To improve safety conditions for pedestrians, the city wants to put a bulging Flemingdon Park roadway on a diet.

City staff and Councillor John Parker are in favour of trimming St. Dennis Drive between Don Mills Road and Deauville Lane of excess lane space for cars and replace it with bike lanes, on-street parking and dedicated left turns at intersections.

Putting St. Dennis on a “road diet” will reduce the frequency of collisions involving pedestrians, which have made it one of the most dangerous streets in Toronto, according to recent city studies.

With four lanes for car traffic, Parker said St. Dennis has 10 times the amount of road capacity it requires, a post-war planning decision from a time when the car was king.

“We’re coming off a generation when road design was predicated on the idea of being for cars, full stop,” said Parker following a public meeting about the road diet proposal Tuesday evening at Flemingdon >>>ROAD, page 8

Being aware of wildlife means more education W

hen it comes to living in harmony with wildlife, city residents will find education and awareness useful tools for peaceful coexistence.

Scarborough Centre Councillor Glenn De Baeremaeker issued a call this week for a staff report on updating the city’s policy on coyotes. He would like to see a “formal ‘no kill’ protocol” for coyotes for animal services staff, the banning of feeding of coyotes within city limits and a “comprehensive outreach and education campaign regarding living in harmony with coyotes.”

The committee agreed to have staff study De Baeremaeker’s proposal.

While we agree making food our view sources easily accessible to wildlife needs to be curtailed, we’re Outreach unsure how an outright ban on can touch on feeding coyotes would be effectively enforced. several species But the feeding issue is important. And the councillor’s call for an outreach and education campaign has potential for significant impact in all of the city’s neighbourhoods that share space with wildlife – and not just for coyotes.

Depending on the area of the city you live in, you may share space that’s home to species such as owls, hawks, deer, foxes, raccoons, squirrels or possums. In our Wild in the City special report, published Jan. 31, we explored what species are endemic to our individual nine communities and why, whether they were fleeing the loss of habitat or using rail corridors for safe pathways. This campaign can include best practices for secure storage of garbage and green bin materials, safety measures to protect domesticated pets and expert advice on any issues specific to certain species we’re liable to come across.

Toronto can become a leader among other cities when it comes to demonstrating how its residents and wildlife can peacefully co-exist.

A city-wide education campaign focusing on the variety of wildlife that share this city with us would be a helpful measure to achieving that status.

Cold reality will force transit issue I f one side of Toronto’s transit debate has a mantra against new taxes and tolls, while the other side is in survival mode at Queen’s Park with a huge deficit, is there any chance for transit investment?

Actually, there is.

Take out the posturing and mischief-making, work out transit goals based on demographics, select only what city hall can enact on its own without financial distress, and there remains a significant ability to build transit, should Toronto Council wish to do so.

Toronto has a bundle of appropriate revenue tools that can raise substantial sums for transit without enraging large sections of the population.

For example, although it has the ability, Toronto does not levy charges for development at high enough rates to maintain public infrastructure. It could also charge differing rates for

specific areas.

By not charging at replacement cost and assessing one rate citywide, council created a huge shortfall. Bringing these rates to cost recovery levels and targeting areas with individual rates will bring in large revenue flows.

Similarly the city can raise funds against forecasted higher property taxes around transit nodes. Or it can use fees from extra development densities for transit, sell air rights, levy zone-based fares or even tax parking spaces, an item currently under consideration.

The point of this very short list is that when council eventually decides to act on its own, it will be able to raise hundreds of millions of dollars without making the city uncompetitive, polarizing residents or ruining its

balance sheet.

Council then has a basic choice: whether to fund a transit plan, or to argue about ideals.

So far the argument is more concerned about being right than building new transit. On one side, Ontario’s premier speaks of needing a “conversation” to secure an unspecified “revenue stream” for subways and light rail. On the other, our mayor says, “I don’t think the people are ready for a tax yet.”

If the debate continues to bounce between two extremes, new transit will remain a dream.

Fortunately, reality will force the issue. Start with the observation that Toronto has the ability to pay for surface light rail, buses and streetcars. Or it can fund very limited subway expansion. But not both.

The provincial government is aware that transit use no longer follows traditional commuting patterns,

and so needs a regional solution.

Surprisingly, this challenge is approached similarly by the provincial Liberals and Progressive Conservatives. Both believe that Metrolinx, the province’s regional transit authority, ought to be responsible for subways, light rail and regional rail.

To break out of the endless argument about paying for subways, expect both parties to levy taxes and user fees, which will be funnelled through Metrolinx.

That leaves the need to manage and grow Toronto’s network of buses and streetcars, which is just the type of transit that city hall already has the expertise to run and ability to pay for.

Once council reconciles itself to the obvious, it can get busy building our next generation of surface transit.

Transit funding plan a good start Mental health agencies in North York receive $1.8 million LISA QUEEN lqueen@insidetoronto.com Two North York agencies serving people with mental health concerns are receiving $1.8 million for supportive housing and other services.

The Central Local Health Integration Network, which oversees health care planning for an area stretching from North York to Lake Simcoe, last week announced the funding for Cota Health and Toronto North Support Services.

The funding will assist the At Home/Chez Soi demonstration project, which is a

housing and support service initiative of the Mental Health Commission of Canada.

The program aims to reduce the growing number of homeless people affected by mental illness.

Cota Health, at 2901 Du f f e r i n St . , s o u t h o f Lawrence Avenue, received $1.2 million.

It provides services to adults living with serious mental illness, geriatric mental health conditions, acquired brain injury and developmental disabilities through a variety of programs including supportive housing, short-term residential beds,

a day program, court and justice supports and hostel outreach.

Located at 132 Railside Rd. southeast of Lawrence and the Don Valley Parkway, Toronto North Support Services received $600,000.

The community-based, multi-service agency provides mental health and homeless programs such as community support for Tamil-speaking seniors, services for Frenchspeaking people experiencing mental illness, supports for people with mental health problems involved with the criminal justice system and street outreach.

The Toronto Region Board of Trade has been a big player in policy development at Toronto City Hall since amalgamation.

Which is not to say that it’s always been a welcome player.

In the early years of amalgamation under Mayor Mel Lastman, it proved a powerful ally in obtaining help from the federal and provincial government; during the Miller years, it attempted to provide budget advice that council – or at least the mayor – had little interest in hearing.

It’s weighed in on social issues, infrastructure and tax policy at the same time as it’s engaged in its more core business of... well, business growth and retention.

This week, the board stepped into the fray once more: this time, with a suite of taxes, fees and levies to come up with about $3.5 billion a year, going towards public transit.

This is not a huge leap for

the board. For years they’ve been advocating massive public funding of transportation infrastructure expansion in Toronto.

On the other hand, it is newsworthy, when a business organization is the first out of the gate in proposing what under other circumstances its more conservative members might decry as a massive tax grab.

In this case, the conservatives who seem most uneasy about these proposals are the ones on Toronto Council.

Mayor Rob Ford has made it clear that he doesn’t support any tax increases for transit. Doug Holyday, the deputy mayor, doesn’t like them much either. Even Karen Stintz, the chair of the Toronto Transit Commission and generally more a more progressive conservative on

council, worries about the $1-a-space parking levy the board’s suggesting.

That reaction shouldn’t be the rule for the board’s proposals: specifically, a one per cent regional sales tax, a 10 cent per litre regional fuel tax, a road toll for HOV lanes and the aforementioned parking levy.

The proposal is a good start toward coming up with the $50-billion cost of the regional Let’s Move plan.

One might add to that a portion of income tax – so that the entire cost isn’t borne through user fees and consumption taxes – but the Board of Trade does provide the basis for a payment plan for the cost of building our infrastructure to match our city’s needs and aspirations.

The alternative is the continued reliance on the current mayor’s fantasy of private sector funding that will never materialize. In other words, stagnation.

Marcus Knecht enjoyed hopping hemispheres Blue Jays draft choice hones skills in Australia CURTIS NG nym@insidetoronto.com They called him Knecht Four.

Marcus Knecht, a thirdround draft choice by the Toronto Blue Jays in 2010, spent the past winter with the Canberra Cavalry in

the Australian Baseball League to hone his game after a tough 2012 campaign.

The North York native was wearing No. 51 for Canberra until fans successfully campaigned for his jersey number to change to four, in reference to the popular Connect Four game.

“Yeah, that was pretty funny,” said the 22-yearold at Blue Jays’ camp in Dunedin, Florida earlier this month. “They made a shirt and everything. It was pretty creative. The fans were amazing.”

In 2011, Knecht batted

.273, hit 16 home runs, and had 86 runs batted in (RBI) for the single-A Lansing Lugnuts.

Promoted to the high-A Dunedin Blue Jays the following year, his batting average dropped to .210, he hit 13 home runs, and recorded 59 RBI. When the Blue Jays sent Knecht to Australia, the plan was simply for him to get his groove back, but he now lists his time there as the best experience of his career so far.

“It was amazing,” he said. “It didn’t even feel like real life really, because I was across the world and

Knecht, a graduate of the North York baseball system out of Bond Park, did well with the Cavalry, batting a respectable .266, and helping the organization win the Claxton Shield as ABL champions.

Asked about the pressure that comes with playing for his hometown team, the team he has cheered for his whole life, Knecht said there isn’t any.

“I haven’t felt any of that yet,” he said. “You’re still playing day-to-day, still got to make it out there first. Not yet. But I think I’ll

be prepared for it when it comes.”

Knecht won bronze with Canada at the 2011 Baseball World Cup in

Panama and gold at the 2011 Pan American Games in Guadalajara, Mexico.

On top of that, he was voted Canadian Baseball Network’s player of the year in 2010 and named the best power hitter in the Blue Jays organization by Baseball America in 2011.

It is an impressive list of achievements to be sure, but Knecht is looking ahead.

“Honestly, I let my mom worry about that stuff.

She’s the one that looks up all that stuff, the rankings and all that stuff. Never been big on that,” Knecht said.

“I mean, it’s cool to be named as those positions or whatever, but it doesn’t really mean much. I mean you got to prove yourself at the highest level. It’s just one step.”

Amanda Bellefeuille, a resident in the area, supported the idea to remove lanes.

But she said more improvements are needed to make St. Dennis safer for pedestrians.

“On top of that, I’d say maybe putting in a speed bump or crosswalk. There

are not a lot of traffic lights especially west of Deauville,” said Bellefeuille who has lived in the area for the last four years.

Because the proposal is calling only for the existing lane markings to be repainted and not for additions to the existing street infrastructure,

Parker said the suggestions would be inexpensive to implement as early as by the end of the year if there is community support. The cost of the plan is yet to be determined.

“Right now the plan is to see how much we can do with a can of paint,” he said.

“It’s a great location outside the downtown core, on the subway line, close to Allen Road. It draws people from all over North York.”

A table will be set up to collect food items for NYHFB’s Spring Food Drive, which wraps up April 8, he said.

T

oronto parks could be seeing a $-million boost from the Garfield Weston Foundation in a three-year program to offer up grants for “transformational” projects intended to build on what the city is already doing with its parkland.

The plan – put together by a group of parks-loving citizens calling themselves Toronto Park People, and the Weston Foundation – came before the city’s Parks and Environment Committee March 4.

The city and residents can apply for the $5 million pot of cash Councillors at the committee welcomed the prospect of private sector funding, but cautiously.

Parkdale-High Park Councillor Gord Perks was

among those who worried the foundation would play favourites when it came to dolling out cash to communities looking to build up their public spaces.

“I certainly hope that access to funds for public spaces doesn’t ever rely on whether or not you happen to know some individuals working in a not-for-profit, or happen to know someone who’s connected to a sizeable family fortune,” said Perks. “That would be tragic.”

Dave Harvey, the director of Park People, assured the committee the foundation would be paying heed to the needs of communities across the city.

“As we found out in our engagement work, there are downtown, more affluent neighbourhoods, that are jumping on this,” he said.

Applications for the grants will be going forward in two stages. Letters of interest for the first round should be received by April 5, with a full application deadline of May 24 and a final decision June 19. The second round starts with a Sept. 9 letter of interest deadline, an Oct. 29 deadline for submitting a full application and a final decision by Nov. 13.

TTC apologizes for delays in www.iep.ca subway service Monday night Register now at:

RAHUL GUPTA rgupta@insidetoronto.com The day after a series of lengthy subway delays, an online video was posted by the TTC featuring its CEO offering an apology for the “sorry” service.

“I just want to say sorry last night for the poor subway service we offered last night,” says Byford in the one minute and five second video posted to the TTC’s YouTube channel early Tuesday afternoon for the delays that began around 6 p.m. Monday.

The most serious delay lasted for 24 minutes when

a TTC employee mistakenly opened the doors of a stationary train in the subway tunnel near Dupont Station.

Meanwhile, at Eglinton Station, a fire at track level caused by litter forced another near delay of almost 20 minutes. Another fire, this one at Keele station, also caused a delay on the Bloor Danforth line.

There were also triggered passenger assistance alarms leading to commuting chaos, crowded subway platforms – and frayed nerves for riders.

In the video, Byford says

an investigation was underway to find out why the doors were opened at Dupont.

In the case of the fires, Byford says safety protocol required a suspension of service until emergency personnel gave the okay.

He concedes the TTC failed to meet the commitments it set out a couple of weeks ago in a customer charter designed to improve service reliability.

“Clearly we didn’t meet that objective last night.”
