All they need do is look for the house with the dazzling light display to know the holiday is near.

For the 15th year, Amatore and Pat De Sario have outfitted the exterior of their Keele Street and Sheppard Avenue area home with 50,000 LED lights and countless inflatable decorations, which serves as a fundraiser for The Hospital for Sick Children.

The De Sarios spent time at the downtown hospital after their daughter, Angela, was diagnosed with juvenile diabetes years ago, and this is their way of giving back. A collection box is situated out front, along with a book for visitors to sign. >>>lights, page 5

Temple Sinai hosting Touques and Socks Drive this Sunday The cold months of winter are here, and Temple Sinai is helping those in need keep warm.

The North York congregation is holding a Toques and Socks Drive Sunday.

In addition to new socks and hats, people can donate new and used winter adult clothes; items most in need are winter jackets, scarfs, hats, blankets and men’s and women’s jeans.

The clothing will be given to Ve’ahavta, a Canadian humanitarian and relief organization that assists the needy at home and abroad, through volunteerism, education and

acts of kindness, while building bridges between Jews and other peoples.

The proposed settlement includes about 6,500 residents who lived in an area bounded by Keele Street, Hwy. 401, Dufferin Street and Sheppard Avenue at the time of the explosion.

The settlement does not include an admission of wrongdoing or liability by the defendants or third parties.

Victims will be compensated between $500 and $50,000 for personal injury depending on severity, as well as for costs associated with being displaced from their homes, uninsured expenses, lost income and insurance deductibles.

The remaining amount will be given to insurance companies, the City of Toronto, legal fees and costs incurred by several law firms representing the residents, and administra-

tion costs for processing the claims. Residents should see the money within a year.

The explosion was caused by a truck-to-truck transfer of propane which ignited vapour, killing Sunrise Propane employee Parminder Singh Saini, 25.

The explosion also claimed the life of off-duty firefighter Bob Leek, who died of a heart attack while on scene.

Last year, Sunrise Propane and two of its directors, Shay Ben-Moshe and Valery Belshov, were found guilty of breaching environmental and worker safety regulations.

Sentencing has yet to commence.

Marsh Canada did not respond to requests for comment by The Mirror’s deadline.

Abbott honoured for work benefitting Aboriginal community FANNIE SUNSHINE fsunshine@insidetoronto.com Though nominated as an individual, David Abbott said he accepted the City of Toronto’s Aboriginal Affairs Award on behalf of the community he serves.

The North York resident, who received the award in late November, said it was “a bit of a shock” when he found out he won.

“There are so many who do such good work,” he said.

Established in 2003, the Aboriginal Affairs Award is given to a person, people or organization whose volunteer efforts have made or are making a significant or ongoing contribution to the wellbeing and advancement of the Aboriginal community in

Toronto. This includes services or advocacy work on issues such as health, shelter work, street work, governance or self-determination, employment, economic development, human rights or cultural activities.

Laure Four nier, who worked with Abbott at the Native Women’s Resource Centre and nominated him for the award, said she did so because of his work with the Aboriginal Economic Business Development Project (AEBDP), and for the work he’s done for the Aboriginal community over the years.

“David played a pivotal role laying the groundwork, bringing together stakeholders and facilitating dialogue in the public and private sectors for an initiative that is establishing

the foundation for a sustainable Aboriginal business community in downtown Toronto,” she wrote in her nomination submission regarding his work with the AEBDP. “The project promotes new strategies to address access to business opportunities, quality jobs and economic livelihood for Aboriginal people in the GTA.” The AEBDP seeks to create an environment in which a diverse cross-section of Aboriginal groups and individuals can engage with academia, government, business and industry to support a visioning process, which supports recommendations of the 2011 Toronto Aboriginal Research Project.

Abbott, who has his own consulting practice, said he became involved with Aboriginal causes after family members suggested he should sit on various boards.

“I recognized I could make a bigger impact,” he said.

Abbott has served on boards including the Native Canadian Centre of Toronto and the Native Women’s Resource Centre of Toronto.

Currently, he sits on the advisory board for the Aboriginal Professional Association of Canada.

Small measures can make a big impact on the transit file

G

etting people moving in this city – on our roads and transit routes – is a complicated, political endeavour. Historically, the file moves about as fast as the traffic on the Gardiner Expressway during rush hour, ever frustrating commuters whose lives are impacted daily by the city’s choked arteries.

That’s why it’s refreshing to see some immediate, tangible measures being taken to ease our traffic woes.

Mayor John Tory’s recently announced initiatives are minor in nature compared to talk of mass transit solutions, but they make the best of a difficult situation by effecting change now.

And when compounded over time, these little measures may add up to major improvements. At something’s being done, and our view least that action is breathing some new life into the transit conversation Review small in Toronto. On Monday morning, Tory also made official the all-door boarding of the 504 King streetcar (though many streetcar operators have already been allowing this due to overcrowding). That same day, Toronto police launched their own anti-gridlock campaign to help get us moving.

These initiatives are promising, but there’s still much to do. Long-term strategy is key and that’s already underway with a request for a SmartTrack feasibility study coming from executive committee last week. There needs to be ongoing public consultation. A review process also needs to be in place to see if these short-term measures are having the intended effect – something also called for by JeanPierre Boutros, a former city hall and TTC insider who spoke with us last week.

Fixing the transit problem in Toronto is a big picture kind of dilemma. But these quick wins deliver some much-needed momentum at a time when the transit file’s been all but stalled at the gate.

Offices help kick off the holiday season

T

he next few weeks are typically filled with holiday office parties and my advice if you’re invited to any, either in your own company or as a guest at a significant other’s place of business, by all means go.

Take in as many as you can. Secret Santas, costumed events, pot luck lunches, entertainment nights, whatever. They’re always a good time. Just make sure to show up with the intention of having fun. Don’t view them as a good opportunity to network. It’s not the best time to initiate business talk. forget networking If you attempt to hook up with somebody for a serious discussion about potential job opportunities, for example, you usually get hit with, “Things are chaotic right now, what with the holidays coming up and all. Let’s try

Ah yes, the proverbial new year. And just when does it officially begin?

Not the first or second week January, it seems.

Call that soon and you’ll no doubt hear, “Things are chaotic right now, what with the holidays having just wrapped up. Let’s try and touch base a bit later.”

So you bide your touching base time until February. Alas, February is still a tad early in the new year, apparently.

“Things are chaotic right now, what with the kids coming home for Reading Week. Try a bit later.”

What’s in store for you in March?

“Things are chaotic right now, what with March Break coming up.

Try a bit later.”

How about April?

“Things are chaotic right now, what with tax season upon us. Try a bit later.”

And May? “Things are chaotic right now, what with the older kids coming home from university. Try a bit later.”

What’s the verdict in June?

“Things are chaotic right now, what with the younger kids finishing school. Try a bit later.” the chaos continues July and August, perchance?

“Things are chaotic right now, what with everybody up at the cottage on the weekends. Try a bit later.”

September, maybe?

“Things are chaotic right now, what with everybody back to school.

Try a bit later.”

October, then?

“Things are chaotic right now, what with Thanksgiving and Halloween both coming up. Try a bit later.”

So by process of elimination, it has to be November, right? Afraid not.

“Things are chaotic right now, what with me being up to my eyeballs working on the annual budget. Try a bit later.”

Which brings us right back to where we started.

So, like I said, go to as many parties as possible.

But remember any serious talk is best left for another day. And when is the ideal time to try and have such a chat? That I don’t know.

But, just to be safe side, I’d wait until after the new year, if I were you.

Bill 24: MPP’s pitch appears sound, but there’s a glaring issue To the editor: Re: ‘Mike Colle: reduce drive-bys through private member’s bill,’ Community Dec. 4.

Without prejudice to the noble cause of public safety promotion and the deterrence of drive-by shootings, as it stands, Bill 24, “Prohibiting Driving with Unlawful Handguns Act, 2014,” is a complete affront to citizens’ civil liberties and constitutionally guaranteed rights and freedoms.

The act appears sound, except for one important proviso: it gives police officers, who have reasonable and probable grounds to believe that a person has an unlawful handgun within their vehicle, the authority to immediately suspend a person’s driver’s licence and have their

vehicle impounded for seven days. Note that licence suspension and vehicle retention are being authorized regardless of whether an unlawful handgun is found.

In other words, an innocent person may be subjected to penal sanction without having committed an offence under the proposed Act. This marks a substantial departure from the established search and seizure regime and the presumption of innocence as enshrined in the Canadian Constitution.

Furthermore, the act does not provide a means of recourse, right to be heard or appeal for an individual subjected to vehicle detention, driver’s licence suspension or vehicle impoundment. It

also states that all related costs incurred, whether or not an unlawful handgun is found, are the sole responsibility of the vehicle owner/driver.

Having reviewed the transcripts of the first and second readings, it is perplexing that objections to this effect did not arise.

It seems clear, however, the potential for vast injustice that this bill poses for innocent citizens is being whole-heartedly endorsed by MPP Mike Colle and is not the result of legislative oversight or inconcise drafting.

It is only hoped that such an appalling proposition will not pass the constitutional scrutiny it deserves by the Standing Committee on Justice Policy.

Lights were turned on Nov. 30 and will shut off the first week of January, Pat said, adding the display lights up nightly just after 5 p.m. and turns off for the evening when people are done taking it all in.

A new teddy bear decoration is up on the roof, and a new six-foot female snowman is situated on the ground, she said, noting the display is always a mix of old and new.

The one decoration that has been part of every display is the nativity scene, Pat said.

The number of visitors last year was on the low side, she said, adding the cold weather and ice storm that plunged most of the city into the dark for days just before Christmas played roles.

“It warmed my heart,” Pat said.

Her daughter, Angela, said she used to be embarrassed by the grand display when she was a teenager, but has since embraced it.

“I get emotional about it,” the 35-year-old said of the decorations. “It gets everyone in the spirit. They see Pat and Amatore putting everything up and they say, ‘Oh, it must be Christmas.’”

With a jet fighter pilot surrounded by homes, a maple leaf, turtle, and various other wildlife, a new mural was unveiled Dec. 2 by the Wilson Village Business Improvement Area (BIA).

The 16x50 mural, created by artist Angel Carrillo on the Coffee Time wall at Downsview Plaza at 1008 Wilson Ave., celebrates the area’s aviation history and urban

evolution, both preserving the past while embracing the future, said BIA program manager Lia Martelluzzi.

“Angel had done a previous mural in the ward, and we decided as a board he should do the first mural for the BIA,” she said. “We wanted a mural that reflected the area. It shows our aviation history, and nature because Downsview Park is nearby. We wanted to bring back a more urban style to it. We’re really happy with it.”

Representatives from the BIA and business owners came out for the unveiling of the mural, titled Wild Wilson, Martelluzzi said, adding the cold weather didn’t keep people away.

As young people would walk by as he worked, Carrillo would ask them what they wanted to see in the mural, he said.

“I wanted to capture as much as I could of the vicinity of the area,” he said. “The multiculturalism of people, the different races, animals,

The Lost Dhow: A Discovery From the Maritime Silk Route, will be held at the Wynford Drive museum Dec. 19 to April 26, marking its North American premiere.

Jointly organized by the Asian Civilisations Museum of Singapore, the Singapore Tourism Board, and the Aga Khan Museum, the exhibit of ninth-century Chinese artifacts offers a glimpse of rare Tang dynasty objects from the shipwreck found in Southeast Asia in 1998.

Found in shallow water

off Belitung Island between Sumatra and Borneo in the western Java Sea by a fisherman diving for sea cucumbers, the dhow (the generic name of traditional sailing vessels with at least one mast used in the Red Sea and Indian Ocean regions) spent 1,200 years on the ocean floor before being discovered.

The dhow was traced to the ninth century based on radiocarbon testing and age of the cargo.

It’s believed the dhow’s load of Chinese ceramics indicate its destination was likely the Middle East, but the fact it was found in the Java Sea raises questions about where exactly it was headed.

No human remains were found, but the dhow was filled with 57,500 Chinese

ceramics, along with gold, silver and bronze objects.

The exhibit is made up of 137 of those pieces.

“The aim of the museum is to make art of the Muslim civilization better known,” said Henry Kim, director and CEO of the Aga Khan Museum, during a media preview of the exhibit yesterday. “I believe the Lost Dhow will do just that.”

Items on display include kilns, bowls, kettles, tweezers and a needle, gold bracelets, a grindstone and roller, silver boxes with lids, gold dishes, an incense burner, Chinese coins, and a mirror with mythical animals.

“Hundreds of shipwrecks are in the water in Asia,” said Alan Chong, director of Singapore’s Asian Civilisations Museum, who

flew in for the preview.

“They tell an interesting history of trade, but (information) is not all there.

Was (the dhow) blown off route? What role did Southeast Asia play? This is what we in Singapore think of. My hope is people come away with a series of questions.”

John Vollmer, the exhibit’s guest curator, called the wreck a “journey gone awry.”

“There is a solid gold cup made in China and we don’t know why it’s there,” he said.

“We don’t know how (merchants) communicated or how financing worked. Someone at port gave up hope and return on that investment. This is a window into the unknown.”

Highlights of the exhibition w A green-splashed ewer featuring a handle in the form of a lion with a dragon-head spout and ringhandled cups, among nearly 200 pieces of white ceramics decorated with splashes of bright green that were found with other higher-value items of cargo from the Belitung shipwreck.

Chemical analysis of broken pieces from the wreck suggests they were produced at the Gongxian kilns in Henan Province, renowned for its undecorated white wares. w A white ware cup stand, among about 300 pieces of white-glazed wares made in northern China at the Xing and Ding kilns in Hebei Province. High-fired white wares approaching porcelain in translucency and hardness were an innovation of northern Chinese kilns during the Tang dynasty. Highly prized by Chinese aristocrats because of their perceived similarity to luxury silver dishes, these wares were also coveted in foreign markets, particularly in West Asia where they were imitated. w A gold cup that is completely unique among the items recovered from the cargo. Gold acquired great value in Chinese culture during the Tang dynasty.

Tacit support of Mammoliti troubling The voters of Ward 7 returned Giorgio Mammoliti to office this year in one of the least explicable electoral decisions this side of 2010.

The long-serving councillor is, after all, under investigation by police for a fundraiser that so egregiously violated the rules under which councillors operate, that council also docked three months of his pay.

The one thing to say in defence of these perplexing constituents is at least they don’t have a relationship with former members of the Sussex Group – a lobbying organization named prominently in the integrity commissioner’s report as contributing to the councillor’s $80,000 take from the 2013 fundraiser.

The audacity would be shocking in any other councillor than Mammoliti, whose torqueing of the entitlements of office has been almost a secondary career to the one he’s used as councillor. It’s still noteworthy, but it also resurrects uncomfortable ques-

The regional transit agency is recommending Metrolinx’s board of directors, scheduled to meet today, approve a tiered fare increase to take effect in February.

For the first time, GO wants fares to be determined by calculating total distance traveled.

For example, the minimum cost of $5.20 for a one-way trip would increase by 10 cents, while it will cost 50 additional cents compared to 2014 for fares exceeding $8.25.

The fare hike works out to an average of five per cent compared to 2014.

BIKE SHARE GETS NEW CORPORATE SPONSOR Toronto’s city-operated bike share service has a new corporate sponsor and, it would seem, longterm viability.

This week, Mayor John Tory announced TD Bank will partner with Bike Share Toronto, a move he vowed would allow the

The Exhibition Place appointment went through easily.

None of this suggests Tory or his team are behaving improperly, or there’s anything legally wrong with appointing the duly-re-elected Mammoliti to boards and committees for which he’s eligible.

But appearance is important in politics, and it sets a tone early in the term – and the tone that the mayor’s tacit support of Mammoliti sets is a troubling one.

Despite beating last year’s all-time high, the TTC will not meet its ridership growth projections for 2014.

The transit commission had hoped to reach a threshold of 540 million rides this year, representing growth of three per cent over 2013, but it’s expected to fall five million short.

In his monthly performance report to the TTC board, TTC CEO Andy Byford said 2014’s final ridership tally will still exceed last year’s record total of 525 million rides.

Trevor Tenn keeps a closer eye on winter weather forecasts than most Torontonians.

Tenn is acting director of the city’s transportation services division in Scarborough district responsible for the city’s east-end winter operations.

Tenn chuckled when asked whether he too has heard prophecies this winter that Toronto could see a repeat performance after one of the harshest winters in recent memory last year.

Toronto is confident its fleet of 600 road plows, 300 sidewalk plows and 200 salt trucks will keep the roads and sidewalks safe, he said.

“If they say it’s going to be a bad, cold winter, it doesn’t matter to us. We’re ready to go,” Tenn said. “In cold winters, I get less sleep. In warm winters, I get more sleep.”

The city’s winter operations program includes salting, road, windrow and sidewalk plowing and pothole filling.

It is primarily contracted out, Tenn said.

Here is how the city’s winter program goes.

City staff continuously check road conditions and monitor weather forecasts and pavement temperature.

Before a snowstorm, and when black ice is predicted, crews apply a layer of salt brine to hills, bridges and large road bends throughout the city. The salt brine prevents the snow from bonding to the pavement and makes it easier to plow.

“It buys us more time when there is a snowstorm coming,” Tenn said. “It gives us more time to get there with a salt truck.”

here is much residents can do to help the city keep the roads and sidewalks safe and passable during winter, according to Trevor Tenn, acting transportation services director for the Scarborough district.

with a preset salt spread rate as a conservation measure to protect the environment.

When 2.5 to five centimetres has accumulated, plowing begins on expressways; at five centimetres, plowing begins on arterials roads like Kipling, Finch and Sheppard avenues.

When the snow stops, and if accumulation has reached eight centimetres, local road plowing begins.

“One key thing we ask residents to do during a snowstorm is to hold off calling 311,” Tenn said, adding it takes between 14 and 16 hours to clear the roads. “311 will not take any calls at that time.”

Residents should only call 311 to report “urgent” winterrelated calls.

Residents can help the city in its snow removal efforts by refraining from driving, taking public transit if possible and

keeping parked cars off the streets, Tenn said.

Also, residents who shovel snow onto the road could face a fine.

Crews plow windrows (the bottom end of driveways), but only to create a three-metre wide opening. It is not meant to clear the entire width of driveways, Tenn said.

The city mechanically clears snow from sidewalks in neighbourhoods in and around Etobicoke, North York and Scarborough, which have wide boulevards.

Sidewalks are cleared when the snow has stopped and accumulation has reached eight centimetres in November, December and March and five centimetres in January and February.

In the city’s core, due to a multitude of on-street parking, residents and business owners are required to clear

their sidewalks of snow within 12 hours after a storm.

Failure to do so could result in a $100 fine plus $25 surcharge.

Downtown property owners who are seniors or disabled may apply to the city to have their sidewalk plowed. Find the application online here bit.ly/1wda1ft Potholes are commonly an outcome of the freeze-thaw cycle. Water on the asphalt freezes and lifts. Vehicles drive on the asphalt and break it.

The city recorded 354,000 potholes between January and November this year. That is nearly double the 182,000 it recorded in the same period in 2013.

As of Dec. 1, the city’s winter fleet has been ready to hit the streets, he said.

Residents are asked not to call 311 during a storm to ask when their street will be plowed.

During that time, 311 will not take snow service requests.

DOWNTOWN RESIDENTS MUST SHOVEL THEIR SIDEWALK Due to much on-street parking, the city does not plow the sidewalks in the downtown core. A city bylaw requires those homeowners to shovel their sidewalk within 12 hours after a snowfall.

Seniors or people with disabilities downtown can apply to the city to have their sidewalk plowed.

DON’T SHOVEL YOUR SNOW ONTO THE ROAD “There is a bylaw against shoveling your snow onto the road. You can be ticketed.”

HAVE REASONABLE EXPECTATIONS City plows open windrows (bottoms of driveways near the road) after eight cm of snowfall, typically an hour or two after the road has been plowed. However, the service is only meant to open up a width of three metres – not the full width of the driveway.

CLEAR CATCH BASINS DURING BREAKS IN COLD WEATHER – this will help water drain when the snow melts.
