Four homes will be outfitted in Christmas decor when the North York Holiday Home Tour comes to town Saturday, Nov. 28. Attendees of the self-guided tour will see two to three rooms in each home Sat. decked out for the holidays, and will be able to purchase small gifts, such as jewelry, from vendors inside the homes. Building on the success she’s had organizing similar tours in York Region over the past 11 years, Helen Prucha decided to bring the event to North York. The homes taking part in the tour are 52 Teddington Park Ave., 199 Florence Ave., 110 Horsham Ave., and 82 Lawrence Ave. W. Interior designer Jackie Glass will be situated at 52 Teddington Park from 1 to 2 p.m. to answer holiday decorating questions, Prucha said. “It’s a fun way to grab your friends, be inspired by the decor, do some holiday shopping and support a good cause,” she said. Tickets cost $20 with proceeds supporting the Breakfast Club of Canada. For tickets, call 647-300-4432.

Celebrating International Day of People with Disabilities fannie sunshine fsunshine@insidetoronto.com In recognition of International Day of People with Disabilities (IDPD), New Circles will once again team up with clients of Harmony Place to offer a ‘mobile mall’ Thursday, Dec. 3. The event falls on the IDPD, which helps support human rights of those who face physical, social and economic barriers. The International Convention on the Rights of Persons with Disabilities was adopted in New York Dec. 13, 2006. The convention, to which Canada is a State Party, aims to ensure all people living with disabilities around the world are fully enjoying their human rights. As in the past two years, Harmony Place clients – adults who have physical and developmental disabilities – will choose gently used clothing and other basic necessities from a mobile mall set up by New Circles at Harmony Place’s Railside

Road site, at no cost to them. The clients, the majority of whom are in wheelchairs and have cerebral palsy, get to have their pick of shirts, jackets, pants and jeans. Last year, some 60 clients put on a fashion show wearing their new clothing. “We know how challenging it can be (for Harmony Place clients) to make their way to malls to shop for clothing,” said Poppy Phioukham, New Circles’ manager of clothing programs. “Usually the caregivers shop for them. This will be a chance for them to shop for themselves.” Along with clothing, each client will also receive a gift bag of toiletries, socks and undergarments, she said. “It’s great there is a specific day to honour these people,” Phioukham said. “They shouldn’t be forgotten about.” New Circles offers clothing services, community referrals and skills building programs to residents in Thorncliffe Park, Flemingdon Park and Victoria Village.

NYGH volunteers collect mitts, gloves for social agencies fannie sunshine fsunshine@insidetoronto.com

free for the taking

Since 2008, Alex’s Mitten Tree has helped keep the less fortunate warm over the winter. Founded by the late Alex Hornibrook, who volunteered at the hospital, more than 6,000 knitted mitts, hats, scarves and socks have been collected over the past six years by volunteers at North York General Hospital (NYGH) and are distributed to social service agencies including New Circles and The Scott Mission. After Hornibrook’s death in 2010, the Mitten Tree was renamed Alex’s Mitten Tree, said Alan Empringham, chair of the mitten tree committee. A Christmas tree in the cafeteria of the Leslie Street and Hwy. 401 hospital serves as the drop-off spot

for the knitted items from Monday, Nov. 30 to Friday, Dec. 11. Tomorrow two groups of knitters who have been big supporters of Alex’s Mitten Tree will come together. Last year, Alex’s Mitten Tree received a large anonymous donation of hand-knitted items. The committee later found out it was from a Richmond Hill knitting group. The committee also learned of an in-house knitting group made up of NYGH staff. The two groups will gather around the mitten tree in tomorrow to receive recognition from the hospital and volunteers for their donations.

T

he Toronto Transit Commission’s board is on the right track when it comes to the balanced approach it decided to take this week regarding fare increases. At its meeting, the board voted to increase cash fares for adults by 25 cents, up to $3.25, and to increase the price of an adult token to $2.90. Considering one can literally ride the TTC the entire length and breadth of Toronto for that price, it’s a more than reasonable cost. At the same time, the board wisely decided not to increase the cost of the Metropass, which now goes for $141.50. The monthly pass offers unlimited rides. It is a valuable item based on the service it provides, but its cost is high relative to other North American cities and it has been the chosen route for our view fare hikes for too long. TTC board chair Josh Colle There’s a cost summed it up well when he said the system cannot rely on to pay for Metropass users as an “endless well of money.” It also doesn’t good transit hurt to reward the loyalty of those who use the TTC multiple times every day. The cash fare and token fee hikes only apply to adult fares. The TTC will keep fares for seniors and students where they are, at $2 cash and $1.95 for tokens, which is a good decision. And, of course, due to a decision by city council last year championed by Mayor John Tory, children under 12 ride the system for free. This is all part of having a grown-up transit system in Toronto. The whining that takes place every time a fare increase is mentioned is unreasonable. There’s a price for good transit, and part of that must be paid by those who use the service. That being said, all city taxpayers must continue to pay for the TTC whether they ride it or prefer to drive their cars or use their bikes. Property taxpayers can’t be complaining about the cost of building infrastructure if they want to continue living in one of the best cities in the world. However, that does not let the federal and provincial governments off the hook when it comes to funding an essential service in Canada’s largest city. Prime Minister Justin Trudeau made some big promises along those lines during the election campaign, and we expect him to honour them.

column

Road to transit parity barely a ‘goat-path’ John Tory often talks a bit of sense – and he did so on Monday when asked what he thought about the thenimminent fare hike under debate at the Toronto Transit Commission. “I believe fares should be adjusted for every year because the cost of running the system goes up and we have to maintain the financial viability,” said the mayor. “I think it’s fair that those who use the system pay their share of the cost.” This raised some eyebrows, if only because Tory had made some hay during the election and earlier this year in freezing transit fares, for 2014. That he seemed fine with a 25-cent hike on the cash fare and a 10-cent hike on tokens... well that seemed a reversal. Of course, Tory had only made the promise for 2014, and made it clear he never intended there be fare freezes all the way

david nickle the city down. And his position, that as costs to deliver a service increase so should the cost to the user, is as sensible as is his notion that services as they stand shouldn’t be cut. Service should be reliable, and books should be balanced. So far so good. It is a shame, as my colleague Rahul Gupta remarked during the debate at the TTC, that the mayor couldn’t take the same even-handed approach to other matters of transportation financing, such as road tolls. It’s a shame, sure, but it’s also an immovable factor in the politics of mobility, the disparity between the privileges of drivers and transit users respectively. The latter occupy the bottom end of things.

Since the provincial government stopped funding operating costs for the Toronto Transit Commission, an uneasy balance of property taxpayers and transit users have been covering the cost of getting around to a greater and greater degree. Fares rise every year or so, and service fluctuates too, and when service drops and fares rise, a portion of those transit riders who can afford to, use their cars more. The rest... well they get used to disappointment. Drivers, on the other hand, are the demographic of choice, particularly for more conservative politicians, but not limited to that. After the 2010 municipal election, politicians from across the political spectrum voted to shut down the vehicle registration tax along with then-mayor Rob Ford. Attempts to put a bike lane on Jarvis Street were similarly squashed.

And when Tory was elected, one of the first things he did was take immediate action to battle one of the few remaining irritants to the pampered driver: downtown traffic congestion in the presence of construction. So while it would be sensible to look at revenue tools such as modest road tolls to help fund, for instance, the maintenance and reconstruction of the Gardiner Expressway, or more sensibly still, road decongesting public transit, the road to that solution is barely a goat-path these days. Still, baby steps are better than none: and if a mayor can recognize decent public service requires a decent amount of revenue, well, that is at least a very tiny step in the right direction.

been reports of injury, though several homeowners were awakened by the sound of intrusion. In some of the entries, screens were cut, and unlocked windows were opened, police said. Police are asking homeowners to be aware of sus-

picious people, vehicles or activity in their neighbourhood, and to call 911. Homeowners should secure their homes. Exterior lighting may be effective tool. Anyone with information is asked to call police at 416808-3300 or Crime Stoppers anonymously at 416-2228477.

After putting in a replacement request to the Toronto District School Board (TDSB), an amount of $75,000 was committed for a new play structure, he said, adding the cost also covers resurfacing the play area, installing drainage and planting new trees. The school held a fun fair, with proceeds going toward the $25,000 fundraising goal to add to the amount approved by the TDSB. The Yorkview Play Structure Committee came up with a structure wish

T.O. Christmas Pet Show

Photos/MICHELE WEISZ

ALL ABOUT THE DOGS: Above, Kona poses with Santa at the Toronto Christmas Pet Show Saturday at Downview Park, while below, Nat welcomed visitors to the Don Cherry Pet Rescue Foundation booth. Nat is one of many rescue dogs to be featured on the packaging of treats sold by the foundation. Proceeds from the treats go to the Don Cherry Pet Rescue Foundation, which provides financial assistance to registered pet rescue organizations and educate the public on animal welfare across Canada. Visit doncherryspetrescue.org for details.

Top and above, dogs run through an obstacle course at the Toronto Christmas Pet Show, while, left, Pheobe Ko brought her dogs Sesame, Bailey, Chanel and Dior to the show, which featured 200 vendors as well as pet photos with the Grinch and Santa himself.

Toronto emergency workers put their best face forward during Movember First responders showcased their three weeks of moustache growth Tuesday as part of the Movember fundraiser for men’s health. More than a dozen paramedics, police officers and firefighters took part in the lunch-hour photo op at the Toronto Emergency Services Training Centre on Eastern Avenue. The Movember Foundation’s goal is to raise awareness and fund improvements to four areas of men’s health: testicular cancer, prostate cancer,

mental health, and physical fitness. “Three of four deaths by suicide are men, and that’s a stat that people don’t talk about enough,” said Jesse Hayman, Movember’s director of community engagement. “It’s alarming because men are significantly undiagnosed with mental illnesses versus women, so we need to get the conversation going and we need to break down some of the negative aspects of masculinity that we’re raised with so hopefully boys and

men feel more comfortable talking about men’s health and getting help when they need it.” In last year’s Movember campaign, Toronto paramedics raised more than $3,000, Toronto firefighters raised more than $13,000 and Toronto police officers raised more than $54,000. More than 2,500 first responders across Canada have raised more than $310,000 for the cause so far this year. Visit ca.movember.com for more information.

Toronto school boards offer support resources in wake of Paris attacks

TAMARA SHEPHARD tshephard@insidetoronto.com Toronto’s Catholic and public school boards has made support resources available in the wake of the recent Paris attacks and continuing international acts of terrorism. Overwhelming global media coverage of events in Paris, Belgium, Syria and Mali informed the response by the Toronto school boards, its spokespersons said. Global news coverage is 24 hours a day, focused not only on police and intelligence investigations into the Friday, Nov. 13 co-ordinated attacks claimed by Islamic State in the French capital that killed 130 people, but also on the ensuing bombings by France, Canada, the U.S. and Russia of strategic Islamic State targets in Syria. The Monday after the Paris attacks, the Toronto Catholic District School Board’s (TCDSB) communications team issued a letter to principals to send home to parents at their discretion. That day, Toronto District School Board (TDSB) outgoing director of education Donna Quan also issued a statement to parents with advice

and tips from the board’s support staff. The TCDSB letter noted the terrorist attacks “could cause a heightened sense of insecurity and anxiety in children.” The letter advised, “(T)he goal of parents and the school is to restore the children’s sense of safety and security and increase their sense of power and control.” It further stated the TCDSB is joined together in prayer, with

staff “engaged in age-appropriate discussions” about the attacks and “watching for signs of fear and stress in our students.” TCDSB spokesperson John Yan said the board’s focus is on the impact of media coverage on its students, and on reinforcing its long-standing focus on global peace. Catholic board psychologists and social workers are available to offer

support. At Holy Cross Catholic School, grades 1 to 7 students wrote messages of peace with illustrations in their French classes. French teacher Liane Paixão videotaped and edited students with their messages. She posted the video youtu.be/ bt0L8Y08HCQ on @csholy, the school’s Twitter account. Paixão also uploaded the video as a condolence message on the French Consulate’s Facebook page. “I’m a true believer that we have to create opportunities of learning so kids can make a difference,” Paixão said. “It’s important to close the gap between school and the real world. Paixão told students the power of their video went beyond its Twitter hits. “‘What you did helped bring comfort to other people across the ocean. Your learning had a pur-

pose,’” she told students. “Many people saw the video and felt moved by it.” A detailed online resource, Trauma, Crisis Intervention and Resilience in Children and Youth, prepared by members of the TCDSB’s psychology department, has also been made available as well as tips for Supporting Children and Youth After a Crisis Event. Both resources can be found at http:// bit.ly/1OVPyVW Toronto District School Board (TDSB) support staff advice included beginning discussions with children by listening to the child, share what they know and how they feel. Don’t rush to reassure. Allow them to finish their thoughts and ask open-ended questions. “It is better to ask, ‘How are you feeling about what happened?’ than ‘Are you scared because of what happened?’ the tips stated. Respond to concerns a child shares, limit exposure to media coverage and speak specifically about what can be done to make a child feel secure are among the TDSB tips offered. TDSB counsellors are available to students on asneeded basis, TDSB spokesperson Ryan Bird confirmed.

Public Works chair Jaye Robinson checks out city equipment at the Eastern Avenue works yard Monday.

Toronto’s ready for the snow DAVID NICKLE dnickle@insidetoronto.com There are two seasons in Toronto, and with one of them – construction – over, it’s time for the second season according to Public Works and Infrastructure Chair Jaye Robinson: Winter. Robinson joined city transportation and water staff at the city’s Eastern Avenue works yard Monday to remind Torontonians of what to expect when the snow starts falling. “As the construction season wraps up I am pleased to tell you we are ready for the snow,” said Robinson. “This winter is actually expected to be a bit milder because of an El Nino. So we’re hoping for milder temperatures. But as you know, weather is completely unpredictable and the city will be ready for whatever winter

As the construction season wraps up I am pleased to tell you we are ready for the snow. – Jaye Robinson, Public Works chair

throws at us.” Toward that end, Toronto is readying its fleet of 600 snow plows, 300 sidewalk plows and 200 salt trucks to keep streets and sidewalks clear when the weather might suggest otherwise. As in previous years, the level of response will depend on the level of the snowfall. As soon as a snowfall begins, Transportation Services sends out salt trucks onto major expressways and main roads, and then onto local roads. If less than two centimetres fall, that’s it. But anything heavier

will see plowing beginning on expressways, and after five centimetres, main roads get plowed. It’s only after eight centimetres fall that plows will begin to push down local roads. “It takes time to get to local roads — sometimes up to 14 hours,” warned Robinson. And if the storm is particularly serious, the city may issue a directive that cars not park on main roads. Those who disobey may find they’ve been towed. The city will also clear a priority network of bike lanes and cycle tracks in the downtown core. The city may also see an increase in watermain breaks with the cold weather, but water staff maintain that cold is not the only factor. Many of the city’s watermain pipes are old and nearing the end of their lifetime.

WINTER IS COMING.

TAKE STEPS TO PREVENT FROZEN PIPES. Frozen pipes can leave you with no water or cause your pipes to burst. If your pipes are prone to freezing, you may wish to contact a plumber for advice. Here are some tips to help protect your home.

1

Know where to find your main water shut-off valve (in case your pipes burst).

4

Insulate pipes, especially near outside walls.

2

Seal air leaks in areas where pipes are located.

5

Drain and shut the outdoor water supply.

3

6

Keep areas with pipes above 8°C, especially near the water meter.

In extreme cold weather, consider running a tap to keep water moving.

City ready for up to 2,500 refugees DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory has said repeatedly he would not criticize the federal government if it took more time settling Syrian refugees in Canada, and on Tuesday afternoon, federal immigration minister John McCallum gave him nothing to complain about. In a televised announcement, McCallum announced the federal government has scaled back its commitment to admit 25,000 refugees from Syria by the end of the year, and will, in fact, only admit 10,000 by that time. The remaining 15,000 will be admitted in January and February. “Canadians want us to do it right and if it takes a little longer to do it right we should take that time,” he said. The 10,000 who do arrive will land in Toronto and Montreal, and then be dispersed to other communities. It was unclear from the news conference how many will settle in Toronto.

In Toronto, we are ready to do our part. – Mayor John Tory

“There’s a long list of cities and it is a growing list, it changes every day and grows every day, of cities across the country where refugees will go after they land in Toronto and Montreal,” said McCallum. “Those are cities that have the capacity to receive the refugees and then to find places in conjunction with other agencies for them to live.” McCallum said his vision “is to have them distributed relatively equally.” City is ready On Monday, Tory said he believed it could be between 2,000 and 2,500 coming to Toronto, based on a conference call he participated in with McCallum. In a statement on Tuesday, Tory made it clear the city is ready.

“In Toronto, we are ready to do our part,” he said. “I am proud of those who have opened their doors to these families as a part of the first wave of resettlement, and I encourage the people of Toronto to find ways to offer their support to these efforts.” Tory said he was “confident in the government’s screening processes” and fully supported the revised timelines. But he said funding must come with the refugees that Toronto will welcome. “It is also clear that this influx of refugees will put a strain on local resettlement agencies and support services across the country,” he said. “The City of Toronto has indicated the resources that are currently within our ability to provide, and I expect that the necessary federal and provincial resources will be deployed to help our city and others like it accommodate these new arrivals and set them up for long-term success in Toronto.”

Survey says: Toronto is going to the dogs MIKE ADLER madler@insidetoronto.com There are around 230,000 dogs in Toronto – more dogs than there are people in Richmond Hill – and last year those Toronto dogs bit people in 688 incidents. Those are dog attacks serious enough to be reported to the city, which also recorded 248 cases in 2014 of dogs biting domestic animals. The city, which says its “ultimate goal is zero dog bite incidents,” held public consultations on “responsible dog ownership” this year, and staff talked to dog trainers, dog walkers and the Toronto Humane Society. A report going to Toronto Council’s Licensing and Standards Committee today says the city needs more public education about dogs, and bylaws which are easier to understand. “Toronto is a hugely dogloving city,” said Katie Reid, owner of a Leslieville dog

training company, KatyK9, who gave advice to the city during the consultation. “I just really hope they get it right.” About 79 per cent of people answering a survey want the city, which recently cut a Toronto Animal Services program for schools on socializing with dogs and bite prevention, to provide more information about dog safety and owner responsibilities. Yellow Dog Project Some said the city should promote campaigns such as the Yellow Dog Project, a movement in many countries to identify “dogs who need space” with special tags or bandanas. “Some recommended that children under 12 years old should be prohibited from off leash areas unless accompanied by an adult,” the report said. “Others were concerned about the size of dogs and

would like to see separate areas for small dogs and big dogs. Most residents answering the survey, some 57 per cent, said they did not know how to report a dog bite when it happens. Most (60 per cent) also want increased fines for owners whose dogs continue to menace or bite, and many (46 per cent) want specialized licences for dogs who have bitten, or a requirement

(44 per cent) to post a sign on property warning people about their dog. The report noted while 15 other cities define what a “dangerous”, “menacing,” or “vicious” dog in their bylaws, Toronto does not. Reid said she hopes the public education program at schools will be reinstated, adding current fines and rare patrols by bylaw officers aren’t enough to deter bad behaviours by dog owners.

Half of survey respondents complained about dogs which were “at large.” Reid, who trains dogs which are under-socialized and fear other dogs, said it’s rare to see a dog that is “full-on” aggressive. There’s always an underlying reason, she said. The city needs to find out more about how dog attacks happen, argued Reid, who said context is important in each case. The report said most dogs will show “warning signs” before they bite. “Stakeholders noted that dogs can bite when they are fearful, in pain, when they

are expressing guarding or prey drive or after another human or domestic animal has not respected the dog’s warning signals.” Dog bite reporting Toronto’s system for reacting to reported dog bites was criticized in 2013 by Ombudsman Fiona Crean, who found a seven-year-old girl whose face was bitten in a west end back yard the year before “was not well served” by Toronto Animal Services’ investigation of the incident. The report said the city has since improved training for staff responding to reported dog bites, and said responses are now made within 24 hours. Last year, Toronto Animal Services issued 59 muzzle orders, 202 notices of caution, and 220 written warnings after investigation dog attacks. The city also laid 73 charges under province’s Dog Owners Liability Act, and recorded 27 convictions.

manda Belzowski has long worked to save lives, one glass of lemonade at a time. Belzowski has hosted an annual lemonade stand (www. lemonade4heart.org) since she was less than two years old, helped along in those early years by her parents, who instilled in her a strong sense of philanthropy. Through the yearly event, she has raised more than $200,000 for organizations such as the Heart and Stroke Foundation, the Hospital for Sick Children, Canadian Blood Services and others. Over the years, the annual event has grown from its simple roots to include arts

Following years of success, Amanda’s Lemonade Stand to Fix Hearts has a new CEO – with Belzowski heading to university, her younger brother Joshua has taken the reins. hile he plays an active role in his West Lansing community, Michael Capotosto is perhaps best known as his neighbourhood’s Mr. Canada Day. Capotosto is one of the key figures in the tight-knit community, organizing the yearly Canada Day fireworks display for more than 20 years and planning the Canada Day picnic for 10. He has also played a key role in facilitating family skate days and Halloween costume swaps at Cameron Public School, and coordinating music for the Cameron and Avondale school fairs through his band, Community Soul Project.

s anyone who follows politics knows, it can be hard to mobilize the youth vote, particularly in marginalized communities. York West Trustee Tiffany Ford has done just that, however, making it a priority as one of the newly-elected leaders of the Toronto District School Board. Ford worked largely in the Jane-Finch community, encouraging and inspiring the youth by ensuring they understood that their voice can and should be heard when it comes to building Canada’s future. Thanks to her efforts, many in the community – youth and otherwise – have become more politically aware and active. Ford is also the founder of

community Beyond At-Risk (www.beyondatrisk.org), an organization that aims to remove the negative prejudices associated with a neighbourhood being labelled as “at-risk.” The organization looks to promote youth leadership in racialized and marginalized neighbourhoods through mentorship, civic engagement and other means. She said she hopes the initiative will remove the stigma surrounding certain neighbourhoods and provide more opportunities for young people who might otherwise have been written off due to the “at-risk” label.

community He has also helped to coordinate Earth Hour walks, playing an active role with the local homeowners association and working as a leader in local Scouts Canada, Cyberkids and Glen Cameron for Kids programs. His tireless efforts have helped ensure the West Lansing community is one where all feel welcome, and he and others in the neighbourhood inspire one another to go the extra mile to keep the area safe and fun, particularly for youngsters.

Volunteers travel throughout the GTA, bringing meals as far as Mississauga, Brampton and Richmond Hill.

or more than 10 years, Vincent Gasparro has brought food and smiles to Toronto’s working poor. In 2004, he founded Project Engagement (www. projectengagement.org), a not-for-profit that seeks to alleviate short-term poverty while looking for solutions for those who may be stuck in the cycle of poverty longer term. The organization provides meals, toys for children and other goods to some of the city’s needy, with one initiative this year resulting in more than 40,000 kilograms of food being collected, organized and delivered across the GTA. With experience in investment banking, Gasparro has been able to work out joint ventures with many of the region’s long-standing not-for-profits as well as Toronto police, EMS and Fire Services to ensure Project Engagement’s reach was wide. He also leverages his Bay Street experience to find supporters and donors for his not-for-profit organization. The volunteer-run organization has grown immensely, increasing the number of families it serves from 40 in its first year to more than 400 in 2015.

And speaking of newsletters, Codd also serves as newsletter editor and secretary for the Bayview Village Community Association. Codd’s dedication to her community was evident when the city was hit with an ice storm in December 2013. With many lines of communication down, she created a central updating network via Twitter, answering questions about where to go for food, gas and overnight shelter. She even designated jobs to people, such as keeping an eye on traffic light function, to help keep residents updated.

I think it’s fair that those who use the system pay their share of the cost. – Mayor John Tory

“Really, the only two options we have are to look at fares or service, so if the city is unable to fill the gap I’m sure there will be a robust debate back at this table,” he said. Echoing TTC CEO Andy Byford, Colle said the transit commission was hamstrung by not knowing the exact amount the city will give for this year’s subsidy. The amount is determined as part of the city’s annual budget deliberations and won’t be known until next year. The board ultimately decided to reject TTC board member Joe Mihevc’s motion

to defer approval of the TTC budget until after the subsidy level is known. It also rejected an alternate pricing scheme introduced by commissioner John Campbell, who sought across the board fare increases to net an estimated $47 million in future revenue. The board however supported Councillor Vince Crisanti’s motion to freeze seniors’ and student fares pending a review of transit equity policies which is expected to take place early next year. It also unanimously endorsed Colle’s motion to find more revenue from TTC licencing and merchandise. As the chair pointed out, the TTC doesn’t make a cent off items bearing the transit commission’s likeness unlike other major transit agencies like New York’s MTA or the London Underground. The board also supported looking at ways to boost revenue from TTC parking lots. Tory told reporters the TTC should look to fund service improvements through regular annual fare increases. “I believe fares should be adjusted for every year because the cost of running the system goes up and we have to maintain the financial viability,” said the mayor. “I think it’s fair that those who use the system pay their share of the cost.” ~With files from David Nickle

TTC chair Josh Colle said the decision was a realization the TTC can’t keep raising Metropass prices which have increased to $141.50, among the highest-priced unlimited travel pass among North American transit providers, while keeping cash fares unchanged. “At a certain point we can’t keep continuing to rely on the Metropass user as an endless well of money we can just go to,” said Colle after the board vote Monday at Toronto City Hall. “Could we lose some ridership? Staff has factored that in but on the whole we still come up with more revenue.” The decision means the TTC faces a funding gap of around $58 million for next year’s operating budget, which it will attempt to fill by seeking an increase in the annual per-rider subsidy allocated to it by Toronto council. Last year, the TTC received almost $480 million from the city for the 2015 subsidy, which also funded $95 million in service improvements trumpeted by Colle, as well as Mayor John Tory. This time around, Colle said the TTC would ask for $41 million more than last year, which will also

The TTC is looking for feedback on a proposal to improve transit service for the port lands. The transit commission is examining the prospect of bringing back continuous service of the 72 Pape bus from Pape Avenue to Union

Station. The service was split at Commissioners Street to accommodate a renovation of Union, supplemented by a new version of the 172 Cherry Street bus. With the Union renovations complete, the TTC is considering replacing the 172 with two new routes: from Pape Station to Union via Queens Quay, and extending Front Street service to the burgeoning CityPlace development. Complete the survey at www.ttc.ca/survey by Dec. 14. becomes enterprise carshare wAUTOSHARE

Autoshare, the Toronto-based ridesharing company purchased by car rental behemoth Enterprise in 2014, is getting a new name. The company, which has more than 12,000 members in Toronto alone, will be known as Enterprise CarShare. Rahul Gupta is Metroland Media Toronto’s transit reporter. His column appears every Thursday. The project was cancelled in 2011 by then-mayor Rob Ford and his suburban allies on council, including David Shiner, who decried its ornate design as too expensive. But a compromise between Shiner and local pro-bridge Councillor Mike Layton was reached for a more affordable design, and both were on hand for the Tuesday announcement.

North York’s long-standing late-night transit nightmare, early closings of the Yonge line from Eglinton to Finch stations, will officially end by mid-December, the TTC has confirmed. Since 2008, service has been ending just after midnight six days a week to accommodate critical subway tunnel repairs. At the TTC’s recent customer town hall, CEO Andy Byford promised an end to the early closures. Now it can be confirmed, thanks to the TTC’s Brad Ross, the Yonge line will return to regular night-time service beginning the weekend of Dec. 18 and 19.

DAVID NICKLE dnickle@insidetoronto.com

kardinal officshall: RBC’ Avion card holders are getting the royal treatment at Yorkdale Shopping Centre this Holiday season with the opening of the Avion Holiday Boutique running through the end of the year. Helping to kick it off last week was veteran Toronto rapper Kardinal Offishall who, at right, performed live, as well as checking out the wrapping services.

Toronto could be spending $1 million for every decade Canada will have existed as a country in 2017, to celebrate Canada’s 150th birthday that year. That is one of two options being put forward by city staff to celebrate Canada’s 150th birthday in 2017. Toronto’s Economic Development Committee will be choosing between a $15-million, year-long, city-wide party, or a more modest $5.5 million for a 10-day festival. In either case, the celebration will be joining others across the country, marking a century and a half of nationhood. The $5.5 million option would see a 10-day festival in the summer, a New Year’s celebration starting Dec. 31,

2016 and various enhanced programs such as Nuit Blanche, Doors Open and the city’s regular Canada Day celebrations. The $15 million option would be a Pan-Am-Gamesscaled celebration, that would also bring in more private sector participation and see programming taking place across the city. “Toronto will be animated in every neighbourhood and there can be community ownership of celebration activities,” a staff report reads. Mayor John Tory told reporters that he would like to see more options on the table. “Why isn’t there a $1 million and $100 million options? I’d rather see us decide what do we want to do first. As to what’s happening in 2017? We should consult,” he said.
