Complex serves as ‘search for the truth’
Mirror tours new forensics and coroner’s building LISA QUEEN lqueen@insidetoronto.com North York will soon be home to the world’s most premiere forensic services and coroner’s complex, experts said during a media tour of the building last week. “I can tell you, from personal experience, I worked at the Scotland Yard laboratory in the U.K. for a number of years, I’ve spent time at the FBI laboratory in Quantico (Virginia) and this facility is better by far,” Jonathan Newman, deputy director of the Centre of Forensic Sciences (CFS), said. “It really is a world-class, a world-leading facility. We’re very excited about moving.” Replacing the existing aging facilities on Grenville and Grosvenor streets downtown, the new Downsview complex, southwest of Wilson Avenue and Keele Street and part of the same campus that will eventually also be home to the new Humber River Hospital, is expected to open in September. Experts at the complex will conduct scientific investigations, such as toxicology and firearms tests, in criminal cases and sudden and unexpected deaths. Easily accessible from Hwy. 401, the location will be key in the unfortunate event of a major disaster such as a plane crash or train derailment, Ontario’s chief pathologist, Dr. Michael Pollanen, said.
“If you have, for example, a mass disaster and you’re managing a large number of bodies, you need to be in part of the physical surroundings where you can transport bodies easily to a particular location so you can have a multi-disciplinary response to the event,” he said.

The 50,000-square-metre (538,000-square-foot) complex, which costs $1 billion financed over 30 years, will bring together the Ontario Forensic Pathology Service, the Office of the Chief Coroner and the Centre of Forensic Sciences under one roof. On Morton Shulman Avenue, named in honour of the late Dr. Morton Shulman, Ontario’s former chief coroner and an MPP, the complex will also serve as a state-of-the-art training facility for future pathologists from Canada and developing countries. The building contains two large courtrooms for coroner’s inquests and a number of features to support excellence in investigations, research and training, officials said. That includes a Containment Level 3 morgue, used for cases of highly infectious diseases such as SARS, the first of its kind in Canada for a forensic facility. “The point of this building, at its most fundamental level, is a search for

There are two special enclosed bays for homicides or for severely decomposed bodies. An area down the hall can hold 200 bodies on metal carts and can accommodate another 100 in the event of a major disaster. Upstairs, the family area will provide a private, discreet place for loved ones. Relatives will be able to identify the body of a victim either by video or through a glassed viewing area, eliminating the need to go to the morgue, said Dr. Dan Cass, interim chief coroner for Ontario. The design of the building, including a very large lecture hall and an atrium, will promote collaboration between experts of different fields, Pollanen said. “It (the complex) is really, I like to say, coordination of public service and research,” he said. “This is a great thing for forensic science and forensic medicine in Ontario.” A vast improvement over the present facilities, the complex will put Ontario’s forensic sciences in the spotlight on the world stage, Dr. Toby Rose, Ontario’s deputy chief forensic pathologist, said. “Our old building is 35 years old and it looks it. In our present facility, we don’t have enough plugs for computers because it was built before computers,” she said. “I think this facility has been built for today and with a real view to the future...It will allow people to work in a very inspiring environment and it will allow us all to do our best work for our services and for the service of the province of Ontario. There is no facility exactly like it in the world.”

Civic engagement: our role to play
D
espite a tight campaign window, several community groups have sprung to action and organized three all-candidates’ debates for the upcoming Etobicoke-Lakeshore provincial byelection. It’s impressive, as three is typically the maximum number of debates you’d expect in a riding during a regular election where a campaign is often twice as long as the byelection slated for Aug. 1 Even in the city’s east end, where the ScarboroughGuildwood byelection campaign is under way, there’s one meet-and-greet currently on the calendar. We’re thrilled to see local groups like the Toronto Taxpayers Coalition, CARP Etobicoke and the Mimico Residents Association step up to provide these fully-moderated events in such short time and put questions to the candidates on issues that matter. It’s even more impressive our view to see residents turn out in such high numbers, as they did with first debate last week at a local Citizen groups the legion where it was standinghave unique room-only. This too, during the usually vacation-filled days of advantage summer. Public forums are the perfect opportunity to test candidates on matters that have a direct effect on us all, including transit, health care and growing the economy. It’s an effective way to highlight the concerns of a community – like the potential expansion of the subway into Scarborough or bringing investment and job growth to south Etobicoke – not to mention a key tool in making an informed choice, come election day. It’s also valuable to hold these kinds of meetings with elected officials after ballots have been cast. What better way to maintain civic engagement, hold politicians accountable and connect with constituents than face-to-face in an organized forum hosted by a local interest group? Motivating people to participate is always a challenge. Perhaps the key is not only in the format of engagement – as with a public forum – but also in who initiates the invitation. Groups like those mentioned above are in a position of advantage: their members belong to the community and they therefore have a stake in local issues and can passionately help push the agenda. It’s this level of involvement that needs to be maintained to ignite civic engagement and keep it aflame in our neighbourhoods, not only during elections, but 365 days a year.

Council going on subway shopping trip?
W
e’re going shopping! It looks like our municipal representatives are enthused about spending about a billion dollars to expand subway transit in Scarborough. Let’s leave some pesky details aside: whether the project is a good idea, who will build and operate the extension, where it will go, when riders might use it, or even the total cost. Instead, let’s just focus on whether the city can afford a transit project costing, say, a billion dollars. Despite what must be discouraging statistics, our city has always been the strongest and most consistent backer of transit. For example, the TTC’s operating costs per kilometre have soared and usage has not kept pace with population growth. Since amalgamation every taxpaying household’s subsidy for transit has almost tripled to about $350, surpassing every other service except police and fire.
david soknacki beyond the headlines Yet Torontonians’ need to support transit is essential. We are the primary beneficiaries, and neither Queen’s Park nor Ottawa would advance funds if property taxpayers didn’t make significant payments. It’s not that mayors past and present haven’t asked the provincial or federal governments. The senior governments acknowledge the huge scale of transit projects, and partial responsibility. But they have their own financial challenges, including a need to satisfy caucus outside of Toronto. Both governments have been non-committal to prioritizing subway expansion in Scarborough. Thanks mostly to transit, another other big growth area is in Toronto’s debt load, representing about half of the city’s debt. Back in 2000, council approved
a five-year capital program of nearly $800 million for the TTC. By this year that figure has grown seven-fold. Not surprisingly, interest expenses have become our third largest expenditure, now $260 annually per household. As unsustainable as these growth rates are, there is room for additional expansion, if council is willing to continue prioritizing in favour of transit, at the expense of other services and taxpayers. Take our property-tax rate, for example. Our low tax level and minimal rates of increase are the envy of our neighbours, so that even our mayor advocates increases for transit. The problem is that each one per cent increase of Toronto’s tax rate only brings in about $20 million. As the city manager noted, enough to cover incremental charges, but nothing more. Recouping the entire project through city regular operations would require
substantial tax increases or program cuts, or both. In fact council has shown itself completely adverse to considering new taxes, fees or cuts, proven when it recently rejected Metrolinx’s “revenue tools.” That leaves debt. Toronto has excellent debt ratings with all of the major rating agencies. These positive reviews are responsible for keeping our rates low. As a result, council could raise enough debt, although interest rates might rise for all of the city’s debt. This shopping trip begins painlessly and perhaps irresponsibly. We’ve got a great credit card, so much so that council can commit to spend a billion dollars. We can even pay the interest charges. The parking lot is small and access is off an alley behind the library, which made it a less attractive money maker for the library. With no real revenue oppor tunity the board decided not to proceed with the paid parking there. In the case of the Fairview Branch, at 35 Fairview Mall Dr., the board will reconsider the issue in September in order to hear from the TPA

A project to pilot paid parking at the Parkdale Branch of the Toronto Public Library on Queen Street West will not go forward. City Librarian Jane Pyper said at the June meeting of the Toronto Public Library Board, members decided to drop plans to charge for parking in the small lot at 1303 Queen St. W. During the review of the library’s 2012 operating budget, the board considered a number of potential sources of revenue generation, which would provide budget relief. One of the potential sources was to introduce paid parking at library lots where feasible. The first phase of the pilot project was for the Toronto Parking Authority to look at a number of sites and narrow the list of libraries where paid parking was feasible. At its monthly meeting on Jan. 21, the board voted to implement pilot projects for paid parking at its Parkdale and Fairview branches. It was originally estimated the net revenue at Parkdale would be $8,000 a year. “A more detailed report was done since then,” Pyper explained. “Essentially with Parkdale they decided the capital costs, operating expenses and the amortization of the capital costs would result in, more or less,

Catholic board names new director of education Toronto’s Catholic school board has appointed a familiar face to replace outgoing Director of Education Bruce Rodrigues. After serving five years as the board’s associate director of Academic Affairs, Angela Gauthier will now step in to fill the role Rodrigues recently vacated when he was named CEO of the Education Quality and Accountability Office (EQAO) for the province of Ontario. Gauthier will assume the duties of the Toronto Catholic District School Board’s ( TCDSB) new director of education as of Aug. 1. The choice of Gauthier, said TCDSB Chair Ann Andrachuk, was a natural one. “Angela is very passionate about how we can better support the academic achievement and
well-being of our students,” Andrachuk said in a statement released Tuesday. “She is the right person at the right time with a clear understanding of the gains already made by this board and how we can move forward together with innovative, new ideas that support learning and deal with the challenges ahead.” A g ra d u a t e o f t h e TCDSB herself, Gauthier received her Bachelor of Education from the Université d’Ottawa, and both Bachelor of Arts and Masters of Arts degrees from the University of Toronto. “A highly respected educator with an extensive record of achievement, Ms. Gauthier brings a wealth of leadership experience to the position,” reads a TCDSB release announcing Gauthier’s appointment.

A new deputy mayor for Ford?
T
here’s nothing certain in love, war or politics – but it’s a fair bet when the dust settles in the Etobicoke-Lakeshore byelection, there’s a good chance Mayor Rob Ford will have a new deputy at his side. His current Deputy Mayor, Doug Holyday, is of course the Progressive Conservatives’ great hope to win a Toronto riding. He’s currently nipping at the heels of fellow councillor and Liberal candidate Peter Milczyn, but the polls are close enough to make it a possibility that on Aug. 2, Milczyn will be coming back to city hall and Holyday will be off. And if that happens, Ford will be looking to a new deputy, Scarborough Centre Councillor Norm Kelly, for the rest of the term. I predict Kelly will do a good job. Throughout his career, he’s always been a dutiful team player, of the dance-with-the-one-thatbrung-you variety. But he won’t provide the unique
david nickle the city qualities that Holyday provided for Ford. It’s fair to say that only Ford’s own late father, Doug Ford Sr., has been as much of a mentor in retail conservatism to our mayor as Holyday has. Both men have made careers of eschewing the perqs of a councillor’s office, and criticizing those who indulge. Ford’s insistence on holding down and voting against stop signs and traffic calming installed against staff’s recommendation was learned at Holyday’s foot. I remember when Ford came to City Hall for the first time, right before he was first elected, I met him and his brother Doug Ford in Holyday’s office. All of this has combined to make Doug Holyday an excellent deputy mayor. He’s a trusted enough member of Ford’s inner circle to take the lead on some of Ford’s biggest files, and also to be able
to get away with applying necessary public pressure when the mayor’s handling of his personal issues have threatened to derail the city’s government. Can Kelly do the same? The short answer is no. Through his long career as a city councillor, Kelly has often seen nothing wrong with taking expensive trips on the public’s dime. And his dutiful loyalty to his mayor is undercut by the fact that Kelly was an equally loyal lieutenant to Mayor Ford’s predecessor, left-of-centre magistrate David Miller. Can Kelly do a good enough job, though? The short answer there is sure. After all, just as Deputy Mayor Holyday is campaigning hard for a new job now, Mayor Rob Ford is already campaigning hard for his old job back. And that will make for lighter lifting in the deputy mayor’s job – whoever it is that ends up doing it.

It’s a sign of things to come. Late last month, West Park Healthcare Centre unveiled a new 7.6-metre (25-foot) sign, which features a double-sided, coloured LED screen. In the works for about eight years, the sign at the northwest corner of Eglinton and Emmett avenues is a “milestone” ushering in a new era for West Park, president Anne-Marie Malek said. The sign will draw attention to the complex continuing care and long term care centre tucked away in the Mount Dennis neighbourhood and not visible from the main roads. Made possible through a $100,000 gift from David Weishuhn and Martin Donnelly of Direct Energy, it will also promote West Park services and community events. “It will become a beacon
for all the traffic here on Eglinton,” York SouthWeston MPP Laura Albanese said. Part of a larger gateway entrance project, the sign is expected by the fall to overlook new traffic signals at the busy intersection of Eglinton and Emmett, which York South-Weston Councillor Frances Nunziata has been working on getting for many years. ‘road to recovery’ Meanwhile, the sign already overlooks a new street sign put up last week identifying the southern portion of Emmett as the “Road to Recovery” that aims to redirect traffic to West Park off Emmett rather than through the residential neighbourhood. Not only did officials at the unveiling ceremony praise the sign as a community beacon, they said it marks the beginning of West Park’s redevelopment
project. West Park officials are working to turn the facility into Ontario’s first integrated health care campus that will bring together specialized rehabilitative and complex continuing care, primary care, long-term care and independent living arrangements on one site. West Park expects to see a 50 per cent increase in demand for its services over the next 20 years. It now helps about 9,000 patients a year. The redevelopment project will include the construction of a new patient care centre, major renovations to the main building and new independent living housing and related services for seniors and people with disabilities. The redevelopment project is now in the planning and design stages, with construction expected in the next few years. The sign is a clear symbol of the progress being made
as West Park redevelops its campus, Malek said. “West Park is entering into a new era of health care delivery,” she said. Meanwhile, Nunziata said residents are “100 per cent behind” the sign. At a community meeting in January, some people, such as Marie Vieira, liked the design. focal point “I’m impressed,” she said. “It’ll be a nice focal point for the area, it’s very modern.” Others, such as Elizabeth Tysiaczny, had reservations. “Yes, it needs to be clear, yes it needs to be visible, I fully understand that,” she said. “But I think it’s intrusive, I don’t like the design. It’s too big. I think something a bit more subtle could have been designed.”
