Schedulers help keep TTC on the move Team’s goal is to provide optimum service for riders RAHUL GUPTA rgupta@insidetoronto.com It’s been a long time since someone complained to Scott Haskell about an overly large number of TTC buses.

"People would run up and shake their fist in my face," said Haskell, head of the TTC’s service planning department who has a history with the transit commission running well back into the 1990s. "They’d ask me what I would say if and when a bus ran over their child. That was the time it was."

Fast forward to 2017, and one could strongly argue dependence on public transit has never been higher.

That makes for a lot of work for Haskell and his colleagues in Strategy and Service Planning.

Earlier this year, Metroland Media Toronto had the opportunity to learn how service levels are determined by the TTC. From a nondescript office tower in North York, the quartet of Haskell, Daisy Chan, Eric Chu and Laurence Lui co-ordinates every TTC service: buses, streetcars, subway trains.

The team is ultimately responsible for calculating based on demand what routes should receive more

service, introducing new schedules every six weeks, and which should be cut, as well as making planning recommendations for elected officials to consider, or not.

"I don’t think people realize how much service the TTC runs," said Haskell.

"You can walk out to a bus stop and there will be a bus there within 10 minutes most times of the day all day long. There’s hardly a transit agency in North America with that level of service."

Broadly speaking, the team’s goal is to improve service as much as possible to get hundreds of millions of riders moving as smoothly as possible. That means determining minimum service standards, anything from acceptable crowding standards for bus use during rush hour, to whether a community could benefit from more service depending on what transit already exists in the area, and how nearby it is.

"We weigh all (of the factors) together and if it comes out that overall customers will benefit from a route change, we’ll recommend it," said Chu. Certain factors are weightier than others: transferring to another route has long been considered onerous compared to travel contained to one vehicle, even if it takes longer.

But the weighing of it can change based on customer feedback, said Lui. "The transfer penalty is

Even with better travel data, Chan admitted it won’t ever be possible to gain a fully accurate calculation of optimal trip time.

"There is no right or wrong running time, that has to be acknowledged," she said. "There are no absolutes, only a range of what’s feasible."

Increasingly, TTC vehicles are travelling slower on average due to worsening congestion.

For the team, it means constantly having to make tough choices, such as adding more vehicles, and absorbing extra cost, or reducing crowding standards just to maintain the service.

"We have to juggle with the resources we have," said Lui.

"But if you look at, say, the other 45 minutes of the hour, it might be less busy and on average we’re still within our standard," said Lui. "If we try to plan for just that 15 minutes (when it is busiest) we’re going to be operating way too much service."

The final determinant of a transit schedule is calculating optimal run-times for vehicles. That’s easier said than done in a city as congested by Toronto.

The process has improved in accuracy by mining historical GPS data in an effort to calculate how long it should take on average to service a given route.

While the team meets with the TTC’s different operating divisions four times a year, the general perception among vehicle operators is a lack of un-

America’s tourism loss could be our gain It comes as no surprise that Donald Trump’s travel ban - now stalled by the American judiciary, again - has resulted in a chill on prospective travel from the seven nations named in the ban. After all, Trump himself referred to it as a "Muslim ban" during his election campaign.

But the chill isn’t limited to those countries. An Australian travel magazine - Traveller - recently carried the headline "Think twice about visiting America if you don’t want the Mem Fox treatment," referring to an author who has sworn she will never return to the United States after being detained and questioned on her way to a literary conference.

A British survey taken in February found about 30 per cent of respondents were less likely to visit the country now that Trump is in power. And Britons make up the third largest number of foreign visitors to the U.S., after Canadians and Mexicans. British travel bookings to the U.S. are down year over year, although travel experts point out that is also related to a strong American dollar.

The official marketing organization of New York, NYC & Company, says it expects 300,000 fewer international visitors in 2017, due to "travel ban related rhetoric." Tourism Economics, a U.S. firm that crunches numbers for airline and travel booking websites, projects that by the end of next year America will have lost 6.3 million visits, which translates into US$10.8 billion in spending.

And Canada? Toronto’s Comfort Tours typically takes between 200 and 300 tourists to New York during March break. This year, 11 people signed up, the company owner said. Halifax travel consultant Bob Sime said in a media interview: ... what I hear from the hoteliers and car rental companies, and so forth, is that in traditional snowbird destinations, the winter destinations for Canada, you’ve got about a 13 to a 15 per cent drop in figures to date."

Canada’s Girl Guides has announced it won’t travel to the U.S. Other organizations are expected to follow suit.

Again, it’s not all Trump. The American dollar is a factor too, which is why more and more Canadians are finding other warm locales where their dollars go further. One country benefitting, ironically, is Mexico, so frequently a Trump target.

That’s the thing. America’s tourism loss can be a gain for competing destinations. Trump’s unwelcoming America could be a welcome boost for Canadian tourism.

Marching behind the Scarborough subway Well, that’s that. Scarborough’s marching behind its subway.

Next week, Mayor John Tory expects "war" - again as the subway, that express tunnel to one of the grandest shopping malls in Eastern Greater Toronto, returns to Toronto Council.

There, it faces people who, on a Monday, would say it isn’t Monday, the mayor told people at a Scarborough meeting this month.

Presumably, these people would call $3.35 billion too much for one subway stop. But the mayor says he can stop such quibbles, once and for all, if Scarborough helps.

Which Scarborough will, because the subway has enlisted nearly every-

subway. Now, it’s behind the mayor’s "bold vision."

Of course, the mayor’s vision is more than the subway. There’s SmartTrack, and also that 17-stop Eglinton East LRT line.

The subway ate the LRT’s budget, sure, but the mayor says we’ll find a way, somehow, to build both.

In Scarborough, he told his troops the LRT will not only go to UTSC but, "we hope, beyond" to Malvern Town Centre. Scarborough councillors Glenn De Baeremaeker and Neethan Shan say the same.

The city already needs federal funds for a relief line subway, and a waterfront LRT, but who says we must choose?

The first reason for the Scarborough Subway is to shave minutes off trips

downtown. The second is pride.

Scarborough’s been stiffed, denied prosperity only the subway can give.

Not having that tunnel to the mall, the mayor says, "keeps us from feeling like a family."

The cost is huge, but who cares? It may be a boondoggle, but what isn’t?

Aren’t they going to build that rail deck park downtown? Somewhere, there’s money.

Politicians make promises. Those promises aren’t lies, exactly. Over time, they fade, and you forget who made them.

For now, all of Scarborough’s eggs are in one basket.

John Matthew suffered serious injuries but is expected to recover.

A family friend has set up a GoFundMe webpage, titled Remembering J.P. Gone too soon, which has raised more than $1,600 of a $7,500 goal to help with funeral costs as well as with John Matthew’s medical costs.

The webpage said the twins were crossing the road at a crosswalk at the time of the collision.

Nine-year-old John Paul and his twin brother John Matthew were on their way to a library when they were hit by a 1998 Toyota Sienna at about 10:10 a.m. Saturday, March 4.

Toronto police said the twins were crossing Sheppard Avenue on the west side of Magellan Drive (west of Jane Street) when the eastbound minivan, driven by a 20-year-old woman, struck them.

The twins were taken to hospital where John Paul died Wednesday, March 8, just after his 10th birthday.

This is Toronto’s 11th fatal collision of the year.

Adrian Marchuk hits stage with Angelwalk Theatre Marchuk performs Any Dream Will Do: The Music of Andrew Lloyd Webber DOMINIK KUREK dkurek@insidetoronto.com North York’s Angelwalk Theatre is back in the game after a two-year hiatus and has partnered with one of Canada’s top singing-acting talents to launch its new season.

Adrian Marchuk, a 20year Toronto resident who calls the Rogers and Weston roads area home, will perform in a show he created, titled Any Dream Will Do: The Music of Andrew Lloyd Webber.

The show will be staged in the brand-new, 574-seat Lyric Theatre inside the

Toronto Centre for the Arts, 5040 Yonge St., March 30 to April 1.

The concert that features four singers will perform the music of Webber and a telling of his life’s story, from birth to present.

"Audiences are going to hear all of their favourite songs from all of their favourite shows," Marchuk said. "But we’re also going to give you a behind-thescenes and backstage look how these shows came to be, how they got written, different versions of shows that got thrown out along the way, how he met his lyricists, how he met Tim Rice and then how the two of them decided to stop working together, and how he came up with these amazing ideas that transformed theatre and musical theatre as we know it."

The Toronto performer said show tunes were dead until Webber brought them back.

Marchuk’s career has

been pretty phenomenal as well. The 39-year-old married stepdad of one was cast as Frankie Valli in the Toronto and Las Vegas productions of Jersey Boys, which he did for three years. He’s also worked on Mirvish’s Musical of Musicals, Tarragon Theatre’s Marry Me A Little and Next To Normal, has toured Ontario and much more.

Trained in musical theatre at the University of Windsor, Marchuk now teaches his craft at Sheridan College, the Randolph Academy for the Performing Arts and St. Clair College.

Any Dream Will Do was commissioned for Theatre Collingwood in 2016 and has since been picked up by other theatre groups, including Angelwalk Theatre.

The show, while a concert, is not unlike Jersey Boys. Audiences come for the music, but they get to

know a lot more about the people behind the music.

"People want to hear the hit songs, but by the end of the show, my hope is that people will think a little higher of Andrew Lloyd Webber and be impressed and moved by who he was and is as a person," Marchuk said.

Musical direction and arrangements for the show are by Chris Tsujiuchi. The other three performers on the show are Samantha Hill who played Cosette in Les Misérables on Broadway and in Toronto, popular theatre and cabaret performer Kelly Holiff, and Matt Nethersole.

Angelwalk’s next production is Everybody’s Got A Story: A Celebration of Canadian Women in Music June 15 to 17.

Any Dream Will Do will be staged at 8 p.m. all three nights. Regular tickets cost $44.

Q&A with Sousatzka performer Karen Burthwright Sousatzka: A New Musical is in pre-Broadway preview in Toronto

DOMINIK KUREK dkurek@insidetoronto.com North York-raised performer Karen Burthwright, who now resides in New York, is back in Toronto for her fourth major theatrical production in the city.

The singer-actor-dancer plays a female AfricanAmerican ensemble swing in Sousatzka: A New Musical, staged at the Elgin Theatre, 189 Yonge St., until April 9.

The show is destined for Broadway this fall, and Burthwright hopes to continue be part of when it ends its limited-engagement run in Toronto.

Burthwright previously performed in Mamma Mia, Hairspray and Dirty Dancing in Toronto.

Q: How did you feel on your first Sousatzka performance?

A: Scared, thrilled, anxious, energized, and anticipatory. I was on for what is called a splittrack. Unfortunately, one of my castmates was injured and I was covering two of the group dance numbers that he was in with another male swing in the show.

It was a wonderful feeling knowing that we were finally about to share this touching, groundbreaking story with an audience. I am truly proud of the performances in Sousatzka, and the music, and orchestrations are stunning. I was so happy that it was a Canadian audience that was going to be able to see it for the first time. I had a huge sense of pride that night, and was very

fortunate to be on stage with my fellow cast members.

Q: How do you feel now that the show is in full swing?

A: I feel like I’m excited that the show is now being shared with others. We had the luxury of a long rehearsal process, and an always-consuming technical rehearsal process that just precedes the first preview in the theatre world.

I look forward to seeing many family members, friends, former teachers, and fellow students from my alma maters Claude Watson School for the Arts, Earl Haig SS., and McMaster University in that audience every night.

Q: Have there been any surprises so far with the show?

A: I actually made my debut for one of the ensemble tracks that I cover at (March 7’s) matinee.

Q: What do you enjoy most about performing back home in Toronto?

A: I think what I enjoy most about being here in Toronto performing is that there could be someone that I know in that audience every single night.

When I leave through the stage door each night I have no idea who I may see. That’s the most enjoyable aspect about performing in your hometown. You never know who from the many walks of your life, or past, may be there on a given night to see you do your thing.

RAHUL GUPTA rgupta@insidetoronto.com What began as a pet project to improve fire safety in subway stations has resulted in a North York resident being named employee of the year by the TTC. Flobell Asaba Ndesan was recognized at an awards ceremony in February for meticulously auditing and revamping fire safety protocol long in place. In 2016, he worked to simplify dense and the often cumbersome fire code terminology contained in safety plans, stressing the importance of everyday fire safety and making the existing plan more relatable for rank and file employees, all on his own time.

Backed up by his analysis and "thousands of pictures" taken of potential fire code violations spotted while touring virtually every TTC property, Ndesan, a duty manager at the time responsible for overseeing 12 different subway stations, took the plan first to his supervisors and then the TTC’s senior executive.

With the endorsement of

Flobell Asaba Ndesan CEO Andy Byford, Ndesan headed across the commission making presentations to supervisors, managers and front line staff.

"Like any improvement project you start, it involves a change of culture," said Ndesan, who lives in the Keele Wilson neighbourhood. "People are used to do doing things a certain way. The point was not to assign blame, but to get (TTC employees) to take responsibility."

From his personal audit

of TTC fire standards, Ndesan, without going into detail, found enough potential safety violations for which he admits the TTC could have faced heavy penalties.

The violations themselves were easily correctable, ranging from keeping fire doors closed to safely storing combustible materials. His efforts have resulted in monthly as opposed to yearly fire drills, and performance metrics kept by the TTC indicate substantial improvement for fire safety. "(Flobell’s) initiative and drive to implement and promote a new fire prevention program has improved the safety of our customers and our employees," said Byford in a statement. "His strong collaborative approach working with groups and departments within the TTC, meant this program would succeed right from the start."

For his efforts, Ndesan received a week’s vacation, more than enough reward, he said.

"The honour of being selected is good enough," he said.

Stormwater is rain and melted snow.

When not absorbed into the ground, it runs off properties onto streets, down storm drains and through a complex network of pipes that carry it into local waterways or, in some cases, wastewater treatment facilities. Generally, the more hard surfaces a property has the more stormwater it adds to the stormwater system.

What is the challenge?

An increase in extreme storms, combined with more hard surfaces in the city is resulting in more water making its way into the stormwater system. Too much water can overwhelm the system leading to flooded basements and poor water quality in local waterways, including Lake Ontario.

How is stormwater managed?

Making infrastructure improvements is necessary to manage the impacts of stormwater. To help manage stormwater, the City is creating new holding ponds, tanks and tunnels, and overhauling some sewer infrastructure that is more than 100 years old.

How will a stormwater charge affect water bills?

The proposal is to remove the portion paid for stormwater – currently embedded in the water rate – and show it as a separate charge on the bill. The water rate will decrease and a stormwater charge will be added. The amount paid for stormwater will be based on property size and the average amount of hard surfaces on properties of a similar size. Some bills will go up and some will go down.

The examples on the right use proposed 2019 water rates. They are examples only, because water use and lot size differ for all properties.

Why is a stormwater charge being considered?

There is a growing need for new and upgraded stormwater infrastructure.

Toronto City Council will be considering the stormwater charge in the spring of 2017.

ty Organizations for Reform Now (ACORN) who ’moved into’ York West MPP Mario Sergio’s office Friday, March 17 to protest the lack of affordable housing and rent control in the city. ACORN is an independent national organization of low and moderate-income families.

Kemba Robinson, chairperson for the York West chapter of ACORN, said the group targeted Sergio’s office over the city’s decision to tear down Toronto Community Housing townhouses on Dune Grassway, Blue Grassway, and Marsh Grassway at Jane Street and Firgrove Crescent in Sergio’s riding due to disrepair. Residents will be relocated to other Toronto Community Housing properties.

"They are not planning to rebuild the units," she

said. "A lot of our members live there and they will be uprooted. Children will have to change schools, parents will have to commute to jobs."

The lack of rent control in the city is another issue hurting members, many of whom can’t afford increases.

"If (Sergio) can’t do something, we’re moving into his office," Robinson said, adding rent control in Ontario only applies to units that were first built or occupied before November 1, 1991.

Chanting "fight fight fight, housing is a right," the group marched into Sergio’s office at Weston Road and Finch Avenue around 11:30 a.m., carrying household items such as brooms, coffee makers, and sleeping bags to settle into their new ’home’, and were greeted by his surprised executive assistance Phyllis Arturi.

Proper translation is important for getting the refugees all the medical care they need, said Sumathy Rahunathan, the centre’s clinic co-ordinator and research lead.

And some of those volunteer translators must be women. "When we need to speak about more sensitive issues, we definitely need only women in the room," Rahunathan said.

Equipment and medical supplies, including samples of medication, are also wanted for the clinic. Most health services for refugees are covered by the federal government, but there can be a gap of a month or two before coverage begins.

Scarborough subway needs more details At the risk of beating a dead horse - or in this case climbing into a Range Rover and running it over repeatedly - for this week’s ToinTransit, I’d like to focus on the Scarborough subway extension.

If you’re still reading, you might be aware at the end of the month Toronto Council will vote again on whether to proceed on completing the one-stop subway extension to Scarborough Town Centre.

The vote to endorse running the subway along the McCowan corridor is hardly certain to succeed, even by a narrow margin.

No wonder subway supporters are engaging in some furious eleventhhour campaigning. That was on display this week when not one but two newspaper editorials came out in support of the subway plan, written by mainstay boosters John Tory and TTC chair Josh Colle.

Both pieces run high

RAHUL GUPTA TO in Transit with emotional argument, yet somehow neglect to mention even once the spiralling price tag ($3.35 billion and counting) for the again - one stop plan. Both pieces also express frustration with the "endless votes" on the file, depicting Toronto Council as dithering when it should be rubber stamping and getting out of the way of building what is quite obviously the one true transit plan for Scarborough.

Admittedly, it’s not exactly a chore to paint Council as dysfunctional or out of touch with the average Scarborough resi-

dent’s wants. What’s more than a little tiresome is this idea a democratic vote (even a series of them) is somehow hindering the completion of the project.

What’s hindering the construction of the subway extension isn’t Council’s dithering, as annoying as it may seem.

The plan is receiving ample scrutiny because its benefits haven’t been demonstrated in any kind of convincing way to the rest of Toronto, which is on the hook for paying this extravagance while city revenues are at a knife’s edge.

So in the interests of transparency, keep the votes coming, and keep scrutinizing the details.

We need to know exactly what we are paying for, and why.

Cresthaven PS walks 6K for polar bears Cresthaven Public School students and staff went on a six-kilometre walk in their Leslie and Finch area community on Feb. 27 in support of International Polar Bear Day. Students and staff wore white hats to symbolize the polar bears and carried signs urging passersby to help save the polar bears and reduce their energy use.

The students received many honks of support and friendly waves from passing motorists.

Throughout the month of February, the students learned about polar bears and the impact of climate change on their ability to survive.

The school’s Eco Club organized special movie days where students could come watch a polar bearthemed movie at lunch.

Nanny Angel Network founder recognized for efforts The founder of a North York-based organization was recognized as one of L’Oreal Paris’ 10 Canadian Women of Worth at a gala in Toronto recently.

The Women of Worth program, in its inaugural year in Canada, celebrates inspirational women who

have volunteered their time to improve the lives of people and families in their community, province, or across the country.

Audrey Guth created the Nanny Angel Network, an organization that provides free relief nanny services to women who are

battling cancer, from the time of diagnosis until they are fully recovered. The organization runs out of 1000 Sheppard Ave. West, just east of Dufferin Street.

As a recipient, Guth receives a $10,000 charitable grant toward Nanny Angel Network.
