Winter survival kits assembled for homeless Thousands of kits to help the homeless make it through winter will be assembled tomorrow.

The packing event for Project Winter Survival will take place at The Bargains Group Ltd., 890 Caledonia Rd., with Police Chief Bill Blair and Project Winter Survival founder Jody Steinhauer joining the assembly.

The kits, which include warm clothing, sleeping bags and personal care products, will be distributed to the homeless throughout the Greater Toronto Area through frontline agencies beginning Saturday, Jan. 19.

For the past 14 years, Project Winter Survival has assembled and distributed more than 15,000 kits.

Winter survival kits are allocated to more than 175 frontline agencies such as The Salvation Army, Red Cross, Scott Mission, Eva’s Place and Covenant House.

spirits lifted for snow lovers Earl Bales Park unveils $2.3-million ski lift Local snowboarding and skiing enthusiasts were given another reason besides the snowy weather to be excited about Earl Bales Ski and Snowboard Centre this week.

With Mayor Rob Ford in attendance, the North York park’s ski centre unveiled its new $2.3-million ski lift last Friday.

The quad ski lift will get skiers and snowboarders up the hill faster than the existing two-person chair lift, which will still be in use.

Along with Mayor Ford was Scarborough-Agincourt Councillor Norm Kelly, chair of the city’s parks and environment committee, and York Centre Councillor James Pasternak.

All three parties helped cut the ribbon on the new lift.

NYGH opens clinic for children with complex illnesses LISA QUEEN lqueen@insidetoronto.com North York General Hospital will officially open a pediatric complex care clinic for children living with chronic illnesses today.

While it is older patients more often associated with complex illnesses, there are

many youngsters living with ongoing conditions such as cerebral palsy, complications associated with extremely premature birth and congenital heart disease.

Local children are often seen by several health providers at a number of locations across the Greater Toronto Area.

That’s where North York General’s new clinic comes in.

Working in partnership with the complex care program at the Hospital for Sick Children, the clinic provides a one-stop centre for treatment.

The clinic’s team consists of a pediatrician, pediatric nurse practitioner, occupational

therapist, dietician, social worker, geneticist and a coordinator from the Community Care Access Centre.

The team will partner with the child’s own pediatrician or family doctor, specialist or other health care providers.

“Our complex care team ensures that every child gets the right care at the right time

in their own community,” clinical team manager Bonnie Kerr said in a statement.

North York General is the fourth hospital in Ontario to offer the one-stop model for young patients with complex medical conditions.

The clinic will help prevent visits to the emergency department and the risk of

being admitted to hospital because the team will work with the patient and family to manage the child’s care, which will reduce stress and uncertainty, pediatrician Dr. Ronik Kanani said.

Patients and their parents will be able to access the clinic’s resources through visits, phone calls and email.

Keep budget in mind all year I

t’s budget season: Cold and dry.

However, unlike previous City of Toronto budgets when Mayor Rob Ford raised the ire of residents and councillor, this year seems to be a less-irate affair.

Except for a few agenda-driven Torontonians, no one seems interested in the billions of dollars it takes to run Toronto.

The budget committee has spoken. The proposed $9.4-billion budget headed to the our view city’s Executive Committee yesterday. Councillors should keep the budget top-of-mind at every community meeting they host or attend.

Everything important to residents should be approached with the budget in mind. Torontonians deserve to know exactly how every request – from installing park benches to TTC funding – has a budgetary component.

When you attend a meeting at a wading pool, and residents want paint supplied to paint the pool, they have to understand how that happens. If residents want a planning study done, councillors have to acknowledge there are issues – such as budget cuts – that impact these studies.

As our elected representatives, councillors are obliged to not only accept requests and recommendations from Torontonians but to discuss with them exactly how those things can – or cannot – come to be.

It’s easy to be frustrated as a citizen, believing you have no voice at city hall. But that’s not that case.

Educate yourself on the budget process; know exactly where the money comes from and where it has to be spent. Councillors should not be left to explain how the budget works every time.

Formalize the issue by creating groups, or participating in local residents’ associations. Formalizing into a group lends more credibility to requests. Having an understanding of how the budget process works is even better.

The city’s budget should be top-of-mind for councillors and residents alike. That way, we can all participate intelligently in how to make our city a better place. newsroom

As often happens, the best solution comes from humour and comedy.

In a recent re-run of Yes, Prime Minister on TV, a professor proposed getting rid of political parties. Each riding would elect an MP based on that riding’s needs and interests. No more dictation from party headquarters as to who can run in the riding and what the candidate has to say.

The MPs would elect a prime minister who would select a cabinet. The PM could be removed from office at any time if the MPs are not happy with him or her. A new PM would then be elected.

The present insane system where a PM can get a majority government with 39 per cent of the popular vote would be gone forever.

A look at the realities of the interim mayor label

M

ost of the discussion at Toronto City Hall now centres on what will happen if Mayor Rob Ford loses his appeal of the ruling to vacate the mayor’s office.

Should he be forced to go, Ford and his allies have all but given up asking council to approve a byelection. As a result, the main question is whom councillors will select as interim mayor.

Since the position is open to any elector, we can expect a long list of candidates, including special interest advocates, job seekers and the delusional.

Expect council to give each candidate five minutes to state their case, and to allow each councillor one question per candidate.

The clerk will then instruct councillors to select one candidate from the speakers list. Those with the fewest votes are dropped from succeeding rounds. Councillors will continue voting until

a majority selects a candidate. Afterwards, the voting records are posted on the city website.

Like any formal theatrical performance, what appears on the stage is well rehearsed. Councillors are now interviewing candidates. Their criteria are different than what the public seeks in a mayoral campaign. Unlike the public, they will not be measuring candidates against campaign promises.

Instead, councillors are looking for a conciliator to competently manage the organization. Councillors would allow progress where there is wide agreement, such as demanding addi-

tional funding from other governments.

Councillors also have two other questions in mind. The first is whether the candidate will allow each councillor to advance their individual interests.

Candidates for the mayoral position need to grasp that agreeing to bland centrist positions is essential for appointment.

Equally importantly, councillors do not wish to give anyone an advantage for the 2014 mayoral contest. They are almost certain to extract a promise that the candidate will not seek election as mayor.

At law, no one cannot prevent a voter from seeking any office. As well, appointees to council vacancies have changed their minds once in office. While competitors were outraged, electors either forgot or did not seem mind. In most cases those who broke their promises were returned.

Without a public mandate, compelled to utter inoffensive goodwill while canvassing councillors, and obligated by a promise not to seek election as mayor, the successful candidate will come into office with a term of just more than 12 months. Once installed, the interim mayor will have limited ability or time to change committees or the municipal structure.

Given these handicaps, our new chief magistrate will have great difficulty in enforcing discipline or implementing new legislation, even if so inclined.

s Toronto Argonaut running back Andre Durie stopped in the doorway of the gymnasium of Weston Collegiate Institute, he hoisted the Grey Cup to his shoulders and kissed it as students and faculty cheered.

He walked in, sporting a white 100th Grey Cup Champions hat on his head, and the glistening trophy at his side, We Are the Champions by British rock band Queen blaring from the school’s speakers.

About 100 students piled into the gym Tuesday to await the arrival of the Grey Cup and Durie, who helped the Argos defeat the Calgary Stampeders on Nov. 25 on home turf with three receptions and a touchdown.

For the Argos, returning to Weston C.I. at Jane Street and Lawrence Avenue West wasn’t just about sharing their triumph with students, but about keeping a promise they made to them seven months ago during a visit about anti-bullying.

“This was one of first things the players remembered when they won,” said Jason Colero, director of education with the Canadian Football League club.

Whispers of a potential visit from the Argos first swirled around the school just before students took their Christmas holidays.

According to principal Deborah Blair, as word spread students got more and more excited.

Durie also posed for pictures with the school’s entire football team, the Weston Ironmen, and signed a couple of footballs, shirts, even notebooks for students.

“This is awesome,” said Durie, “Seeing the kids embracing it, seeing the city embracing it. It’s just a great opportunity to put a smile on the kids’ faces.”

group yesterday said group chair John Tory and CEO Mitzie Hunter will be at Toronto City Hall on Monday to discuss the next steps for its ‘Your 32’ campaign which was launched last fall.

The campaign had asked commuters what they would do with 32 minutes more time saved from commuting if better transit were in place across the Greater Toronto and Hamilton Area (GTHA).

During her leadership campaign, Wynne has signed up the most new members at 8,000, has the most delegate candidates at more than 1,600, has delegate candidates from all of Ontario’s 107 ridings, all 17 university campus clubs, and has the highest number of grassroots donors and has the most innovative online campaign, Wilkinson said.

Wynne and former Windsor MPP Sandra Pupatello are seen as the frontrunners in the race.

Pupatello is considered the

choice of the party’s establishment and has the support of many high-profile Liberals such as Finance Minister Dwight Duncan.

Other candidates are St. Paul’s MPP Eric Hoskins, former Parkdale-High Park MPP Gerard Kennedy and Mississauga MPPs Charles Sousa and Harinder Takhar.

Wynne said her team has had discussions with other campaigns about where candidates will throw their support as they fall off the ballot at the convention but said no promises have been made.

Murray, a former mayor of Winnipeg, was first elected Toronto Centre MPP in a byelection in 2010 and was re-elected in 2011. He has served in cabinet.

I

n the late 1970s, Queen Street West was alive with energy and activism, said filmmaker John Greyson. The gay rights liberation movement was strong and the arts community was open and inclusive.

At that time, a young Greyson moved to Toronto from London, Ontario, because he wanted to make art and come out as queer and this was the place to do it.

“I always talk about Queen West as being my university for better or for worse,” Greyson said. “Making work and being part of the gay activist community right from the start shaped me and the work I was doing.”

Greyson didn’t study film; in fact he didn’t even graduate from high school.

But upon arriving in Toronto he joined film co-operatives Trinity Square Video and Charles Street Video and later the Liaison of Independent Filmmakers of Toronto (LIFT), which Greyson said stands out as a model of what a co-operative should be, not just cheap equipment but also a community.

“There was so much permission and generosity back in the 1970s and the stuff I wanted to learn wasn’t being taught at universities,” Greyson said.

“I was really excited by queer art and the new generation of gay artists making work about sexuality and that just wasn’t in the curriculum at OCAD or U of T or York, it was on the street.”

create their films and through his own mistakes that Greyson said he received his education in filmmaking.

In 1991 he went to the Canadian Film Centre, which he said was important for him to make the jump into features and into a higher level of funding.

He is now a professor at York University and has obtained a master’s degree and is working on his PhD in the drama centre at the University of Toronto.

“Once I finish the PhD I’m thinking of going back and getting my Grade 12,” he said with a chuckle.

Greyson recalls working at Fuse Magazine in the 1980s, pre-computers, and taking the typesetting to The Body Politic, a gay liberation magazine run by a collective.

Greyson said the magazine was

often under attack over freedom of speech issues, but at the same time was the centre of a dynamic activist community.

“The arts community really rallied around it, so you had this coming together of a very marginal, progressive, experimental arts scene and a radical gay liberation movement,” Greyson said.

“And it all took place in a one-block radius.”

It was energizing and had a tremendous influence on his career and award-winning films/ videos like Fig Trees, Lilies and Zero Patience.

“Who knew it was going to imprint so strongly,” Greyson said.

His latest project, Murder in Passing, which he wrote and directed, is the first transmedia whodunit series for commuters with silent 30-second episodes

appearing daily on Toronto’s subway platform screens and online. Murder in Passing launched Monday and airs daily until March 1.

The film-noir murder mystery continues his exploration of larger social issues and social critique.

“That combination has stayed true, right up to this project where you have this collision of video art on the subway and issues around transit, bikes and SUVS, but equally important, debates around gender,” Greyson said.

“The point of this project isn’t to provoke, it is to engage, so we are trying to reach viewers, not by shocking or alienating them, but engaging them and bring them into this conversation around these issues of transit and gender.”

in Passing, B.C. and everyone in the town is a suspect.

There are visual clues embedded within every episode as well as sign language across the 40 episodes that together spell out another clue. There are opera fugues with embedded clues paired with each episode, which Greyson said are hugely important for citizen sleuths to pay mind to.

“The goal is that people will see it on the platform and be intrigued and go to the website,” he said.

“There is a twitter feed and facebook updates.”

Murder in Passing was commissioned by Art for Commuters and Pattison Onestop; it’s is a Future Cinema Lab/Greyzone Production supported by the Social Sciences and Humanities Research Council (SSHRC) and Canada Council for the Arts.

The project will potentially reach one million people a day for 40 days.

“As far as we know, it is the biggest the world has seen,” Greyson said, “No one has done a public serial narrative of this scale before.”
