Provincial government commits $100 million over three years to help people with dementia and their care partners JOANNA LAVOIE jlavoie@insidetoronto.com Living with dementia has been a challenge, to say the least, for North York’s Lambert family. Five years ago, Robert Lambert, a former litigation lawyer, was diagnosed with Frontotemporal dementia and has since lost most of his ability to speak and walks with difficulty. His wife of 49 years, Elaine, is his primary and sole caregiver. "I am sharing with him what is a difficult journey, challenging, rewarding in some ways but primarily a journey of loss," she shared during the official announcement of the Ontario dementia strategy at Baycrest Health Sciences on May 4. Two years ago, Robert started attending an adult day program at the Samuel Lunenfeld Mountainview Club at the hospital. The 10 hours a week of respite has been a huge help for Elaine. "I am more grateful that I can say for this program and its staff," said Elaine, who last year joined an online support group for women whose husbands have dementia. "It has been a true lifeline; to be able to share and support one another. These support groups have been invaluable. I don’t think we could have managed without it." Today, the provincial government made a $100 million commitment over three years to support even more Ontarians living with dementia and their families through its new dementia strategy, which is part of the Pa-

tients First: Roadmap to Strengthen Home and Community Care plan. An additional $20 million for respite care was also announced in the provincial budget. Dr. Eric Hoskins, Ontario’s Minister of Health and Long-Term Care, called the announcement "another big step, a big leap" being taken to improve access to high-quality care for people living with dementia and their care partners. He said the province’s new dementia strategy is the result of consultation with thousands of people with dementia, as well as their care partners, health-care providers, and organizations that work with and help the roughly 175,000 Ontarians living with dementia. "That foundation of support is so critically important and we need to build everything we do around that," said Hoskins, who said he’s confident they’re come up with a "really solid package of support" that will make a big difference for those with the condition and their families. "I’m really proud to be here today." Dipika Damerla, Ontario’s Minister of Seniors Affairs, joined Hoskins for the announcement. "This is a new investment over and above everything we’re already doing to help people with dementia," Damerla, adding the goal is to provide Ontarians with dementia and their families more supports so they can live in their own home as long as they can. "This new strategy provides enhanced quality of

"A fully-funded and comprehensive dementia strategy will help ensure people living with dementia, their care partners and their families have access to the resources and services they need to live well, and for as long as possible at home and in the community," Chris Dennis, CEO of the Alzheimer Society of Ontario. For the last two years, the Alzheimer Society of Ontario has worked closely with the Ontario government and stakeholders, and gathered the input and support of thousands of Ontarians for a provincewide dementia strategy. By 2020, 250,000 Ontarians are expected to have dementia. "Ultimately, ongoing commitment to an Ontario-wide strategy will minimize the impact of the disease and create a more coordinated and integrated system of care," Dennis said, in a release.

Don Mills. That subway could terminate at Eglinton, where it would meet the Eglinton Crosstown light rail line; or at Sheppard, where it could meet with Sheppard subway at Don Mills Station. Minnan-Wong advocates a Sheppard stop. "It should go all the way to Sheppard," he said. "Don Mills residents have a really awkward way to get downtown using transit. Now they’d be able to take the Don Mills line down the DRL and all the way to the centre of the city." Minnan-Wong admits the northern extension is a way off. It is just at the very beginning of the planning stages, without even a sense of where stations might be located. "You know, every project has to have a starting point, and this is it," he said. "I’m encouraged by the fact that the city believes we have to start thinking about a vision for the Don Mills line."

That was the word from Coun. Denzil MinnanWong, whose Don Valley East ward includes the communities of Don Mills, as he read the report from Toronto city manager Peter Wallace going to the May 16 meeting of Toronto’s executive committee. "This is a great day for the Don Mills community," said Minnan-Wong. "They are not - at this (time) - the direct beneficiary of any subway line. This is really exciting, that the start of rapid transit is beginning." It is a modest beginning. The report focuses on two more concrete plans: one for the Relief Line, which

It’s time to celebrate our everyday heroes In a world often dominated by depressing headlines, inconsequential information and political movements that drive apart rather than bring people together, it’s refreshing to be able to take pause and celebrate something special. This year, we’ve got the Urban Hero Awards to look forward to again. And in all honesty, all the staff at Metroland Media Toronto can’t wait. The program is designed to be accessible to everyone in our city – you, your neighbour, that kid down the street who helps the elderly, teachers, social workers, volunteers – anyone can be an Urban Hero. That’s the beauty of it. It’s an awards program designed to recognized the average people in our communities who do great things, in their own way. For our readers in Etobicoke, North York and Scarborough, you’ll remember the awards program from previous years. But this time around, we’re launching with a new look, a slightly new awards process and nominations are open across the entire city. All this, in time for Canada’s 150th celebrations because we thought, what better way to celebrate what it means to be Canadian, by honouring the people that make a difference in the lives of others? Help us out by considering who you know that makes that difference. We’re looking for nominations in the categories of Arts, Business, Education, Environment, Good Neighbour, Health, Social Issues and Sports. Within each category the awards will recognize the ’Titans of Tomorrow’ (Youth 14-18), and the ’Champions of Today’ (Adults 19+). You can nominate someone today, but only until June 11. After we receive and confirm all nominations we’ll be launching an online public voting process, which will determine eight ’people’s choice’ Urban Hero winners. Another eight finalists will be selected by our staff, and the whole group celebrated at a reception later this year. Most recipients are modest about the impact they make, but it’s even more reason to give them the recognition they deserve. They may not be used to the spotlight, but what they do will no doubt serve as inspiration for others. These awards are a special opportunity to tell some really good news stories and demonstrate the strength of the good will that exists in Canada and here at home in our city. What if Toronto just gives TCHC away? Toronto Community Housing Corporation – (TCHC) – will shut 7,500 apartments in five years unless it gets $1.7 billion. And it probably won’t. Not from the city, not from Ottawa or Queen’s Park. Though Mayor John Tory says it’s reasonable, and a "moral imperative," to split that repair backlog three ways, expecting those governments to do it is a bad bet. At a TCHC highrise in Scarborough Village – newsworthy in 2015, when brick cladding on one side suddenly slid off – Tory sounded like a man convinced he’s doing all he can to fix something before chucking it into the street. True, the province’s budget is out, without new money for social housing,

MIKE ADLER Edges of Toronto but it’s not too late, Tory said. City taxpayers can’t pay, Tory argued, since that will mean double-digit increases forcing seniors out of their homes. "Property taxes were never meant to fund multibillion-dollar capital projects," he said, a bit rich from the guy backing up the Scarborough subway with a dedicated tax.

Tory wants another term, and the issue risks becoming depressing for him. Should he actually secure the funds, other TCHC buildings will require repairs to stay open. It won’t end. So, here’s a prediction for a three-way split: one third of TCHC’s 58,000 units will go to charities, one third will become cooperatives, and one third will be torn down. Tory’s TCHC task force suggested sending 5,000 units to a co-op board called New Home, and 5,000 to nonprofits who already have housing. He’s sold on the idea. Big corporations – he used to run one – are "very unwieldy," he said, and breaking them up produces greater local autonomy

and accountability. Tory suggested Toronto City Council will get recommendations this month on the possible transfers. If that works, why stop? But the city owns many old and failing buildings, like the highrise Tory visited last week, which it couldn’t transfer to anyone, except the dubious property managers already running them on TCHC’s behalf. Eventually, there will be no answer except demolition. That part sounds like a huge failure for this city, with our shelters full and need ever-growing. But that’s where we’re headed. Larry Cavero could never have imaged surfing the freezing Great Lakes when he first started surfing at age seven in his home country of Peru. But after moving to Canada and discovering the possibilities, he’s opened a new door to his favourite sport. Whether it’s -20C and hailing or the wind is gusting more than 50 kilometres per hour, you can find Cavero ripping up the surf along the Toronto shoreline. Cavero is one of the main organizers leading the surfing community in Ontario. He started Surf Dreams Canada, a local surf store which organizes events like beach cleanups and other environmental awareness events. On top of connecting aspiring surfers with gear and know how, Cavero is always keeping an eye on the weather forecast for rideable waves across Ontario. Surfers use websites specific for determining the size and direction of the waves.

Brainstorming to include indigenous culture Students from five Greater Toronto Area schools, including two in Toronto, presented ideas at a community summit recently integrating indigenous culture into their schools. "Decolonizing Schools Together" is part of an initiative spearheaded by international education organization Facing History and Ourselves, following the Truth and Reconciliation Commission’s calls to action for education about the history of Canada’s residential school system. The students gathered inside Native Canadian Cultural Centre, 16 Spadina Rd., to present ideas on how to make their schools into more welcoming and decolonized spaces, inclusive of indigenous culture. Woburn Collegiate Institute plans to create a creative space to implement indigenous works of art, while Don Mills Collegiate Institute will create a mural with an indigenous art-

The new NYWS will replace the existing building at the Dufferin Street and Sheppard Avenue area site that has served women who are survivors of domestic violence and their children since 1984. The provincial government will provide up to $3 million in funding for this project, while the federal government contributed up to $5.8 million. The new 24,000-squarefoot building will include 30 beds in 16 bedrooms, along with offering fully accessible rooms, individualized counselling, group counselling, employment skills training, life coaching, and programming for children. "As our understanding

of violence against women continues to evolve, we recognize that our response as both an organization and a society must become more complex, evidence-based and holistic," Mohini Datta-Ray, executive director of NYWS, said in a recent release. "This significant investment means that this critical dream can be reality." Construction is expected to begin in June, and is targeted for opening in spring 2019. Beds in current use at NYWS will be absorbed by its partners, and all women currently receiving service from NYWS will continue to receive service without disruption. "Each woman will have her own space for herself (and her children), to create an environment that is calm, dignified and empowering and therapeutic,"

lition, she said NYWS has been moving women to sister violence against women shelters as space becomes available, adding a number of shelters are now being funded by the Ministry of Community and Social Services to temporarily take on extra beds to ensure there aren’t loss of beds in the Toronto system as a result of the NYWS shutdown. According to its website, the project to get a women’s shelter in North York began in 1980 when the women’s services committee of North York Inter Agency Council started proceedings to incorporate an organization to start a shelter after reports from two local hospitals said they treat four or five cases of battered women a week. Since September 1984, NYWS has helped more than 11,000 women and chil-

dren heal from the trauma of abuse. The funding announcement was made by York Centre MP Michael Levitt last month, on behalf of Jean-Yves Duclos, minister of Families, Children and Social Development and minister responsible for Canada Mortgage and Housing Corporation (CMHC), along MPP Helena Jaczek, minister of Community and Social Services. "For women who have experienced violence, a shelter is often the first step to rebuilding their lives," Jaczek said in a release. "This investment in North York Women’s Shelter is another example that illustrates the Ontario government’s commitment to investing in services that help women and their children that have experienced domestic violence."

business owners that said they were not properly consulted. "I think the consultation process has not been where it needs to be," said PWIC chair Jaye Robinson following Tuesday’s meeting. "We’ve approved for staff to go out further and consult specifically with businesses, but with everybody. I think this is a good jumping off point where we’re at now because we’re just going to make sure we’re doing this right." PWIC also voted to have city staff study adding bike lanes to parallel streets Beecroft Road and Doris Avenue instead of Yonge, which in the past was ruled out as a viable option. Robinson said further study was necessary to address the concerns raised. "Staff have now received their marching orders, I’ll call it, (to study) some very significant impacts," she said. Beecroft resident Stacie

Korjenevitch said she had only heard about Reimagining Yonge after noticing it being mentioned on Facebook, and has serious concerns about the plan. "Nobody in the community knew about it unless they were directly involved," said Korjenevitch, who is vehemently opposed to removing any lanes from Yonge. "It was purely an accident I found out about it." Raymond Jean, who also made a deputation to the committee, said he attended separate public meetings, and believes it’s unsafe to remove lanes from Yonge at a time when condominium development in North York Centre has far outpaced the construction of office towers, resulting in increased traffic. He said it was unlikely many locals will consider cycling as a commuting option since they don’t work in the area, meaning dangerous conditions for the few who do. "Those cars are not go-

ing to divert for cyclists," Jean said. "No way." Murray Stewart, the only deputant of five to support the plan said building bike lanes would make Yonge more attractive for people from out of the area to visit local businesses. "You want bike lanes where the merchants and businesses are," Stewart, a longtime resident of the area, told the committee. "Rather than adding the lanes as a way of getting past the area, put it where the area is." Staff is expected to return with revised recommendations for Reimagining Yonge in the fall, at which point PWIC and then Toronto council would have to provide a final endorsement to allow for the first phase of construction to begin by 2018 as scheduled. Reworking the plan also allows for the use of some $2 million in federal funding which would have otherwise been lost, said Robinson.

Avondale Public School and Avondale Alternative Elementary School are set to expand even more than originally anticipated to help accommodate the growing population in the Yonge-Sheppard corridor. Last fall, ground was broken on a school expansion that was slated to see the school’s capacity go from fewer than 300 students to 553. That plan called for a two-storey building to replace the existing school. The Ministry of Education has invested $6 million to add 322 more student spaces and a 62-space child care centre to the school building, located at 171 Avondale Ave. in North York. A third storey is now being added, with the rebuilt school scheduled to open during the 2018/19 school year. The new student spaces are much needed given that some 17,900 new residential units have been built in the Yonge-Shep-

Humber River Hospital is LEED Gold certified North America’s first fully digitized hospital has received Leadership in Energy and Environmental Design (LEED) Gold certification from the Canada Green Building Council. Barb Collins, president and CEO of Humber River Hospital, said the building that opened in October 2015 at Keele Street and Hwy. 401 was designed on lean, green and digital principles. "Being certified LEED Gold is a testament to the work done by the hospital, and our project partners Plenary Health Care Partnerships and PCL Constructors, in respecting our environment throughout the project, carrying over into the actual building performance," she said in a release. "We are grateful to the Canada Green Building Council for certifying that this work was done to a very, very high standard." LEED is a rating system

recognized as the international mark of excellence for green building in more than 160 countries. Since 2004, Canada Green Building Council has certified more than 2,800 LEED buildings in Canada and registered more than 5,000. Humber River Hospital building highlights include: • 100 per cent fresh air circulation. • 20 per cent of materials used to construct the facility contained recycled content and 46 per cent were sourced regionally. • 96 per cent of construction waste was diverted from landfill. • 38 per cent of the project’s total site area includes vegetated open space. • 33 per cent water use reduction and water efficient landscaping using captured rainwater.

• Vegetated roof and reflective roofing materials to reduce heat island effect. "I would like to congratulate Humber River Hospital and the project team on showing true leadership in the health care field by achieving LEED NC 2009 Gold certification," Thomas Mueller, president and CEO of Canada Green Building Council, said in a release. " As one of the most energy efficient acute care hospitals in North America, Humber River Hospital is a strong example of how the shift to a low carbon economy is possible for all building and project types. By committing to green building through LEED, the patients, staff and visitors of this hospital also benefit from a healthier indoor environment which will support patient care and recovery for years to come."
