Community makes rainbow connection through tunnel in North York LISA QUEEN lqueen@insidetoronto.com North York volunteers, artists, community members and dignitaries gathered somewhere over the rainbow last Friday. They met for a ribboncutting ceremony for the completion of a mural project at the iconic rainbow tunnel in Moccasin Trail Park, on the east side of the Don Valley Parkway south of Lawrence Avenue. The project to refurbish the tunnel was a joint effort between Mural Routes, a nonprofit organization dedicated to improving communities through public wall art, and the city. The community was invited to join in. The project became an inter-generational labour of love, with teenagers right up to seniors taking part. Mural Routes executive and artistic director Karin Eaton was thr illed the community embraced the mural. “I think for the community, I think it makes their
space more beautiful and it is retrieving a space that could be dark and dismal. They have such a lovely trail. They really have enjoyed the artists working here and making it something special,” she said. “We wanted something that is meaningful and inspires communities. It (the rainbow tunnel) is symbolic and iconic to the city.” The distinctive original rainbow tunnel was painted 40 years ago by Norwegian mural artist Berg Johnson in memory of a friend, who, looking down from heaven views the rainbow as a smile, Eaton said. After Johnson injured himself while painting the mural, students from Don Mills Middle School jumped in to finish it on his behalf. Mural Routes recently refurbished the rainbow. The latest part of the project included painting a mural on the tunnel’s interior. It features a colourful depiction of different seasons enjoyed by children playing, people walking dogs, cyclists, skateboarders and animals

such as frogs, ducks and a deer. Lead artist Rob Matejka said the project has been symbolic to the community. “I think just because of the special place the rainbow had in so many people’s lives, just from having seen it all these years driving up and down the DVP (Don Valley Parkway),” he said. “A lot of the feedback we
got was that it was representing a magical place for people. We wanted to reclaim the space for the community, with the community, and turn it into that magical place.” Because the project was a tunnel, it made painting the mural more interesting than on a flat wall, said Matejka, adding everyone was welcome to participate. Don Valley East Councillor Denzil Minnan-Wong said
the mural enhances the trail system. “This really is such a great contribution to the public space,” he said. “The city has invested millions of dollars in this trail system. It has been one of the least attractive areas to walk through because it’s so dark.”

Downsview residents question need for Bell tower LISA QUEEN lqueen@insidetoronto.com For Linda Gargaro, a proposed Bell Mobility wireless communications tower at Downsview Park feels like the straw that broke the camel’s back. After years of seeing plans change from what was originally promised as Canada’s first national park to a place that will accommodate both public space and development accommodating thousands of new residents, she said she was upset to find out about the 30-metre tower. “There’s a lot of development going on and this is now something else we got in the mail we have to be concerned about,” Gargaro told The Mirror during a sparsely attended community meeting about the tower at Downsview Public Library last

Gargaro, who has lived south of the park for about 40 years on Cuffley Crescent northeast of Keele Street and Wilson Avenue, doesn’t believe the community was adequately notified of the tower or the meeting. Her neighbour, Caterina
Sinopoli, who has lived in her Cuffley Crescent home for 44 years, is worried about the tower emitting radiation. However, Bell project manager, Arthur Zylber, said the tower exceeds Health Canada requirements. The project is needed to improve wireless service in a one-kilometre circumference of Sheppard Avenue, the CNR railway, Wilson Avenue and Keele Street, he said. At certain times, there is “a pretty wide significant coverage gap” in wireless service, especially when there are concerts and community events at Downsview Park when more people are using their cellphones, Zylber said. “Reception some days is better than others,” he said. “We’re just trying to reinforce our network.” But Gargaro isn’t convinced
that interrupted service is an issue in the community. “My cellphone works, I have never had a problem. My Internet works, I’ve never had a problem,” she said.

“I’ve never heard of people in the neighbourhood having a problem.” Zylber said there is also a growing demand for wireless service, which will only increase as development at Downsview Park takes place. Pointing out the closest house to the tower is 465
metres away, he said Bell Mobility has done its best to lessen its impact on the community. Because of trees, the only real vantage point of the tower outside the park is a strip along Keele, he said. The tower is encased in fibreglass so antennae and wires aren’t visible and there is a cedar fence around the base to shroud electronics on the ground, Zylber said. The “sleek” tower is also placed relatively close to flag poles so it tends to blend in with them, Zylber said. Bell Mobility is receptive to listening to the community and passing on comments and concerns to the City of Toronto, which will make its recommendation about the tower, he said. The final approval rests with Industry Canada.
Police say they’ve obtained footage Video footage has captured the persons Toronto police believe to be involved in the shooting deaths of two teenage boys in the Jane Street and Finch Avenue area last Friday. Investigators have also located bicycles believed to have been used by the three males. Police were called to the Grandravine Drive and Driftwood Avenue area around 1:30 p.m. Aug. 23 for reports of a shooting. O’She Doyles-Whyte, 16, was pronounced dead at the scene. Kwame Duodu, 15, was taken to hospital where he died of his injuries. Witnesses reported seeing three males flee the scene on bicycles. Police say two of the males are “possibly Somalian”, while the third is described as black. Police are appealing to those who have not yet spoken to investigators and who reside in the area to contact police. Anyone with information is asked to call Det-Sgt. Terry Browne at 416-808-7400 or Crime Stoppers anonymously at 416-222-8477.

Knife, drugs seized; man charged A 37-year-old man has been charged with five offences after a knife and drugs were allegedly seized near Jane Street and Sheppard Avenue Monday. Police were pursuing a suspect on foot around 10:30 p.m. As the man ran, a folding knife allegedly fell to the ground. The man was arrested a short distance away. Police also allegedly seized a quantity of marijuana. Stephen Barnany, 37, of Toronto, has been charged.

School’s in: Lots to look forward to

ew schools, new programs, new teachers, new classmates. There’s lots going on at both the Toronto public and Catholic school boards as the new school year begins on Tuesday. The need for a school in the recently built Scarborough neighbourhood was huge, and parents and students alike are excited about the opening. But education is more than bricks and mortar. It’s about people and programs, of our view which there’s lots to be excited about this year. For example, a number of Changes Northview Heights Secondary abound local School students will be sharing what they learned at this month’s and city-wide Adobe Voices digital media arts summit in California. They were the only students from Toronto to attend the summit, which featured students from 23 countries sharing art projects aimed at making social changes in areas such as bullying and cultural awareness. Also, students at a number of schools including Blacksmith Public School will be using technology to improve their math skills by playing the computer game Prodigy. Less high-tech, but every bit as valuable in the real world students and their families live in, is a bicycle repair and maintenance program at Central Commerce Collegiate Institute. At Bishop Marrocco/Thomas Merton Catholic Secondary School, new principal Derek Chen admits he has some big shoes to fill in replacing Maria Pereira. “She’s a legend,” Chen said. “I’m pretty honoured to follow in her footsteps.” While students have all this and more to look forward to, a big part of back to school is also showing off the new fashions to classmates. Is subway service really about respect?
I
t’s the argument that, by dint of repetition, has become an unstoppable force: Scarborough deserves a subway as a mark of respect. Those who take this view dredge up a lifetime of frustration, starting with Scarborough’s higher concentration of social housing, and supposed lower proportion of municipal services. They move to the evils of amalgamation, and how large civic projects and development along with extra funding all head into Toronto’s core, filling the coffers of those community centres and parks. Then they comment how Toronto’s last subway project, the Spadina extension, came about: not by planners, nor because of pent up demand, nor even by public advocacy. Rather, say the cynics, it was designed in a rush by the city, approved to protect provincial Liberal seats, and funded to preserve a minority federal government.
david soknacki beyond the headlines This narrative of poor treatment and bad decisionmaking is so compelling that a majority of suburban residents believe that the Scarborough subway extension must be the city’s highest transit priority. Given the choice between challenging the narrative and risking voters’ wrath, most suburban elected representatives have become converts to the cause. Neglected, or perhaps purposefully ignored, has been the question of adequate funding. As a result the debate has now become why the remaining shortfall of hundreds of millions of dollars is the responsibility of someone else. But surely those who are now supporting the subway must have known, a fiscal miracle being doubtful, that the odds of actually build-
ing that subway are small, and that the only outcome from their conversion was to delay projects underway – in addition to prolonging their careers, of course. Although politics was never the preserve of logic, there is ample evidence to take a contrary position in good faith. It is not correct to blame suburban ills on amalgamation. Council has the ability to correct any disproportionate allocations of funds. And the discussion of the best transit for Scarborough, or for any place, ought not to be on how someone else got service, but rather on how to provide the best service to the most users at the least cost. All of which takes us back to the issue of respect. By not addressing separate concerns covered by the larger transit issue, our municipal and provincial representatives have done their residents a disservice. They have allowed urban myths to continue unchal-
lenged, such as the assumption that suburban services have become worse, in all aspects, than those downtown. They have abdicated tough decisions about inequities that need correction, such as the disproportionate amount of development charges invested in the core. And they have not laid out credible reasons for changing their views, other than their consideration of polls. Perhaps worst of all, they have made a decision raising expectations knowing that it could not be fulfilled. Many suburban councillors and MPPs say they have clambered onto the subway out of respect. On the contrary, they could have shown respect to their electors by dealing with their underlying issues, better setting out the reasons for their decisions, and allocating enough resources to pay for what they have chosen. Astudillo: ‘We know the needs of these communities’ >>>from page 1 The buses were donated to foundation Friends of Ecuador, who called on Astudillo, priest of San Lorenzo Anglican Church, to see to their delivery through his Caravan of Hope. Astudillo, along with two TTC mechanics and several other people, will leave the Dufferin Street and Lawrence Avenue church today with the buses and make their way to
New Jersey. After a brief rest, the group will continue onto Baltimore, where the buses will be shipped to Ecuador and expected to arrive within 20 to 30 days. The buses will then be delivered to communities of Salinas and Ona, which will help the elderly get to hospitals and other appointments, Astudillo said. “We chose these communities because they are very
poor,” he said. “We choose the poorest communities to help. We know the needs of these communities.” Noting residents rely on their water supply from wells and the agriculture is dire, Astudillo said the buses will give seniors opportunity to travel from their homes for medical and other care. “It’s a real miracle,” he said, adding the municipalities in Ecuador will be
responsible for maintaining and operating the buses. “When the buses get there, I personally will go, and share pictures (with the congregation) to show how wonderful this is.” Astudillo, who was born in El Valle, Cuenca, Ecuador, and witnessed first hand the poverty plaguing the country, began the Caravan of Hope in 2001 following earthquakes in El Salvador. Since then, he
has seen dozens of buses and ambulances, some filled with much needed medical supplies, be sent to Central and South American countries. “Every year we pick a different country to help out,” he said, adding another TTC Wheel-Trans bus and two ambulances with supplies will be sent to Salinas and Ona at a later date. Stuart Gilchrist, manager of the Lakeshore garage for
the TTC, said it’s common for non-profit groups to approach the TTC about decommissioned buses. “They let me know what the intent is and then I look for the best candidate,” he said, adding 70 buses were decommissioned last year to make way for a new fleet.

More e-books at Toronto Public Library Macmillan has recently made more than 1,600 e-books available to the Toronto Public Library. Macmillan joins the growing list of publishers, including Random House Canada, HarperCollins Canada and many Canadian independent publishers, making available popular and award-winning authors to the Library’s expanding e-book collection.
The Library’s growing e-book selection will help meet the high demand for this content. There was a 105 per cent increase in e-book usage at Toronto Public Library in 2012 and this is expected to grow again this year. The Toronto Public Library Board continues to advocate for improved access to e-content from all publishers as many
still have not made their e-books available to public libraries in Canada. The Board’s goal is to provide universal access to e-books for all Toronto residents, which is particularly important given the rapidly growing demand for this content. Recommendations were also given for each section on how to improve and who should be involved with that particular problem. The Don Mills Road and Sheppard Avenue results were revealed Saturday at the sixmonth anniversary celebration of the Oriole Food Space, operated by NYHFB, located inside Oriole Community Centre. While 10 supermarkets, including three discount chains and three ethnic food markets were noted in the area, the retail aspect only scored a B. Residents noted the closure of Loblaws at Fairview Mall had an effect on the community, and the west section of the neighbourhood doesn’t have nearby retailers. As for solutions, the re-

The food assistance section got a boost from the opening of the Oriole Food Bank in February, as clients previously had to travel five kilometres to the nearest food bank. The Oriole Food Bank has been a success, with cooking programs almost filled to capacity. This indicates a larger space should be sought to expand the project.
There are numerous community cooking and educational programs in the neighbourhood, along with the Peanut Multi-Cultural Community Garden. To expand on what’s already available, city parks could provide extra growing space, and local schools have expressed interest to involve more gardening activities in their curriculum. “We held a number of focus groups, asking what are the food needs, where are the gaps, what can be done to address them,” said Melissa Benner, NYHFB spokesperson. “We hope to get more involved with specific food networks, advocate for a new grocery store development and find a larger space for our food assistance program. Municipal Class Environmental Assessment Notice of Study Commencement Study Overview The City of Toronto has initiated two Municipal Class Environmental Assessment (EA) studies for Areas 21 and 23 (see map for the location of each study area). The purpose of each Class EA study is to: 1) identify the causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, and 2) address stormwater run-off quality and develop solutions to reduce the adverse effects of stormwater entering the watercourses in the study areas, in order to help meet longterm water quality objectives of the Wet Weather Flow Master Plan (WWFMP). Background The City ofToronto has historically experienced severe rainstorms, which caused recurring surface and basement flooding across the City.These rainstorms have also contributed to the degradation of water quality in the City’s watercourses. In 2003, City Council approved a long-term Wet Weather Flow Master Plan (WWFMP) to reduce the adverse impacts of wet weather storm flows on water quality. In 2006, City Council approved a Basement Flooding Work Plan to investigate solutions to reduce the risk of future flooding in thirty-four areas that have experienced flooding during during severe rainstorms. The Process Each study is being planned as a Schedule B project under the Municipal Class Environmental Assessment (EA) document.The studies will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts.The Class EA process provides members of the public and interested parties with opportunities to provide input at key stages of the study. Public Consultation Two Public Information Centres (PICs) are planned for each study area.The first PIC is expected to take place in early 2014. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and notices mailed to residents within each study area.

Fall project: City’s traffic signal boxes to get makeover Beautification project an attempt to discourage graffiti, illegal postering on 2,000+ boxes A city beautifying project will see traffic signal boxes wrapped and adorned with public art to discourage graffiti and illegal postering. When the Outside the Box initiative is completed, the entire surface of some 2,200 metal boxes, which house the controls to operate and co-ordinate traffic signals, will be covered in a wrapping made from a special coating intended to make graffiti removal easier. Soccer Lions kick off home schedule
national champs BLUES BEST BC: The North York Blues (bantams) won the Provincial Eliminations earlier this month to earn the right to represent Ontario at the Nationals last weekend in Vaughan. North York won the gold medal game 8-1 against Team BC after going undefeated in the round robin part of the tournament. Starting last Thursday, North York knocked off BC (4-2), Alberta (8-1), Québec (11-1) and Vaughan (15-10) in the round robin. A 5-2 semifinal win over Nova Scotia followed. In the championship final, North York was paced by three RBIs by Rashad Collymore, who also scored three runs. Nicholas Virdo picked up the win after scattering two hits over six innings and striking out nine.
Both of York University’s soccer teams have their home openers Monday against Brock University. The women take the field at 1 p.m. while the men play their match at 3:15 p.m. Both York squads open their season on the road Saturday in Windsor against the Lancers.
