The role of the 14 LHINs in Ontario is to plan, fund, and integrate local health services.

The public consultation was held Tuesday, June 27 at Prosserman JCC on Bathurst Street, north of Sheppard Avenue, with residents, health system partners, and service providers to collectively strategize on a longer term community health care model.

The discussion was held just weeks after North York General Hospital (NYGH) closed the Urgent Care Centre at the Branson Ambulatory Care Centre Thursday, June 1, promoting outcry from residents.

vote because of his past working relationship with Sutherland.

In 2015, Sutherland approached the parking authority along with Mammoliti to look at purchasing the property, which

was appraised at $7.6 million at that time. The vendor said the land was worth $17 million.

"Evidence suggests that the parties used the medium value as the purchase price," wrote Ro-

meo-Beehler.

Sutherland continued to act as a go-between with the city-owned parking authority and the vendorwhich TPA management allowed to happen because he had a relationship with the vendor that they did not.

And he had access to incamera board meeting information from May, 2016, which he reported to the Emery Village BIA in June, wrote Romeo-Beehler.

Documents indicate that Sutherland billed the Toronto Parking Authority for consulting, including offering media prep for questions surrounding the purchase of the property.

In another twist, the Toronto Parking Authority attempted to evaluate the value that the electronic sign on the site would add, and engaged their sign consultant to do so. But the consultant had also helped the vendor get approval for the sign. And Sutherland had acted as a lobbyist on behalf of that sign consultant.

The consultant assessed the sign that was on the site, and found that it was only worth $2.5 million - insufficient to bring the price up to the $12 million.

The consultant and TPA staff looked at the potential of adding a second sign, saying there was a 25 per cent chance one might be approved by the Ministry of Transportation.

Councillor Filion, who had been seeking clarifications on the process for months, was worried about the sign appraisals, and contacted the auditor general at that point.

On Tuesday (June 27), Romeo-Beehler and park-

ing authority President Lorne Persiko and Vice President Maria Casista presented at once, mostly agreeing but at times sharply disputing matters.

The executives agreed that they needed to protect confidentiality, and that the price was likely too high, they maintained under questioning that they did not understand that Sutherland was working for the land-owner even as he was acting as a go-between.

Romeo-Beehler said repeatedly that it was "challenging" getting adequate information from the authority. In the report, she said that Casista told her that there was no documentation and notes detailing how the purchase price was calculated.

In her report: "The VP said that the calculations of the purchase price were done on the ’back of an envelope,’ and that the envelope was subsequently misplaced.

Filion was in attendance at the meeting, and he spoke briefly, noting that the report highlighted questions that had troubled him dealing with the matter.

"Why would a parking authority want to purchase a property without a normal business case?" he said. "Without that, why attempt to purchase it then go to great trouble to try to have the evaluation match the price of the vendor? I have no idea why that would happen. It’s very disturbing."

The committee voted to refer the matter to the City Manager, who will determine whether to report back to the audit committee or Mayor John Tory’s Executive Committee.

Toronto’s auditor general has raised serious questions about the way the Toronto Parking Authority went about attempting to secure a Finch Avenue West property last year - a deal that could have seen the authority pay $2.64 million over fair market value.

Auditor General Beverly Romeo-Beehler noted in a report made public June 27 that the $12.18 million deal for the land at Arrow Road and Finch Avenue West might well have gone through at the TPA Board, had not board-member, Ward 23 Councillor John Filion alerted her office to the matter and she launched an investigation Sept. 2.

Ten months later, Romeo-Beehler has concluded that the process for purchasing the land was mired with possible conflicts of interest, with a lobbyist having access to information on the offer, and ultimately, an offer to purchase the land at the inflated price.

"We have a situation here that just smells," said St. Paul’s Councillor Josh Matlow after listening to the presentation at the June 27 Audit Committee Meeting. "It just smells."

The land at 1111 Arrow Road was originally slotted by Toronto Council for purchase in aid of the Finch Light Rail Transit line and was also of interest to the Emery Village Business Improvement Area, who had been attempting to acquire the land as a gateway to the community - complete with a giant flag pole, long promoted by York-West Councillor Giorgio Mammoliti.

The often byzantine machinations around attempts to purchase the lands were detailed in Romeo-Beehler’s 76 page report.

York Cemetery paves way for park

The dedication of the memorial at the Beecroft Road and Park Home Avenue site was held on Sunday, June 25 during a ceremony which also included the official opening of the grand allee boulevard through the cemetery, along with acknowledging 23 acres of cemetery forest land gifted to the city for a park.

Instituted by Queen Victoria in 1856, the Victoria Cross is given to honour "most conspicuous bravery, or some daring or pre-eminent act of valour or selfsacrifice, or extreme devotion to duty in the presence of the enemy," according to the Vimy Foundation.

The new boulevard is connected directly to Beecroft Road and features a European-style forecourt entrance and a signalized intersection, which were completed in 2015 and 2016, respectively. The capstone feature, the Victoria Cross Memorial, was built earlier this year.

The donated land, situated close to Bathurst Street and Sheppard Avenue, had been owned by the cemetery since 1916 and was made up of a ravine and valley area, which residents would use for walking and biking. The timing of the donation was made to coincide with Canada 150 celebrations, said Rick Cowan, assistant vice-president of marketing and communications for Mount Pleasant Group, the parent company of York Cemetery and Funeral Centre.

"We can’t use the land for cemetery purposes," he said, adding the land will formally be handed over to the city on Friday, June 30.

"The community already uses it for a nature park."

Markus O’Brien Fehr, executive assistant of Willowdale Coun. John Filion, who represents the area, said discussions over the future use of the park space will be held with city staff and residents once the city’s ravines strategy is published in the fall.

"The immediate focus prior to conveyance had been addressing some erosion issues on the site," he said. "This took precedence over the plan to cultivate nature trails that the cemetery staff had previously envisioned."

As per the community’s wishes, the space will remain natural, with the possibility of formalizing some of the existing trails, he said.

ACORN fights closure of homes grove Crescent were told they would have to leave their homes by fall 2017.

While the units were originally part of the city’s ReSet program, a program aimed at repairing and revitalizing old housing stock, contractors found that the units were "unlivable" due to extended neglect.

As part of the rally, ACORN members and residents staged a sit-in at the Firgrove relocation office.

They were demanding a meeting with Toronto Community Housing’s interim CEO, Kevin Marshman. They want to work with Marshman to ensure funding for community housing repairs and transparency throughout the relocation process.

"The city has failed in the worst way," ACORN spokesperson Alejandra Ruiz Vargas said in a release. "These are our homes that they are destroying, and low-income people in this city cannot be treated like this anymore. The housing crisis in Toronto is reaching a climax."

Firgrove resident Edna Rose agreed.

"I don’t think Mayor (John) Tory cares about people in housing," she said in a release. "If they don’t have the money to make repairs, how are they going to have the money to rebuild?"

ACORN delivered a letter to the CEO and hopes to receive his response in the near future.

Toronto Community Housing residents and allies from Jane and Finch and across the city held a rally on Friday, June 23 to protest the closure of over 100 community housing units.

Around 30 residents and ACORN (Association of Community Organizations for Reform Now) members came together to demand repairs for social housing and an end to Toronto Community Housing closures all over Toronto.

ACORN, the anti-poverty group organizing the rally, claim that with 90,000 people waiting for social housing, Toronto needs more affordable homes, not less.

Wave the Maple Leaf on Canada’s 150th What makes Canada one of the best places in the world to live?

Ask 10 people, you might get 10 different responses.

The international community certainly has some thoughts on the question.

Canada is consistently ranked among the best nations on the planet by the U.S. News & World Report, the University of Pennsylvania’s Wharton School and global brand consultants BAV Consulting.

In 2016, the Reputation Institute ranked us second only to Sweden, with Switzerland third.

We measure among the top according to the United Nations Human Development Index, as well as the FutureBrand index.

Reasons for our lofty status abroad range from our economic and political stability to our education and health care systems, to our relative safety. According to the 2017 Global Peace Index, released by the Institute for Economics and Peace, Canada was rated the eighth safest out of 163 countries.

In January, the New York Times announced Canada was its top recommended travel destination for 2017, citing our "cosmopolitan cities, barely-explored natural wonders and everything in between."

There are actually countless reasons why this is such an amazing country.

There’s Canada’s natural, rugged beauty.

We have inclusive social policies, a (mostly) welcoming approach to immigration and refugees. Diversity is not a dirty word here.

Our social support programs are there, as are our communities, when people need a helping hand.

Our government’s business is conducted, for the most part, in a reasonably transparent, civilized manner.

Our game, hockey, is easily the best, as is our side of Niagara Falls and our Rocky Mountains.

Our military has a history of punching well above its weight when called upon to defend freedom.

Our environment remains largely unspoiled, our cultural and geographic diversity incredible.

Many non-Canadians like to poke fun at our penchant for politeness, our readiness to deliver an apology if required, but we’re OK with that.

Canadians are patriotic, but we hesitate to blow our own horn.

Others do it for us.

We know we are not perfect, that there are elements of our past that continue to haunt us.

But really, is there anywhere else you’d rather be?

On July 1, Canadians will mark our nation’s 150th birthday, with celebrations from coast to coast.

We hope everyone joins in and, with passion and appreciation, waves the Maple Leaf.

Toronto celebrates a future of possibility It is going to be a big day on Saturday: for Canada of course, but for Toronto too.

The country is 150 years old. Toronto is either 33 years older than that, if you count back to 1834 when Muddy York was renamed Toronto, or 130 years younger, if you count the point at which the Toronto we all know was amalgamated from six smaller municipalities.

That, certainly, was the point at which Toronto became if not a linchpin for the country as a whole, then the biggest kid on the block, the largest city in the land.

Forgive us, if we take a moment to feel smug about that - a smugness that may be incompatible

Or that time that our third mayor, Rob Ford ... well, all those times.

But let’s not do this.

This is a birthday party for the whole country, and a good birthday party looks to the future as much as it does to the past.

And really, Toronto and Canada’s - future is filled with possibility.

In the short term, we have become an island of stability and sanity next to the United States and, so far, at least appear to be able to weather the turbulence from south of the border.

That’s good.

People will want to come here. To live and to do business.

That opportunity will also present us with challenges, but these are the same challenges that we’ve been facing with sporadic success for the past three decades: transit and transportation infrastructure, housing, and environmental stewardship.

We will, going forward, have to do better, and do better more consistently.

But that’s all right. We are 150 years young, after all.

That means we’re just getting started.

That’s what a Torontoarea group is urging of Canadian residents, businesses and institutions.

The national flag is flown at all federal government buildings, airports and military bases and establishments within and outside Canada.

That mandate should extend to all government institutions, including provincial and municipal, says Marga van den Hogen, who in 2009 founded Flag Flyers, an organization dedicated to promoting the Canadian flag.

"It’s the most beautiful flag. It stands out. It’s our Canadian emblem," she said, adding the flag should be displayed "to show our patriotism and the government has to set the example for us to follow."

John Davies, a founding member of Flag Flyers, said the Canadian flag should be flown at public institutions

like town halls and hospitals.

"We’re very proud of our health system, and the Americans seem to envy it, and yet we don’t fly flags in front of them (hospitals)," he said. "The government to me doesn’t seem to promote the flag anymore. I believe it should."

Davies suggested Canadians could take a lesson from the U.S. "You see flags all over the place in the States. People are very proud of it," he said. "We don’t seem to have the same pride. We have, I think, pride in our flag for some of the sports teams but not much else."

Davies also encouraged everyone attending Canada 150 celebrations to pick up a hand-held flag that’s provided by the government.

"The government is spending a lot of money on such things as fireworks.

Perhaps it could ensure that all the people who go to see the fireworks are carrying a flag in show of support," he added.

Van den Hogen said residents should also "encourage each other" to display the flag.

"Just be proud Canadians and show your patriotism."

The national flag can be

displayed in many ways, from the front yard of a house to the top of a building, though there are some rules and regulations, according to the Government of Canada.

For example, if affixed to a vehicle, the flag must be on a pole "firmly fixed to the frame of the car on the front right."

Nothing should be pinned to or sewn on the national flag, and it shouldn’t be signed or marked in any way.

The national flag should not be used as a table or seat cover or as a masking for boxes, the government says.

The flag takes priority over all other national flags when flown in Canada. The only flags that are given priority over the Canadian flag are the "personal standards of members of the Royal Family and of Her Majesty’s 11 representatives in Canada."

There is also a specific process for the national flag to be folded.

And when the flag becomes tattered and is no longer in a suitable condition, it should be destroyed in a dignified way.

The flag was adopted on Feb. 15, 1965; that date is now celebrated annually as National Flag of Canada Day.

Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network.

Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process

The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion.

The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors.

The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified.

Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. A discussion guide will be posted online at www.gotransit.com/electrification prior to the meetings to provide key information.
