Project Winter Survival: helping Toronto’s homeless stay warm Cold-weather kits packed at The Bargains Group on Caledonia FANNIE SUNSHINE fsunshine@insidetoronto.com If Jody Steinhauer had her way, Project Winter Survival wouldn’t exist.

But sadly, she knows homelessness isn’t likely to disappear anytime soon.

For the past 16 years, Project Winter Survival has annually packed 3,000 kits full of cold weather necessities for those in need for distribution through more than 160 homeless shelters and social service agencies across Toronto and surrounding areas.

Since its inception in 1999, Project Winter Survival, now part of national charity Engage and Change, has packed and distributed 26,000 winter survival kits for the homeless.

“The best thing that could happen is that Project Winter Survival doesn’t happen,” said Steinhauer, founder of the initiative and president and CEO of The Bargains Group.

“We are a Band-Aid solu-

tion. Until there is more affordable housing, Project Winter Survival has to be there.”

The recent deaths of three homeless men attributed to freezing temperatures has brought awareness to the problem, Steinhauer said, adding it enforces how important Project Winter Survival is.

Mayor John Tor y has appointed Senator Ar t Eggleton, a former Toronto mayor, to lead a six-person task force to study issues within Toronto Community Housing and its affordable housing units.

A $25 donation helps sponsor Project Winter Survival kits, and Engage and Change issues tax receipts for all financial donations.

Though kits have been assembled, Steinhauer said financial contributions are always needed.

North York pharmaceutical company gets boost DOMINIK KUREK dkurek@insidetoronto.com North York pharmaceutical company Dalton Pharma Services is expanding its operations with help from Ottawa.

The contract manufacturing and drug development research company is receiving more than $2 million from the Federal Economic Development Agency for Southern Ontario (FedDev Ontario). The company itself is putting in an additional $6.3 million to increase its manufacturing capacity.

The company anticipates this will add an extra 21 fulltime skilled positions during the expansion project, plus another 13 workers once the project is completed in a few years. The company currently employs approximately 70 people.

“FedDev has provided an important contribution to our growth at just the right time for us to benefit,” said company president Peter Pekos, at a media event announcing the funding last Friday.

The company provides such services as research, product development and manufactur-

ing of low-volume pharmaceutical products. Pekos said 60 per cent of the company’s business comes from outside the country.

Dalton Pharma Services competes against offshore companies that have lower costs, Pekos said, but stays competitive by providing premium manufacturing and superior service, and benefits from the region’s economic and innovative environment.

“Dalton also benefits by being embedded in a highly innovative cluster that exists in Southern Ontario. Seven of

Ontario’s leading universities, and I would even say globally leading universities, are within a three-hour drive, on a good day,” Pekos said.

York Centre MP Mark Adler said he’s pleased the government has chosen a York Centre company with a strong track record to help it become more competitive in the pharmaceutical industry.

“Our government believes that support like this can help Southern Ontario maintain and get a competitive edge that it needs to compete in today’s very competitive, global economy,” Adler said.

Second-degree murder charge in 2015’s second homicide A man was found dead at a Yonge Street and Finch Avenue condo and an 18-year-old man has been charged with seconddegree murder.

Police were called to 39 Pemberton Ave. late Saturday.

When they arrived, they found the body of a man with obvious signs of trauma.

Aloy Onochie, 61, of Toronto, was pronounced dead at the scene. Uchenna Onochie,

18, of Toronto, was charged Sunday with second-degree murder.

Police found Uchenna Onochie walking by the entrance of Finch station Saturday around 10:30 p.m. with a knife. After spending several hours calming the man, police were able to get him taken to hospital for treatment of self-inflicted wounds, police said.

Attack near Weston and 401 Police have released security camera images of one of several people wanted in a robbery investigation in the Weston Road and Hwy. 401 area Dec. 23.

Police said a woman, 24, was riding the elevator around 7:40 p.m. when another female told her she was about to be robbed. As the woman attempted to flee the elevator, she was swarmed by another woman and two men, assaulted several times and robbed.

One of the attackers is described as white, 18 to 22 years old, 6’ 2” tall, with a slim to medium build and dark shaggy hair. He was wearing a jacket with a large Montreal

Transit: give us what we pay for W

e’ve argued in these pages many times before that Torontonians will get the transit they pay for.

The city’s transit woes are many; the solutions will need to be multi-pronged and include the input (and funds) of all three levels of government. So Mayor John Tory’s recent transit announcement – basically a fare increase, children 12 and under ride for free, and the promise of service improvements – must be lauded as at least an attempt to come up with some solutions.

Despite campaigning on the promise to not raise transit fares, the user-pay approach to keeping transit moving versus a property tax increase is a safe option, but not necessarily a courageous one.

As the cost of running Toronto’s transit system rises, fares will have to increase, but property taxes may need to rise as well and alternative funding addressed.

Transit Bonds are just one idea. And with that inevitable increase, it’s not a stretch our view to demand more bang for our transit buck.

Demand more Tory’s Monday announcement offered some of this added value for our value: 50 new buses; restoring increasing buck all-day, everyday bus services that were cut in 2011; 10-minute or better bus and streetcar service. But there needs to be more in order to make the current and future increases at the fare box less frustrating.

For instance, a monthly Metropass will now cost $141.50 – it’s getting quite expensive to travel the TTC. For weekday cash commuters who drop $6 a day on transit, it works out to roughly $120 in a four-week month. Unfortunately there are few options for those without a car.

Last week’s GO Transit and TTC announcement that an extra $60 GO transit sticker can be purchased so transit users can ride GO when the TTC is busy is not the way to sweeten the transit pie. Soon it won’t be enough to merely add two subway trains on lines 1 and 2 during morning and afternoon rush hours, all-door boarding, or 12 extra routes to the Express Bus network.

Riders deserve more: a properly integrated GO and TTC pass, perhaps a two-hour ride-anywhere ticket so people heading out for quick grocery shopping can do so.

Torontonians have to get used to the fact that transit will cost everyone more money.

And politicians need to understand that any extra increases at the fare box or on our property taxes must be accompanied by something tangible to offset asking more money from residents.

Start brushing up on your curling lingo I don’t curl myself, but I’ve always been a big fan and this is the time of year when curling news and highlights start popping up in newspapers and on TV screens.

Like every sport, it has a lingo all its own and for those who don’t follow it closely and aren’t up to speed on all the terminology, what follows are some explanations of a few of the most commonly used phrases.

Q. Announcers often refer to the perfect takeout. What is that exactly?

A. A jumbo burger, fries, onion rings, apple pie and a smoothie and having somebody else pick up the tab.

Q. Any tips on how to draw to the four-foot?

A. Just have them stand on a stool directly in front of the easel.

Q. How do you freeze to the button?

A. I wouldn’t try it myself, but if you take

Q. We hear from time to time that a skip has been

having trouble with his or her weight all week. What do you recommend?

A. Trying to cut down on ordering so many jumbo burgers, fries, onion rings, apple pies and smoothies, no matter who is buying.

Q. What’s poor execution of the come around game?

A. When you keep telling somebody you’re going to drop by and you never bother to show up.

Q. Why do they say that a jam, even though it is unintentional, always remains in play.

A. Because nobody can resist jam, whether you were hoping for it or not.

It’s just too yummy.

Q: There were a bunch of clips of The 10th Annual Celebrity Curling With The Stars Bonspiel on last night and the colour commentator said the key to the success to Homer Simpson’s rink is that Homer had such a great back end. What do you

think?

A. I think the commentator needs a pair of glasses. read the ice Q. We’re told time and time again that to be a good skip you have to be able to “read” the ice. How the heck do you read ice?

A. Beats me. And that’s just for starters if you want to make it to the top, from what I understand.

Apparently, if you entertain hopes of one day going all the way to the Scotties Tournament of Hearts or the Tim Hortons Brier, not only do you have to be know how to read the ice, you also have to make sure to Like the ice on Facebook and follow it on Twitter.

Tory’s budget likely to pass easily

The first budget of a term of council is often an easy one to swallow.

In 2011, it was such an easy budget that Rob Ford could get away with freezing property taxes, eliminating the vehicle registration fee and demanding that TTC fares be frozen, all thanks to a reserve squirrelled away from the previous administration.

In 2015, Mayor John Tory is faced with a similar gift set.

There is no surplus; the last time Toronto used a prior year surplus to balance the budget was 2012. The land transfer tax, which former mayor Ford generously failed to eliminate, has come in at a staggering $425 million, $50 million more than finance staff anticipated.

Ontario Premier Wynne and Tory are well-disposed to one another – something that could not be said of Ford and former premier Dalton McGuinty – so odds are good the city will receive $85 million in help from Ontario.

And unlike Ford, Tory has felt no need to deliver a property tax freeze. Instead,

david nickle the city he has done the opposite and increased service levels to what seems like a luxurious degree, and charged Toronto residents appropriately.

Buses will run more regularly and subway trains more frequently and children under 12 will ride the TTC for free; there will be more resources to save the homeless from freezing cold nights and more shelter beds available all the time; traffic-clogging road work will finish up more quickly.

And Torontonians will pay more.

There’s an inflationary tax increase of 2.25 per cent that goes slightly above Toronto’s rate of inflation when the 0.5 per cent Scarborough subway levy is added in (which it is).

Non-children will be paying an extra 10 cents to ride the TTC. User fees are on the rise, as the city charges more for household garbage collection

and hikes fees for renting ice by 7.25 per cent and premium sports field fees by 12.5 per cent.

Pushing increases like that would have been bad medicine indeed for most mayors in Toronto’s recent history and this may turn out to be the case for Tory, but I suspect it won’t.

Tory made the point at a lunch-hour speech that his predecessor – that being Rob Ford, now councillor for Etobicoke North – raised fees and taxes more marginally while at the same time reducing service. And that is not what’s going on here.

Tory wants to be seen as fiscally prudent, but what he is selling along with that is the good life – or at least a better life – for constituents. It is in the short term a progressive budget coming from a darling of council conservatives.

It will likely pass as easily as it was, say, for Richard Nixon to visit China.

“John said he wasn’t going to raise fares – we all heard it during the mayor’s debate. He’s not being honest with the taxpayers,” said former mayor Ford. “I was honest with the taxpayers – John’s not.”

Ford was a minority of opposition to Tory’s plan, announced Monday, to raise TTC fares by 10 cents and add $95 million to the Toronto Transit Commission’s budget.

That add-on would reverse many of the service cuts imposed under Ford: restoring 10-minute service to bus routes throughout the city, adding express buses on key routes, adding two trains each on Lines 1 and 2 during rush hour, and allowing children under 12 to travel for free.

Ford scoffed at the idea of free rides for children.

“Putting kids on for free? We’d love to put them on for free but we can’t afford it. And who’s going to determine if the kids are 12 or not?

Are they going to show ID with the driver? Seventy-five cents (the price of a children’s fare), I think people can afford 75 cents. Even people in the poorest neighbourhoods can afford 75 cents. He’s not being honest with the taxpayer.”

Other councillors took a different tack.

Don Valley East Councillor Shelley Carroll said Tory’s decision to change his tune on the fare hike was “courageous.”

“We have a mayor who’s now admitting he cannot do things for free and that’s a change,” said Carroll. “It’s a good change. We’re not going to lie to ourselves anymore.”

Tanase said the majority of the artists in this show are in their early 20s to mid 30s and share the common theme in the art scene of splitting their attentions.

While splitting their energies between love and labour, Tanase said some artists find a creative relationship between art and work. For some artists, their daily life becomes an inspiration and is seen in a new life in their artwork.

Others may use the tools of their daily work world and

“Whenever the weather is good, people come out,” Pat said.

The display at their Benjamin Boake Trail home was turned on Nov. 30 and shut off Jan. 6.

The home near Keele Street and Sheppard Avenue was outfitted with 50,000 LED lights and countless inflatable decorations; a donation box out front collected money to be given to the downtown hospital. The De Sarios spent time at SickKids after their daughter, Angela, was diag-

nosed with juvenile diabetes years ago, and this is their way of giving back.

15-yearinitiative This year, $12,227.53 was collected, bringing the De Sarios’ overall donation to SickKids to more than $127,000 over the 15 years they have lit up their home.

“We don’t really set a goal, just whatever we can get,” Pat said, adding she spent hours Christmas Day handing out chocolate bars to the children who stopped by to take in the dazzling lights, while her husband, Amatore, directed

traffic to keep cars moving. “I want to thank everyone who came out.”

The number of visitors in 2013 was on the low side, she said, adding the cold weather and ice storm that plunged most of the city into the dark for days just before Christmas played roles.

The expansive display is slowly coming down to be stored in the home’s double car garage, she said, noting a new decoration – a 14-foot polar bear – has already been bought for when the lights turn back on in 10 months.

“We have to figure out where to put it,” she said.

users could lose out wMetropass Lost in the hoopla surrounding this week’s $95-million TTC budget announcement is the fact Metropass users face a stiff cost increase.

The money is earmarked for a variety of immediate improvements such as boosting service pre-2011 levels and providing free and unlimited transit access for kids 12 and under.

To fund the service improvements the TTC will impose a 10-cent “proportionate” fare increase on bulk fare purchases while continuing to freeze cash fares at $3.

This means that buying seven tickets or tokens at the new rate of $2.80 per fare would set riders back $19.60. That seems a modest increase since it’s promised to improve service, as opposed to raising fares while reducing service.

In calculating the Metropass increase, the TTC opted to raise the trip “multiple” so now it will require 50.5 rides

As transit watcher Steve Munro pointed out, Mayor John Tory, TTC chair Josh Colle and TTC CEO Andy Byford made no mention of this “stealth increase” during the transit fare announcement.

The Metropass is already the highest priced monthly travel pass in North America, and if this latest price hike is approved as expected, it will mean yet another increase for the most loyal users of the TTC. BEACH CHARTER or liberty village buses wNO

Another crowdfunded transit operation is applying the brakes to its plans for a chartered bus service.

The plan, announced by Jon Chaisson via Facebook, would have seen a daily commuter bus traveling between the Beach and

downtown.

But Chaisson said the project is on hold as he works through “legal aspects” of the service.

This comes on the heels of Line Six cancelling its launch of a regular private bus service for Liberty Village residents. The service, which was to have begun this week, was said to be scuttled due to objections raised by the Ontario Highway Transport Board.

Solhdoost won the recreation category of the contest with a photo titled Jogging in the Park.

The Snap and Share photo contest was put on by the City of Toronto and Nikon Canada; it received 1,600 submissions from across the city of photos of parks, forestry and recreation.

Robin Hawdon’s play Perfect Wedding generates laughter from the first moment when the bridegroom-to-be wakes up in bed, naked, next to a woman he doesn’t recognize. His appalled, confused and comical reactions set the tone for the farce that follows.

Bill, the horrified groom, scrambles to cover his tracks and drives the narrative. He turns to his best man Tom, who begins to improvise an explanation that will absolve Bill of any wrongdoing and the more they invent, the more wildly convoluted the situation becomes.

It’s like watching a pinball game as each action leads to unintended results drawing in Tom’s new girlfriend Judy (played by Melissa Beveridge), an overly helpful chambermaid Julie, the bride Rachel (Nikki Hogan) and the bride’s mother, Daphne.

Tony Rein directs this madcap comedy with the precision required of a farce. The laughter spreads through the theatre like confetti in the wind, and every time the situation seems to be settled a new wrinkle is introduced.

Olivia Jon as the maid scores the most laughs with her hysterical reactions lashing out at the wedding party for their improprieties. She is matched laugh for laugh

In an adjustment that is allowed by the author the story is set in a honeymoon suite just outside Toronto, which allows a number of local references to pepper the script. The set, designed

by Robin Phillips, is a comfortable two-room suite with plenty of space for private conversations, and lastminute costume changes.

It will cost more to rent ice for hockey and book premiumquality sports fields in 2015, if Toronto Council goes along with proposed fee hikes in this year’s budget.

City staff is recommending substantial increases above the rate of inflation, and reclassifications of some fields that could push the cost even higher.

Fees for recreation services are rising 2.5 per cent across the board to cover inflation.

But staff is recommending that an additional 5 per cent

be tacked onto ice rentals – meaning a total increase of 7.5 per cent – and premium sports fields by an additional 10 per cent, adding up to a 12.5 per cent increase in some cases.

Current fees for ice range from $61.40 for non-prime time community youth in a C-class facility to $319.65 an hour in an A-class facility, which accounts for 80 per cent of all city ice.

For children and youth, that’s $154.12 an hour, which would make for an approximate $25 increase per individual player per season.

The sports field increase would only apply to a small portion of the city’s fields across the city.

Those would impact players by about $20 per season.

But to mitigate the impact, the city is proposing to dis-

count rates at premier sports fields by 50 per cent during non prime-time hours.

But to further complicate matters, the city is also going to reclassify sports fields based on quality, which will affect their fees.

That will mean 94 facilities will have a decrease in fees as they’re downgraded, 35 facilities will experience an increase in fees in 2015, and 11 facilities will be seeing fee hikes significant enough to be phased in over two years starting in 2016, with no fee impacts in 2015.

Those fields are L’Amoreaux, Neilson Park, Adams Park, Bill Hancox Park in Scarborough, Esther Shiner Stadium in North York and High Park in the former City of Toronto.
