The dimly lit room inside Seneca College’s Great Hall was popping with glitter and colour as 14 event management graduate students showed off their designs at the Inspired Spaces tabletop competition at Newnham campus.

The annual event showcasing the students’ original work was on display in 10x10 booths, and served as opportunity for new talent to be discovered by industry professionals.

Each student had to choose an event to plan and a venue to host it, with a budget of $300 to create their setting. Supplies not purchased were loaned for free by various event rental establishments.

Toronto police are investigating after shots were fired in the Finch Avenue and Milvan Drive area Sunday.

Police said two cars, a four-door black and a fourdoor silver, were parked side by side when gunfire erupted around 7 p.m. The cars then fled in opposite directions.

No injuries have been reported, but police believe one or both cars sustained bullet damage.

Man arrested in 2009 murder A man was arrested last Friday, in connection with a 2009 murder in North York.

Kevin Phouthonesy, 24, was shot and killed in the Keele Street and Finch Avenue area at about 11:35 p.m. Nov. 3, 2009.

Three men were seen Kevin leaving the Phouthonesy scene.

Later that month, an arrest warrant was issued for Robert Owen Cave, then 20.

Cave, now Robert 24, was Owen Cave arrested at Pearson International Airport at 2:55 p.m. last Friday. He has been charged with first-degree murder.

Police are still seeking help in identifying two outstanding suspects. One is black, about six-feet tall with a skinny build. He wore a baggy dark grey/ silver hooded jacket and a red bandana. There is a vague description of the other.

Man pinned between cars at Jane/Wilson Police are investigating after a man was pinned between two cars in a Jane Street and Wilson Avenue parking lot Saturday.

Police said a 51-year-old man was loading groceries into the back of his Chevrolet Venture just before 11 p.m., when a man, 81, attempted to park his Oldsmobile Alero in the spot directly behind the Chevrolet.

The 51-year-old was struck and pinned between both vehicles, suffering life-threatening injuries.

Single-car crash on Steeles kills 25-year-old man

Sunday Serenades

Police are investigating a fatal collision that claimed the life of a 25-year-old man on Steeles Avenue West early Saturday.

According to police, the man was driving a 2004 Nissan eastbound on Steeles near Islington Avenue at around 3 a.m. Saturday when he reportedly lost control of his vehicle. The car then crossed into the westbound lanes, left the roadway and struck a tree on the north side of Steeles.

The man, the lone occupant of the car, was taken to hospital. He later died.

Police are now seeking information from anyone who may have witnessed the collision.

Efficient management demands assessment

I

t would appear two of the city’s unions are ready to fight it out over who gets dispatched to emergency 911 calls.

The battle between unions representing Toronto’s firefighters and paramedics stems from a decision, more than a year ago, to change 911 protocol and take firefighters off more than 50 types of medical calls. A decision made after recommendations from a panel of medical experts were adopted by a tiered response committee, which included members from fire, police and emergency medical services (EMS).

Both sides argue residents will be impacted because their services are essential to the medical needs of Torontonians. The president of Toronto’s paramedics union believes firefighters are not trained to handle certain medical calls; on the other side of the coin, firefighters, who are usually the first to arrive on scene, believe they provide essential services.

In the end, the medical needs of Torontonians is the most important thing – something our view both sides understand.

However, that doesn’t change the Service analysis necessity to open a discussion on how all parties involved in a 911 should be call – police, fire, and EMS – can work together. ongoing The amount of fire calls has dropped drastically, which led the city to debate its funding to Toronto Fire Services during its recent budget debates. Fire services warned any drop in funding would lead to the closing of some fire stations, and the laying off of firefighters. The panic passed, but not before many Torontonians voiced their opinions. Fear that not having a neighbourhood fire station could have adverse effects when a fire call does come in was honest. However, where was the discussion as to how best to save money when it comes to 911 calls?

An entire crew of firefighters does not need to attend a simple medical issue. Does EMS have to attend every 911 call? There are times police need not attend a 911 call. In the end, no department should be exempt from analysis just because the way things used to be is the way things should be.

The year-long changes led to 50 types of medical calls being removed from firefighters, and 22 added.

In the end, a half-dozen of the 50 removed calls were reinstated.

All departments need to be assessed and reassessed as often as possible – not to protect jobs, but to ensure that those services are being managed efficiently. In the case of emergency services, analysis and reassessment should be ongoing as it’s the safety of Torontonians at stake.

Outsourcing not an obvious solution

Well before candidates register for next year’s mayoral campaign, outsourcing the rest of Toronto’s residential waste pickup is shaping up to be a defining issue.

Although candidates will pose the question in stark terms, it is probably in the public interest to take a middle course.

Since the mid-1990s Etobicoke has been satisfied with its private contractor. Recently council added the balance of single-family houses west of Yonge Street to private waste collection, generating about $6 million in savings annually.

Service has improved as well, so much so that complaints in the areas of private collection are about half of the rate for city workers. Nor are corners being cut: City staff report that the private hauler is compliant to all regulations.

Doing basic arithmetic, outsourcing the balance of the city might save perhaps

david soknacki beyond the headlines another $10 million per year, almost enough to pay for the entire city’s service enhancements for 2013, including adding 40 paramedics.

On the surface, outsourcing seems to be an easy decision. But it’s not.

One area of consideration is the city workforce.

Although the contract allows for the redeployment of workers with more than 15 years’ seniority, the scale of change for contracting out the rest of the city’s waste collection is massive.

The decision will impact about 500 workers, or almost 50 per cent of the department’s remaining labour force. Retraining and disruption will be significant challenges.

Next comes the matter of the trucks. While taxpayers will no longer need to

set aside about $10 million annually in fleet replacement, the public’s investment in waste collection trucks will be almost worthless if all are sold at once.

Also worth consideration is the stability of the parties across the table. At present there is competition among well-financed waste management companies.

However, as in any industry, there is uncertainty. Not too long ago the largest U.S. waste hauler broke apart, and Toronto’s current hauler was founded as recently as in 1995.

Should the city aggressively outsource by reassigning all of its waste collection workers, and sell all of its trucks, residents could bear significant and potentially costly risks.

One way to capture savings, manage disruption while providing motivation is to encourage competition from within, by encouraging management and workers to submit their own bid.

In Toronto’s case, the

target area is large enough to be divided, so managing competition is viable.

It’s a process that works in dozens of cities throughout North America, including in the City of Ottawa.

Already there is a positive reaction to competitive pressure. According to Jim Harnum, general manager of the city’s solid waste management division, “We see that staff are responding. They realize that, ‘Hey, we’re going to lose our jobs if we don’t be part of this team....There’s value in having in-house as well as contracted out. That gives us the ability to keep contractors honest.”

If given the chance in Toronto, managed competition has the potential of keeping contractors competitive, employees motivated, and lowering costs for taxpayers, while reducing public risk.

Scarborough councillor Norm Kelly to be new deputy mayor DAVID NICKLE dnickle@insidetoronto.com Scarborough-Agincourt Councillor Norm Kelly is Toronto’s new deputy mayor – a position that will become official as soon as Etobicoke Centre Councillor Doug Holyday either resigns, or the provincial government makes his election as MPP for Etobicoke-Lakeshore official.

Kelly, 71, spoke with reporters Friday afternoon to make Mayor Rob Ford’s job offer official.

Kelly said the new job as Mayor Ford’s wingman will mean he’ll likely resign as chair of the city’s Government Management Committee. He wouldn’t speculate on how his new role would evolve.

The role of deputy mayor has altered significantly depending on the mayor

himself, Kelly acknowledged.

Under Mayor Mel Lastman, former councillor Case Ootes played a prominent role.

Under David Miller, former councillor Joe Pantalone played a more diminished one.

But Holyday has been a key member of Ford’s administration, including carrying out difficult negotiations with the city’s unionized employees.

Kelly said as deputy mayor, he would commit to supporting the core of Ford’s mandate and agenda.

“There has to be a commitment to the core policies and core direction of the mayor but that leaves a lot of other things open to one’s individual vote,” he said.

In general, Kelly said he couldn’t “think of any place better to be in politics today than in Canada’s largest city,

North America’s fourth largest city, at a time when competition around the world is being conducted by cities and urban regions.”

He said he supported the expansion of the Billy Bishop airport, “as well as doing things economically and socially to improve the quantity and quality of life in Toronto.”

When asked why the mayor had picked him for the

job, he responded, “That’s the first question my wife asked me. I think working together over the last two and a half years, we’ve gotten to know each other and he’s gotten to rely on advice I’ve given him publicly and privately.

Either that, or he owed me old football debts and didn’t want to pay up.”

West Nile case confirmed LISA QUEEN lqueen@insidetoronto.com A 68-year-old man is the first person in Toronto infected this year with the West Nile virus, the city’s public health department said.

The unidentified man was infected in mid-July and is recovering at home. He was never admitted to hospital for treatment, public health said in a statement last Friday.

Dr. Barbara Yaffe, Toronto’s associate medical officer of health, urged residents to protect themselves against infection as the seasonal risk of the virus is increasing.

“Now that we have seen our first confirmed case of West Nile virus, we are entering into the period of greatest risk for contracting West Nile virus,” she said.

“I encourage everyone to minimize their risk of contracting West Nile virus by taking precautions.”

announced on July 24 that the first sample of mosquitoes in the city had tested positive for the virus.

Last year, Toronto had 94 human cases of West Nile virus. That was the second highest total after 2002 when there were 163 cases. There were 28 cases in 2011.

The public’s risk of infection is low, with less than one per cent of people infected becoming sick enough to need hospitalization, according to public health’s website: “The majority of people infected with (the virus) show no symptoms.

“About one in five people infected with (the virus) have symptoms which may include fever, headaches, nausea,

vomiting and body aches.

“These can be accompanied by a skin rash and swollen glands. Symptoms can last anywhere from a few days to weeks.

“About one in 150 people infected will experience serious symptoms including neck stiffness, extreme confusion, disorientation, muscle weakness, vision loss and numbness.”

While the danger of infection for people is low, public health said residents can further reduce the risk by wearing light-coloured, long-sleeved shirts, pants, socks and a hat while outdoors, especially at dusk and dawn when mosquitoes are most active, using insect repellent, removing standing water from property where mosquitoes can breed and making sure screens on windows and doors are in good repair to keep mosquitoes out of your home.

As part of the program, participating residents received a digital camera from Henry’s Camera in return for their unwanted firearms.

“This is an outstanding example of police working with the private sector,” Blair said.

Jan Smith from Henry’s Camera was on hand to give a couple cameras away at last month’s media press conference, including one to a retired Brigadier General who was with Canada’s Military Attache to the U.S. in the early 1970s.

“It’s just one step closer to keeping our communities safe,” she said.

Although the program is no longer running, police encourage residents to surrender any unwanted firearms to police for destruction.

The $161.5-million project, which began in May 2011, is part of an extensive renovation of Union Station and is expected to open in the summer of 2014 in a partially finished state.

Intended to double the station’s existing passenger capacity, the project is one of the most challenging the TTC has ever undertaken due to the pressures of keeping subway service going, said TTC project manager Malcolm MacKay. “It’s a technically challenging job in that we’re excavating beside an existing facility and logistically difficult because we’re trying to operate our business of moving people. Our business is not construction and we have to keep our eye on that,�

He said the opening of the new platform in 2014, even in an unfinished state, will pave the way for a much-needed renovation of the existing central platform, which has not seen extensive work since Union Station opened as part of the Yonge line back in 1954.

Other projects under way as part of the $700 million-plus revitalization, which is funded by all three levels of government, include a new glass roof and atrium over the GO Train shed and passenger platforms, a northwest extension of the PATH passenger walkway and a new retail concourse.

Delays have forced the scheduled date for all planned station renovations to 2016. Metrolinx is also moving its offices to the station’s newly renovated east wing

TTC spokesperson Brad Ross said station closures may be required to complete the construction, but they would be coordinated with the ongoing work to replace the existing Yonge-University-Spadina subway signal network.

He said there were no plans to expedite work on the project by closing the station for an extended length of time, similar to the 12-day shutdown of Pape station scheduled for the middle of August.

Twenty million subway riders make use of the station every year according to city estimates.

The TTC recently opened for use a wider passenger concourse and is in the process of demolishing the old subway station entrance.

Ford’s influence on provincial byelections is debatable Much has been made of Mayor Rob Ford’s deliberate and enthusiastic involvement in the two provincial byelections that recently took place in the city.

Over the course of the campaign, Ford stumped and shouted, alleged corruption, berated, paraded and, of course, endorsed two candidates from the party of his late father. He put as much energy into the enterprise as one might expect a mayor to put into mayoral duties.

Ford might take some of the credit for decisively helping his Deputy Mayor, Doug Holyday, deliver the first Toronto Progressive Conservative seat in a decade. The claim would be more credible, of course, if he’d been able to do the same for the PCs in ScarboroughGuildwood.

It might be more reasonable to say that Holyday was in an excellent position to do so, all on his own.

The long-serving municipal politician has had good years and bad over the course of his career — sometimes better

david nickle the city known for utterly losing his temper on the floor of council, and sometimes, as these past few years, for bringing genial calm to a tumultuous field.

While Holyday has never been anything but partisan, he’s proved essential to the Ford administration, delivering in negotiations with unionized workers what could be some of the most lasting changes to the way the city does business.

When Ford was dealing with what seems will be only the first part of his alleged crack video scandal, Holyday was a supportive second-incommand. He was also an appropriate scold, joining much of the public in urging the mayor to address the allegations against him head on.

That Holyday would win in a riding that had been confidently Liberal for a decade isn’t surprising. That Ford’s

candidate should lose in a riding to the east of there, in spite of everything... well, if a mayor’s word means anything in influencing a vote, that is a bit of a surprise.

Fo rd a n d h i s f a m i l y have been a-courting in Scarborough since the 2010 municipal election. Ford promised and could well be on the cusp of delivering a subway there. Scarborough folk were lined up through the trees at his first-ever Scarborough FordFest party.

Personally, he polls well there, too.

Yet he could not transfer that combination of elbow grease and pixie dust to influence a provincial vote.

It might be that the office itself doesn’t hold much influence. When Ford’s predecessor David Miller waded into federal elections in a less partisan way, he tended to pick candidates in individual races that had a decent chance of winning. Mel Lastman, a savvy political operative from way back, knew enough to stay out completely.

Emergency services’ blood donation campaign aims high Sirens For Life aims to collect 1,200 blood donations by Sept. 2

“I’m here today, I’m breathing today, I’m working today because people donate blood,” said Hunte at the kick off to the annual Sirens For Life campaign to raise blood donations.

Hunte, a downtown resident, has a genetic blood disorder called sickle-cell anemia and has received blood more than 20 times in her life.

Her twin sister died 13 years ago because of complications from sickle-cell anemia, but Hunte said she enjoyed 36 years of life with her twin sister – also thanks to Canadian Blood Services and the people who donate blood.

The Sirens For Life campaign, which kicked off last month at Toronto Police Service 14 Division on Dovercourt Road, is an annual competition between the Toronto Police Service, Toronto Emergency

of this competition will be, given the obvious answer is that the police will certainly do the best,” joked Acting Toronto Police Service Deputy Chief Frank Bergen.

The police know well the need for people to give blood, Bergen said, because they witness it first hand when attending car crashes and the like.

“A person who is injured in an auto collision may require as much as 50 units of blood,” Bergen said.

“This year to date the Toronto Police Service has investigated 25 collisions with life-threatening injuries. That would translate to requiring 1,250 units of blood.”

The 2013 Sirens For Life’s goal is to collect 1,200 blood donations

before Sept. 2.

Charmaine Lodge, Canadian Blood Services director of donor and clinic services, said summer is typically a challenging time of year for collecting blood.

Donations take a dip because people are out of town or don’t book appointments to donate because they are out enjoying the weather, Lodge said.

“The challenge is that summer is also when people are out and about – they are on the roads, they are on the water, they are doing all sorts of activities so the chances of accidents and need for blood and blood products is greater,” she said.

“That is why the Sirens For Life campaign is so important, it is an opportunity for our heroes to save even more lives.”

The Sirens For Life campaign is also a call out to the community to also give blood.

“We need more Toronto residents to give blood,” Lodge said.
