RAHUL GUPTA rgupta@insidetoronto.com A contentious plan to build stacked townhomes near the intersection of Lawrence West and Marlee avenues has received tentative approval from North York Community Council to proceed.

By a majority, council approved a site plan amendment for the project, with local councillor Josh Colle opposed. The council also approved a number of motions from Colle demanding concessions from the developer and greater scrutiny of the plan.

The plan, which involves demolishing existing residences along Lawrence to build five four-storey townhouses containing 89 units, has proved irksome for some local community members, some of whom were in attendance during Tuesday’s vote.

Residents expressed concerns familiar to the area about traffic, flooding, accessibility and privacy.

"This area is under siege from the development industry," said Angelo Delfino, a resident of the area since 1978. "What is happening here is an outright attempt to build as much as possible and as densely as possible and high as one can get away with."

Even though the location of the townhome development was planned for a walkable connection within 200 metres to Glencairn station, Delfino told the council public transit accessibility does not justify another high-density project in the area.

Residents near 713 Lawrence Avenue West are concerned about a planned development at Lawrence West and Marlee avenues.

Paul Falsetti of the Yorkdale West Ratepayers Association said if the project is approved, it will be impossible to add bike lanes or other future streetscape improvements. Under questioning from Colle, he said the community, which opposed bike lanes in the past, has changed its stance and "absolutely" supports installing new lanes.

Joe Nobrega of the Wenderly Park Community Association echoed Falsetti’s comments, saying the site would negatively impact any future streetscape plans, a detriment for the "thousands" of new residents expected to live in the

A 300-year-old red oak tree is going to be cut down and turned into wood art just in time for Canada’s 150.

A few members of the Community Police Liaison Committee (CPLC) for 12 Division came together on March 30 at a property on St. Lucie Drive to cut parts of the red oak.

The tree is one of two 300-year-old red oaks that have been in the Mississauga’s First Nation’s history even when the British army was in Canada, circa 1812; the sister tree is located on Coral Gable Drive.

Madeleine McDowell is a Canadian historian that has researched about the red oak’s history in Mississauga and was present during the tree cutting.

She said Canadian explorer Alexander Henry led a group of First Nations from Mississauga to the Treaty of Fort Niagara in 1764.

"They would have gone by this tree," McDowell said. "It took them one day to run from Lake Simcoe to what is now Lake Ontario."

Trevor Comer, who is a member of the CPLC 12 Division and a woodcarver, sawed the tree to be used for art.

The chunks will be delivered to different artists in Canada to repurpose the wood and create art for Canada’s 150th birthday.

"Cameron did a print of the Maple Leaf Forever Tree," Comer said. "He will fingerprint the tree using the cross-section of the tree and use its own carbon to make a print. You can count how many rings there are and see the interesting lines in the grain."

The tree, which was recognized as a heritage tree in 2010, was partially cut down in August 2016 because the city deemed it a hazard.

McDowell wishes for the tree to stay as tall as it can.

"It’s not likely to happen," McDowell said, "Something that big that makes you feel a little bit humble is nice to have in the community. If it’s low like a table, you won’t get that humility."

Although most of the tree will be cut, it cannot be uprooted because it is holding up the hill that part of the residential area is built.

The buildings around the tree will collapse into the Humber River, which is located nearby, if the roots are pulled. cThe CPLC members hope Canadians will be able to see the history of the 300-year-old tree within the wood art that artists have created, as well as within the living sister tree.

"We don’t want to sacrifice public space so a builder can have more density, it’s just not acceptable," said Nobrega. Colle, who is also TTC chair, expressed his strong opposition to the project, saying even though stacked townhomes with proximity to subway stations are considered preferable, what’s already been built around the city has not aged well.

Colle also motioned for a traffic study along Lawrence West between Dufferin Street and Marlee, which was supported by his council colleagues.

"There’s more fundamental core work which needs to be done to make sure the neighbourhood functions properly," he said. Gary Bensky, president of developer Wycliffe Homes, said his group has attempted to work with residents to assuage their concerns about the project.

Public engagement, including multiple public meetings, has lasted so long it’s allowed city staff to unveil new guidelines for the building of the stacked units, which Bensky said was incorporated "for the most part" into the site design.

"Staff encouraged us to break the mass of the building and a number of other things which were part of the new guidelines," he said. "We addressed many of the residents’ concerns.

School fundraisers create inequality for students If you think all children in Ontario’s publicly funded schools have the same opportunities, think again.

This month’s Metroland special investigation into inequalities in school fundraising uncovered what could be the tip of the iceberg.

Beyond the formula created to disperse provincial funding to schools, the schools and the people and organizations supporting them locally raise millions every year.

Parents and community members put their money where their hearts are, and boost cash-strapped schools with fundraising.

At some schools it’s a penny fair in June and a bake sale or two, at other schools there are galas and bigticket raffles - all supported through the generosity of monied parents and grandparents.

In other area’s, there’s virtually no fundraising.

According to a 2014 report by nonprofit People for Education, the top 10 per cent of fundraising schools raise as much as the bottom 81 per cent - money spent on student excursions, playground equipment, technology, arts supplies and more.

It’s no surprise growing up with the privilege that comes with wealth opens doors to additional opportunity, however, Canadians expect equality in education.

But it’s a sham.

Underfunded schools need the leg up they get from community fundraisers - in one small northern school the extra money meant the girls’ basketball team didn’t have to wear the already sweaty pinnies the boys had just competed in anymore.

In another school it could mean technical and cultural enrichment for students whose family income has already given them a leg up.

In the end, it’s not fair.

What we have learned is disturbing, but perhaps more disturbing was the message we received from most of the schools and boards we approached for fundraising details: how much does each school raise in the community?

The boards aren’t willing to divulge how much money they’re getting from their parent committees and book sales unless they are compelled to do so by legislation.

A few individual schools opened their books and we salute them; most insisted we file a freedom of information request.

We have done so, but this is a bureaucratic process and it will take time, likely months. When we get the data, we will share it with you; we’ll let you know how much your child’s school is raising and compare it to how much other schools across the province collect from their communities.

Tory treads carefully around the bubble There’s a house beside a highway on-ramp in my North York neighbourhood that could be advertised as being "steps to tow trucks."

People with Texas plates bought it a year ago, renovated the front, and sold it the other week for $1.7 million, about twice what they paid.

agents drive prices up. The real estate people acknowledged the rules on that are "fairly weak." Talk to their regulator.

My brother is renting a North York house from a man in China who bought it a year ago.

Another brother was just outbid on a house by a company, not a person, in Bloor West Village.

Half the city is rich on paper, and half is either trapped in ancient rentcontrolled apartments or paying whatever rents the market will bear.

We haven’t talked enough about what this is doing to Toronto, or how to fix it. We should.

Signs of inequality in school fundraising TERESA LATCHFORD AND AARON D’ANDREA Two elementary students are learning about calculating angles.

One student has read the textbook, listened to the teacher’s lesson, and is now completing the homework questions. Student two’s class has also raised funds to bring an engineer in to explain how angles are used to build bridges and for a field trip to Legoland to experiment with implementing the use of angles in model construction.

The question is, in a publicly-funded school system, are these two students receiving the same educational experience?

"It’s not an exaggeration to say fundraising can create have and have-not schools," People for Education executive director Annie Kidder told Metroland Media.

"There is no evidence that enriched learning has a direct impact on student test scores but it makes a big difference in a student’s overall learning experience."

The education advocacy group has been tracking school fundraising for years and has found an incredible range, with some schools reporting having raised nothing and others $400,000 in the span of one year. The same schools report spending the funds on everything from musical instruments to technology.

Ontario’s Ministry of Education defines fundraising as any activity permitted under a school board’s policy to raise money or other resources to enhance school programs or initiatives not covered by public funding.

These dollars, also known as schoolgenerated funds, are administered by the school principal and per ministry guidelines.

Although samples of money raised school-byschool show signs of this disparate fundraising, boards don’t have - or are reluctant to provide - comprehensive lists of figures for each school across their footprints.

Approved uses for these funds include field trips, guest speakers, scholarships, extracurricular activities, events, schoolyard improvement projects, upgrades to sporting facilities, and more.

While the ministry prohibits fundraising for classroom learning materials and textbooks as well as facility renewal, maintenance, and upgrades funded through provincial grants, a report penned by People for Education states 47 per cent of ele-

–Annie Kidder mentary schools have paid for such things with fundraising. Of those schools, 94 per cent raised funds for technology resources, 25 per cent for online resources, and 12 per cent for textbooks.

Parent Gary Sims fundraises for his children’s schools to provide them with opportunities for different programs that his generation didn’t have when growing up.

"We fundraise just to make it easier for them," he said. "You have to give every kid a chance."

Nahum Mann, a parent representative within the Toronto District School Board’s

Parent Involvement Advisory Committee, told Metroland Media fundraising strategies should be in place to help foster community involvement.

"If a community understands what a school is trying to do and how those students will achieve it and be effective, I think it brings a realness to it," he said. "The sooner you include the community, there’s more ownership felt."

Mann added that a strategy where funds are being brought in by businesses may be a more successful approach in certain communities rather than asking par-

ents for money.

"I think that is like at least a move toward equity," he said.

Kidder points out that while one school has a beautiful playground where students can explore physical activity through play, another school may not have had the ability to raise the funds to do the same.

"Our school system shouldn’t reflect the socioeconomic status of the area," she added. "Rather than creating a level playing field in the public education system, this could actually be creating a double disadvantage for students."

Students growing up in an affluent neighbourhood already have access to learning enrichment through lessons and sports outside of school, and that continues within the school since parents have the income to financially contribute to the school.

However, those in a less affluent neighbourhood may not have the opportunity for enrichment in the community or in the school.

Kidder isn’t suggesting school fundraising should be abolished, but rather the education ministry needs to further define what is required for core learning and what is considered enrichment.

"For example, in art class is a pencil a core tool and are pencil crayons enhanced tools?" she asked. "There are guidelines on how the funds can be spent but there are also loopholes."

Her solution? The creation of a ministry document with clearly-defined definitions and guidelines regarding school-generated funds that is a living document, reviewed and amended often as the school landscape and education needs evolve.

LOCAL IMPACT

Fundraising facts for Toronto’s school boards AARON D’ANDREA adandrea@insidetoronto.com Each school board is required by the Ontario government to include school-generated funds in its annual financial statements.

During the 2014/15 school year, the Toronto District School Board (TDSB) generated close to $42.5 million in school-generated funds, while the Toronto Catholic District School Board (TCDSB) raised $29.47 million.

In 2015/16, the TDSB gathered roughly $41 million in school-generated funds, and the TCDSB raised $29.18 million.

Close to 246,000 students attend the various 588 schools within the TDSB, and roughly 92,000 students make up the population within the TCDSB, which oversees 202 schools.

According to spokespeople with each board, school-by-school fundraising breakdowns couldn’t be provided unless a request was made under the Municipal Freedom of Information and Protection of Privacy Act. Therefore, Metroland Media has filed a Freedom of Information request with each school board asking for a breakdown of every school’s fundraising records within its respective board.

JASMINE HUI jhui@metroland.com North York resident Khadija Waseem was chosen as one of the 338 delegates to participate in Daughters of the Vote (DOV) on March 6, to discuss issues occurring within Canada.

Waseem grew up in a multicultural community with classmates that were personally af-

fected by issues happening in areas outside of Canada.

This environment urged her to involve herself with social justice causes and help the people around her.

"As you grow, your capacity grows as well," Waseem said. "I feel very fortunate to be able to work on these social justice causes even in university."

This two-week experience

allowed her to speak with other delegates and learn about their issues that they encountered in different provinces.

Waseem said the delegates walked in as DOVs, but came out of the experience as sisters.

"What’s most powerful is that we don’t really get the opportunity, especially in the political sphere, for people from different parties to unite and

talk about the issues we face as women, as opposed to different party issues," Waseem said.

Waseem was also selected as one of the three youth leaders who had the opportunity to ask Prime Minister Justin Trudeau a question.

She raised concerns about Islamophobia and mental health of indigenous youth in Canada, as well as telling her

own experience with these issues.

"When you walk out of those situations, they power you up to do more for your community, society and for Canada," Waseem said.

Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

School in Etobicoke to announce the province’s intention to acquire Silver Creek and 155 McNicoll Ave. from the Toronto District School Board (TDSB) to maintain the sites as community hubs.

The proposed investment would mean the full range of support services currently offered at the two sites would continue to be available for local families, which at the McNicoll site includes supports for children’s mental health and autism, licensed child care, and an early years child and family support program.

"Our government heard from local families and community groups about how important the services provided here at Silver Creek Pre-School and the Etobicoke Children’s Centre are - and, in fact, we have recognized the value of preserving both Silver Creek and McNicoll public schools as vibrant and essential community spaces," Hunter said. "And that is why I am thrilled to announce that the province intends to acquire these facilities to preserve the full range of support services that are available."

The announcement comes 10 months after TDSB trustees unanimously opted against transferring the McNicoll Avenue site to its real estate branch for sale after declaring the property surplus.

The decision not to transfer 155 McNicoll Ave. to Toronto Lands Corporation was made in the hopes the province would take over the site and allow the current tenants, Adventure Place Child and Family Centre, and city-funded McNicoll Avenue Child Care Program, to stay, Brown said in June 2016.

The TDSB has been pressed by the province to sell properties to help fill the board’s $3.3-billion maintenance backlog.

The province is seeking to acquire the facilities from the TDSB through a land exchange, in which the board would receive provincially-owned property in the West Don Lands of a comparable value for a future school site.

Food drive seeks cash donations taining traditional Passover food were delivered Sunday, April 2 to those in need in Toronto and GTA. The drive ran Sunday, March 19 to Wednesday, March 29.
