Premier launches biggest change to alcohol sales in the province since Prohibition

One Loblaw location in North York begins selling beer this week Loblaw Companies Limited began selling beer today in 19 of its Ontario grocery stores with four located in Toronto. The stores will eventually stock hundreds of beer varieties, including Ontario and local craft beers. Premier Kathleen Wynne launched the sale of beer in participating provincial grocery stores during a press conference Wednesday morning at the Leslie Street and Lake Shore Road Loblaws in Toronto. “We have embarked on the biggest shake up to alcohol sales in Ontario since the end of Prohibition,” said Wynne to applause from a crowd of Ontario craft beer representatives, store officials and provincial politicians. “Craft brewers can now grow in a fair and efficient beer market,” Wynne said. As the assortment and display space expands into January, the largest-format beer sections could include more than 200 varieties of import, domestic and Ontario craft beer. Paul Nguyen was one of 43 recipients of meritorious service decorations (civil division) presented by Gov. Gen. David Johnston in Ottawa. Thirty-eight Meritorious Service Medals were awarded, along with five Meritorious Service Crosses. “It’s another victory for Jane-Finch,” Nguyen said of the medal. “Proof that kids in our neighbourhood can do anything. “The medal is just an object, silver and cloth, but now the Jane-Finch community has a direct connection to the heart of Canada.

“I look forward to walking the streets and showing it to my friends and any other kids in the neighbourhood. I want the kids to believe in themselves and that anything is possible if they put their mind to it. “I hope the website continues to produce new voices in the future and beyond. I love my community, but I also want to reach out to other marginalized communities or groups. Don’t let others kick you down. Stand up and prove them wrong.” Nguyen, a York University film graduate and longtime resident of the North York corridor, launched jane-finch. com March 13, 2004, as a way to bring positive attention to the area often portrayed negatively in the media. “At first it was a small project with not much content,”

bourhood history and short film links, all of which are submitted by local residents. There are also links to rap/ hip hop videos by Jane and Finch artists. According to the official

release, Nguyen was credited for being “committed to breaking down attitudinal barriers isolating the Jane–Finch community, a low-income, ethnically diverse area in Toronto” through his “inspirational website.” “Through the site, as well as through his collaborative work with the police and other community partners, he has empowered the community by giving a voice to marginalized residents, creating a sense of pride, and fostering positive change,” the release further noted. Created by Queen Elizabeth II, the meritorious service decorations recognize Canadians for exceptional deeds that bring honour to Canada. The cross was originally created in 1984 for members of the military. In 1991, a medal was added to the military division, and both the cross and medal were introduced for civilians. Any Canadian or non-Canadian whose accomplishments or activities over a limited period

of time have demonstrated an outstanding level of service or set an exemplary standard of achievement and have brought honour or benefit to Canada can be recognized.

Public likes mural, it stays as is fannie sunshine fsunshine@insidetoronto.com The artists who created a controversial mural in the Caledonia Road and Lawrence Avenue area said they are “deeply moved” by community support, which ultimately allowed the piece to remain as is. “The Essencia Art Collective is deeply moved by the overwhelming community support that our most recent mural on Lawrence West has received,” Shalak Attack, Fiya Bruxa, and Bruno Smoky wrote in an email to The Mirror. “The positive outcome of

the public forum is a reflection that this mural is something greater than ourselves, and after witnessing an overwhelming amount of support in the past four weeks where we have received thousands of written testimonials of support, and again at the public forum where over 100 people came in support of the mural, we feel this mural belongs to the community.” In a statement sent by Councillor Frank Di Giorgio’s office two days after a community meeting was held Tuesday, Dec. 8 to discuss the piece deemed “scary” by some residents, which virtually all attendees showed

support for, his office sent word the mural will remain as is. T h e 3 0 0 - m e t re - l o n g mural, created by artists from Essencia Arts Collective, was completed in mid-November. But shortly after the piece, which tells the story of global warming and the environment, was finished, Essencia Arts Collective received word from the city that Di Giorgio’s office had gotten several complaints about the work. The piece is made up of imagery of glaciers, deserts, forests, water, animals, and birds, along with magical scenes of human characters, tar sands, water and air pol-

lution - all an ode to Mother Earth, the common theme in Essencia Arts Collective’s works. Di Giorgio said concerns focused on the west part of the piece, specifically images of a deer skull and a person wearing a gas mask. The artists, who call themselves visual storytellers, explained during the meeting the piece deals with climate change and the fossil fuel dependent generation, and how species will disappear due to society’s current lifestyle. They also said removing even one image would be detrimental to the entire piece.

Citizens must condemn ‘blip’ of gun violence W

hile the recent uptick in gun violence that took place in Toronto this past week shouldn’t be cause for alarm, it should be a call for law-abiding citizens to condemn any violent crimes regardless of where they occur in the city. Beginning Friday afternoon, a fatal drive-by shooting was reported in the Entertainment District downtown, which was followed by a separate shooting incident at a small plaza minutes away from Fairview Mall near Don Mills Road and Sheppard Avenue. The following night, police responded to a call after gunfire erupted at Keele Street and Eglinton Avenue where a baby shower was taking place in a nearby building. Whenever gun violence is reported anywhere in the city, there’s a danger in the complacency felt by residents when they discover such violent acts have taken place in another neighbourhood. Instead of just reading the headlines in the newspaper and shrugging a shoulder, there may be opportunities to get involved with organizations that are already working to make communities safer through a number of outreach initiatives. Perhaps more can be done to ensure residents and businesses in at-risk neighbourhoods feel less neglected and isolated by demonstrating any violence in the city is unacceptable. Torontonians do indeed have the privilege of living in a safe city, but it will take more than just the police doing their jobs to keep it that way. So while it shouldn’t be a cause for alarm that Toronto streets are no longer safe, it should be a cause for concern that not all violent crimes are taken seriously.

Former mayor’s tax breeds complacency

L

et us take a moment to sing the praises of David Miller. This has not been a popular pastime for many years. Indeed, it made one suspect in certain circles from nearly the moment Torontonians decided to elect him mayor in 2003. Try saying a good word about Miller in 2007, the year he strong-armed Toronto councillors into approving the Municipal Land Transfer Tax (MLTT), and you’d be run out of certain parts of town even whistling a happy tune. Well, that was then. On Tuesday morning, Toronto’s new city manager Peter Wallace made it clear that everybody – tax-aphobic conservatives and spend-o-philes in the ranks of the municipal New Democratic Party, and everybody in between – owe it all to the blond lawyer from High Park and his notion of raising revenues by taxing real estate

The Municipal Land Transfer Tax, Wallace explained at the 2016 operating and capital budget launch, is the single biggest factor in allowing Toronto council to balance budgets with modest tax increases and reasonable service levels. Nothing has saved this city’s bacon like it. OK, that’s enough singing now. Miller’s land transfer tax was what you might call an excellent bet in a highstakes game that led to a series of very lucky breaks for the city. Revenue from the tax that adds a percentage to real estate transactions has grown steadily year by year, just as the value of real estate transactions has increased, in each year exceeding expectations of

finance staff very dramatically. Wallace laid it bare. When property tax revenues were increasing by around two to two-and-a-half per cent a year, the city’s revenue was increasing by about fiveand-a-half per cent, and that – not service cuts, not operating efficiencies, not the elimination of trains of gravy – were what kept the city afloat. He also pointed out it is unrealistic to expect this to continue. That’s still not bad, but it also won’t do. In 2016, the land transfer tax revenue will contribute to the $200 million in new revenue, up $50 million from the $150 million of new revenue the city floated on in 2015. In 2017, Wallace figures we’re looking at $100 million. That means that left on its own, Toronto will not be able to deal with its real inflationary rate – four to four-and-a-half per cent – using its existing revenue tools and keeping property

taxes at historic rates. Politicians can respond to this in a couple of ways. One, they can genuinely reduce the size of local government to fall in line with inflationary property tax increases. That will mean cutting services, limiting growth, tough labour negotiations and firing staff. Or they can go to property taxpayers and tell them to pay more – a lot more – to maintain the city in which they live, and admit that inflation is what the city, not the Bank of Canada, says it is in this town. It will be a job in itself to summon the will to take either course. Because while Miller’s gift of the land transfer tax has given an ephemeral respite from hard choices, one lasting legacy is complacency.

For some weeks, this column has breathlessly counted down the impending end of the early Yonge line subway closure for service north of Eglinton Station. For well over seven years, anyone who needed to travel in between Eglinton and Finch Station six days a week after 12:30 a.m. was forced to board a bus so TTC work crews could have enough time each night to carry out essential tunnel repairs. Now it can be announced: the practice will officially end after tonight and regular service will resume Friday night.

The announcement Uber is planning to launch a fixedfare commuter option for Liberty Village may have reminded some of an ill-fated enterprise which promised the same type of service just last year. UberHop will allow groups of five to use the new service for morning and afternoon trips from Liberty Village

and other downtown neighbourhoods into the Financial District for $5. That’s reminiscent of Line 6, which had planned to run a chartered bus service serving Liberty Village. But that service was halted not long before it was slated to begin running regularly due to questions raised by an unknown government agency – suspected to be the TTC – surrounding its legality. Premier Wynne, Mayor Tory meet to discuss taxi industry issues Uber announces new service to transport commuters from downtown DAVID NICKLE dnickle@insidetoronto.com As the ride-sharing app Uber announced a new transit service, and another app announced it would begin operating in Ontario, Mayor John Tory and Ontario Premier Kathleen Wynne told reporters that all governments could do was try to catch up to “the sharing economy.” “This is a technology that exists – it is a realty – and our responsibility is to make sure we keep up in terms of keeping people safe and having the regulations in place that need to be in place,” said Wynne during a joint news conference with Tory following a Monday meeting at Queen’s Park. Tory told reporters that he and Wynne had discussed the developments in the “rapidly changing landscape” and had both agreed to work to mod-

ernize laws. “The law needs to make sure we can keep up with technology – to make sure we have a fair playing field,” he said.

Tory added: “People have certainly said to me, recognizing we’re all very sympathetic to the plight of taxi drivers, that these are things that are good for people. It makes for a more convenient and affordable ride… it gives them choice.” Tory made the comments just days after Toronto taxi

drivers staged a massive protest around Toronto City Hall, demanding that the city lay more charges against drivers using the Uber-X app and operating their vehicles in violation of city bylaws. The same day as the news conference, Uber announced a new service that would use mini-vans as a $5 transit service between the downtown and four under-serviced communities in the city. Those communities are Liberty Village, Fort York, CityPlace, and the Distillery District. As well, a new app, The Ride, that lets potential riders call licenced cab drivers and also points out public transit and car sharing options for their routes, launched Monday morning. The Ride was developed by CellWand Communications – the company behind the #TAXI service currently in use on mobile phones.

Disney revue is Civic Light Opera Company’s ‘best yet’ A Disney Spectacular runs through to Sunday at Zion Cultural Centre A joyous revue showcasing more than 50 of the songs associated with the animated and live action films produced by Walt Disney awaits you at the Zion Cultural Centre. The Civic Light Opera Company has produced revues before, showcasing songs by various Broadway writers (Richard Rodgers, Jerry Herman), but A Disney Spectacular is their best yet. The songs, chosen from two dozen Disney productions made between 1928 and 1966, offer nostalgic appeal since most of us grew up hearing these songs and watching these films in theatres and on TV. The script by Joe Cascone and Eric Botosan offers a brief biographical sketch of Walt Disney that provides interesting facts without ever becoming condescending.

A Toronto man is wanted on a Canada-wide warrant after a car left abandoned was allegedly found with firearms, including a sub-machine gun, in the Allen and Transit roads area Friday, Dec. 4. Police said a Mercedes appeared to have jumped the middle curb on Transit Road and came to a stop just west of Allen Road. The vehicle, which officers later discovered was stolen, was still running with the lights on and doors unlocked. Upon further investigation police allegedly found a loaded 9mm Norinco pistol, a loaded .45 calibre pistol, and a loaded ‘Tec9’ 9mm sub-machine gun inside and outside the vehicle. A Canada-wide warrant has been issued for Javier Gomez, 26.

Toronto police are reaching out for feedback on their bodyworn camera pilot project. About 100 officers from 43 Division, 55 Division, TAVIS and traffic services began wearing the cameras on May 18. The cameras are activated every time an officer responds to a call or is investigating someone. The $500,000 project ends in March. As part of the evaluation process, police have mailed out surveys to “randomly selected community members” who have interacted with an officer outfitted with a camera. “Having experienced the use of body-worn cameras firsthand, this input will provide a valuable perspective,” police said in a news release Monday.
