Plans for new Civitan arena remain on hold
thurs may 15, 2014 ®
Sharp salute
City, residents aiming to find ideal site for replacement ice rink DAVID NICKLE dnickle@insidetoronto.com A year-long delay in making the call on where to put the new Don Mills Civitan arena could mean that in 2020 the community won’t have any indoor ice at all for a time. But community leaders and local councillors Denzil MinnanWong and Jaye Robinson were willing to take that risk at the Monday meeting of council’s Government Management Committee. At their request, the committee voted to defer considering the location of the arena until 2015, rather than go with a staff recommendation to build the new arena on city-owned land at the Don Valley Parkway and York Mills Road. “It’s what the residents wanted,” said Minnan-Wong after the vote. “So they agreed they’d do this with the full understanding that the ice rink may be closed and we may have to redeploy all the users of the Civitan,” he said.

Currently, the city is leasing the Civitan arena at Don Mills Road and The Donway from Cadillac Fairview, a commercial real estate developer that is in the process of redeveloping the Don Mills Centre site with condominiums and retail/commercial. The agreement runs until October 2020, at which point the city is to replace the twopad arena with another one in the vicinity. Agreeing on where that replacement will be situated, however, has been an ongoing problem. >>>DON, page 20

Northview Heights students help out with soup garden Teens feed the soil at Bathurst Finch Community Hub FANNIE SUNSHINE fsunshine@insidetoronto.com Filling buckets and wheelbarrows, some 10 Northview Heights Secondary School students helped spread 10 cubic yards of compost over the 8,000-square-foot garden outside the Bathurst Finch Community Hub on Friday. The compost was donated by the Compost Council of Canada was to help celebrate International Compost
Awareness Week, which also dropped off loads at Daily Bread Food Bank earlier that day. The compost will help grow a “soup garden” made up of all the fixings for soup – onions, carrots, celery and herbs. “In order to have a healthy garden, you need to feed the soil,” said Susan Antler, executive director of Compost Council of Canada, adding compost is made up of green bin contents, leaf and yard waste. “Vegetables really need good soil. Our message is feed soil compost and feed people.” Antler said the council
has celebrated International Compost Awareness Week since 1995 and organizations get in touch with her for compost donations. “Everyone creates organic waste and it really shouldn’t be put into the garbage,” she said. Victoria Khardas, food animator at Unison Health and Community Services, located in the Bathurst Finch Hub, and garden co-ordinator, said they plan to plant “everything possible to eat.” “Last year was our first season and we had a very good harvest,” she said, adding 200 pounds of tomatoes was donated to North York Harvest
Food Bank. “People who worked in the garden took home food and we gave some to the community kitchen at the hub.” Bathurst Street and Finch Avenue area resident Jody Hitchcock said she became involved with the garden after reading about it in a Northview newsletter her son brought home last year. “I grew up in Chatham and we were surrounded by corn and tomatoes and not much else,” she joked while taking a break from spreading compost over the garden. “My mom always had a garden. I would say I’m an interested gardener.”
Sunnybrook hospital, Mackenzie Health in Richmond Hill announce partnership KIM ZARZOUR nym@insidetoronto.com Your health care and tax dollars could be the winners in a new partnership between Mackenzie Health and Sunnybrook Health Sciences Centre. Officials from both organizations held a joint press conference in Richmond Hill last Thursday morning to announce they will be working to establish closer ties for more seamless patient care, reduced duplication and better use of health care dollars. The partnership will also allow Mackenzie Health to explore opportunities for research and teaching, something Sunnybrook is well known for, said Altaf Stationwala, president and
CEO of Mackenzie Health. Staff and board members from Mackenzie Health and Sunnybrook gathered at the Richmond Hill hospital to celebrate the partnership. Dr. A n d y Sm i t h , Sunnybrook’s executive vice president and chief medical executive, said the hospitals are at the vanguard of a new approach in health care, one that views medical services as a provincewide health system, rather than a series of hospitals operating in “ivory towers.” Sunnybrook cares for 1.2 million patients each year with 10,000 staff, physicians and volunteers. It is affiliated with the University of Toronto and offers a national leading program for the care of Canada’s war veterans.

OLG’s executive director of lottery marketing John Mahony presents Sophie Rizavas with a cheque for $50 million Tuesday. The North York resident won the May 9 LOTTO MAX jackpot.
North York Lotto Max winner bought $50-million ticket at O’Connor Dr. shop The $50-million winning Lotto Max ticket from the Friday, May 9 draw was purchased at a North York store. Sophie Rizavas, a North York mother of two and grandmother, purchased the ticket from the Sak’s Fine Foods store at O’Connor Drive and Sunrise Avenue. She collected her $50-million cheque Tuesday afternoon at the OLG Prize Centre in Toronto. She found out she had won last Saturday morning, the 44th anniversary of her and her husband’s arrival in Canada. “It’s quite a coincidence. My husband and I came to Canada from Greece on May 10, 1970 and 44 years later, May 10, 2014, we find out that we are multi-millionaires,” said Rizavas, 63, in an OLG press release. Sh e w e n t t o a l o c a l retailer to check her ticket on Saturday evening. “First I checked my ticket on the self-checker and saw a number of zeros. I thought I won $50,000 so I took my ticket to the cashier to double check,” she said. “The young man at the cash said he thought I won $10,000, and I said ‘No. No. I think its $50,000!’ We continued to

chat until OLG called to speak to me, and a printed receipt came out of the machine with $50,000,000 in bold letters! I couldn’t believe it. I just kept repeating, ‘Oh my God!’” She was also congratulated by excited customers in the store. “Everyone was congratulating me and offering their well wishes. The young man at the cash was crying and gave me a big hug!” Sophie’s husband, Tom, was waiting for her when she returned home as they were heading out for dinner with their family to celebrate Mother’s Day. At dinner that evening, they told their daughters about their win. The couple plan to retire. “I work four jobs as a cleaner at two hospitals and two other facilities and my husband drives limousines for the airport. It will be nice to spend time together.”

Look to us for your provincial election news A provincial election campaign comes and goes quickly. It will all be over on election day June 12. We thought we’d give you an idea of the preelection campaign coverage you can expect from The North York Mirror. First, while we believe in democracy – and that political parties are necessary in a parliamentary democracy – we will always encourage candidates to represent their constituents first and their party second. With major questions such as economic issues and of course the transit puzzle, we’d like to see how courageous candidates are in accepting or denouncing a specific party’s platform if necessary to reflect the expressed view of constituents within a riding. In a city with such diverse transit needs, citizens in differour view ent neighbourhoods have differopinions on transit priorities. Transit, health ent We’re going to be eager to see provincial candidates baland OMB key how ance the needs of the people and issues for city the needs of their party leader. At The Mirror, we’re going to key our pre-planned coverage in coming weeks to three specific areas: transit, health care and whether Toronto should have special exemption from Ontario Municipal Board governance that, in practice, has a perception of delaying or preventing proper growth. During the final weeks of the campaign, you will see features comparing the platforms of key candidates in a riding. You’ll see longer feature stories explaining the issues and calling candidates to action. Our website has its place, too. The northyorkmirror. com website and sub-sites specific to the provincial election will feature an archived view of everything written during the short campaign. It’s a good opportunity to reflect back at any time on discussions, platforms and on individual candidates. Value your vote. Take the time to quiz candidates when they come knocking on your door. Take time to study what’s been said during the campaign through our pages, our website and what you can imagine will be comprehensive live election night online coverage. There’s no shortage of provincial election issues in the neighbourhoods of Toronto. We want to be a guide for the ones that have a direct impact on your daily life. We welcome your issues and your views. We hope candidates listen when you speak through our pages.

The springtime weather is here, finally
T
he coldest, snowiest and longest winter we’ve had in these parts in quite some time delayed the onset of spring, but a gorgeous, sunny weekend finally got things back on schedule. Hurray! Cue the applause track. And for those so inclined, please feel free to do the Ickey Shuffle. Take your time, too. I’m not going anywhere. I’m sure glad the weather finally picked up. People have been downright grumpy around here since December. Hopefully this warming trend will get everyone to snap out of it. signs of spring Anyhow, to officially christen the belated season, I went out for a stroll through the neighbourhood and am delighted to announce that the usual signs of
jamie wayne BUT SERIOUSLY spring were everywhere. Take the towers. They were all blooming as they do this time of year. What’s more, the newest varieties were sprouting higher than any of their predecessors. There were also buds on all the scaffoldings and perched above them were enormous cranes, which were of the whooping variety, as you might expect. Sigh. For those who love spring, if that scene doesn’t bring a tear to you eye you should pay a visit to the Wizard Oz and see if he can give you a new heart. And that’s just for starters, folks. The entire neighbourhood was coming to life visibly and audibly as it does this time of year. All the cafes were buzz-
ing. The patios were humming. The laptops were chirping. The tablets were tweeting. The phablets were warbling. The iPods were chiming in, too. I tell ya, it was a veritable symphony out there. And when the cellphones started streaming away like a flowing river, a gaggle of geeks waddled over to check out the action. If that doesn’t say springtime in Toronto, nothing does. flora and fauna absent Yep, no doubt about it, the warm weather had indeed officially arrived, alright. Sadly, there was one formerly familiar spring sight that was conspicuous by its absence during my walk: the once
ubiquitous Flora and Fauna. Ah, but not to worry. They’ll be back. Turns out the two longtime fixtures in the neighborhood were both stuck inside their townhouses suffering from their annual spring allergies to the usual culprits: the tow trucks, cement mixers and the orange cones popping up around seemingly every corner. But both Flora and Fauna promised they would be good to go by the holiday weekend and would join me for their belated initial spring jaunt on Victoria Day. I’ll be counting down the days. Feel free to tag along if you’re in the neighbourhood. Jamie Wayne is a lifelong columnist, who takes writing very seriously. The topics? Not so much. His column appears every Thursday. RBC pledges $1.25 million to new Humber River Hospital CLARK KIM ckim@insidetoronto.com The community campaign to fundraise $225 million to help build the new Humber River Hospital got another step closer in reaching that goal with a $1.25-million corporate donation. RBC pledged the financial gift last Wednesday to go toward the new hospital’s Child & Adolescent Mental Health Inpatient Unit, which will be named after the RBC Foundation. “We’re extremely grateful for RBC’s generous donation, said Jack Kay, Humber River Hospital capital campaign co-chair, noting they have now surpassed the $60-million mark in the fundraising campaign. “It will take many community and corporate leaders to build a hospital. Rueben Devlin, president and CEO of Humber River Hospital, also thanked RBC for helping improve the wellbeing of children and youth. “Our mental health pro-
gram is extremely important to us, Devlin said. After the cheque presentation, RBC representatives got a tour of the new hospital construction site, including the fifth floor where the Child & Adolescent Mental Health Inpatient Unit will be built. One of the benefits with the new hospital, they learned, is that mental health patients can be admitted and provided with an inpatient bed if necessary at the same site. “This whole floor is mental health so we have a continuum of care, Devlin said. Paula Villafana, program director of mental health and addictions at the Humber River Hospital, noted that most mental health patients currently are admitted at the Church Street site, then transported to the Keele Street site where the inpatient beds are located. On the tour, Villafana also pointed out there will be an outdoor patio and group rooms where mental health patients will have access to
windows, a lot of light, and a great view. A couple of classrooms are also in the plans to provide young patients – who may not be ready just yet to attend school regularly – with education as well as therapy they might still need. “And with mental health, safety is first and foremost, she said. Other improvements to the new 1.8 million-square-foot hospital, which will have 656 patient beds, include a “portals of care entrance section with quick and easy access to a number of clinics. “It’ll be just like the airport, but better, Devlin said. A new ambulance bay, which can hold six ambulances, is also under construction, and will provide direct access for inpatients to be registered and admitted into the treatment area. The new hospital is located near Keele Street and Wilson Avenue is slated to open in fall 2015. For more information, visit www.hrh.ca/redevelopment

Banking on food & funds
North York Harvest Food Bank met its goal of collecting 60,000 pounds of food and $60,000 for its Spring Food Drive in April
NYHFB executive director Anette Chawla answers The Mirror’s questions about the organization and who benefits from the food bank By FANNIE SUNSHINE
1
Why does NYHFB hold three food drives annually, and why during those particular times of the year? We hold three public food drives a year to help us raise over 25 per cent of our food donations. Traditionally, we find that food drives during these three main holiday times, Thanksgiving, the December holidays, and the spring holidays, resonates with the public. We also like to co-ordinate and partner with both our larger corporate donors and the other major food banks across the country to hold these three larger drives at the same time. However we actually have individuals, community and faith groups, schools and employees holding food and fund drives for us all year long.
2
Are certain drives typically more successful than others? If so, why do you think that is? Each of the drives are successful in their own way although the December holiday drive tends to bring in more food and funds to the food bank. There is something about the cold weather and upcoming holidays which tends to really focus on family and food. That seems to bring the community together on the issues of having enough food for all.
3
5
Can you talk about where the donations go and how many people depend on NYHFB monthly and annually? All our donations are packed and delivered to 40 social service agencies running more than 60 programs in northern Toronto. Agencies include neighbourhood food banks, prenatal programs, shelters, community kitchens and after-school programs. Every month we see more than 6,000 families visit the food bank, meaning over 180,000 hampers of food are given out to individuals over the year.
How many times a year can a person access the food bank, and what type of food do they get? Members of our food banks are able to pick up enough food for three days twice a month. The type of food they get is very dependent on the type of food we are able to collect through corporate and public donations. We work to provide food within each food category, focusing on healthy and nutritious food as much as possible. During the late summer and fall months we see more produce due to the harvest, but the majority of food we carry is canned vegetables and fruits, canned meat such as tuna, grains, pastas, etc. We also provide cooking oil, baby food, which is in high demand, spices, baking goods and some personal goods when we have them. We try our best to discourage donations of snacks and sugary beverages.
Why does each drive have a different goal, with spring being the least and winter the most? The goals are set according to past results trying to make them both reasonable to achieve and hopeful in increase. You have to remember that these goals are only one part of our larger year goal. This year we are hoping to finish with two million pounds of food and so far we are on track for a successful finish. However, the need for more food is ever rising as more and more of our neighbours need food assistance. In northern Toronto the increase of food bank usage over the last five years has been a staggering 38 per cent with more people finding it harder to feed their families. A larger majority of these people are working, although unemployment and under-employment is just as prevalent. Many have university educations, some are newly immigrated and others have suffered with health issues that keep them from work. It’s always a sobering reality when I hear their stories and realize this could easily be me.

How does the NYHFB take dietary or religious restrictions into considerations when putting together food baskets for clients? North York Harvest does not put food baskets together for our clients. Instead clients are allowed to come through our food banks and have an opportunity to choose what type of food they would like. Dietary and religious restrictions are a common issue people using the food bank encounter and we are always happy to receive alternative foods such as gluten-free, low sugar and sodium, halal, kosher, etc., types of food. One of our core values is to provide a dignified experience for our food bank users and this includes access to the type of food that meets such restrictions. Of course we are limited to the donations we are given, but every drive we ask our generous donors to consider providing these types of foods.

Date: Wednesday May 28, 2014 Time: 7:00-9:00PM Place: Edithvale Community Centre, Banquet Hall 131 Finch Avenue West TheYonge Street North Planning Study was initiated in 2011 in response to increasing development pressures in the Yonge Street corridor between Finch and Steeles Avenues. North York Centre Secondary Plan Section 37 Density Incentives and Parkland Dedication Policies Public Consultation The City is holding a Community Consultation meeting where you can learn more about the proposed amendment to the NorthYork Centre Secondary Plan parkland policies, ask questions and share your comments. Details are as follows:
Date: Wednesday May 21, 2014 Time: 7:00-9:00PM Place: North York Civic Centre 5100 Yonge Street Committee Room #3 Proposal The proposed amendment to the NorthYork Centre Secondary Plan (“Subject Lands”) is to help acquire more parkland and improve the quality of parkland in the area. Thanks to a Beatles tribute band and with a little help from their friends, more than $650,000 was raised to help build and equip the new Humber River Hospital, scheduled to open on Oct. 18, 2015. RAIN: A Tribute to the Beatles entertained 850 guests with early hits to later classics. Hospital president, Dr. Rueben Devlin, took guests on a video tour of the new hospital, now under construction at Hwy. 401 and Keele Street. He shared details on the new hospital’s patient-centered approach to care. Dedicated volunteer, Ucal Powell, was presented with a “No Limits” award, which recognizes people in the community who stand as extraordinary examples of Humber’s vision for the future.
The event, co-hosted by Michael Power/St. Joseph, Bishop Allen Academy, Brebeuf College School, and Father Tuesday John Redmond Catholic Secondary School, will take place in the Hangar from 9 a.m. to 1:30 p.m. This is a Toronto Catholic District School Board celebration of the resilience, courage, and fortitude of special needs students.

Scouts host breakfast to send young people to summer camp Annual Haliburton Club event in Toronto May 22 The 43rd annual Haliburton Club Breakfast set for next Thursday in Toronto helps send young people to summer camp. Hosted by Scouts Canada Greater Toronto Council, this year’s breakfast takes place at the Fairmont Royal York Hotel in the Canadian Room, from 7:30 to 9 a.m. The breakfast helps to raise funds to provide safe, well-maintained facilities for thousands of youth to
enjoy at the Haliburton Scout Reserve, or at the Woodland Trails facility, which provide summer activities for Scouts. Included in these programs are canoeing, boating, fishing, orienteering and nature study at the 5,000-acre Haliburton Scout Reserve. Scouts Canada strives to prevent having any youth turned away due to financial hardship. Thanks to funds raised at the break-
fast, every Scouting youth has a chance to visit these camps where dreams and memories are made. Guest speaker at the breakfast will be Brian Price, Olympic gold medal winner in 2008 as coxswain of the Canadian men’s eight rowing team. There are a variety of ticket options from entire tables to individual tickets.

And since 2008, staff, politicians and the community have been looking for the right site. One site – Don Mills Middle School, at Lawrence Avenue East and the Donway East – was vehemently opposed by community groups. The York Mills Road/Don Valley Parkway site was the preference of city staff, but at the Monday meeting, resident groups came out to argue against locating the arena there, because of poor transit access and the nearly five kilometre distance between it and the existing arena. Community members much preferred a city-owned site at Eglinton Avenue and Don Mills Road, currently
the overflow parking for the Ontario Science Centre. Former area MPP Dennis Timbrell said that based on negotiations between various ratepayer groups, the Science Centre location was the best, or lands on the north side owned by Celestica, that might be leased or purchased. “I felt that Don Mills and Eglinton, because of the new LRT, is far and away the best location,” he said. Don Mills Residents Inc. president Terry West told the committee his group would support a deferral in order to get things right. “We have lots of time, we don’t have to rush this,” he said.
M i n n a n - Wo n g s a i d that rushing isn’t likely an option. “The challenge with the Celestica lands and the Ontario Science Centre is they’re at one of the most important intersections of the city, and with a new LRT line going through there has to be consideration of how that whole intersection is designed,” he said. “The other thing is, you don’t build an ice rink that’s going to hurt the Science Centre, which is one of the most important tourist attractions in the entire city.” Visit our community listings at northyorkmirror.com to see the complete list of arenas in North York.

BASEMENT FLOODS ARE ON THE RISE. DON’T LET YOUR BASEMENT BE NEXT. Together we can stop heavy rainfall, melting snow and runoff from ending up in your basement. At the City, we’re doing our part by continually updating and maintaining Toronto’s complex underground pipes, sewers p and catch basins. Now it’s your turn. Here are ar some tips to help you flood-proof your home.
Fix cracks in your foundation.
Setting rules for councillor-candidates Good on Adam Vaughan for packing up his office. The former journalist and now former city councillor up and quit this past week, after the writ dropped on the federal byelection in Trinity-Spadina. Vaughan will be running for the federal Liberals, to try and take the riding from the New Democratic Party following Olivia Chow’s departure to run for mayor. Leaving aside whether Vaughan is the best person to go to Ottawa for the riding of Trinity-Spadina, his decision regarding his seat has made for one of the best departures from city hall in recent memory. Unlike representatives at other levels of government, Toronto councillors and mayors are under no obligation to vacate their seats when they choose to run, mid-term, for MP or MPP. They can even, during the campaign period, continue to collect their full pay. If they lose, their old job is waiting for them.
david nickle the city Councillor-candidates don’t have a great record on resisting those perks. Raymond Cho, just now serving the residents of Scarborough-Rouge River while running for the provincial Progressive Conservatives, says he’ll be donating his councillor salary to charity for the length of the campaign, but is still collecting it. Doug Holyday, the city’s former deputy mayor, did forgo his salary when he ran in last summer’s EtobicokeLakeshore byelection for the Progressive Conservatives, but he didn’t stop being a councillor until he won. Peter Milczyn came back to Toronto Council after having lost to Holyday, and is now getting ready to run again for the Liberals there. We could go on: Olivia Chow, Brad Duguid, Judy Sgro, Michael Prue, Bas
Balkissoon, Jack Layton... they all took advantage of a system allowing ambitious politicians to maintain both their base and safety net as they make the jump to federal and provincial politics. The question that Vaughan’s decision raises is: should the rules be changed? Federal and provincial representatives seem to get by fine with more severe restrictions on their ambitions. When Olivia Chow decided to run for mayor of Toronto, she quit her job in Ottawa, as did Jim Karygiannis, when he decided to run for a seat on council in ScarboroughAgincourt. That is something we should expect from any politician with ambitions. Because really, an honest decision to move up cannot come without an honest decision to move on.

transit for sound barriers now open wBids Metrolinx is inviting bids for constructing a series of sound barriers along the GO Georgetown South rail corridor. A tendering notice was published online this week by the provincial transit planning agency, which is seeking contractors to install the walls plus security fences, as well as see to landscaping along the corridor between the Strachan Underpass and the Humber
rahul gupta TO in TRANSIT River Bridge. The walls are intended to reduce noise and vibration from the Union-Pearson (UP) Express air rail link service currently under construction. Critics say the walls are not supported by the community and are intended to delay electrification of the service.
trips to Niagara Falls on GO wWeekend For the first time, GO Transit will begin offering weekend trips to Niagara Falls and Barrie this holiday weekend. The service will launch Friday evening with Niagara-bound trains departing Union Station at 6:20 p.m. and making five stops before reaching the Falls at approximately 8:24 p.m. The final train for Toronto leaves Niagara Monday at 10:30 p.m. A similar schedule is planned
for the Barrie service. Weekend service will resume in late June and run throughout the summer. the pressure – tire pressure wFeel
The vast majority of Canadian drivers do not check their tires each month and almost half don’t know what their correct tire pressure should be. Those are some of the findings from a recent online survey commissioned by the Rubber
Association of Canada which represents tire manufacturers. The study found the vast majority of the 1,002 surveyed drivers had “glaring gaps” when it comes to proper tire inflation despite 96 per cent agreeing it was important. closure updates wBloor-Danforth
More weekend BloorDanforth subway closures are planned as the TTC repairs subway track
between Victoria Park and Kennedy stations. The poor condition of the outdoor tracks between the stations has caused the TTC to restrict speeds of subway trains passing through. T The TTC plans to close the subway to travel on the weekend of May 24 between Woodbine and Kennedy stations so work crews can continue replacing track. Rahul Gupta is the Mirror’s transit reporter. His column appears every Thursday. Folllow on Twitter: @TOinTRANSIT
