The head of social studies at Crestwood Preparatory College near York Mills Road and the Don Valley Parkway, Masters has created an innovative program called the Oral History Project.

Students interview Second World War veterans and Holocaust survivors.

Guests are invited into the classroom to tell their stories or students visit them at places like the veterans’ unit of Sunnybrook Health Sciences Centre or Baycrest Geriatric Health Care System.

esigning a condo tower community is an unconventional but effective way to learn life’s lessons.

Just ask Sarah Jalal and her teammates, whose company, Skyworks, won a unique competition last week.

Grade 7 students at North York’s Ledbury Park Elementary and Middle School – southeast of Hwy. 401 and Bathurst Street – were put in teams to compete on a month-long project that saw them build livable and environmentally sustainable communities.

Students took on roles such as chief executive officer, marketing manager and construction supervisor.

The teams toured a condominium project and interviewed employees from Tridel, one of Canada’s largest residential developers.

From coming up with their concept, to writing a proposal to various stages of construction, the students were challenged to use teamwork, communication skills, creativity and integrative thinking, which blends intuition, reason and imagination to come up with solutions.

They also applied concepts from the I-Think Program, from the University of Toronto’s Rotman School of Business.

Ledbury is the first Toronto elementary school to integrate the I-Think program, which poses a challenge and teaches students there is no single right answer, I-Think research associate Nogah Kornberg said.

Last Thursday, the teams presented their communities, with Tridel executives Jim Ritchie and

Danielle Feidler acting as judges.

First prize was awarded to Skyworks, which included Sarah and her teammates Cynthia Lee, Shelby Mohammed, Ana Tavares, Chelsea Newman, Jack Rasalan and Kyle Mcleod.

“Our project is about building a community that fits all the priorities of families and people,” Sarah said moments after

Inside the classroom, 90-year-old veteran George MacDonell was telling students his life story, from his childhood in a small town delivering bread on his bicycle and gathering around the radio to cheer on the Toronto Maple Leafs, to his determination to join the army underage and the barbaric treatment he and fellow soldiers faced in a prisoner of war camp in Hong Kong.

On Dec. 10, Masters will be rewarded for his dedication to making history come alive for his students when he receives a 2012 Governor General’s History Award for Excellence in Teaching.

The teachers will each win $2,500 and their schools will each be awarded $1,000, donated

by TD Bank Group.

Deborah Morrison, president of Canada’s History Society, said the awards show the importance of teaching history in a com-

pelling way.

“We all win if the next generation of Canadians has a better understanding and a greater interest in our past because they had a great history teacher.

The teachers recognized through the Governor General’s History Awards have exceptional abilities to make the past more relevant and interesting for their students,” she said in a statement.

“This program celebrates those achievements, but also creates opportunities to share their knowledge so more teachers and young Canadians will benefit from their expertise.”

Masters is thrilled to win the award.

“It is very much a surprise and a great honour to be recognized by Canada’s History Society,” he said.

The Oral History Project focuses on the Second World War because it was a transformational period in Canadian history, Masters said.

Without the Oral History

Project, students may not have the opportunity to get first-hand accounts of the war. After all, their grandparents were children at that time.

“It’s really important to get students to speak directly to somebody from this period,” Masters said.

“It gives them that real, personal, emotional,

empathetic connection. It’s an up-close, personal view of history. It’s not just history, it’s somebody’s story.”

Grade 11 student Michael Lawee, who has participated in more than 15 sessions, is a savvy interviewer.

As the class listened to MacDonell’s story, he was adept at asking questions

Lawee is impressed with the Oral History Project.

“I’m learning a lot about history, not just from a textbook. You can’t get this from a textbook. You can get it from living, breathing people,” he said.

Keep treated woods out of fireplace

t should come as no surprise the Toronto Transit Commission approved a five-cent increase on tokens, to $2.65, in the new year. A fare increase should be expected, if Torontonians want the public transit system they deserve.

That said, with last year’s increase of 10 cents, this week’s five-cent increase, and a our view warning from TTC chair Karen Stintz that riders should expect Riders bearing the same kind of inflationary hike in 2014, Torontonians should start to raise an eyebrow brunt of transit or two. With ridership projected costs in city to grow by 25 million rides to 528 million in 2014, there are plenty of transit-riding Torontonians who should pipe up with their concerns – and hopefully some ideas.

An increase in fares makes sense, but should come with a focus on building and improving public transit. Raise rates, hold to current spending, and direct all revenues from those increased rates toward a specific infrastructure improvement.

The 2013 increase will raise $18 million, which will close a $10-million gap in the TTC operating budget – a budget the TTC approved on Wednesday.

However, if the TTC were to raise fares by 10 cents, that would bring in approximately $36 million – a drop in the bucket for anything the TTC needs to do, especially when it takes $1 billion per kilometre to build a subway. But it’s a start.

Imagine a one-year increase of 50 cents or a flat transportation tax across the board for a set time.

Raising billions would be easier. This does not cure all the TTC’s woes, but it might help bring Toronto one station closer to a better subway system.

With an operating budget that was to remain flat next year at approximately $411 million, Stintz said the TTC will ask the city manager for a subsidy increase for 2014. Will the TTC then reduce rates? Not likely. They will only increase those rates as inflationary pressures continue.

The TTC’s public consultations of a few years ago should be an ongoing process, not just one that comes up when the TTC needs to raise its profile, deflect criticism, or improve its image. The TTC must learn from its users.

Whatever your mode of transportation, it’s obvious public transit is a concern. All manner of revenuegenerating ideas have been suggested, but only fares are hiked. If this is the only option, make sure those paying the fares know where the money is going and for what.

Nothing is more pleasant than the smell of a woodburning fire, providing the dry wood is free of chemicals.

Unfortunately, in this day of pressure- and surface-treated woods, many are unaware of the hazards contained in this wood.

Burning can release harmful chemicals, such as pesticides, that protect wood from insects but are toxic to human health.

Smelling and inhaling are not mutually exclusive.

When these toxic chemicals are released on burning, they do enter our systems, causing illness.

If in doubt about the wood, do not burn it in your fireplace but dispose of it according to your municipality’s waste regulations.

Toronto’s development: council must recover funds

aybe the memo about the slowing pace of highrise development in Toronto’s core hasn’t yet reached the development community.

There’s a lot of activity – and it must be profitable for developers or they would not be risking their capital. And although sales for new units are slowing, there are still thousands of willing buyers every month.

It is the most efficient way for people to live together. In Toronto’s core, higher density residential construction produces a virtuous circle: additional people bring retailers, cultural attractions and jobs, which in turn creates further demand for homes.

Already service-based companies are moving back downtown, to be closer to their workers. These downtowners are examples of urban living: they are knowledge workers in clean offices, they take transit when they don’t walk or cycle to work. With their higher average incomes, they

enhance the vibrancy of our retail and cultural sectors.

However, it’s a fair question to ask if redevelopment in general is good for our city.

It’s easy to see the negatives, most of which centre on overburdened infrastructure. The big challenge is to channel the incredible amount of funding and activity from development projects to build better transit, ease gridlock and create more green space.

It’s a shame that council has the means to do so, but is not using its financial tools as well as it can.

Under provincial law, Toronto is entitled to charge new development the equivalent amount that new residents will burden city infrastructure.

Every term of council, consultants forecast how much each form of development will cost the city across the entire range of municipal services. For example, the additional burden caused by a household moving into a new two-bedroom condominium will be about $13,000, including about $3,800 for transit, about $2,300 for roads and about $1,800 for parks. This amount is usually recovered from buyers in the purchase price.

As you can imagine, when council considers development charges, every major developer and their advocates argue that charging the maximum will cause higher housing prices, lower employment and depress the Toronto economy. Council then levies rates at less than recovery cost.

At present, it charges about $2,500 less than allowed for a two-bedroom unit.

There are problems with council’s position.

The first is that these development charges are not for

what would be nice to have, but are estimates of how much those new households will cost for current levels of service. Charging less means that present residents subsidize new purchasers. There’s a gap well in excess of $100 million.

We all recognize crumbling infrastructure is a problem.

That council is not recovering funds available for that purpose just makes the situation worse.

Allegations that higher development charges would make Toronto uncompetitive are wrong. Neighbouring municipalities to the west and north charge between double and triple what Toronto does.

A bridge so fast RAPID REPLACEMENT: Earlier this month, the Ministry of Transportation replaced the Hwy. 401 off-ramp bridge at Bridgeland Avenue – in just two days. According to the ministry, the rapid-bridge replacement is a first for the Toronto area, in this case replacing a 49-year-old, 900tonne bridge near Yorkdale. A traditional bridge replacement normally takes nine to 12 months.

“There’s no reason for Toronto shoppers to shuffle off to Buffalo this year to take advantage of sales because we will beat them right here at this auction,” said Pyette.

“People can get stuff for up to 60 per cent off. The starting price is around 30 per cent of item value and goes up from there, so there’s all sorts of great bargains.”

Pyette said the five rotary clubs taking part in this year’s edition are hoping to raise around $100,000, the same target as last year.

But this year, an ongoing labour dispute outside the clubs’ control could

affect how much money is raised. “This year we are slightly handicapped by the NHL lockout,” said Pyette.

“Toronto loves its Leafs and the most attractive items have always been Leafs tickets and memorabilia. We still have a few of those items but not nearly as we would have had the lockout not taken place.”

In addition to hockey items, the auction, in its 33rd year, will also offer a pair of tickets to this Sunday’s Grey Cup, Blue Jays and Raptors tickets plus smart phones, jewelry, tools, golf items, vacation packages and more.

There’s even a high efficiency furnace valued at $5,000, the most expensive item on the block.

“We have a myriad of things,” said Pyette.

“We need people to step up and watch so we can help the many causes we support.”

The auction will be aired live on Friday evening until midnight and all day and night Saturday.

Flaherty made the blunt staythe-course promise at a luncheon with the Toronto Board of Trade in a downtown hotel yesterday in a speech sketching out both the state of the economy and the federal Conservative government’s plans for the country’s financial future for the remainder of the term of office.

“We will not engage in large new spending schemes, we will not engage in spending that will increase deficits,” Flaherty told the crowd.

“The pressure to spend more is always there; I get many cards and letters at this time of year...many with interesting proposals for spending tax dollars. Many projects are good ideas but we have to keep our eye on the ball.”

In his speech, Flaherty referred several times to Canada’s strong economic position relative to other G7 countries. He said that indicated the Conservative government’s economic policies so far have been effective. He pointed out that Canada has recovered “all of

the economic output lost during the recession,” and also increased employment beyond the losses from the 2008-2009 downturn.

If things do go poorly, however, Flaherty said the federal government should be agile enough to protect Canadians’ interests.

“You want to be in the position of having room to move if bad times happen,” he said. “That’s why we did pay down that public debt. We did have to make a decision of running up the deficit in 2009 and 2010 but as part of the Economic Action Plan we always built in a plan to get back to balanced budgets and we’re on track to do that. We’ve gone from a $50-billion deficit to less than half of that, and it should get us back to a balanced budget during the current parliamentary term and certainly before the next election.”

Flaherty said the government won’t cut transfer payments to the provinces for health, education and equalization payments – and won’t cut payments to individuals. Rather, efficiencies will be sought through various direct programs offered by the federal government.

Flaherty and the Conservatives are launching budget consultations across Canada next week, to find out from Canadians what priorities they might like to see.

TTC board officially approves fare hike for 2013 RAHUL GUPTA rgupta@insidetoronto.com It’s about to get more expensive to ride the TTC At its monthly meeting on Wednesday, the transit agency’s board of commissioners voted to approve the 2013 operating, capital and Wheel-Trans budgets and also approved an increase in the price of all fares, excluding cash, to take effect starting Jan. 1.

As a result of the increase, tokens will go up by five cents to $2.65, while a monthly Metropass will rise to $128.50, an increase of $2.50. Cash fares would remain at $3 per ride.

TTC chair Karen Stintz said the fare increase was at the level of inflation and necessary for balancing the 2013 operating budget.

“We don’t want to raise fares if we don’t have to, there’s no question,” said Stintz to reporters following the conclusion of the meeting at Toronto City

Hall.

“We understand the impact.

Those who rely on the system most are most affected by fare increases.”

She also said a similar inflationary fare hike was in store for 2014.

“If ridership continues to grow and our costs continue to grow there will likely be an inflationary fare increase next year,” she said.

Stintz said the TTC had already approached city manager Joe Pennachetti regarding an increase in the subsidy it receives from the city for its operations.

“Those discussions are underway and I expect that next year we will see an increase to our subsidy,” she said.

But that came as little solace to Franz Hartmann of the TTCriders advocacy group who pointed out that at 87-cents per rider, Toronto has the lowest amount of subsidy for transit than anywhere

else in North America despite record ridership.

“Essentially what the board has done is to penalize people for using public transit,” said Hartmann following the decision.

Hartmann, who made a copresentation to the TTC board opposing the fare hike, said he understood the TTC’s burden in ensuring its budgets remain balanced, but said it was unfair to rely on ridership to meet the fiscal imbalance.

“Transit riders keep on being penalized for doing the right thing,” said Hartmann.

“Everyone else who benefits from transit is not paying any more.”

The decision was expected following a decision by the board to agree in principle to a fare increase back at the Sept.

27 meeting.

Formal approval for the increase was required to ensure the increases could take effect at the beginning of next year.
