hen Virak Mao moved to the Jane-Finch neighbourhood from Cambodia six-and-a-half years ago, he was an excited and nervous 12-year-old looking forward to his new life in Canada but fearful he wouldn’t make friends, especially since he didn’t speak English.

What an impressive list of accomplishments he has achieved since then.

First of all, he got over those early jitters and made friends.

He helps his mother care for his three younger siblings.

Mao not only mastered English but won the Grade 9 French award at C.W. Jefferys Collegiate Institute.

A father and son are dead after a fire broke out in their Jane Street and Sheppard Avenue home late Wednesday.

Emergency crews were called to the Charrington Crescent home just before midnight to battle the twoalarm blaze, which is believed to have started in the basement and spread through the house. The home’s windows blew out from the fire’s pressure, sending glass 15 metres into the street.

The bodies of the two men, aged 52 and 79, were recovered several hours later.

Police said a woman, 70, and man, 49, were rescued and taken to hospital for treatment of smoke inhalation.

Two firefighters were also taken to hospital with minor injuries.

Investigators have not confirmed if smoke alarms were working in the home because they had melted by the time firefighters arrived, officials said.

The Ontario Fire Marshal’s office continues to investigating.

Mao also volunteered at school, such as pitching in at the library and assisting at parents nights.

He served as campaign manager for a fellow student who successfully ran for vicepresident on the student council and another who was elected a student representative.

Mao originally wanted to be an engineer but after struggling with chemistry, discovered a new passion for business.

“I told myself I have to get good grades to get in (to postsecondary education) to pursue my dreams,” he said.

“It (education) means, basically, the world to me. It means to have a bright future. I will be able to have a good job and support my siblings.”

At his Buddhist temple, Mao is a youth leader and encourages newcomers to Canada.

He also participates in cultural dancing with other temple members, donating any money they raise back to the temple.

– Virak Mao If all that wasn’t enough, since the summer of 2011, he has held down a job at an Aeropostale clothing store to help financially support his family.

In June, Mao graduated from C.W. Jefferys and is now in the business management program at Ryerson University.

He is also the first winner of a new scholarship created by the Graduate Business Council of York University’s Schulich School of Business.

The council represents students in the masters of business administration, masters of public administration and international masters of business administration programs.

Awarded the scholarship in June, Mao spoke briefly about the significance of the award at the council’s alumni conference in early November.

The council set up the

scholarship to give back in a meaningful way to the community in which Schulich is located, choosing C.W. Jefferys as the closest high school, said Suzanne Pragg, who was the council’s community and alumni relations director in 2011/2012 when the scholarship was established.

It is open to any graduating C.W. Jefferys student going on to post-secondary studies, regardless of the institution or program they are pursuing.

The applicants also have to demonstrate community involvement.

Interestingly, being a top academic achiever isn’t a requirement.

Straight A students are already on the right track and can take advantage of other scholarships, said Pragg, now a researcher in the dean’s office at Schulich.

The council wanted to help a student with potential, who is committed to improving their community and who is in financial need who would normally be overlooked, she said.

While the original goal was to offer a $500 scholarship, students raised $1,300, including $600 raised through a Valentine’s Day candygram fundraiser.

The $1,300 was awarded to Mao, whom Pragg said has “an inspirational story.”

Mao is thrilled to have been awarded the scholarship, “I was so excited. I was blown away. It was a huge relief for me,” he said, adding he bought textbooks and school supplies with the award.

“I am really thankful they raised this money to award me the scholarship. And for the first time in Project Winter Survival’s history, the initiative is expanding outside Ontario and into Vancouver come January, thanks to a national sponsor.

“If we had the financial commitment we could be in every major Canadian city in 12 months,” Steinhauer said.

“We’ve been pleading for the last 10 years of our need to go national.”

More than 15,000 kits, each filled with basic supplies to help those living on the streets stay warm during winter, have been assembled since the initiative’s start, she said.

A $25 donation sponsors an entire kit with a retail value of $165. The Salvation Army will issue tax receipts for donations of $25 or more.

Along with monetary donations, Project Winter Survival is also looking for new items for donation, such as toiletries, gloves, mittens and hats.

Everyone plays role in keeping neighbourhood clean and safe

Lessons learned from making snap decisions

A

fter contentious debate, Toronto Council has reversed the decision to ban plastic bags.

The overwhelming vote to do so was brought upon due to the threat of legal challenges by retailers and the plastics industry that voiced their displeasure at the lack of public consultation.

Rather than making a snap decision on such a major issue, council time could have been better spent if there was some consultation process to begin with. our view Let this be a lesson learned.

Not all issues warrant a refPlastic bag erendum as we’ve elected our ban: listen to councillors to govern and represent the best interest of our the people respective wards.

But there are some issues that have greater implications and interest within the community where they have to get it right. Industry, retail and a keenly interested public all need the opportunity to help direct the consideration of the ban – through public consultation.

And there’s no shortage of major issues across the city that demand more input from the community.

For example, ongoing discussion about a Torontobased casino should remain a priority with far reaching implications to the city from economic benefits to the social and health costs of gambling addictions.

Any consultation process itself should also be opened to engage as many people as possible and not dominated by special interest groups or more vocal residents as it can be in town hall meetings.

It’s easier said than done, of course. How many meetings are called where true public members attend? And when they do, what percentage of the population are actually represented? Never enough for any to claim to speak for any kind of majority of city residents.

The hardest part of a politician’s job is to truly understand the desires and priorities of the people they serve.

It’s subduing the lobby. It’s denying political pressure from compatriots. It’s pursuit of that feeling of knowing you know what the people want – and not what you simply think is good for them.

Conversely, community engagement goes two ways. Residents need to accept responsibility for the actions taken by the politicians they put into office in a democratic fashion.

In the end, the priority lies with the elected official to understand the person he or she is grateful and honoured to represent.

To the editor: Re: ‘Community has a role in planning for emergencies,’ Editorial, Nov. 1 In our area, many trees are very old and branches are falling all the time and wires have come down.

On private properties, many need pruning and also removal as they are out of balance and dangerous. On removal, another can be planted if so desired.

Some neighbours have experienced falling trees on their properties and the resultant removal has caused many problems of property damage to multiple neighbours and an increase in their own and neighbours’ insurances.

When we own a property, we are also responsible to our neighbours and community to keep to a high standard in maintaining our property.

Ford court case offers learning opportunities

P

erhaps one of the reasons Mayor Rob Ford’s trouble has so captured the public’s attention is due to the number of lessons it offers.

One can give thought to the consequences of not seeking advice and ignoring warnings. One can take away how unnecessary was this fall from grace, since council was about to rescind the integrity commissioner’s report by a large margin.

Yet people are still grappling what to make of a law so imperfect that the presiding judge called it a “blunt instrument,” one that is exacting a tremendous penalty for “a modest amount of money which (Ford) endeavoured to raise for a legitimate charity.”

Much of Justice Hackland’s judgment is critical of the Municipal Conflict of Interest Act. But under that act, none of these considerations matter. If a member of council does not comply, removal from office is mandatory.

Beyond the headlines

To see if Ford can remain in office, Hackland spent much of his judgment examining the act’s narrow exemptions pointby-point. He rejects inadvertence, since Ford’s speech and voting were deliberate.

He cannot find the Mayor’s behaviour an “error in judgment” within the meaning of the law. Since the mayor balked at repayment the judge ruled the amount was significant to the mayor, so the exemption of insignificance does not apply.

By the end of the judgment, we are left with a stark conclusion: under the Municipal Conflict of Interest Act, Ford was in breach. Even with what Hackland calls “significant mitigating circumstances’” he is able to do little other than

to allow Ford to seek election next term.

Assuming the courts agree to allow Ford to remain in office during his appeal, the mayor’s political future will soon rest in the hands of Divisional Court. There he will face great challenges. New evidence cannot be introduced.

He must not only overcome arguments from the original complaint, but also must convince Divisional Court the closely reasoned decision of Hackland was flawed. Given the facts, and the obvious intent of the act, a successful appeal will be a tough sell.

At the same time, Divisional Court will be aware of the act’s flaws Hackland pointed out, including his opinion that Ford’s ill-fated speech at council was “an unfortunate but technical breach.” They will be aware it is Ford’s first offence, that all Torontonians will bear a significant expense to address a $3,000 problem, and that the court would be overturning an election.

The indisputable facts, the

wording of the legislation, and the problem of a disproportionate mandatory sentence provision put Divisional Court in an interesting place. Should the court wish to soften the rigour of the law, it will have to push its influence beyond the act. Mitigating the penalty will probably require a form of judicial discretion that runs completely counter to mandatory sentencing philosophy.

And perhaps here we come to another lesson.

The politics of the mayor and his closest allies have been founded on principles that include tightening laws and mandatory sentencing.

Blindly taking this direction will surely cause the mayor to be removed from office. Only by relying on the court to interpret the legislation broadly and to allow itself discretion does the mayor have any chance of remaining. n David Soknacki is a former City of Toronto councillor and budget chief.

Toronto police charged a second suspect Wednesday in the alleged theft of $2 million worth of toys and other items from the Salvation Army’s North York warehouse.

Umaish Ramrattan, 61, will appear in court on Jan. 4 at 1000 Finch Ave. W. at Dufferin Street.

He has been charged with 10 counts of theft over $5,000, 10 counts of possession of property obtained by crime over $5,000, seven counts of theft under $5,000, seven counts of possession of property obtained by crime under $5,000, two counts of possession for the purpose of trafficking in stolen goods over $5,000, criminal breach of trust, trafficking in stolen goods over $5,000, trafficking in stolen goods under $5,000 and conspiracy to commit an

indictable offence.

The former executive director of the warehouse and distribution centre at 150 Railside Rd., southeast of Lawrence Avenue and the Don Valley Parkway, will also appear in the same courthouse on Jan. 4.

David Rennie, 51, who was fired by the Salvation Army last week, was charged by police on Monday.

He has been charged with 10 counts of theft over $5,000, 17 counts of possession of property obtained by crime, seven counts of theft under $5,000, two counts of possession for the purposes of trafficking in stolen goods over $5,000, criminal breach of trust, trafficking in stolen goods over $5,000, trafficking in stolen goods under $5,000 and conspiracy to commit an indictable offence.

Meanwhile, on Wednesday, police seized an additional

26 skids of toys, school supplies, cleaning products and food that had been allegedly donated to the Salvation Army from a commercial warehouse in Brampton.

That is in addition to 150 skids of toys, cribs, strollers, food and personal care items allegedly donated to the Salvation Army that investigators recovered last Friday.

Some of the property was found at Northern Sales Group near Weston Road and Steeles Avenue while other items were discovered in a cold storage warehouse in Brampton, police said.

A suspect allegedly controlled portions of shipments in the Salvation Army warehouse and re-directed some items through Northern Sales Group, which is a wholesale company, Det. Robert Strain said in a statement earlier this week.

Double your fun when you adopt these furry twosomes

T

he column theme for this month is pets in pairs looking for forever homes.

Often overlooked and harder to find adoptive homes, bonded couples of cats and dogs are frequently found in shelters and rescues.

In this month’s column you’ll meet Marvin and Mindee, a tabby twosome found on the city streets, and Kai and Peeta, a Pekingese pair that lost their home when their owner lost her job.

Hopefully, they’ll be home for the holidays but if not, they are all in loving foster homes.

Marvin and Mindee are gorgeous tabbies that were living outside this past summer, found almost completely furless due to an infestation of fleas. They were also extremely emaciated.

They have come a long way, thanks to the cat organization that stepped in to help them.

They have regained health and hair!

According to Urban Cat Relief volunteers, “They both adore lots of attention and will follow you all around, purring and

look lovingly up at you. They especially want to be cuddled and given lots of kisses. Despite the trauma they’ve been through they have wonderful personalities.”

Marvin and Mindee are approximately five years old, fully vaccinated and spayed and neutered.

This pair of purebred Pekingese have been together since they were six weeks old and are very bonded so a home together is required.

Kai is an eight-pound, blond,

neutered Peke with a sweet and loving disposition. Peeta is a black male, 16 pounds and equally delightful. Both dogs are now two years old, neutered and up to date on their vetting.

They enjoy going for walks, car rides, playing in the snow, cuddles, their foster family and most of all, each other.

Foster parent reports that both dogs have nice temperaments, get along well with other dogs and love running free in the fenced backyard (they had never had access to a secure fenced area before).

They provide daily entertainment with their antics.
