tion Planning Group-York West (CAPG), noting there is still a lot of work to do. An Ontario Trillium grant was awarded to the group to hire a co-ordinator to conduct a feasibility study for the hub, with goals to have a firm plan in place within five months, she said.
Plans for a hub, under the working name Community Hub and Centre for the Arts, stemmed from Metrolinx’s plans to build a maintenance and storage facility for the Finch West Light Rail Transit (LRT) on vacant land beside Yorkgate Mall. Formed five years ago with a
focus on community transit issues, CAPG supports plans to build the 11-kilometre, 18-stop, $1 billion LRT line that will run along the surface of Finch Avenue from the new Finch West subway station on the Toronto-York

TAMARA SHEPHARD tshephard@insidetoronto.com Three First Nations representatives lauded Toronto’s largest business improvement area’s plans to build an interactive First Nations Park in Emery Village that gained unanimous support from Etobicoke York Community Council this week. Emery Village BIA proposes the park to educate the public about the daily activities of Indigenous peoples on land occupied by a hydro right-of-way south of Finch Avenue West on the east side of Weston Road. The park would be part of a bike path that connects the northwest area of the city to downtown through the Humber River system. "This park is a great idea if we’re talking about reconciliation," Stacey LaForme, chief of the Mississaugas of the New Credit First Nation, told councillors. "Canada is still talking about reconciliation. This is an opportunity for edu-
cation. Education is where reconciliation starts." LaForme told BIA representatives and councillors, "it’s a brave thing to do to tell the history of the Indigenous peoples of this land. It sets a good example, not only to Ontario, but to the rest of Canada." Project consultation has begun, and will continue, with Indigenous peoples from the Huron Wendat, Six Nations and Mississaugas of the New Credit, said BIA consultant Mary Di Mambro. "All decisions made will ultimately be approved by the First Nations," she said. The BIA’s capital project is pegged at $4 million, Di Mambro said. York West Coun. Giorgio Mammoliti indicated some of that money would come from city Section 37, or community development funds, generated from the area’s development revitalization. Currently in the design stage, the BIA envisions two arrival circles at both ends of the park connected by the bike path.

Chief Stacey LaForme, chief of the Mississaugas of the New Credit First Nation, addresses some 700 volunteers and scientists who converged on the Credit River in Mississauga June 10 to teach and learn field identification techniques along the watershed to investigate the area’s bio diversity. Three distinctive pathways would boast distinctive features to represent each of the three First Nations. The park is planned to include a children’s play-
ground, metal sculptures, plantings, solar illumination and audible signage for the visually impaired. Grand Chief Konrad Sioui of the Huron-Wendat First Nation expressed
gratitude for the project’s intention to recognize the ancestral First Nations who lived there. "We’re not bad people. We want to preserve our history on an equal foot-
ing (with you)," Sioui told councillors. "We need to pay tribute." Coun. Robert Johnson of Six Nations agreed. "This proposal will help preserve our history and culture and raise awareness of the connection, through education, to the original peoples of this land," Johnson said. Councillors voted to request the city’s general manager of parks to report back to its November meeting on the status of negotiations with Hydro One on a licence agreement for use of its hydro right-of-way. Councillors also voted to request a study of the feasibility of creating a museum in Emery Village dedicated to the promotion of history after contact of the three First Nations. Lastly, councillors recommended Toronto council support the proposed First Nations Park. Councillors’ votes received a rare round of applause from the Etobicoke council chambers gallery.

Christin Carmichael Greb, Perruzza, Filion, Colle and Carroll voted in favour of Howard Moscoe Way, with Don Valley West Coun. Jaye Robinson, Minnan-Wong, and Burnside opposing. York Centre Coun. Maria Augimeri and Willowdale Coun. David Shiner were absent from the meeting. North York community council had final say on the matter and the issue does not have to go to city council for final approval. In an email, York University adviser and deputy spokesperson Janice Walls said they are "always looking for opportunities to promote York Lions pride.
"However, we do, of course, recognize and respect council’s right to decide what to name municipal streets," she wrote. A known jokester, Moscoe entered politics in 1978 as an alderman on the old North York council. He was known to spar with then North York mayor Mel Lastman, purchasing his toupee at a charity auction after Lastman switched to hair plugs and then using it to dust off his seat before meetings began. Moscoe and Lastman later patched up their differences. Moscoe has written a book titled Call Me Pisher: A Madcap Romp Through City Hall through Yorkland Publishing, with delivery expected in October. Moscoe could not be reached for comment by the Mirror’s deadline.

Howard Moscoe might be retired from politics, but his name will live on through the Toronto-York Spadina Subway Extension project. A motion by York West Coun. Anthony Perruzza to name a short access street leading to the new York University subway station Howard Moscoe Way over the proposed Lions Way after the university’s varsity teams was passed at North York community council recently. Perruzza noted the former chair of the TTC was a "big advocate" for the subway, adding he had Moscoe’s consent in putting forth the name suggestion. "It’s a small way to honour his commitment to public service," Perruzza
said. Don Valley East Coun. Shelley Carroll and Willowdale Coun. John Filion echoed Perruzza’s sentiments. "Yes, it’s a subway to York University, but the vision to stop running 1,500 buses a day to York University is 100 per cent the work of councillor Moscoe," Carroll said. "I heartily welcome this." Filion called Moscoe, who had a 32-year municipal political career and retired in 2010, a "one of a kind, larger than life," long-serving member of council. "The subway stop might not exist if not for his perseverance," he said. But Don Valley East Coun. Denzil Minnan-Wong said the subway station’s name should be associated with the university, while Don Valley West Coun. Jon Burnside said it was "totally

For the past decade, the Weston Road and Sheppard Avenue-area resident has turned his backyard into a spooky site as part of a haunted house Halloween fundraiser, which will benefit Make-A-Wish Canada this year. After paying a small admission - $3 for children aged 12 and younger, and $5 for those aged 13 and older visitors will walk through a funeral home, four haunted tunnels, a spooky forest, and cemetery, all of which are covered by a tarp. Cincinnato, who spent two-and-a-half months constructing the attraction along with a friend, said it should take about 15 minutes to walk through. The freaky fun will get underway at 35 Coronado Crt. This year, Cincinnato has created a heavy metal themed haunted house, which will run various nights in October, and cost $3 for kids and $5 for adults. Proceeds are going towards the Make-A-Wish Foundation. over the years, which has been donated to a number of beneficiaries including Humber River Hospital, Cincinnato said, adding there isn’t a fundraising goal this year.

Time to get engaged with election year coming up Doug Ford’s decision to choose a rematch for mayor, rather than a seat at Queen’s Park, will hopefully put both elections on the radar of Toronto voters. The provincial election is June 7; while municipal elections across the province, including Toronto’s, are set for Oct. 22. The outcome of both elections will help determine the future course of the city. Ford made it known at his announcement, at the 23rd annual Ford Fest held in the backyard of his mother’s Etobicoke home, that he would seek Toronto’s top job as mayor on familiar themes: the war on cars and stopping the gravy train at city hall. Those themes resonated for him in the last election where he finished a surprisingly close second to Mayor John Tory, and prior to that it successfully worked for his brother, Rob. It’s going to be hard to get even that far this time around. Doug Ford is facing an incumbent, always a harder task, especially when the incumbent is polling as well as Tory has. And for two, it will be tough to pin Tory down on Ford’s talking points. Tory hasn’t raised property taxes at a much greater rate than Toronto Council did under Rob Ford. He’s no enemy of motorists, either. While he’s supported bike lanes, he’s also supported the replacement of the car-friendly Gardiner Expressway. And Tory is, well... a Tory, a former leader of the Ontario Progressive Conservative party. By comparison, the late Rob Ford had it easy running against the legacy of a progressive mayor (David Miller) who wasn’t even up for re-election. In any event, spending money wisely, whether at city hall or Queen’s Park, is a job requirement of all candidates. More attention needs to be focused on more pressing issues, especially public housing and transit. Public housing is crumbling while the ambitious transit building we are in the midst of, including the Scarborough subway extension and Tory’s signature SmartTrack, is suffering from dubious and haphazard planning. Both municipal and provincial candidates need to be pressed to come up with both the money to fund these long-simmering big-ticket items, along with a rational plan to make sure that money is spent well. Doug Ford’s entry into the race stirred up his vaunted Ford Nation and hopefully it will energize all voters to get up to speed with the issues and with the candidates as they start to emerge over the next few months.

Keesmaat wrote the book on truth to power "You often say we should speak truth to power." That was Andy Byford, the unflappable CEO of the Toronto Transit Commission, to the TTC’s board meeting the day after Labour Day. He was answering questions from commissioner Glen De Baeremaeker, and gently explaining to the persistent city councillor that the TTC couldn’t let buses from Durham Region use the overcrowded Scarborough Centre bus platform without risking collision. De Baeremaeker wasn’t happy about that, and muttered that there was no power around the table at the commission that he could see. Both of them, bureaucrat and politician, had an

litical so-called masters, she wielded it too - if, that is, one counts persuasiveness as a power in its own right. Keesmaat was something of a bureaucratic pioneer in that regard. She was hired from the private sector in 2013, under the Rob Ford administration and in a bureaucratic environment that would make any public sector worker quake in their boots. Keesmaat didn’t seem to care about any of that. She took to Twitter with gusto, unapologetically advancing a progressive urbanist agenda. She told a Toronto and Region Board of Trade luncheon crowd that councillors were pretty hard to deal with sometimes. Surviving those councillors and Mayor Ford, she took
on the new mayor John Tory - or at least his Gardiner Expressway rebuilt - in another public address. She did finally help craft the Scarborough subway plan, but she made her opposition known publicly and then privately through the process. Although that didn’t win her universal affection, particularly among right-wing councillors, Keesmaat managed to leave the job almost entirely unscathed. Indeed, the most rampant speculation was that she might wish to run for office herself something that she’s so far denied any interest in. Probably just as well for her. In terms of influence and capacity - in terms of power - it would be a step down.

Bell Canada Ltd. (the Proponent), is proposing to operate four existing diesel generators at the 105 and 115 Scarsdale Road location in Toronto, Ontario (the Facility) (see map). The generators will be used on a periodic basis to provide up to 2.375 megawatts (MW) of power to the Facility during peak electricity demand periods when there is excessive strain on the Ontario electricity grid. The most recent generators were installed in 2015 and have been used to provide backup power to the Facility. Metrolinx purchased land on Finch Avenue - between Norfinch Drive and York Gate Boulevard - for the future maintenance and storage facility (MSF) for up to 75 light rail vehicles, along with storage of some light rail vehicles for the future Jane LRT corridor. CAPG is asking the maintenance and storage facility bidders for a 50-metre setback from Finch Avenue to allow for a future community hub. The winning bidder is expected to be announced in April 2018. In a December 2016 email, Metrolinx said both the environmental assessment and project agreement call for the setback to be 32 metres, to create space between the maintenance and storage facility and Finch Avenue rather than a building. Avid North York Mirror reader Felix Rose turning 100 Felix Andrew Rose, who has been an avid North York Mirror reader since its inception, is turning 100 years old on Sept. 20. He was born on Sept. 20, 1917, in Eport, Jamaica. He married Rita Tracey on Sept. 23, 1944; therefore they are celebrating their 73rd wedding anniversary this year. Rose is the father of five children, grandfather of seven, great-grandfather of three, and great-great grandfather of three. He was a member of the British Air Force from 1944 to 1946. He moved to Canada in 1967, and moved to Willowdale in 1969 where he still resides.
