NYGH won’t renew lease; site will close June 1 FANNIE SUNSHINE fsunshine@insidetoronto.com Residents of the Bathurst Street and Finch Avenue area came out to a community meeting in droves, angrily opposing the closure of the area’s urgent care centre and crying foul over what they claim is a lack of provincial representation on this issue.

About 150 people attended the meeting at Northview Heights Secondary School Monday, April 24 organized by Branson Community Action Group (BCAG), an ad hoc group formed after North York General Hospital (NYGH) announced in March it’s shutting down its Branson Ambulatory Care Centre, after opting out of a lease renewal with landlord Advent Health Care Corporation.

The urgent care centre at the Bathurst Street and Finch Avenue site is set to close Thursday, June 1, with NYGH citing drops in patient volume and the majority of visits from outside the catchment area.

Those at the meeting shared personal stories of their experiences, crediting staff for treating ailments significantly more quickly than in emergency rooms.

Many noted the area is made up of seniors on limited incomes who can’t afford to drive, and taking the TTC to health care sites further away would be a burden.

"They (NYGH) created a crisis in this area," she said. "Closing it is a crime."

A number of speakers took issue with NYGH in what they say was a lack of

community consultation regarding the closure, and silence from their provincial representative, York Centre MPP Monte Kwinter.

"Why has our member of parliament, excuse my French, been sitting on his a..?" an angry "69 years young" Patricia Brown, who has diabetes and ar-

thritis, asked. "Branson is the only place for us as seniors where we can get care. We have to keep it open."

In an email to The Mirror, Kwinter, who said he is recovering from pneumonia, said he was contacted

by NYGH president and CEO Tim Rutledge about the closure in March.

"I am aware that there are some constituents concerned with this decision," he said. "I have raised this issue with Eric Hoskins, Minister of Health and Long-Term Care (MOHLTC) and North York General Hospital (NYGH). My top priority is ensuring that residents continue to maintain access to high quality health care services and I am committed to working with NYGH and the MOHLTC to make sure that happens."

Residents were also angry NYGH did not send a representative to the meeting, noting an hour-long telephone town hall organized by NYGH Thursday, April 20 did little to quell the uproar over the closure.

After leasing the property from Advent Health Care Corporation for the last 19 years, NYGH’s lease will expire in March 2019.

Todd Bruce, president of Advent Health, was clear the decision was made by NYGH to opt out of lease renewal; Advent did not force them out.

"We were surprised, as you were, with the announcement," he told the crowd.

Victoria Jewt, chairperson of BCAG, said the group’s mission is to maintain accessible health care in the Bathurst and Finch area, and to keep the urgent care centre open for the imminent future.

In a letter on NYGH’s website Wednesday, March 1, Rutledge noted the "transfer of services" to its Leslie Street and Hwy. 401 General site will begin June 1 with the closing of the urgent care centre, which manages urgent illness or injury that isn’t life-threatening, such as

In an email to The Mirror, Rutledge said community consultation has been "an important part of the Branson Ambulatory Care Centre transition," noting telephone and point-ofcare surveys last summer helped inform their decision, along with analysis of "key data," to transition services by 2019 and close the urgent care centre this year.

He noted NYGH hosted a telephone town hall April 20, calling "over 20,000 Branson area residents, almost 4,000 of which stayed on the line for the full hour for a very productive dialogue regarding the hospital’s plans."

He said he offered to meet with BCAG in March, but the offer was declined.

"I was unable to attend (Monday’s meeting) and sent a letter to the group suggesting, once again, we meet in person at a date that works for all parties," he said.

Several BCAG members could not be reached for comment by The Mirror’s deadline.

The Branson Ambulatory Care Centre also houses the total joint assessment centre, Gale and Graham Wright Prostate Centre, cataract high volume centre, mental health services, an adolescent eating disorders program, a diabetes education centre, and medical imaging.

Programs and services will be transferred to the General site, and possibly satellite locations, over the next two years.

Ten collisions recorded near Allenby Junior Public School in last month RAHUL GUPTA rgupta@insidetoronto.com A stretch of Avenue Road where several collisions have taken place over the last year has some fearing the worst if nothing is done to calm traffic speeds.

Since Metroland Media Toronto first reported on the concerns raised by parents and educators, a spate of incidents have taken place right by Allenby Junior Public School, including at least three multi-car collisions right where students walk, say concerned parents. They fear the next incident could result in serious injury or death.

"The situation is close to becoming even worse," said David Heath, who Tweeted

several pictures of collisions in the area over the month.

Heath, along with Lisa Parker, documented 10 collisions along Avenue, between Eglinton and Lawrence avenues, in April alone.

They blame the posted 50 km/h speed limit, saying not even the fact Allenby is designated as a school zone - requiring speeds to lower to 40 km/h when students are about - dissuades drivers headed north or south from zooming through the area. And while turn restrictions and other restrictions are clearly posted, nothing is having an effect on changing driver behaviour.

"At this point we’re grasping at straws, we’re desperate (to see the speed limit changed)," said Parker who recently voiced her concerns to North York Community Council.

They, along with fellow parents of the school, are also helping to pay for painted zone markings and other posted warnings in the vicinity of Allenby. An application was also made to Toronto Police Services to have a permanent crossing guard patrol three key intersections by the school.

It is unclear how the decision of TPS to outsource its crossing guard program will impact the application, and one of the requests, for St. Clements Avenue and Castlewood Road, was already rejected.

The pair also suggests Avenue could use a "road diet" and have some traffic lanes narrowed and sidewalks widened.

White said pavement markings received a "minor adjustment" during the most recent resurfacing of the street a few years ago, but lanes were not widened.

Amalgamated Toronto remains a work in progress Twenty years ago this month, then-Ontario premier Mike Harris officially introduced the law that would erase the historic municipal borders in Metropolitan Toronto, and create the new city in which we live.

To say that Bill 103 was unpopular in the six former municipalities in the 416 area code would be an understatement. When it was all settled, the Progressive Conservative government found itself persona non grata in the new Megacity that they’d built. And for decades afterwards, the residents of North York, Scarborough, Etobicoke, East York, York and the old City of Toronto glared suspiciously at one another across the old borders, dreaming of better days long past.

It’s not to say that the old, preamalgamation days in Toronto were entirely perfect. There were a lot of nooks and crannies for corruption to hide and flourish in all those little councils. And the relationships between some of those little councils and the larger regional Metropolitan Toronto council led to some absurd bylaws.

But if corrupt dysfunction sometimes ruled the day well at least it was our corrupt dysfunction. Communities gathered around common values and a shared urban esthetic had their own accountable municipal governments. If they failed to hold them to account, well, it was on them. When amalgamation descended, that was lost in the Megacity of Toronto.

It’s hard to say what’s improved for Torontonians.

Amalgamation was sold as a money-saver and a way to cut the size of government. And while there were some savings identified at amalgamation, they were swallowed in the immense cost of amalgamating seven governments, and in the new cost of downloaded services like housing and transit.

Amalgamation may well have aided in cleaning up local government, but it took its time. A hotbed of corruption surrounding bad computer leasing deal was uncovered in the early years of the new city, and a public inquiry led to a suite of accountability offices in place to look over councillors’ shoulders - to often good effect.

But 20 years later, amalgamation remains a work in progress. We’re getting along better than we had in the beginning, but not all that well - witness the ongoing suburban/urban battles over subways in Scarborough and elevated highways downtown. We’re beginning to get a handle on municipal finance but we still can’t quite balance the cost of our needs with our capacity to raise revenue.

To put it another way: Toronto may be grown, but it’s not yet grown up.

Downtown businesses offer the homeless respect In downtown Toronto, on the busiest part of Canada’s busiest street, handing out tickets to homeless people doesn’t work.

But respect works.

Knowing each street person’s name works.

Mark Garner learned that. He wants us, and particularly the city’s business communities, to learn it too.

The Downtown Yonge Business Improvement Area (BIA) that Garner leads is "the front line support team" for a top tourist destination, a growing neighbourhood getting a flood of people each night.

approach them with compassion, Garner argues, and "you can then have a different conversation."

Garner, who grew up in Scarborough and walked this part of Yonge in the 1970s and 1980s, isn’t trying to gentrify it. He wants social housing, real affordable housing, to be part of every development the city okays, because homelessness isn’t just a downtown problem.

The BIA’s infographic, "One Night in Toronto," makes a point: if 5,253 people on a given night wind up in city shelters, jails, or hospitals, that costs us maybe $421,386,000 a night.

If they’re in social housing, it’s $34,512 a night.

Many street people don’t want housing. Mental illness is one reason.

One man we’ll call Howard was on the street more than 20 years, selling flags and key chains at Yonge and Dundas. Refusing housing, Garner says, was Howard’s right.

But after 18 months of work by the BIA and several agencies, plus lots of hand-holding, Howard got clean, and now makes guitars for a living.

"You can’t save everyone, but if you tackle them a case at a time, you have more of a chance," says Garner.

Imagine if Toronto’s other BIAs committed to pursuing the same plan.

Our city could change quickly.

It was 20 years ago this month that Ontario Premier Mike Harris introduced Bill 103, the legislation that would finish the job of amalgamating the new City of Toronto.

But it was much sooner, in the fall of 1996, when we first got an inkling that the Tory leader wanted to amalgamate the six local municipalities – Toronto, North York, York, East York, Scarborough, Etobicoke – and the regional Municipality of Metropolitan Toronto into one giant city: Toronto, or as it became known, the Megacity.

I saw the news stories in the morning as I was getting over jet lag – just back from a solo trip to England that had cost too much – and looking forward to going back to work at the North York Mirror, where I’d been covering North York City Council for the past five years.

Well, I thought as I read the tidings: This is it.

It wasn’t just the twice-a-week garbage collection that would go.

An amalgamated Toronto meant no more North York Council, no more North York itself.

I needn’t have worried. By the time the City of Toronto was cobbled together and hastily organized, more than a year later, North York was doing just fine.

But up until North York Mayor Mel Lastman’s election, and the movement of his North-Yorktrained bureaucracy downtown to Metro Hall ...

We worried.

He represented a similar geographic area in North York’s Ward 11 to the one he represents now in Toronto’s Ward 23 (Willowdale). But it is about twice as big, and to his mind, a lot more cumbersome.

Filion tells the tale of a former North York commissioner who was walking through the North York Civic Centre not long ago, and commented: "We were small, but we knew what we were doing."

"You could have replaced the ‘but’ with an ‘and,’" said Filion in his Toronto City Hall office. "We knew what we were doing because we were small. Here, try to get something done – everything is so complicated to get anything done."

–Willowdale councillor John Filion Filion was one of the most diligent opponents of that dissolution at the time. On the wall of his office, he has framed a collection of anti-amalgamation buttons, collected during the campaign he organized to support the no-vote in a non-binding North York referendum on the subject.

North York’s vote was one of six held in the soon-to-be former

municipalities, and like the rest of them, the ‘no’ votes prevailed.

It didn’t matter. Premier Harris maintained that an amalgamated Toronto would be a leaner, cheaper Toronto – where duplicate bureaucrats could be culled, purchasing could be streamlined and libraries and fire stations near one another could be closed.

It was a notion that fit snugly within the parameters of the Tories’ cost-cutting Common Sense Revolution and Queen’s Park wasn’t going to let non-binding referenda stand in the way.

"We actually naively thought that if you had an overwhelming majority of Toronto that overwhelmingly said they didn’t want it, the Premier would have to listen," said Filion.

The Premier didn’t listen, and after the referendum, North York backed away from its opposition – more so, as its long-serv-

ing, in fact, founding Mayor Mel Lastman prepared to run for mayor of Toronto, going up against Barbara Hall, who was the single-term mayor of the former City of Toronto.

After a shaky campaign he prevailed in the fall of 1997, thanks in large part to a swell of support in North York.

It seemed for awhile that North York would simply be moving south to City Hall. The provincially appointed transition team, which included former North York Councillor Paul Sutherland, took care to bring senior bureaucrats from Lastman’s North York. Treasurer Wanda Liczyk, Economic Development director Joe Halstead, Fire Chief Al Speed, Chief Librarian Josephine Bryant ...

North York seemed to be taking over.

And for awhile, North York stopped worrying. *** That may have been premature. Filion noted that while it might have seemed that North York took over Toronto, in fact it was Metropolitan Toronto – the regional government that oversaw big-ticket items like transit, housing and policing – that became the model for governance in Toronto.

David Shiner, another councillor who took his North York Council shingle and hung it at Toronto City Hall, noted that within a year, North York had in fact lost many of the services that had set it apart.

"In 1997 there were seven municipalities," he said.

"In January 1998 there was one new government for all of Toronto but no real plan for how it was to work. I still have a lot of residents that call my office ... many of them who’ve been around before amalgamation, call up and remind you of the way the city was run."

Trees represent living memorial for soldiers l Continued from page 1

At a tree planting ceremony at Downsview on Sunday, Highway of Heroes Living Tribute chair Mark Cullen said the plantings will take place between CFB Trenton and the Coroner’s Office at Keele and Wilson, a stretch of highway known as the Highway of Heroes.

Fallen soldiers have been driven along that route and honoured by Canadians overlooking their journey from bridges along the way.

"It became a place of special significance when thousands of Canadians stood silently and they contemplated our cost of freedom," he said.

"158 times during the Afghan conflict this happened - Canadian personnel flown home to be repatriated here on the soil of their homeland."

Ken Jewett of Maple Leaves Forever, a charity that promotes the planting of Canadian maple trees across Southern Ontario and that contributed to the Living Tribute initiative, said he was moved upon visiting Europe and seeing rows of gravestones for fallen soldiers.

"It’s so important we remember all the men and women who gave their lives to preserve our way of life," he said.

"Highway of Heroes brings those losses to our doorstep."

York Centre MP Michael Levitt noted Downsview Park is an ideal site for the plantings as a former Air Force base.

"The initiative we’re

planting trees for today.is a special kind of memorial," he said. "It aims to make remembrance an act of living memory. The trees we’re planting today will be that reminder and as they live on and as they grow, they will help to ensure that our remembrance lives on too."

He added that the trees will make public spaces like Downsview Park more beautiful and enjoyable for the public.

Hundreds came out to help with the plantings, including Jane Pancer, who attended with her son and stepson.

Pancer said her grandfather served in World War II, and the tree plantings were a way of paying tribute to him and others who fought.

"It’s a show of respect for the troops and a thank you to the troops," she said.

Saturday shows Student sleepover supports mental health for Toronto Northern Lights

Students at Newtonbrook Secondary School fundraised more than $3,000 by organizing a sleepover to benefit homeless youth.

In all, the Grade 11 and 12 students raised $3,175 in funds for Covenant House, said proud teacher David Fogel. The students presented the cheque to a representative from the charity during the sleepover, which took place overnight at the school on Thursday, April 20.

"The students are ecstatic," said Fogel last week before the sleepover. "The kids were coming in with bags of quarters."

About 40 students took part in the sleepover, along with Fogel and other teachers who chaperoned the event.

In addition to the

cheque presentation, the students heard from mental health professionals from both Covenant House and Mood Disorders Association of Ontario. The group was also treated to a performance by the Toronto Poetry Slam team and took part in an evening yoga session.

Along with a dedicated organizing committee, Fogel helped organize the event, which is the first of its kind for the school. In addition to making sure there was enough food, safety had to be considered, like ensuring the installation of smoke detectors.

Fogel said the success of the event could mean more similar fundraising events for mental health in the future.

"Bring it on, we’re excited," he said.

The group, along with special guests the BUZZ, will take to the Lyric Theatre stage at Toronto Centre for the Arts, 5040 Yonge St., at 2 and 7:30 p.m.

The 2013 Barbershop Harmony Society International Chorus Champions, made up of male singers, will present a variety of classic songs from different eras, all of which were originated by, or made famous by, iconic female artists, or sung by classic female characters on stage or film.
