MIKE ADLER madler@insidetoronto.com There’s joy in the Parenting and Family Literacy Centre in Oakridge Junior Public School as parent worker Alex Koroneos leads a dozen toddlers in twirling squares of cloth to music. Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. They have a settlement worker, teaching and

learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though
those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,
compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"

Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

erty strategy. The group is diverse in cultures, ages, levels of poverty. Hearing what other members struggled through inspired Chambers, showing her, "One, you know you’re not alone, and two, you can help." How do you interview for a job when you’re missing teeth, or don’t have a phone? Chambers has asked around to find clothing for people seeking jobs. "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. Many LEAG members are experts in this, surviving addictions, criminal charges,
post-partum depression as single mothers, sudden unemployment; some used the city’s shelter system, says Pam McConnell, downtown councillor and Toronto’s poverty reduction advocate. The group’s not an experiment, she says. "It’s the way in which we should do business." Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." Pride of Israel Synagogue opens second chapel The Pride of Israel Synagogue acquired more than just members when Shaar Shalom Synagogue closed in June. After operating in Thornhill near Don Mills Road and Steeles Avenue as a house of worship for 44 years, the decision was made to sell Shaar Shalom due to high debt, maintenance and operating costs. The Pride of Israel Synagogue, located near Bathurst Street and Steeles Avenue on Lissom Crescent, not only inherited 55 of Shaar Shalom’s 300 members, but also its chapel. Jerry Cayne, owner of Cayne’s Super Housewares in Thornhill and former Shaar Shalomturned Pride of Israel member, donated the chapel to the North York house of worship to be used along with its main sanctuary.

Situated in the basement, the Cayne Family Chapel, which can hold 60 people, had its official opening and dedication Thursday, March 23. The chapel is made up of Shaar Shalom’s pews, art work, French doors, and holy arc, where Torah scrolls are housed.
Founded in a downtown Toronto home in 1905 as the Pride of Israel Sick Benefit Society, the society later moved to Spadina Avenue in the 1940s where it established a synagogue. It then moved to Wilson Avenue before settling at its current home in 1969.

Canada sending 97-year-old WW2 vet to Vimy Ridge Norman Cash hopes to meet prime minister and Royal Family FANNIE SUNSHINE fsunshine@insidetoronto.com Norman Cash had just turned 21 when he decided to help Canada’s effort during the Second World War. "I figured Canada was at war and I just wanted to join," recalled the longtime North York resident. "I had no fear." Cash was born in Russia on Jan. 1, 1920. The following year, he boarded a boat with his parents and older brother and headed to Canada through an aunt’s sponsorship. They landed in Halifax before arriving at their final destination of Toronto and settling downtown. "My parents didn’t want me to go," he said about enlisting. Before heading overseas, his father took him to a rabbi who lived on Baldwin or Nassau street -
Cash can’t recall, and the name of the rabbi escapes him - for a blessing and talk, he said. "He gave me a five-cent piece and told me to keep it with me all the time and that I would come back (home)," Cash said. "I made a hole on my dog tags and kept it there. And he was right, I came back." Cash trained in Niagara-on-the-Lake and Petawawa before heading over to England as a ranked gunner with the 12th Field Regiment, Royal Canadian Artillery. The Don Mills Road and Finch Avenue resident saw battle in Belgium, Holland, England and Germany, and helped free Holocaust survivors in concentration camps in Belgium and Germany. He also fought in the Battle of Normandy and took part in the liberation of France. The 97-year-old decorated war veteran will head back to Normandy next month as part of a Veterans Affairs Canada delegation to France to mark the 100th anniversary of the Battle of Vimy Ridge on Sunday, April 9.

Cash, who is likely one of the oldest Second World War veterans, said he was chosen for the delegation
after Veterans Affairs Canada saw Bell Canada’s Remembrance Day campaign commercial he was in back
in November 2015, and phoned him several weeks ago. "I feel very honoured to
represent Canada," he said. "The prime minister will be there, and Prince Charles and his two sons will be there. I’d love to meet them. It means a lot to me to go back. It will bring back memories - some good, some not so good. The bad ones I’ll keep at the back of my mind." Cash, along with his wife, Phyllis, will travel to Ottawa April 4, before departing for France the following day with the delegation. Once there, they will take part in commemorative events at the Canadian National Vimy Memorial in France, including the opening of a new visitor education centre, before flying back to Canada April 12. Cash, who credits his youthful looks and longevity to travelling regularly to a home he owns in Scottsdale, Ariz., is curious if any former army buddies will be part of his delegation. "Remembering the war now is like a dream," he said. "I remember parts of it. It’s like a dream, going through what I did."
City working with residents to regulate short-term rental companies City to take landlords and tenants into consideration

JASMINE HUI jhui@metroland.com The City of Toronto is trying to provide some clarity on its efforts to regulate short-term accommodation rentals, such as Airbnb. The City held a consultation meeting at the North York Civic Centre on March 28. Another is planned in April. Torontonians were invited to share their views on short-term rental, which are rentals that occur over a period of less than 30 days, and can occur in houses, townhouses, second-suites, condominiums and rental apartment
buildings. Online platforms such as Airbnb and Homeaway facilitate these bookings and payments. Meeting attendees were divided into small discussion groups to share their experiences and issues with short-term rentals. Many people within the discussion groups agreed that guests only become a problem when their hosts are not responsible. Moe Family, who attended the meeting, said he’s an Airbnb host who meets all his guests before they stay in his home. "The hosts that are in it for the money won’t meet you face to face," Family said. "They don’t care about who stays in their home." A lot of hosts agreed that whenever they meet their guests in-person, it lets the renters know whose home they are borrowing and

2016. Many supporters said listings are increasing because there is a lack of affordable accommodations
in Toronto. "There is a huge lack of hotels in the North York area," Family said, "Which means that there are huge
demands for Airbnb when no hotels are available. It’s almost impossible to find a permanent location to rent immediately too, which is why short-term rentals are needed." The discussions were closed off with the idea that regulations do not need to be one-size-fits-all. Carlton Grant from the city’s Municipal Licensing and Standards division said the city is hoping to find a balance for landlords and tenants who use the service, in-consideration with the regulations. A survey is available at toronto.ca/mlshaveyoursay for residents to share their views on short-term rental regulations. The second consultation meeting will be held on April 12 in Committee Room 2 at City Hall, 100 Queen St. W., from 6:30 p.m. to 8:30 p.m.
