ing his time with the First United Pentecostal Church of Toronto. Garcia, who just graduated Grade 12 from Senator O’Connor College School, is one of five recipients of New Circles’ Community Service Awards, which will see $500 handed to each winner for post-secondary studies. The awards are handed out to first-year college or university students who are between the ages of 17 and 24, have demonstrated an outstanding commitment to volunteerism

and philanthropy, and live in New Circles’ catchment area of Thorncliffe Park, Victoria Village and Flemingdon Park. They will be given to the recipients during a ceremony today at 10 Gateway Blvd., Suite 100. “This award means a lot to me,” Garcia said. “It shows what I do is appreciated.” Garcia, who plans to major in international relations and economics at the University of Toronto in September, is heavily involved with his Scarborough church, working

Forgotten British Home Children remembered at Pioneer Village

ecounting how his grandfather and thousands of other British children were sent for decades to Canada to work as farm labourers and domestic servants, television commentator Don Cherry said the youngsters were “slaves” who should be recognized for the abuse many suffered and honoured for their contributions to Canada. “Let’s lay the cards on the table here, they were slaves. They really were slaves,” Cherry said during a ceremony at Black Creek Pioneer Village Monday. From 1869 to 1948, as many as 118,000 youngsters, known as British Home Children, were sent to Canada to work on farms and in homes because their families had fallen on hard times. Their plight is being recognized in a new exhibit called Breaking the Silence: Stories of the British Home Children, 1869-1948, which will be on display until Dec. 23 in the village’s

“Let’s lay the cards on the table and, maybe I shouldn’t say this, but we never knew about it because they were British. If they were anything else, (people) would be up in arms,” he said, acknowledging that what he said might not be popular but needed to be said, “There would be a thing in Canada and the whole deal in the House of Parliament (recognizing) how bad they were treated. But because there were British, they just passed it off.” On the 100th anniversary of the beginning of the First World War, the ceremony honoured the 10,000 British Home Boys who enlisted, which was almost 100 per cent of those who were eligible. At least 1,035 died, 119 of

them on April 9, 1917, the first day of the Battle of Vimy Ridge in France, which symbolically brought Canada together as a nation. Cherry’s grandfather, who was sent to Canada at the age of 12 following the death of his father, fought in the war. “I’m very happy to be here for my grandfather, Richard Palamountain. He was at Vimy and he was a British Home Child,” he said. “There were a few (British Home Children) who were treated right. My grandfather, he went from Quebec to the Royal Military College. He was a horse groomer. He went over to the First World War. He was 31 years old and with a family so he didn’t have to go but he did.” The ceremony, a partnership between the village and the British Home Children Advocacy and Research Association, featured Camp Borden Cadets marching in a parade of flags, the Ceremonial Unit of Commissionaires from the

Great Lakes region, and the York Regional Police Male Chorus. In addition to the unveiling of a British Home Child Honour Roll plaque, touching and endearing stories of soldiers were told. When war broke out, British Home Children answered their country’s call to duty but many had no one to mourn their loss if they were killed in battle, association founder and CEO Lori Oschefski said. Meanwhile, the exhibit, also a partnership between the village and the association, is a moving tribute to the children sent to Canada as toddlers, youngsters and adolescents over the years. “That first farmer I worked for was mean. I wasn’t allowed to sit with the family at mealtimes or talk to his children. I was there to work and nothing else,” reads one recollection from British Home Child Robert Joyce. Collaboration critical for Pan Am success T

he one-year countdown to the Pan Am and Parapan Am Games has begun. As of today’s editorial, we’re 344 days away from the Pan Am and 372 from the Parapan Am. There is little doubt this event will focus eyes on the Greater Toronto Area. The numbers are impressive: $1.14-billion budget; 7,600 athletes expected to attend; 49 Pan Am and 16 Parapan Am events; 15 upgraded sports facilities; 10 new world-class facilities. The figures alone set us up to host what will truly be a worldclass sporting event. However, it’s also a chance for Toronto (and other municipalities involved in the our view Games) to really showcase what makes us great. Toronto, for one, will be on display and we’re Put our best ready for it. collective effort definitely The city has communities from all 41 countries across into Games Latin America, South America, the Caribbean and North America attending the Games. From the Colombian community across St. Clair Avenue West, the Brazilians along Dundas Street West and Jamaican communities along Eglinton Avenue West, Toronto is the place to enjoy them all. With it, the Games bring development for Toronto via new athletic facilities in North York and Scarborough to the massive 35-acre Athletes’ Village in the West Don Lands that will be turned into a mixed-use community after the Games. But with all the accolades and excitement come some pretty important concerns, namely the impact on traffic, particularly in Toronto, which is already experiencing dramatic traffic issues. In a recent interview, the city’s director of transportation planning, Stephen Buckley, said it’s still unknown how much of an impact the Games will have on local traffic patterns. However, the Games will also see new transportation infrastructure built, including the Union-Pearson Express air rail link, and improvements to Union Station. Shovels are in the ground, and athletes, coaches and spectators will be here in less than a year. It’s time for governments, communities and Torontonians to get behind the Games in these last stages of planning. Before we know it, it’ll be showtime and we need to make sure we put our best collaborative effort forward to make the kind of impression of which we can all be proud.

Column viewership gets a passing grade

was jogging up Cedarvale Ravine Sunday morning when my buddy Jeremy came zipping by on his bike and yelled, “Hey Jamie, I finally saw your column.” “Which one?” I screamed back enthusiastically. “I’m not sure, exactly. It was just a passing glance. The newspaper was open on your page in the waiting room at the doctor’s office. I caught a glimpse of it out of the corner of my eye on the way into my appointment. You couldn’t miss it.” After the run, I stopped off to pick up a pair of repaired jeans at the cleaners. I had them make the rip in the knee a little wider, so the kids in the neighbourhood would think I’m keeping up with the times. “Hey Jamie, I finally saw your column,” the tailor said. “Which one?” I replied

You couldn’t miss it.” I crossed the street to pick up lunch at Now That’s What I Call A Bagel and as I was leaving the cashier beamed, “Hey Jamie, I finally saw your column.” “Which one?” I chirped ever hopeful. “I don’t know. It was just a passing glance.” “Let me guess. You saw it on the seat of the bus, right?” “Close. It was on the seat of the subway, actually. You couldn’t miss it. Your picture stares right at you as you go by.”

And that’s pretty well the way the rest of the day went. “Hey Jamie, I finally saw your column.” “Which one?” “I have no idea. It was just a passing glance. But you couldn’t miss it. The title and byline were in bold letters.” “Hey Jamie, I finally saw your column.” “Which one?” “Beats me. It was just a passing glance. But you couldn’t miss it. It was the just the right length.” “Hey Jamie, I finally saw your column.” “Which one?” “I haven’t the foggiest. It was just a passing glance. But you couldn’t miss it. It was in the best location of all on a page. Smack dab in the middle.” The verdict? Darn if the column don’t look good. Me too, apparently. At least, according to my neighbour Tiffany’s daughter. I walked by the two of

them in the park later that evening and Tiffany called to tell me her daughter was so impressed with the new rip in the knee of my jeans that she thought it would be cool if my column was posted on her mom’s Facebook page. “Which one?” I giggled gleefully. “She’s not sure,” Tiffany said. “My daughter knows you’re a columnist, but she’s never seen the column. So she wanted you to pick one out, if that’s OK?” “You bet it is and I know the perfect one, too. It has a really big headline, my picture is on it, the title and byline are in bold letters, it’s just the right length and is smack dab in the middle of the page. These include a redesigned retail shopping area, a viewing deck for practice courts and an air-conditioned indoor restaurant. N

ow in her eighth summer at Holland Bloorview Kids Rehabilitation Hospital’s Spiral Garden, Rachel Kwok is eager to explain the joy she gets from the program. “The whole place is beautiful,” the 11-year-old girl said. “It’s really special. It’s not a typical camp. It’s one of those places you go where you can be yourself.” Rachel rhymes off many of the activities in which she and other children participate, such as collecting and painting heart-shaped rocks and leaves to promote a theme of belonging to place in the garden. The program sees children, both with and without disabilities, work with artists at various stations. They can sculpt clay, bake bread, make puppets, play dress up, get their faces painted, create art, tend to the organic garden and more. “I like the fact it’s really imaginative and it’s free. You aren’t confined, like you’re in a coffin or something,” Rachel said. As she made her way in her wheelchair to “clay world,” a large mound of clay that kids can fashion into anything they want, Rachel said she likes the program includes children of all abilities. “So people get to know each other and find out about diversity,” she said. Rachel is not alone in her enthusiasm for the Spiral Garden. Osmond Shen’s face lights up when he shares his thoughts. A part of the program for the past 10 years, he said he is proud of the iPod holder he made at the woodworking station. “I like to make stuff,” said the 16-year-old North York teen, who also

likes the clay station. “I can get my ideas out.” Using a communication device, 13-year-old Hilary Ball said she likes clay world, dressing up like a princess and getting her face painted. Rachel’s friend Micaela Daniel-Mendes, 11, has been coming to the program for eight years. This is her third session this summer. “I like being outside and there are so many nice people here,” she said.

A fan of working with clay, Micaela has made two plaques, one bearing the word “hope” and the other with the word “amor,” which means love in Spanish, Now marking its 30th season, the Spiral Garden is an internationally recognized model that promotes healing in children who live with illness, disability or trauma. Surrounded by art and nature in an outdoor space behind the hospital, which is northeast of Eglinton and Bayview Avenues, the children work with artists on activities that create friendships and a sense of community. “A lot of people have talked about that it’s not a camp and it’s not school. It’s not necessarily formally educational,” Amir Khouzam, site co-ordinator, said.

“The idea is through art and play and imagination and music and dance and connecting through the garden, we give the kids an immersive cultural experience.” Being an integrated program is important for all the children, said Khouzam, who lives in the area of Woodbine Avenue and Queen Street. “For the kids who do have some special needs, it’s important to give them the opportunity to mingle with kids their own age and different ages and different abilities,” he said. “And for kids who are typically developing, who wouldn’t regularly interact with some of the kids we work with, it gives the chance to learn the common denominator across all of us that we are able to do lots of things. We can create art together, we can converse, we can build

relationships between people who maybe don’t speak the same way or communicate the same way and don’t have the same experiences and that’s really important.” On the odd occasion, there are awkward moments when children without disabilities ask questions about the youngsters with special needs. “We don’t shut it down. We try to talk respectfully. ‘She maybe can’t walk, but she can do this and we can work together.’ Yeah, there are awkward moments but we try to get past it. And we do,” Khouzam said. “We often talk about the art we do here as, not on a superficial level, but as a disguise to build relationships between kids. That’s the point. It may take 10 times longer than you or I doing something, but that’s not the point. We have

eight days (in each program session), we have time and we have choice and we can do something so that each kid who is participating feels as if they have done it and they have been as involved as anyone else, even if they did it differently.” Any difficulties that arise at camp are far outnumbered by the many “beautiful a-ha moments,” he added. Khouzam began attending the program when he was four. A volunteer before being hired as a staff member, there have only been two summers the 21-year-old hasn’t attended the Spiral Garden in 18 years. “It’s a unique space. Physically it’s unique, philosophically it’s unique and what we do here is unique and it’s really important,” he said.

ith a year to go before the Pan Am/Parapan Am Games come to Toronto and surrounding area, the athletic stadium being built at York University is on track to be available for use a full 10 months prior to the opening ceremony. As of late July, the 5,000 fixed-seat stadium (12,000 seats will be available for the Games) is about 85 per cent built, with expected completion set for August, said Terence D. Foran of Infrastructure Ontario, the Crown corporation working with TO2015 and other partners to develop infrastructure projects for the Games. “Masonry work and field of play lighting are complete,” he said. “Fire safety, window installation and concrete curbing for the field of play are close to being complete.” Some 7,000 athletes from across Latin America, South America, the Caribbean and North America are expected to congregate in Toronto and across the Golden Horseshoe in 36 Pan Am sports and 15 Parapan Am sports when the Games come to town next summer. The Pan Am Games will run July 10 to 26, followed by the Parapan Am Games Aug. 7 to 15. The stadium, part of a bundle of venues being built in the Greater Toronto Area, including a

stadium in Hamilton and a velodrome in Milton, will see the federal government kick in $25.5 million towards the project, while York University will contribute up to $20 million, Foran said. Since the stadium will be used for track and field events, and since activity level will be low in the fall, academic classes for the

department of kinesiology will be held at the site, said Jennifer Myers, York University’s director of sport and recreation. “There won’t be extensive use before the Games,” she said. But after the Games, Athletics Canada and Athletics Ontario will have exclusive use of a set number of hours every

year, and York will run its own track and field program out of the stadium, along with hosting rugby matches, Myers said, adding rugby is currently played on one of the side fields at the Keele Street and Steeles Avenue campus. “There is potential to host larger rugby events now,” she said, adding track and field events are currently run out of the Toronto Track and Field Centre on campus through a land lease agreement between York and the city. “The stadium is a nice addition to the Toronto Track and Field Centre. It’s right across the street.” The university was approached by Pan Am organizers interested in a possible partnership, Myers said. “Clearly it’s a great opportunity,” she said. “To invest that kind of money into a significant athletics facility...we’re pretty excited and pretty excited to have it at York.” Once complete, the athletic stadium will be owned and operated by York, she said. According to the Toronto 2015 Pan Am/Parapan Am website, the Pan American Games are the world’s third largest international multi-sport Games, only surpassed in size and scope by the Olympic

Summer Games and the Asian Games. The first Pan American Games were held in Buenos Aires, Argentina, in 1951 and the inaugural Parapan American Games were held in Mexico City in 1999. Both the Pan Am and Parapan Am Games are held every four years for the athletes of the 41 Pan American Sports Organization (PASO) member nations, in the year preceding the Olympic and Paralympic Summer Games. Excluding 2015, Canada has hosted the Pan Am Games twice, in 1967 and 1999, both times in Winnipeg, Manitoba. The Games were awarded to Toronto in 2009, giving the province its first international multi-sport event since the British Empire Games in 1930. Some 20,000 volunteers will help out in municipalities from Oshawa to Welland when the Games come to Toronto next summer. The overall budget for the Games is $1.44 billion, split almost equally between the operating and capital development budgets.

T

hough planning and infrastructure builds are well underway for the 2015 Toronto Pan Am / Parapan Am Games, the city’s transportation officials have outstanding questions as to how traffic will be managed during the event. The largest ever multi-sport undertaking for the Toronto region, the Games are projected to cost $2.5 billion, of which the province has budgeted between $75 million to $90 million for transportation management to ensure 7,700 athletes and coaches, plus some 1.4 million spectators get to their venues on time. Eight new Games venues are located in Toronto, including an athletes village in the West Don Lands community, aquatics centre in Scarborough and an athletic stadium in North York. The Pan Am coverage zone extends from north of Toronto south to St. Catharines. With a year to go, finalizing traffic concerns now would seem a welcome cushion for the province, which has had to deal with issues such as venue construction delays and the removal of Ian Troop as Games CEO in 2013, replaced by Saad Rafi. In February, the province released a preliminary plan for managing Games traffic following almost two years of consultations between provincial and municipal agencies including the Ministry of Transportation (MOT), Metrolinx, Toronto, the TTC as

well as the Games’ Integrated Security Unit. By establishing reserved lanes and encouraging local use transit, the province believes it can reduce existing traffic levels by 20 per cent. But how much of a traffic impact the Games will have on local traffic patterns remains to be seen. “That’s sort of the unknown when you do big events that are, say, anomalies,” said Stephen Buckley, the city’s director of transportation planning. “We don’t know where people are staying, we don’t know what venues they’re attending. We don’t know where they’re coming from.” “They may come by train, they may come in carpools, they may walk.” Buckley, who – last week – introduced the city’s upgraded traffic control centre intended to modernize citywide monitoring of traffic incidents, said the city is in constant dialogue with Game officials in regards to the transportation plan. “It’s coming along quickly and we’re going to have to start doing things now,” he said. One of the plan’s chief features is the establishment of a Games Route Network (GRN) along dedicated HOV lanes found on 400-series highways, Lake Shore Boulevard and other major arterials that span 150 kilometres in the GTA

alone. Dedicated route networks are now a must for international sporting events and the GRN will be restricted to athletes and personnel and attendees during the Pan American Games, running from July 10 to 26, and the Parapan American Games which go from Aug. 7 to 15, 2015. They will also be open for use by carpoolers, buses, emergency vehicles and accredited media. Enforcement will be largely on a volunteer basis. The Games will also see the debut of transportation infrastructure such as the Union-Pearson Express air rail link. Infrastructure improvements at Union Station and on Queens Quay are also continuing. When it comes to co-ordinating transit, the TTC and the city have to work together to deal with traffic issues such as delivery trucks and illegally parked cars blocking busy streetcar routes, said TTC CEO Andy Byford. “It’s got to be a joint team effort with the city to once and for all create clear ways for our vehicles to get through, and that can only to be to the benefit of Toronto ultimately,” said Byford following last week’s TTC board meeting. The TTC is about to appoint a Games co-ordinator who will “obsess about the detail” of its transportation planning, Byford said. THERE’S MORE! Canadian talent such as David Cronenberg (Maps to the Stars), Jean-Marc Vallée (Wild), Jason Reitman (Men, Women and Children) and Philippe Falardeau (The Good Lie), will be showcasing films this September. It was also announced that Alan Rickman’s A Little Chaos will close the festival at Roy Thompson Hall Sept. 13.

Rickman said he was pleased with the news because he feels a certain kinship to the city. “It is a great privilege for A Little Chaos to have its world premiere in Toronto and for it to be given the festival’s closing night gala, but it is also a very personal pleasure,” Rickman said.

Might some mayoral candidates step aside before Oct. 27?

don’t often find myself agreeing with my colleague Toronto Sun columnist Sue-Ann Levy, but I have to say she asked the best question at Monday evening’s mayoral debate in East York. Taking on Mayor Rob Ford directly, Levy pointed out that with no supporters left on Toronto City Council, he had no hope of fulfilling the agenda he proposed. Why not, she wondered, at some point quit the race and throw support behind a candidate who could fulfill that agenda? Of course, Ford had no intention of doing any such thing and said so, making it clear only Rob Ford could look after taxpayer dollars and if anybody should quit, it was those other candidates. Here in the middle of summer, no one’s going to say anything different. But whether anyone admits it or not, Levy’s target drivers who text wPolice If you regularly text while behind the wheel of a running car, beware. Starting this week, both Toronto and York Region police began a six-week ticketing blitz for distracted drivers. In recent years, distracted driving is on the rise. Toronto prepares to join the Greenbelt Jean Ko Din jkodin@insidetoronto.com The City of Toronto is drawing up a final report to expand the Ontario Greenbelt to protect three key water systems in its own backyard. City planners are currently looking at the Don River, Humber River

and Etobicoke Creek to map out the surrounding public green spaces that will be included in the city’s proposal to Ontario’s Greenbelt Council in February. Franz Hartmann is the executive director of the Toronto Environmental Alliance (TEA), an organization that has been campaigning for this

Greenbelt expansion since 2011. “It is taking an almost final step,” he said. “The reason why this is so important is because we want Torontonians to step into their backyard and be in the Greenbelt.” The Greenbelt is the largest permanently protected green space in the world. It covers 1.8 million acres of

DAVID NICKLE dnickle@insidetoronto.com The Toronto Transit Commission should forget about shiny new tunnel boring machines when it comes time to build the Scarborough subway in 2018, and just fix the machines that dug the Spadina subway extension, says Mayor Rob Ford. “The machines are only five years old,” said Ford following a July 23 meeting with TTC CEO Andy Byford. “As you know we are building subways in Scarborough, they’ve been approved, we want to build subways on Sheppard and Finch and a downtown relief line. Just like any piece of equipment, you can’t be selling snowplows every five years.” Ford had met with Byford to discuss the future of the two tunnel boring machines prior to the July meeting of the TTC. The commission had been considering selling the machines purchased five years ago at an initial price of $51 million. The tunnel boring machines are currently valued at about $15 million, and for a short time the commission was considering an offer of $10 million for the two machines. Outside the mayor’s office, Byford said that was a fair price, although that price has become moot as the offer was withdrawn. But Byford said the TTC meant to start the Scarborough project with new machines, as digging won’t begin until 2018. “Using a car analogy, if you buy a new car and sell it five years after, you are going to lose money on that,” said Byford. “But we’ve done the math. We have factored in the cost of not only storing the existing machines but also refurbishing them. New machines are more productive.” Ford wasn’t buying that argument. “At the end of the day it doesn’t make sense to sell these when we need them,” he said. “Everything else we have in the city we have to fix them, refurbish them. We’re not in the business of using them and reselling them. Just like a household – something breaks down, you try to fix it. And these machines are not broken.”

agricultural land and natural heritage systems in southern Ontario’s Golden Horseshoe area. The Greenbelt Act was created by the Ontario government in 2005 to protect important ecological areas from urban development and sprawl. In January 2013, an amendment was made to the Greenbelt Act to include an Urban River Valley Designation. With this new legislation, Toronto can apply to have key water systems and green spaces be connected to the headwaters of the Oak Ridges Moraine through to Lake Ontario. “The goal of the designation is to have that continuity of protection to the river system,” said Susan Swail, Greenbelt project manager at Environmental Defence Canada. Swail coordinates with the Ontario Greenbelt Alliance to provide support for municipalities looking to apply for their green spaces to be adopted into the Greenbelt Plan. The TEA is a member of the Ontario Greenbelt Alliance and has been working with smaller community groups within the city that have been interested in the Greenbelt expansion campaign. Hartmann said the community groups advocating areas of the Don River, Humber River and Etobicoke Creek have been very supportive of the expansion plans because it will mean more opportunities to raise awareness on protecting these public areas. However, at least one group is concerned about a potential shortcoming to the Greenbelt expansion. “A big issue for us is getting through the Dentonia golf course and some of the other private land in between,” said Andrew McCammon, president of the Taylor Massey Project (TMP). The TMP advocates for the protection and restoration of Taylor Massey Creek, a tributary to the Don River. Like Taylor Massey Creek, many other tributaries for the Don River, the Humber River and the Etobicoke Creek will see patches of land that will not be protected under the Greenbelt legislation. These are privately owned areas that are not eligible to be adopted. Shelley Petrie, program director of the Friends of the Greenbelt Foundation, said the proposed map’s discontinuity is not a major concern for the urban river valley expansion. Because municipalities own most of the green space, it does not diminish the overall goal of protection. Toronto’s Greenbelt expansion plan will be presented as a final report to the province in February.

oronto’s Caribbean carnival spirit is still strong but this year the masquerade was made in fewer places. Volunteers of the nine festival bands – seven of them working entirely in Scarborough, one in North York – were handing out their completed masPARADE querade outfits this week, and putting Saturday final touches on the giant costumes their competitive dancers will pilot at the King and Queen Showcase this Thursday. But just a year ago there were 12 festival bands in the Scotiabank Caribbean Carnival, and two years ago, 15. “The bigger bands are steamrolling over the smaller bands,” Marcus Eustace of Carnival Nationz said Monday at his Birchmount Road mas camp, where women – a different section of masqueraders each day for nine days – lined up to receive some of the 2,250 costumes his band produced. Leading one of the festival’s largest and most successful bands of late – Carnival Nationz won the festival’s King and Queen three years running and its Band of the Year Award in two of the last three – Eustace shares a complaint common to many masqueraders these days. Too many spectators in the Grand Parade, he said, jump onto the road to dance with the women – each band’s masqueraders are overwhelmingly female – without paying for a costume. Last year, it was worse, and

though the Festival Management Committee has promised more security and double fences on Lake Shore Boulevard for the parade this Saturday, Eustace likened the crowd to a tsunami: tough to keep back. ”If they’d respect masqueraders who paid their hard-earned money, we’d have a wonderful festival,” he said. “If they don’t stop, it’s going to die a sudden death.” At a camp on Military Trail for Osei Brand’s Carnival Revolution, one of the festival’s smallest bands, the same concern was heard about interlopers. “One year, I play mas, and they knock off my prescription glasses, and I come out (of the parade),” said a woman volunteer. “They don’t want to pay, and that’s it.” Leigh Crichlow, a section leader, said some people have stopped masquerading so they won’t have to fight for space with spectators in the parade. The festival needs to educate the public on what the parade is all about, or else it might be better as a stationary event with a disc jockey, added her father, Garvin Crichlow. “They say, ‘It’s a peoples’ parade.’ Yes, it is, but a lot of people pay a lot of money for a costume.” Working on just one section and the band’s larger costumes – the rest was coming together on Bloor Street West – Carnival Revolution’s camp looked like those of decades ago, when smaller bands were the norm. Leigh Crichlow, the band’s female individual dancer, worked on the small details of her cos-

A talented welder is an advantage, said Garvin Crichlow. “He tells me what material he needs. When I look back, what I want is there.”

The mas camps have an open door for volunteers, including students. “A lot of people don’t even know they can come and help,” Crichlow said. “People think it’s a West Indian thing. It’s not. We’re opening up our culture to them.” Behind her in the curling club

The band gets a bit of money from the city and province, but it doesn’t cover the rent, the insurance, or food for the volunteers; only costume sales do that. Ideally, said the Markham man, the festival bands would be of similar size, making the competition fair, “an even thing with everybody seeking to excel.” Though many still volunteer for the love of it, Eustace conceded he can’t get all the 200 people he needs to build his band’s costumes for free. “Some people you pay, yeah,” he said. The desire to win at the festival is costly for some. Eustace said his king dancer is spending $15,000 on his costume this year, competing at Allan Lamport Stadium for a first prize of $4,800 - the same prize offered 20 years ago. “Sometimes you have to ask yourself: ‘Why are we doing this?’” he said. The Caribbean Carnival Parade takes place Saturday, Aug. 2 from 9 a.m. to 6 p.m. at Exhibition Place and Lakeshore Boulevard.

Downsview Park scores Argos practice facility Downsview Park has scored a touchdown by securing the new practice facility for the Toronto Argonauts football club. The new facility is expected to be ready by August, the Argos announced last Thursday, adding the new practice home is possible through a partnership with Maple Leaf Sports & Entertainment (MLSE).

The facility will be adjacent to the TFC KIA Training Ground & Academy and near the Downsview Park football field, the organization said in a statement. “This investment will provide the team with an appropriate training and practice environment for the foreseeable future,” CEO Chris Rudge said.

“It is a major step forward in building a stronger franchise and will contribute significantly to helping our football operations staff to focus on building a team that will continue to contend for the Grey Cup on an annual basis.” Argos general manager Jim Barker said the team is happy to have a practice home of its own, something that will allow

players and coaches to focus on the football season and game preparation. Bob Hunter, MLSE’s chief project development officer, praised the team’s new practice home. “Downsview Park has served as world-class grounds for Toronto FC’s practice facility since 2012 and we saw this partnership as an oppor-

tunity to assist the Argos in their search for a new training home,” he said. The facility will include the team’s locker rooms, therapy rooms and team meeting rooms. The Argos will license the Downsview CFL regulation turf football field already in place on the site, the statement said.

Business incubators and city join forces in grant program for youth entrepreneurs MIKE ADLER madler@insidetoronto.com Danielle Knoll and Vital, two young musical performers schooled inside a former convent in Scarborough, know an opportunity when they see one. Their business cards – covered with addresses usable for bookings and social media platform pages – bear this out, as did their polished performances in front of Toronto journalists Monday at Coalition Music, just east of Victoria Park Avenue. Knoll, 21, and Vital, 19, whose real name is Hiruy Girmay, were both quick to get photos of themselves with Toronto Mayor Rob Ford, who was visiting the incubator of musical talent in the Wexford Heights area to launch the city’s participation in Starter Company, a provincial grant program for young entrepreneurs. Young recording artists are “no different than any traditional business that is getting started,” said Coalition co-founder Eric Lawrence, who along with partner Rob Lanni transformed the one-time religious building four years ago into a studio space where, each year, “up to 80 businesses are registered.” The City of Toronto’s Enterprise Toronto service will work with Coalition and other incubators on Starter Company, which could give 45 entrepreneurs between the ages of 18 and 29 advice on starting a business from mentors, and then grants of up to $5,000. It’s the latest thing the city is doing to help young people get jobs and start careers, said Michael Thompson, Toronto’s economic development chairperson for the past four years. “If you succeed today, we all succeed tomorrow,” he said from the stage at the press conference, adding it’s important for the municipal government “to do all we can.” Whether the city is doing all it can is debatable, considering Toronto’s 18.1-percent rate of youth unemployment, but Thompson said city hall has managed to take 30,000 residents off the social assistance roll, “an amazing feat,” during this term, and is spending more on the arts per person than ever. Toronto’s business improvement areas and its Fashion Incubator are ideas so successful they’re being copied in other cities around the

world, added the Scarborough Centre councillor. “We’re exporting a lot of things that we do because we’re doing it extremely well.” Ford, who has been hammered by one of his opponents, Olivia Chow, on the issue of youth unemployment since returning to the mayoral race a month ago, said Starter Company and the Ontario Youth Jobs Strategy will fill an essential role. Youth need all the support they can get in finding and creating work for themselves, the mayor said. “As a small-business man myself, I understand the challenges,” Ford added, pointing out nearly half of new enterprises do not last five years. He also said he remembered Vital was a great basketball player in high school. “There’s something about athletics and music that mixes,” he said. Vital, who lives in Pickering but attended Wexford Collegiate School for the Arts, got the audience clapping Monday with his track, Tokyo, for which he recently shot a video in Japan. He’s now pushing through social media to get Tokyo some radio play while working on his second album. He joined Coalition’s Artist Entrepreneur Program in 2012, and recalled that, besides helping him with creative matters, it gave him business skills he was lacking, such as budgeting and setting personal goals. Knoll, whose song, ‘This War,’ got a “wow” from Thompson, was in the Coalition program last year and said it helped her grow at a time, she said, when “you don’t really know what you’re supposed to be doing; you just love doing it.” The Richmond Hill resident is moving to downtown Toronto this week, and just released a first album. Besides Starter Company, the city also takes applications for Summer Company, grants of up to $3,000 for high school and university students who want to start businesses over the summer. The Ministry of Transportation (MTO) is commencing a Detail Design and Class Environmental Assessment (Class EA) Study for the realignment of the eastbound off-ramp at the Highway 401/Leslie Street Interchange, in the City of Toronto. The ramp location is identified in the key plan. THE PROCESS This project will follow the approved environmental planning process for Group ‘B’ projects under the Class Environmental Assessment (Class EA) for Provincial Transportation Facilities (2000). MMM Group Limited has been retained to commence the study and complete the initial detail design. A Design and Construction Report (DCR) will be prepared to record the final design and filed on the public record under a future contract. A Transportation Environmental Study Report (TESR) for Highway 401 from Leslie Street to Warden Avenue, which included recommendations for the realignment of the eastbound off-ramp at Leslie Street, was completed and received environmental assessment approval in August 2011.
