Daren Goodchild is one of many Ontarians struggling with surging hydro rates. He lives on a farm in rural Markham and says the electricity costs of running his small farm have become insanely high. for refurbishment in the near future. “A decline in nuclear production and a sharp increase in cost is about to happen,” Adams said. Keith Brooks, programs director at Environmental Defence, is pleased the government’s plan includes conservation initiatives like the $200 million Affordability Fund, which helps people make their homes more energy efficient. But he said the government’s reforms make no changes to the supply mix – the amount of power we get from nuclear versus gas versus wind. “… To keep costs low, we need to see more renewables in Ontario’s future,” he wrote in an opinion piece for Metroland Media. “Wind and solar power costs are plummeting, while costs for nuclear power are rising. Renewable energy has created a solid foundation for a clean economy – one that Ontario now needs to

build upon.” Ontario’s PC and NDP energy critics both say halting the sale of public electric companies is priority Number 1. The cost to consumers is being hijacked by the drive for profit. “…Because of the way these new private power contracts are written, we are stuck paying guaranteed profit for power plants whether we need them or not,” said Peter Tabuns, NDP energy critic. “Right now, Ontario generates more power than we can use, about $2 billion a year worth of surplus power that we sell to Quebec and New York at a deep — 75 per cent — discount. In fact, many times we have to pay them to take our power.” Transparency on the government’s current energy contracts is also lacking, said Todd Smith, PC energy critic. “In my own riding of Prince Edward-Hastings, I’ve watched power companies ask for and get

extensions from the government that drag the project out years beyond what was envisioned by the original deal,” he said. “That’s not something you do if you’re on the side of the people paying hydro bills.” Mark Rodger, a lawyer with Borden Ladner Gervais and an expert in the utility sector, meanwhile, said delivery charges are a necessary hit. Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. By having different companies running their own distribution systems, he said, it adds $1 billion in costs. “Through consolidation, you can remove those costs through efficiency gains,” he said. – with files from David Nickle

Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-

zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. Second Harvest’s Hero Days raises $41,000 A North York based food rescue charity surpassed its goal for its latest fundraising campaign. Second Harvest raised more than $41,000 during its Hero Days held Feb. 9 and 23 in Toronto, which will help provide food for more than 82,000 fresh meals for the city’s hungry. The fundraising goal was set at $38,000. Hundreds of Second Harvest Heroes, decked out in bright green masks and capes, spread out across Toronto at dozens of TTC and PATH locations to raise funds and awareness for food waste in the city. "Hero Day is an opportunity for the community to come together and help feed food-insecure Torontonians and we are very grateful for the support and generosity provided by commuters yet again this year," Debra Law-

After leasing the Bathurst Street and Finch Avenue property from Advent Health Care Corporation for the last 19 years, NYGH’s lease will expire in 2019. In a letter on NYGH’s website Wednesday, March 1, hospital president and CEO Tim Rutledge noted the "transfer of services" to its Leslie Street and Hwy. 401 General site will begin June 1 with the closing of the Urgent Care Centre. "There are several reasons for us to transition out of the Branson site," the letter stated. "Buildings of this vintage require ongoing investment to upgrade infrastructure and meet new standards. "I am calling on the premier and minister of health and longterm care to reconsider this decision . it would be of great benefit to the community for the Urgent Care Centre to remain open until the end of the facility’s lease in 2019. We will work with any medical facility to activate this site and ensure its long-term sustainability."

Trump could put Lake Ontario’s health at risk The existential political crisis that the United States is undergoing under President Donald Trump cannot help but impact the life of Canadians on the other side of the border. Travel for Canadian citizens and permanent residents of certain national origins will be impeded, thanks to the Trump travel ban. The arrival of refugees, fleeing home countries and the United States both, on foot across our undefended border, will swell. The flow of goods and services across the border . well, we’ll see about that. Something else we’ll see about will be the quality of the water that is lapping up against Toronto’s shoreline. Leaked documents last week indicated that the Trump White House is intending to make drastic cuts to the U.S. Environmental Protection Agency (EPA), and its concentrated $300 million Great Lakes Restoration efforts. By 2018, it will be down to just $10 million. How much will this cut

Much of the U.S. funding is, understandably, focused on the American shores of the Great Lakes - cleaning up old problems and restoring and strengthening wetlands. Our work will proceed apace. But of course there are interconnections. Tony Maas, Manager of Strategies at the advocacy group Freshwater Future, says that cut - combined with other cuts to the EPA, impacting the extensive amount of research the agency produces - will have a rippling impact. There are agencies that rely on EPA research, and on co-operative projects. Big, shared problems such as the

algae blooms choking out Lake Erie rely on EPA research. And the cuts highlight problems in quantifying Canada’s own contribution. While government does do work on the Great Lakes, it is difficult to track. The federal government did, in its last budget, allocate $3.1 million for dealing with those algae blooms. Toronto can’t be faulted, putting tens of millions of dollars into mitigating its major impact on Lake Ontario’s health - the stormwater run-off that has historically sent raw human sewage into Lake Ontario.
