North York residents invited to information meeting on Enbridge’s pipeline reversal plan Line runs under community in North York FANNIE SUNSHINE fsunshine@insidetoronto.com Dozens of residents came out to an information meeting last Wednesday to learn about a proposal from Enbridge to flow diluted bitumen in pipes near their community. The meeting at Cummer Valley Middle School, organized by Bayview Cummer Neighbourhood Association Inc., was to inform residents of the plan by Enbridge and to answer questions of concerns. Enbridge, which has been operating the Line 9B pipeline since 1976, is proposing to reverse the flow of a section of its existing Line 9B pipeline between North Westover, Ontario, and Montreal, and to increase the capacity of the entire line from its starting point in Sarnia to its end point in Montreal. While the Line 9B pipeline has been carrying light crude oil along the hydro corridor, Enbridge said the reversal would see diluted bitumen flow through the pipes. For the proposed Line 9B reversal, the work will take place entirely within existing pipeline rights of way. In Ontario, Line 9B mostly passes through municipalities located along Hwy. 401 from the Hamilton region to the Quebec border east of Cornwall. At the same time as the reversal, the line’s capacity will be increased from 240,000 barrels per day to 300,000 barrels. The pipeline runs along the hydro right of way just north of

Bishop Avenue. Built in the mid-1970s, Line 9 originally flowed west to east. It was reversed in the 1990s to accommodate changing market conditions. Enbridge wants to reverse the line yet again to take advantage of cheaper Canadian oil, compared to places such as the Middle East and West Africa. Bitumen is a thick, molassestype product found in regions around the world, but more

locally in the oil sands regions of northern Alberta. Bitumen is too thick to flow in a pipeline at ground temperature, so it needs to be thinned with a very light petroleum product called diluent, said Ken Hall, senior advisor for public affairs for Enbridge. Diluent is typically either light crude, such as synthetic crude, or condensate, which is extracted from the ground along with natural gas. Pipelines transporting diluted bitumen are not at any greater risk of corrosion than pipelines carrying other types of petroleum products, such as conventional crude, Hall said, adding procedures for cleaning up a spill would be similar to cleaning up a conventional crude spill. leave the community in better shape from when we found it.” In the case of a spill, Enbridge would shut down the line by closing isolation values along the line, and notify the proper emergency authorities and regulators, Hall said. In July 2012, the National Energy Board, which regulates the pipeline, approved the reversal of Line 9A from Sarnia to North Westover station. If Line 9B is approved, it’s expected to be in service by the end of March 2015. Sabrina Bowman, climate campaign co-ordinator for Environmental Defence, said a spill could potentially affect the Rouge River and Lake Ontario, and noted chemicals found in diluted bitumen could cause serious health problems, including eyes, nose, throat and lungs irritation, slurred speech, and damage to the blood producing system. “There are serious health concerns associated with this proposal and you have to ask yourselves who gets the benefits,” she said. Toivo Madrus, president of the Bayview Cummer Neighbourhood Association Inc., said he was unaware a pipeline even existed under the ground of their community. “No one knew the line was there,” he told The Mirror, adding a resident made the discovery and that’s when the meeting was called. “We are very pleased Enbridge is here, there is no legal obligation for them to be. We are here to get information and not hate on oil. We just want to make sure all the right measures are in place.”

City’s broken planning process on display

oronto’s broken planning process will again be put on display at the next council meeting, when Etobicoke councillors urge their colleagues to turn down a redevelopment proposal for the Humbertown Shopping Centre, located on The Kingsway. Although this controversy is based in Etobicoke, similar problems occur regularly throughout the city. Unfortunately, this pattern repeats itself, while the underlying issues are not addressed. Like many large projects, the Humbertown application before council has been modified by public consultation, city staff input and consultants’ studies. According to the city’s planning staff, “The proposal meets the intent of the City’s Official Plan... The proposed height, density and built form are appropriate. The development ... provides additional landscaping and open spaces.”

david soknacki beyond the headlines What’s not to like? A lot, according to residents. They say the buildings and densities are too high. The intensification is incompatible with adjacent homes, and infrastructure, from schools to roads to day care, is inadequate. It is, said one deputant, an urban proposal for a suburban area. One does not need psychic powers to guess what will happen next. Local councillors will lean on colleagues so that council turns down the proposal. The developer, armed with a favourable report from city staff, will submit their plans to the Ontario Municipal Board (OMB). Since the city’s own staff approved the development, council will need to hire outside consultants to argue against the proposal.

The city solicitor will confidentially tell council it will lose. After many more months and thousands of dollars, the OMB reaches a decision very similar to the staff recommendations. Councillors and residents then blame the OMB, and the cycle is ready to repeat itself. The Official Plan is the main document under which our planners operate. It contains the rules by which the Humbertown application and all other development is approved. It was drafted after public consultation and approved by council by a vote of 34 to 7. It follows then that if we do not want developments over a certain height, or if we do not believe in intensification, the solution is quite simple. Change the rules. If these new restrictive rules were ever approved, then the developments opposed by activists wouldn’t have a chance with

planning staff, the OMB, or the courts. But that is not the case. We want to use public infrastructure efficiently. Generally we believe in professional studies to determine those limits. Recently, we have added environmental goals. The support for these themes is demonstrated by the strong majority by which it has been approved at council, and how the Official Plan has gradually evolved over the years. At the end of the debate, there are really two options facing those who oppose development. If the policies are terrible, then change the law. But if the rules have wide public support, recognize that opponents to a development are asking that the rules are to be applied to everyone except to themselves.

Police have recovered the body of an infant girl who was apparently left in a clothing donation bin last month. The mother, an East York resident, has been charged with first-degree murder. The investigation began May 23 after North York General Hospital called police regarding a woman who had recently given birth but the baby was unaccounted for. The woman was arrested the next day. Health industry entrepreneurs get tips on proper pitching techniques >>>from page 1 Innovation Research Day, a venture between the Sunnybrook Research Institute and the health industry management program at York University’s Schulich School of Business. With the theme “from idea to seed funding,” the event focused on the development and commercialization of new health-care ideas. The pitches included a catheter guided by magnetic resonance imaging (MRI) and a tablet that can remotely monitor wounds caused when patients with pacemakers develop infections around the site of the implants. Graduate students, Kevan Anderson and Garry Liu, described how their team stumbled on their innovation while conducting fun experiments. The pair have developed a wireless audio communication system that can be used for patients having MRIs, which emit a loud jackhammer sound. At the moment, communication is now limited to an intercom device between the patient and technician. Their device would permit better communication between more people, such as between a parent and a frightened child undergoing a scan. The winning pitch was a skin printer that can produce human skin-like prints that can be used for burn victims and other ailments affecting the skin such as diabetes. dragons while a small number walk away with deals. There are eight “fatal flaws” entrepreneurs may be guilty of when they face potential investors, she said. For example, their product isn’t easy to adopt, they are pitching it too early when they still have to spend more time on research and development, their product can be easily copied and they have failed to secure any customers. Having a fatal flaw doesn’t mean the end of the line if the entrepreneurs can properly explain how they will overcome it, Levesque said. Meanwhile, a successful pitch isn’t just about the product. The personalities of the entrepreneurs play a role, Levesque said. While entrepreneurs can never have enough expertise and experience, there is a tipping point when it comes to their characteristics. For example, they must show the right amount of enthusiasm. Too much or too little is a turn off to potential investors, Levesque said.

When Blair was placed in an ambulance, Salb turned his attention to Lumanglas, who was by then being tended to by other firefighters. Blair suffered life-threatening injuries, but made a full recovery and is now back on the job. Lumanglas died in hospital. slightly lower Ontario Works caseload, as well as vacancies in the civil service that went unfilled saved $65 million by the end of year. As well, city agencies – notably the Toronto Transit Commission – underspent their budgets to the tune of about $70 million.

Lower-than-expected energy prices and higher-than-predicted revenues from parking, land transfer and investments mean the city has about $248 million more than its finance staff expected when Toronto council set its 2013 budget. Today, Toronto’s Budget Committee will be looking at the Operating Variance Report for 2012. The report is the penultimate word on the health of the city’s books – finance staff still have to complete the audit of the 2012 financial statement. But for now, at least, the news is good. Toronto has about $248 million in unanticipated revenues and savings from 2012. That comes from a variety of sources. The mild winter and a

TTC underspent The TTC in particular saved almost $41 million, cashing in on lower market prices for energy and lower energy consumption due to the milder weather. It also enjoyed higher-thanexpected ridership. Toronto police, meanwhile, underspent by about $15 million. There were other savings. The city underspent by about $182 million, and rev-

enues from the Municipal Land Transfer Tax and the Third Party Sign taxes were higher than anticipated as well. And the city’s investments also did better than expected. Once the city had allocated nearly $60 million to comply with various legislative requirements, the $248 million surplus remains. Staff are recommending it be allocated to capital financing reserves and other reserves. Pa r k d a l e - H i g h Pa r k Councillor Gord Perks called the variance a product mainly of good fortune. “This is not a result of a deliberate plan, this is having a really good year on the revenue side,” he said. “Frankly, we should be putting more money away for an operating tax savings account.”

Help decide the future of the Gardiner Expressway East The Project Waterfront Toronto and the City of Toronto have resumed the preparation of the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment (EA) and Integrated Urban Design Study. The EA will determine the future of the Gardiner Expressway East and Lake Shore Boulevard East, from approximately Jarvis Street to approximately Leslie Street. Four alternatives will be considered within the study area, including: maintaining, improving, replacing, or removing the elevated expressway. Improvements to other roadways could also be required. The Environmental Assessment The proposed study area for the EA is shown on the map below. Key components of an EA include consultation with government agencies, Aboriginal communities and interested persons; consideration and evaluation of alternatives; and the management of potential environmental effects. Conducting an EA promotes good environmental planning before decisions are made about a proposal. Get Involved Your input into this important project is critical. The Project Team will be hosting a number of public forums, live webcasts, workshops and online opportunities for interested persons to participate in the EA planning process. We invite you to the first public forum where you can learn more about the project, the alternatives being considered and what other jurisdictions have done with elevated waterfront expressways. NOTICE OF COMPLETION OF ENVIRONMENTAL STUDY REPORT MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY WEST VAUGHAN SEWAGE SERVICING City of Vaughan The Regional Municipality of York (York Region) has completed a Municipal Class Environmental Assessment (Class EA) study to identify and evaluate feasible sewage servicing alternatives for the West Vaughan area, including a sewage servicing plan. The Study Area and Service Area are shown in Figure 1. The West Vaughan Sewage Servicing Class EA has also addressed the Ministry of Infrastructure (MOI) Public Work Class Environmental Assessment requirements related to easements, disposition and applicable realty activities on MOI-owned lands. Therefore, this Notice also serves as a Notice of Completion for the MOI Class EA process. The Class EA study has been conducted in accordance with Schedule C of the Municipal Class Environmental Assessment document (October 2000, as amended). The identiﬁed preferred solution includes the expansion of the existing Humber Pumping Station and the preferred sewer alignment which is shown in Figure 1 below. The majority of the proposed sewer will be constructed using tunneling/trenchless technologies. The construction will require work compound sites located along the route which are shown in Figure 2. Compound sites proposed along Rutherford Road and further north on Highway 27 to Kleinburg Water Pollution Control Plant will be located at approximately 200-metre intervals within the road right-of-way. Subject to the comments received as a result of this Notice and the receipt of other approvals as necessary; York Region intends to proceed with detailed design and construction of this project. An Environmental Study Report (ESR) has been prepared. The ESR describes the problem/opportunity, the assessment of alternatives and the preferred solution, as well as the public and agency consultation program conducted.

Over the weekend, a letter signed by Charles Sousa was sent to Jim Flaherty asking for a sit-down in the near future to discuss the federal finance minister’s recent rejection of a Metrolinx-endorsed proposal

to raise the HST by one per cent in the Greater Toronto and Hamilton Area (GTHA) to benefit a regional transit plan. “As the Minister responsible for the Greater Toronto Region, I hope you agree that a dedicated source of funding by your government is an economic and health imperative and would be one of your utmost priorities, similar to that of other projects already

made by your government in other parts of Canada,” writes Sousa in the letter dated June 2. “This is a shared priority and we need you and your government to work with us, as well as contribute more funding to these critical investments for the benefit of Ontario’s and Canada’s future competitiveness.” Last week, Flaherty sent a letter to Sousa warning any increase to the regional HST

would violate a deal agreed to between the province and the Harper government when the harmonized tax came into effect in 2010. Sousa’s press secretary Susie Heath said last week the province has not come to a decision on whether to implement a dedicated tax increase which Metrolinx says will generate $1.3 billion out of the two billion dollars needed annually to build several priority transit

expansions including a new subway line to relieve existing pressure on the Yonge line. Also in the letter, Sousa calls on the Flaherty to commit to a national transit strategy, something he writes the Liberals have asked for since 2010. “This is not only an economic, social and environmental imperative, it is also an urgent obligation of national importance,” states the letter.

Last week, Metrolinx released its long-awaited recommendations for funding the Big Move plan and advised the prompt adoption of a five per cent gas tax, increased developer charges and a levy assessed per space to commercial parking lot operators in addition to a regional HST hike.

Tunnelling begins for Crosstown LRT RAHUL GUPTA rgupta@insidetoronto.com At a construction site 12 metres below Eglinton Avenue West, Ontario Minister of Transportation Glen Murray helped commemorate the start of tunnel construction of an Eglinton “subway” expected to start running in 2020. Flanked by York SouthWe s t o n M P P L a u r a Albanese and Metrolinx CEO Bruce McCuaig on Wednesday morning, Murray launched the first massive tunnel borer machine to begin excavating the first six kilometres of tunnel for the Eglinton-Scarborough Crosstown light rail transit (LRT) line. Promising Toronto residents a high quality transit project with a budget of $4.9 billion dollars funded by the province, Murray said he was bowing to public sentiment and calling the project a subway rather than an LRT line. “I want to officially say this is a subway because I am tired of explaining a train that runs underground is not a subway,” he said the minister during a ceremony at the Crosstown’s west tunnel launch shaft near the intersection of Black Creek Drive and Eglinton Avenue. He also made mention of a past Eglinton transit project, a subway

line which was cancelled by the Progressive Conservation of former Premier Mike Harris in the 1990s. “This almost the 18th anniversary of when the bulldozers arrived to fill in the last hole we dug here,” he said. Also unveiled at the ceremony were the winning names of the four tunnelling machines, called moles, chosen through a online voting contest organized by Metrolinx. ‘De n n i s’ f o l l owe d within a couple of months by ‘Lea’ will begin excavating east from Black Creek to Allen Road, before being re-deployed and sent towards Yonge Street. Two more moles, ‘Don’ and ‘Humber’, will drill the tunnel path west from Brentcliffe Road to Yonge. McCuaig said the names were chosen as a tribute to the legacy of Eglinton neighbourhoods. “These names reflect the historic neighbourhoods at the ends of the project,” Murray said in regards to Dennis, which is named for the Mount Dennis neighbourhood and Lea, inspired by Leaside. “The second pair of machines will be Don and Humber, representing the Don and Humber rivers.” Metrolinx spokesperson Jamie Robinson said tunnelling towards Allen Road will likely by completed by next year.

Media being told where it stands in relation to coverage of city hall stories

e member of the news media are stalkers these days at city hall. We perch outside Mayor Rob Ford’s office, waiting for his noon-hour arrival to demand to know about allegations of smoking crack, cover-ups and staffing changes. Early on in the multiweek stakeout, a woman

There’s nothing illegal in doing this; indeed, the press gallery (and full disclosure: I’m serving as president of the gallery) had lost a battle in negotiating new councilapproved security access rules, requiring reporters not to linger in the councillors’ common office area. the policy is new, and the purpose of that enforcement can only be to allow the mayor and his staff to continue to evade embarrassing questions from reporters — in this case, on a matter of city-wide interest. Not a new problem This is not a new problem, or one endemic to the Ford administration. The city’s security team along with a number of politicians have been looking for ways to restrict and even remove media access to councillors’ office areas since former mayor David Miller administration.

Some councillors were very keen on such a move — often because reporters would, when a politician got into hot water, show up at their office doors with cameras in hand to ask hard questions. Our view then and now has been that hard questions asked by professional journalists shouldn’t be flagged as a security concern. Indeed, using the pretext of security to bar those questions from being asked raises a serious public accountability concern. All of this would be irrelevant, of course, if our elected politicians would either come forward and answer the questions put to them. Or if they don’t wish to do so, they relied on their own resources to muddy the water and left the public service out of it.
