Emery Village BIA has proposed a First Nations park and living museum for a parcel of land currently occupied by a hydro right-of-way south of Finch Avenue, on the east side of Weston Road. The proposal, which was brought before Etobicoke York Community Council earlier this month has the support of the Huron Wendat, Six Nations of the Grand River, and Mississaugas of the New Credit First Nation. Chain has expanded to 80 stores, including Fairview Mall FANNIE SUNSHINE fsunshine@insidetoronto.com In an age where everyone and everything seems to be online, including music streaming services, Sunrise Records is hosting official grand opening celebrations in honour of its 80 stores, 74 of which were former HMV sites. Celebrations, which will be made up of snacks, giveaways from limited-edition merchandise and signed vinyl, and special discounts will be held on Saturday, Sept. 30 and Sunday, Oct. 1, at its stores including Fairview Mall, 1800 Sheppard Ave. E. in North York; in Etobicoke at Sherway Gardens, 25 The West Mall; and Cloverdale Mall, 250 The East Mall.
"It’s been an intense four months," said Chris Dipardo, vice-president of sales and operations for Sunrise Records. "The stores would open when ready, with the last one about a month ago." Along with the original six located in North Bay, Ottawa, Barrie, London, Brantford, and Cloverdale Mall, 74 new stores are now under the independently owned Canadian retailer, which was founded in 1977. Despite digital’s growing popularity, entrepreneur Douglas Putman bought Sunrise Records in 2014 and opened new locations. When struggling HMV went into receivership this past January, Sunrise Records expanded into 74 of its former locations. "Some businesses lose the sense of who they are, who their customers are, and are taken over by pop culture," Dipardo said of possible reasons behind HMV’s downfall. "Maybe they went too hard with the

Amazon bid shows the value of inter-city teamwork Toronto and the regions surrounding it have had a long and not entirely salutary history of going it alone, when a united front would have been better. Under former Mayor David Miller, Toronto withdrew from the Association of Municipalities in Ontario because he thought the city was better off talking to the provincial government on its own. Miller’s successor Rob Ford, largely skipped meetings of the Greater Toronto Area mayors and again, took us off on our own. It’s memories like that, that make all the more impressive, the efforts of Mayor John Tory and a coalition of Greater Toronto Area municipalities to work together on a bid to lure U.S. e-commerce behemoth Amazon to Canada. Toronto is teamed up with Durham, Mississauga, York, Brampton and Halton - and also Waterloo - under the umbrella of a new regional economic development coalition, Toronto Global, with an express purpose of bringing business to the region. The bid for Amazon’s business is a very bold early move. And there are many reasons to suspect that it might be doomed. There is enormous economic uncertainty in a U.S. company choosing to locate a headquarters outside of the U.S. at the best of times, and in these times it is moreso. It’s unclear what will be in the North American Free Trade Agreement - or even if there will be one once negotiations between Canada, the U.S., and Mexico are concluded. And there is risk in engaging the ire of America’s unpredictable President. And there are other viable options within the U.S. for the Seattle-based giant before they consider crossing a border. But Toronto and the region has much going for it: notably, political and social stability, and also more welcoming policies in bringing in overseas tech workers. And Toronto - or the region at least - would have much to gain. The request for proposal that Amazon has put out for hosts for its "HQ2," has indicated that it will spend more than $5 billion U.S. on construction, and will offer up 50,000 high-paying jobs. Toronto has some choice spots for such a development - notably, in the east-end Portlands. But even if those jobs and that construction migrate to other parts of the Greater Toronto Area, it would still be a colossal win for Torontonians. If nothing else, we all would have learned a valuable lesson in regional cooperation - that we could apply to the next big opportunity for growth. In the end, everybody wins.

The road to public office is... along a road It is a truth long held that in Toronto for the last decade or so at least, the road to political office is most often found. along a road. Rob Ford, back in 2010, paved his way to the mayoralty with automotive promises and commuter grievances: he promised to get rid of those car-blocking streetcars, erase bike lanes and build new transit underground, to keep the roads clear. When David Miller’s council put a tax on vehicle registration, Rob Ford promised to take it off. John Tory, meanwhile, made it his mission to get traffic moving faster on downtown roads. He directed the city to spend a premium to have roadwork completed more quickly,

Just last week, he announced a plan to bring traffic wardens pending provincial legislation - to city streets, to smooth traffic along. seen fit to support a bike lane pilot project on Bloor Street and a streetcarfriendly pilot project on congested King Street. But Tory knows well, that a politician that doesn’t cool the tempers of drivers stuck in traffic is a politician on the way out. It will be interesting to see, given that long-held truth, what Tory does with the newly-installed bike lanes on Woodbine Avenue. They were approved by Toronto Council earlier this year, and installed in late summer. and at least some of the east-end residents of the Beach are not taking kindly to them. Local councillor Mary Margaret McMahon, who has announced that she will not be seeking re-elec-
tion, is defending the laneswhich do provide a necessary linkage in the bike lane network between East York and the waterfront trail. Mayor Tory, who’s announced he will be running for a second term, has, as of this writing, supported keeping the lanes too. They may slow down traffic, but they make Woodbine safer by keeping car and bike traffic separate. That may all be true in real life. In politics? We’ll see. Metroland Reports: SIU
Tulloch review would make SIU ’most transparent, accountable’ in the world Metroland asks three former SIU directors to pick and choose the Tulloch recommendations they would most like to see the Ontario Attorney General implement in new legislation due out this fall JEREMY GRIMALDI jgrimaldi@yrmg.com What is the biggest issue with the current Special Investigation Unit model? Is it that cases are taking almost five times as long as they did in 2011? That a Mississauga woman accidentally shot in the back by police while in her home still can’t find out who shot her? That the public is regularly being kept in the dark about SIU investigations? Or that police forces regularly don’t follow rules or don’t report incidents, without punishment including the recent case of a teenager who was beaten up by an off-duty cop and his brother? What is the biggest issue with the current Special Investigation Unit model? Despite the ongoing debate, one thing most can agree on is that the current system is broken and in need of reform. What form that will take is up to Ontario’s Attorney General, who has given little indication so far on which portions of Ontario Court of Appeal Judge Michael Tulloch’s review of the SIU - the provincial police watchdog that investigates when police kill someone, cause injury or are accused of sexual assault - should be instituted. What we do know is the latest public comment has indicated the recommendations are under ’active consideration’ and new legislation involving portions of the report will be ready in the fall. Metroland has interviewed three former SIU directors to find out what they believe are the most pressing issues facing the maligned body.

André Marin, director of the SIU between 1996 and 1998, wants the government to start assigning consequences to police departments who fail to report incidents, disobey guidelines or drag their heels when disclosing records. "(That means) jail, fines or both," he said, insisting that police departments, understand, above all, consequences. He said change has already occurred in the face of Tulloch’s review, citing the Durham police chief’s most recent statement indicating the force will advise the SIU of incidents regardless from which force the officers derive something for which his police force was heavily criticized for failing to do in the case of then 19year-old Defonte Miller’s alleged assault at the hands of an off-duty Toronto police officer. "To me this is a sign that change is imminent and it’s al-

ready started," said Marin. "(When you finally) see consequences (for failure to act) you will see a sea change in behaviour." Ian Scott, the director from 2008 to 2013, said one of his top priorities involves a clear and concise definition of serious injury legislated in Ontario to avoid confusion. "I remember arguing with police about that, they all have different ideas about what serious injury is," he said, explaining these differences often result in incidents going unreported, because they don’t necessarily fit with individual police force’s interpretations. He added that Tulloch’s suggestions that SIU investigators add allegations of corruption, fraud and perjury to their remit is one of the most powerful points in the document. Peter Tinsley served as direc-
tor between 1999 and 2002, during a time of great transition following the Adams review of 1998 conducted by former Justice George Adams. Tinsley said independence for the unit should be considered paramount. Legislating a requirement for an annual report to be tabled, which until this past June had not been published in the previous two years, would go a long way in terms of forging the unit’s autonomy. "It’s a hallmark of the independence of the unit," he said. "The director is not an officer of the legislature, but it provides a mechanism for accountability and transparency directly sourced from the unit to the legislature and community." He agreed with Marin that punishment for police forces that don’t co-operate has long been a point of concern, adding that another body should be the ones to
dole out sanctions. "It should be administered by a third party," Tinsley said. None of the three men took issue with some of the SIU’s most hotly debated issues in the media, including the hiring of former police officers as investigators and the naming of subject officers who are never identified by name prior to charges being laid. As long as there is a mix of civilians and former police investigators, any allegations of prejudice can be dealt with by the agency when they come up, said Tinsley. Scott agreed, saying despite claims about the potential for bias, those with experience in criminal investigations are vital. "If charges are laid, (those charges) can go to trial, you need investigators that can withstand the criminal trial process," he said, explaining few can handle the pressure better than former police. As for the question of whether officers should be identified prior to charges being laid, Marin questioned the motivation behind these requests, as long as reports give appropriate "circumstances, findings and details." "What’s in a name," he questioned. "People want to picket outside officer’s homes? It’s not a deal breaker." Although still a mystery what will come out of the Tulloch review, one thing is for sure in Scott’s mind. "If these recommendations are implemented (in their entirety)," he said. "Ontario will have the most independent, transparent and accountable oversight agency not only in Canada, but (likely) all jurisdictions in the world."

The Toronto District School Board (TDSB) celebrated the inaugural launch of Islamic Heritage Month Monday, Sept. 25 at the Aga Khan Museum, 77 Wynford Dr. TDSB staff, parents, students, and politicians enjoyed an evening of song, art and comedy. The legislature unanimously passed an act last year recognizing October as Islamic Heritage Month in the province. Canadian Islamic History Month has been officially recognized federally in October since 2007. The TDSB will host a number of workshops throughout October, including Stereotypes and Diversity in the Media: How do we fit in?; and How to Talk to Your Children About Online Hate.

Seneca College officially opened its new athletic turf field at the Newnham Campus near Don Mills Road and Finch Avenue this month. The new field and forthcoming sports facility nicknamed "the StingDome" are made possible by funding from the Student Athletic Association and through the support of the Canada 150 Community Infrastructure Program. The event was sponsored by MBNA and Seneca Alumni Association. With the completion of Phase 1 in the project, Seneca varsity and community sporting events will be happening regularly. Phase 2 will introduce a seasonal dome to cover the field, which will extend the field season from five months to 12. An official opening of the StingDome will take place in the coming months. Sept. 17 kick-off events included the Terry Fox Run, several sporting events,
