could be enough to topple him.
