Battle ahead in Toronto suburbs over rooming house licensing Councillors expected to back homeowners in talks next year Mike Adler madler@insidetoronto.com

near University of Toronto Scarborough, and across three wards north of Highway 401 and east of Victoria Park Avenue – where “a more permissive zoning environment” could soon be tried.

It adds up to a fight for suburban councillors, several of whom, if experience is a guide, will do what they can to drag out the process, hoping the 2018 municipal election wipes the slate clean.

This worked before. It kept the city, a generation after amalgamation, from harmonizing rules for rooming houses, which are illegal in Scarborough, North York, East York and North Etobicoke, but legal, if licensed, nearly everywhere else.

Vincent Crisanti, an Etobicoke North councillor who’s heard complaints for years about Humber students in rooming houses urinating outdoors and hosting noisy parties believes homeowners in his ward want stiffer enforcement of the rooming house ban, and that licensing some will just encourage others.

“I’m going to support my community, advocate for them,” he said.

A report to the committee warned against “unreasonable expectations” for enforcing the ban: prosecuting rooming house operators takes six months to over a year; fines range from $150 to $2,500, it said.

Crisanti acknowledged the process is too slow, the powers of the city too weak. The province, he said, has to give municipal bylaw officers power to immediately enter a

suspected rooming house, “not just knock on the door and walk away.”

While the city suggested North Scarborough is an exception “because of worker or ‘newcomer’ need” for cheaper housing, it says post-secondary students create rooming house demand in the other four areas.

Scarborough East Councillor Ron Moeser, responding to years of complaints from the Highland Creek community, arranged for dedicated enforcement staff to shut suspected rooming houses near UTSC, which like other the suburban Toronto campuses has seen enrollment grow far beyond on-campus residence capacity.

Charges were laid, but new rooming houses kept appearing.

At Tory’s own request, the city will engage universities and colleges, as well as developers, in a separate but related dialogue during 2017 “on solutions to student housing.”

UTSC CAO Andrew Arifuzzaman said the campus worked with its neighbours for years on the rooming house problem. “We will support all initiatives that protect our students and our neighbours from housing conditions that fail to meet an acceptable standard,” he added.

Shelley Carroll, a Don Valley East councillor whose ward contains Newnham Campus, said the students aren’t going away, and neither are rooming houses.

Three mayors since 2006 have stayed away from legalizing rooming houses, and suburban councillors respond with misinformation and “fear tactics,” Carroll said, suggesting only “real leadership from the mayor’s office” will get licensing through.

Licensed multi-tenant houses, she argued, belong on roads with bus routes, not deep in subdivisions, but creating a legal alternative will help the city successfully prosecute rooming operations which remain illegal.

The Advocacy Centre for Tenants Ontario, meanwhile, has already warned Tory’s Executive the city is

taking too long.

“Some members of the Committee may take pride in their ability to defer consideration of this matter time and time again,” the group said in a recent letter.

“If (City) Council is unable or unwilling to move forward on this file, you may find someone else moving it forward for you.”

Neighbours watched workers tear up and pave part of the front lawn.

In 2008, they photographed the result: two cars in the garage, and three parked abreast in the driveway.

People in Chartland, a North Scarborough subdivision of four and fivebedroom homes, then saw more suspected rooming houses take root.

Police raids shut two down, and in 2014 there was an angry meeting between the local councillor, Chin Lee, and Chartland homeowners.

One later recorded video of rats running from behind the original rooming house to her garden next door, where she killed five or six of the rodents in one summer.

The house, listed as having eight bedrooms, had been sold by then. But Chartland people don’t forget. To them, bad rooming houses, even when they turn quiet, are a blemish on the neighbourhood.

Now the city wants to try licensing some rooming houses in five suburban areas of Toronto, and Chartland’s in one.

“People downtown don’t understand how a bad rooming house affects the community,” said Murray McLeod, who spoke to Mayor John Tory’s Executive Committee this fall on his neighbourhood’s behalf.

McLeod said people want bad operations “cleaned up” before any licensing begins.

The committee approved consultations next year within five areas – in North York, south of York University’s Downsview Campus and Newnham Campus of Seneca College; near Humber College’s North Campus in Etobicoke; in Scarborough,

Toronto Council mustn’t be timid when it comes to highway tolls

ext week, Toronto Council will gather to talk about the prospect of tolling two highways: the Don Valley Parkway and the Gardiner Expressway.

It wasn’t so very long ago that politically at least, such conversation would have been unthinkable.

Ontario’s only experiment with a toll road, the privatized Highway 407, has not been the best proof-ofconcept for commuters and taxpayers - and that was a road that was purpose-built in parallel to the existing toll-free Highway 401. The idea of putting tolls on roads already built, without easy free alternatives, has been political poison for more than a decade in this town.

Now, road tolls on the DVP and the Gardiner are more pill than poison, and even John Tory, who once ran for mayor opposing them, seems to understand that. He’s thrown the weight of his office behind the idea, along with a couple of other revenue sources - a hotel tax, and the closing of a tax exemption for vacant businesses - and it’s unlikely that Toronto Council will turn him down next week.

Of course, voting in favour of tolls will be easier for some councillors than others. Those who represent wards along the two highways will get pushback from their residents. Indeed, Tory’s own deputy mayor Denzil Minnan-Wong’s ward 34 (Don Valley East) straddles the Don Valley Parkway and at the Executive Committee he was concerned that his constituents would wind up being disproportionately gouged with tolls. His solution was to look into providing a cap on tolls for Toronto residents.

There will likely be other solutions designed to mitigate the impact of the new fee on constituents by the time this gets to Council and we would urge councillors to look at any such measures with caution.

That’s because by any estimation, as ambitious as it might seem to raise money for transit and transportation through road tolls, road tolls alone are not enough.

Mayor Tory selected his three revenue measures from a list of nine put forward by city staff. Those include alcohol and sales tax, an income tax, changes in residential property tax rates, a parking tax and the reintroduction of the vehicle registration tax, at double the rate that it had when briefly in place.

At some point, council will have to revisit some or all of these measures, after having taken this first step of tolling roads. Knowing that, it would behoove councillors not to stumble out the gate.

Continuing our rooming house standoff in the suburbs The electrified third rail of municipal politics isn’t road tolls, after all.

No, in what used to be Toronto’s suburbs, it’s rooming houses.

Homeowners in Scarborough, North York and north Etobicoke can’t abide them. A generation after amalgamation they are illegal, a threat to property values, blamed for nearly everything dragging a neighbourhood down.

Yet, those parts of the city - in five selected areas across the north end - are where city staff want to introduce some form of legal, licensed rooming houses before the next city election in 2018.

Here’s a prediction on the number of rooming houses licensed north of Highway 401 by then: none.

It’s easy for suburban

Four are near campuses (Humber College North, Seneca’s Newnham, York University’s Downsview, University of Toronto Scarborough) enrolling more students than they can house; the fifth, is across northwest Scarborough, in aging neighbourhoods conveniently close to Markham.

It’s said many rooming house tenants don’t know their housing is illegal, but let’s assume many do.

They are usually newcomers to Canada, or young adults, or both.

They learn they need to break the rules, to dump their garbage somewhere else, to furtively move their cars around, and to expect no protection from the city they live in.

Some rooming houses need to be shut down, but

shutting them all before licensing begins is impossible.

In old Toronto, licensing at least provides rules and inspections that can keep people safe.

Mel Lastman - once mayor of a North York where three persons unrelated by blood or marriage couldn’t legally live together - used to say legal basement apartments would lead to disaster in his former suburban city.

The province made second suites legal in Toronto - all of amalgamated Toronto - in 1995, and the disaster has yet to arrive.

When Antoinette Hughes heard Mayor John Tory’s plan to install tolls on the Don Valley Parkway (DVP), the North York resident knew she had to do something.

So she did what she’s never done before - started a petition against the tolling; she hopes it will draw hundreds of thousands of signatures to present to provincial Minister of Transportation Steven Del Duca.

She launched the petition called “Stop! Toronto Mayor John Tory’s Tolls on Gardner/DVP Highways, Now!” Tuesday, Nov. 29 on Change.org, and by Monday morning had 257 signatures.

“Tory’s proposed toll tax will not only hurt Toronto/ GTA residents and businesses but local streets will be more ‘clogged’ due to drivers trying to ‘escape’ the toll fees on the Gardiner, DVP highways,” Hughes

wrote on the petition’s site.

“Politicians need to ‘think outside the box’ to find ways to generate ‘income’ instead of going back to the ‘same well’. The well of the taxpayer - to pay the bill!”

She says there is no upside to the tolls, only financial pain to taxpayers and business owners.

Tory’s Executive Committee is recommending Toronto Council go ahead with a long-term plan to put tolls on the Gardiner Expressway and the DVP, charging a room tax on hotels and short-term rentals like Airbnb, and end property tax breaks for vacant commercial and industrial properties, which could bring in as much as $350 million based on estimates from city staff.

The committee followed Tory’s lead in rejecting tools such as: imposing sales and income taxes, reimposing a vehicle registration tax, and a commercial parking levy.

Deputy Mayor Denzil Minnan-Wong, who represents Don Valley East – which is bisected by the Don Valley Parkway. Minnan-Wong asked that staff look at placing a cap on tolls paid by residents of Toronto.

“The reason I’m so con-

cerned about these tolls is there are individuals and families who have to use those roads,” he said, noting that a $2 flat-rate toll would cost people who commute by car as much as $1,000 a year.

Hughes, who calls her-

self “a taxpayer trying to make a difference,” said Tory is taking the “easy way out” by asking taxpayers to foot the bill instead of asking the province, or finding alternative ways to generate income.

She suggests this could

be done by using revenue from ads placed by businesses on government owned facilities, such as parks and recreation buildings.

“We have to stop the mismanagement of funds by government and start lobbying the provincial and federal government,” she said. “This opens the door for tolls across Ontario. (Hwys.) 401 and 407 could be next.”

According to reports, Del Duca said Queen’s Park will not put a stop to the $2 tolls, but a similar toll will not be imposed on the province’s 400-series highways.

He also noted Tory’s plan would have to come with the support of council, and a formal proposal has not been received.

Kicking off the Winter Food Drive With its Fall Food Drive wrapped up, North York Harvest Food Bank (NYHFB) is now focusing on raising $250,000 and collecting 250,000 pounds of food for its Winter Food Drive.

The drive, running from Thursday, Dec. 1 to Friday, Jan. 13, 2017, is aiming to collect nutritious non-perishables such as fish, dried beans, cooking oils and whole grains. Monetary donations will be used toward purchasing and distribut-

ing the food to 47 member agencies, which serve more than 15,000 people monthly.

"The winter is the busiest season of the year for food banks in our community," Ryan Noble, executive director of NYHFB, said in a release. "The weather is cold and many families will struggle to put food on the table. A gift of $1 will provide three nutritious meals to someone that is hungry in our city."

The Fall Food Drive,

which ran from Saturday, Oct. 1 to Friday, Nov. 4, brought in $110,000 and 125,000 pounds of food, surpassing its goal of collecting $100,000 and 100,000 non-perishable items.

NYHFB is the primary food bank for northern Toronto, distributing more than 2.3 million pounds of food last year through 77 neighbourhood programs.

Agencies join forces to offer the support northwestern Toronto needs

The 21-year-old also knows that Weston is an area with a high poverty rate and with many social problems.

“Over the years, a lot of violence has been going on,” the 15-year Weston resident said.

Those problems are not just isolated in Weston where the average annual household income is about $20,000 less than all of Toronto. Those social problems, say community agencies, spread to many parts of northwestern Toronto, including northwards and eastwards into North York, southwards into Mount Dennis and Rockcliffe-Smythe, and westwards into Etobicoke.

It’s an area where employment opportunities are limited, transit is limited and funding for social support is also limited.

But, it’s an area with lots of heart.

The area is blessed with organizations that are also collaborating with each other so they can have the greatest effect on the community, with a great focus on supporting youths.

One of those organizations is Frontlines, which has been providing an after-school drop-in and much more in Weston for the past 30 years.

“Until everybody is connected and we know about each other and what we’re doing, then we can’t really make a difference,” Frontlines executive director Stachen Frederick said.

Collaboration is already happening, but it needs to be greater and needs to be hyped up, Frederick said, adding that local businesses and schools also need to get involved. She has joined the safe schools committee at CR Marchant Middle School hoping that she’ll be able to guide struggling students toward some help.

There are many causes for the social problems in the area, each one posing an added challenge.

There are few job opportunities in the area, but getting elsewhere in the city for work or training is difficult as the area is far from the TTC’s subway system. Across the road from Frontlines is the Weston GO station, but GO Transit is too costly for many in the area, Frederick said. A high immigrant population means there are many who don’t speak English.

It’s this system that puts local families and particularly young people at risk, she said.

“There’s a lot of things happening in this community that really put these youths at risk and they’re not able to find resources because it’s a limited area,” Fred-

erick said.

That’s why Frontlines and many other organizations are working together to help. One example is the Weston Mount Dennis Community Hub where a number of agencies provide services so clients don’t get bounced around from one place to another.

The Learning Enrichment Foundation, which provides job training and much more, hosts services such as resume workshops at Frontlines.

UrbanArts serves kids anywhere from Rockcliffe-Smythe up to Jane and Finch and Chalkfarm Drive to the north, eastwards to Dufferin Street and into northern Etobicoke. It is active at 16 schools, its two locations and in collaboration with other agencies.

It is one of six Local Arts Service Organizations (LASOs) in Toronto, all created to promote arts. But for UrbanArts, art is a tool to deliver community development.

think the third or second poorest in Ontario – so serving that community is very different using art as a tool than say Lakeshore Arts,” said UrbanArts program manager Shah Ashraf Mohamed.

For them, collaboration with other agencies is essential to maximize the impact of their work. It helps create wraparound support.

As an example, a person who is in need of housing or social support will be able to access those programs and arts much easier.

“By collaborating, we’re able to support the community more holistically,” Mohamed said.

“You find that once you break the silos down and collaborate, the impact on a certain amount of resources is doubled, tripled, quadrupled.”

For Langille, that’s good news.

She sees value in what these agencies do. After all, she attended Frontlines as a kid everyday after school, got her community service hours in high school there, and now works there. It’s where she had some really great role models and hopes to be just that for other kids as well.

It’s a safe place that gets kids off the streets.

“These kids are in a lowincome area. They’re free programs. We feed them. We teach them. We bring them on trips,” she said.

“All these things definitely make a difference. It lets the people in the community know there’s still some care left.”

Seneca students encouraged to talk about mental health Fannie SunShine fsunshine@insidetoronto.com With suicide accounting for almost a quarter of all deaths of young people between ages 15 and 24, Seneca College is doing their part to encourage students to talk about mental health through the installation of Friendship Benches at four of its campuses, including two in North York.

The yellow benches were recently unveiled at Newnham campus and Seneca@York, and in York Region at the Markham and King campuses.

The initiative is part of The Lucas Fiorella Friendship Bench, a not-for-profit corporation co-founded

by Seneca professor Sam Fiorella. He started up the corporation after his son, Lucas, committed suicide in 2014 after suffering from depression in silence.

“The goal of the initiative is to reduce the escalating number of youth suicides,” Sam Fiorella said in a release. “What I have learned over the past two years is that young people don’t want to talk about mental health with their parents or professionals. They want to talk to their peers and know they are not alone. We

Friendship Benches have been installed in high schools, colleges, and universities across Canada to serve as visual reminders to talk about and seek help for mental health issues.

Each bench features a URL where students can access on-campus and local mental health and suicideprevention services.

According to the Canadian Mental Health Asso-

ciation, suicide accounts for 24 per cent of all deaths among 15 to 24 year olds, and 16 per cent among 16 to 44 year olds in the country.

According to Seneca, there has been an 18 per cent increase in students seeking on-campus mental health assistance in secondary and post-secondary institutions where the Friendship Benches have been installed.

“We hope this initiative will encourage people to talk to their peers and to seek on-campus help when they need it,” David Johnston, Seneca’s acting director of counselling and accessibility services, said in a release.

Benjamin Boake Trail residents are accustomed to seeing the brightly lit house on their street that stands out during the holiday season.

And now all of Canada, and the United States, will be able to catch a glimpse of the dazzling display as Pat and Amatore De Sario and their abundance of decor will be featured on this season of The Great Christmas Light Fight.

This will be the first time a Canadian family has been profiled on the ABC show, which premièred its fourth season Monday, Dec. 5. The episode the De Sario family is on will air Monday, Dec. 12 at 8 p.m.

The competition series sees four families, who decorate their homes to the extreme for Christmas, compete for $50,000 each episode.

The De Sarios were contacted in the summer by the show’s production crew to encourage them to audition after reaching out to The Mirror, which has profiled the family’s display for years, for their contact information.

Turns out the crew didn’t have to do much explaining about the show, as the De Sarios are fans.

“I never thought we would be on,” Pat said. “I was shocked when we got the phone call. We always love watching the show. It was an honour to be chosen and puts Toronto on the map.”

Initial interviews with the production crew took place Sept. 8, and weeklong filming began Thanksgiving weekend. The inside of their home has been decked out for Christmas

since August.

“I’m getting a little sick of Christmas,” Pat joked.

For almost 20 years, the De Sarios have outfitted the exterior of their Keele Street and Sheppard Avenue area home with 50,000 LED lights and countless inflatable decorations, which serves as a fundraiser for The Hospital for Sick Children.

The family spent time at the downtown hospital after their daughter, Angela, was diagnosed with juvenile diabetes years ago, and this is their way of giving back. A collection box is situated out front, along with a book for visitors to sign.

To date, about $150,000 has been raised for the hospital, with about $15,000 collected last year, Pat said.

The lights are turned on nightly around 5:30 p.m. and turned off for the evening when people are done taking it all in. The lights will be shut off for the season early January, 2017.

“We are aware there are excellent light displays in Canada and it didn’t make sense to limit the casting

pool to American citizens,” he said in a phone interview.

“I think (the De Sario’s) display is fantastic. It’s amazing how much height they got. They are on the same playing field (as their American counterparts).”

Connell would like to see

the show eventually expand to feature more international competitors, but for now is happy it made the trek north of the border.

Murdered doctor remembered as ‘talented’ physician Andrew PAlAmArchuk apalamarchuk@insidetoronto.com

The medical community is raising funds to help the children of Dr. Elana Fric Shamji, the Scarborough family physician who was murdered last week.

A You Caring crowdfunding page was set up Monday to “ensure that the immediate needs” of Fric Shamji’s three children are met.

As of early Wednesday evening, more than $84,000 was raised of a $100,000 goal.

The Ontario Medical Association (OMA) said a trust fund is also being put in place to assist with the long-term financial needs of Fric Shamji’s children.

The OMA had said it’s also working to “permanently honour” Fric Shamji.

Her colleagues called an urgent meeting Sunday to discuss ways to commemorate her.

Her husband, Mohammed Shamji, a prominent Toronto neurosurgeon, was charged on Friday with first-degree murder.

The couple lived with their children in North York.

“The Ontario Medical Association is also actively working on a way to permanently honour Dr. Elana Fric Shamji’s memory,” Dr. Virginia Walley, OMA president, said in a news release. “We continue to keep her family and friends in our thoughts and prayers.”

Walley said doctors in the province are a “close knit community, and we are all stunned by the tragic news.” She described Fric Shamji as a “talented family physician who was active in many efforts to improve the health-care system.”

“We are shocked and

saddened by the tragic death,” Dr. Tom Cham of the Scarborough and Rouge Hospital said in a news release. “We send our

condolences to her family and friends. We will be working with our team in the Department of Family and Community Medicine to have physicians ready to care for her patients.”

Fric Shamji’s clinical interests were women’s health, preventative health and family and community medicine.

Memorial donations can also be made to The Shelter Movers of Toronto and/or The Canadian Centre for Refugee and Immigrant Health, the OMA said.

Fric Shamji attended medical school at the University of Ottawa and completed her family medicine residency in Ottawa. She also holds a Master of Public Policy degree from Duke University.

Originally from Southwestern Ontario, she reportedly filed for a divorce from her husband of 12 years just prior to her murder. She was reported

missing Thursday, Dec. 1, and her body was found at about 3:30 p.m. that same day near Nashville Road and Hwy. 27 in Vaughan.

Her husband was arrested on Friday and appeared in court the next morning.

He is scheduled to be in court again Dec. 20.

Shamji was a neurosurgeon at Toronto Western Hospital, which is part of the University Health Network. He also served as an assistant professor of surgery at the University of Toronto.

He completed medical school at Queen’s University in 2003 and then entered the neurosurgery residency program at the University of Ottawa.

During the residency, he obtained a PhD in biomedical engineering at Duke University. He was recruited by Toronto Western in 2012.

BETTS, William It is with great sadness that we announce the sudden passing of Bill on Sunday, November 27, 2016, at home. Loving husband of Barbara (nee Dunn), proud father of Marlene (Richard) and Gary (Julia), cherished and supportive grandfather of Jenna, Ryan, Bryan, Madeleine, Jacklyn, Kristen and Evan. Brother-in-law to Bob Dunn (Susan) and uncle to Sandra (Norm) and Warren (Joanne).

Bill was born in Montreal and later moved to Toronto with his wife and children where he enjoyed his sales career in the printing and packaging industry. He was a dynamic speaker and helped raise money for the Heart & Stroke Foundation through his inspirational talks. Bill was an avid runner; ran several marathons and enjoyed working out at the Fitness Institute. His favourite pastime was attending his grandchildren’s milestones and activities. Visitation and Funeral Service was held at the Highland Funeral Home, Scarborough Chapel, 3280 Sheppard Avenue East (Sheppard and Warden). Visitation was on Sunday, December 4th between 2 and 4 p.m. and 7 and 9 p.m. Funeral Service was held on Monday, December 5th at 11:00 a.m. Reception Followed. If desired, donations to the Heart & Stroke Foundation would be appreciated by the family.
