York University will soon have two student centres after North York Community Council approved Official Plan and zoning amendments to permit the additional building on land owned by the Keele Street and Steeles Avenue university at its Tuesday meeting. The four-storey building will not replace the existing student centre on York Boulevard, but will act as a supplement site for students. The new centre will house a student lounge, change rooms, building services, study and meeting rooms, a restaurant, multi-purpose spaces, multifaith spaces, and a small prayer room.

North York synagogue’s proposal to add second storey draws complaints FANNIE SUNSHINE fsunshine@insidetoronto.com Despite concerns from nearby residents regarding size, traffic, and parking concerns, North York Community Council approved development of a synagogue and day nursery on Bayview Avenue near The Bridle Path at its meeting Tuesday, Feb. 23. A detached dwelling on the property at 2437 Bayview Ave. currently exists on the site, part of which operates as a place of worship under Chabad of York Mills, but the group was looking to expand its structure to two-storeys, which would house the Bayview Centre for Jewish Life and a day nursery in a gross floor space of 1,787 square metres. The site would also include
a circular driveway and 16 underground parking spots, and 49 additional spots would be used for holiday services and occasional weekday evening events at nearby Canadian Film Institute. Land use planning and development lawyer Amber Stewart, who was speaking on behalf of concerns raised by the site’s neighbours, said her clients believe the proposal is too large and parking inadequate and wanted the item referred back to staff. Councillor Jaye Robinson, who represents the area, said meetings were held regarding the proposal and this was the first time she heard concerns from Stewart or residents. “Don’t you think it’s good practice to contact the local councillor?” a visibly frustrated Robinson asked
Stewart, to which the lawyer said she’s been dealing with city staff on the matter. Br i d l e Pa t h re s i d e n t Zohrab Kilislian said he takes issue with the parking and size of the building, noting cars have been known to park in front of his home. But Robinson moved to approve the proposal, noting the site has been a big part of the ward for eight years and was surprised to hear of any opposition. “I am unaware of anyone being opposed to it,” she said. “I think it’s going to be a wonderful place in our community.” As for traffic and parking concerns, the councillor said she’s with residents “in spirit” and will hold a parking meeting if issues arise.

Residents of a Leslie Street and Sheppard Avenue area Toronto Community Housing complex came out in droves to the North York Community Council meeting Tuesday, Feb. 23 to both oppose – and support – demolition and rebuilding of their townhouse complex to make way for replacement units and residential condo units, which councillors approved. TCHC and Tridel plan to replace all 121 social housing units on Adra Villaway, Grado Villaway, and Tomar Villaway, with 48 units to be replaced onsite as townhouse units and 73 units to be replaced in apartment buildings, six of which will be provided offsite at TCHC’s 3, 5, 11, 17, 21 Allenbury Gardens and 3, 5 Kingslake Rd. location currently undergoing revitalization. The social housing component will be located on the northern portion of the site and will comprise of 48 dwelling units in three-storey back to back townhouses and 67 units in a four-storey apartment building along Leslie Street. Condos will be located on the southern portion of the site, which will be made up of 529 dwelling units spread out over four buildings ranging
from three to 17-storeys. Known as Leslie Nymark, the site was developed in the 1960’s as a private residential development and was sold to the Ontario Housing Corporation in the 1970’s, which later transferred the site to TCHC.

TCHC has said redevelopment is necessary to tackle the townhouses poor condition, which are prone to flooding, mold, and insulation issues. Current TCHC tenants, who will be temporarily relocated for three years, will be able to choose a vacant unit in any TCHC community, based on household qualifications. Once construction is complete, residents will be able to move back into the Leslie Street location. Hilda Badu, who has lived in the complex for two years, said many residents are opposed to moving, citing school upheaval for their children. “Where we live is very nice, not too much crime,” she told
councillors. “They’re going to ship us wherever they want and our kids might end up on the wrong path. I’m very stressed. I have sleepless nights, I don’t know what will happen, where I’m going to go.” Councillor Shelley Carroll, who represents the area and is in favour of the proposal, said TCHC staff will work with each resident to decide on the best place for residential relocation. Others took issue with the size of the rebuilt units, noting they will be smaller than what is currently there and those who currently live in townhouses might end up with an apartment instead. Still, some spoke in favour of the redevelopment, noting a three-year relocation is a small price to pay for better living conditions. “Change can be really good,” said Nicole Marcano, who has lived at the site for six years. “Revitalizing is a way for us to get good living standards. I look at it as a positive process. We want to have proper living standards just like any other human being. We want to be recognized as people too.” Carroll said she hopes the revitalization will change the integration of Leslie Nymark with the rest of the neighbourhood. “We want people to walk right through it,” she said.

Tory’s L.A. trip will boost Toronto’s film and TV industry

onsidering that film and television production work is worth $1-billion a year to Toronto, we think it’s a good idea Mayor John Tory is heading out to Los Angeles for a business mission in support of the industry. The mayor of one of the world’s largest centres for film, television and digital media production should be making annual visits to help promote and protect what is an important business to our city. And he goes at an especially good time as the value of the Canadian dollar relative to the U.S. dollar makes shooting movies and television shows in Toronto even more attractive for American production companies. “Toronto’s film and television sector is a growing source of jobs and economic growth,” said Tory in a city press release. Along with the dollars the industry pumps into Toronto’s economy, it’s also helping grow an valuable source of local our view extremely talent, which benefits our city on so many levels. Being a centre of Trip helps film and television production makes Toronto a cultural hub promote T.O.’s also in Canada for those industries. It builds a strong community of not economy only people in the creative arts, but also in the many technical sides of the industry from high-tech digital imaging, to sound systems, to set building, special effects, catering, transportation, hotels and more. It’s an industry that also builds Toronto a profile beyond the film industry as it also helps increase tourism. While in Los Angeles, Tory has meetings planned with 11 major studios including CBS, Paramount, Warner and Sony. According to the city, those studios alone have more than $800-million worth of projects planned for Toronto in 2016 alone. Tory is not going by himself on this trip either, as he is bringing a delegation of both film and tourism professionals from the city with him. They represent Canadian companies and the local hospitality industry, and are making the trip with the mayor on their own dime. There are nine partners as part of the mayor’s delegation and they are paying $5,000 each to sponsor An Evening With Canada’s Stars that will showcase Canadian excellence in the industry as part of the visit. Tory will also meet with Los Angeles Mayor Eric Garcetti. While some may see this as a nice excuse for the mayor to get out to California at the end of February, we view it as an important part of the job, promoting local industry and looking after the economic health of Toronto.

‘Crazy’ gondola scheme might be stretching it If you’re going to pitch a crazy transit scheme like gondolas across the Don Valley to service a fancy artisanal market, probably it’s best to make sure that nobody’s planning an extravagant mea-culpa about their crazy transit scheme within the same week. Such is the unhappy circumstance that the entrepreneurial gondola-iers at Bullwheel International Cable Car Corp., who pitched their plan to stretch cable across the Don Valley just days before Metrolinx moved to slash prices on the Union-Pearson Express train to boost its gossamerthin ridership. The train was at one time touted as a major economic development boost, providing a quick link between Union Station and Pearson airport. The investment – $465 million – was deemed worthwhile, even as the private sector consortium initially interested in the project lost interest, and
david nickle the city in 2010 Metrolinx took the whole thing over. The private sector clearly knew something that the public sector leadership didn’t, because the rail line opened up with tepid ridership. It wasn’t hard to see why. With few stations, and those that existed difficult to access, the only way that the 25-minute airport ride could be a convenience would be for those travellers who were staying or holding meetings within a short walk of Union Station. And with the price point of $27 one way, really only executives with an expense account would have any reason to ride it. But for that class of traveller, an airport limo ride with door-to-terminal service would only cost a few dollars more.
What a terrible idea that airport express train was. What a terrible, seductive idea. It was so seductive, of course, because it played to that aspirational myth that is so damaging to Toronto’s more necessary priorities: namely, that we need to dress ourselves up in the manner of much larger cities in Europe and America in order to remain competitive. So if there are trains from Stockholm’s downtown to its airport, and an express train between Victoria Station and Gatwick Airport in London, what fun it would be for us to be like that too. So many of our major transit initiatives have sprung from that ethos. In the 1990s, then North York mayor Mel Lastman fought tooth and nail to make sure there was money for the Sheppard subway, because he knew that building it would validate the Yonge-Sheppard hub
that was to be his old city’s downtown. Scarborough is getting an absurd, one-stop subway extension to the Scarborough Town Centre, because residents there have been convinced that a subway is the path to civic legitimacy. The gondolas as described sound like a lot of fun – soaring over the leafy glories of the Don Valley, carrying passengers from the million-dollarhomes of prime Riverdale to the boutiques and paths of the Evergreen Brick Works in the Don Valley and back. It sounds almost enough fun to subsidize with tax dollars when the logistics prove too costly and the revenues too slim for the private sector. The worst that can happen is you might have to cut your fares.

Chances are you have heard the saying “Like father, like son”. It’s a trait many boys have upon reaching adulthood but, in many cases, doesn’t materialize – and a 36-yearold North York resident is a prime example. For Joseph Fackenheim, his father being the late Emil Fackenheim, was an eminent Canadian theologian, philosopher and Reform Rabbi who also escaped while imprisoned by the Nazis during the Second World War. While the respect, admiration and high esteem for his dad is quite evident, his career focused on a different kind of pulpit – the theatre stage. “As a teenager, I wanted to be a film director, but while trying to help a classmate audition for a youth theatre, I, too, went for the audition and got it,” said Fackenheim, who, along with his wife and twin children, now live in the Bathurst and Wilson area. “I got the acting bug, worked hard at it, and benefitted from many auditions, studies and just the opportunity to perform. For me, acting was a great discovery and I always felt proficient, creative and wanting to take this as far as I could.”

It has been quite a journey for the younger Fackenheim, whose family had moved to Israel when he was a toddler. Three decades later, Fackenheim brought his immediate family of four back to Toronto. In Jerusalem, he studied at the Nissan Nativ Acting Studio and, while in England for studies, earned his master’s degree in classical acting at the Royal Central School of Speech and Drama in London. His acting performances attracted impressive crowds in Israel, but his desire was to eventually return to his place of birth. Now he’s the artistic director and behind the launching
of the North American branch of Aspaklaria, making it Canada’s only touring Jewish theatre. He’s hoping to also enhance a vibrant Jewish theatre scene in Toronto. Fackenheim will be in the 70-minute performance of ‘The Odds’, a dramatic comedy involving therapists opening a “men-only workshop” for those experiencing marital difficulties. The performance will be at the Toronto Centre for the Performing Arts April 3. “As a kid, I remember being rebellious and the cause of much worry to my parents who wondered what I would eventually excel in and focus on as a career,” he said. “While I wasn’t interested in becoming a Rabbi, when you look at it, the connection between philosophy of my father, and my drama, is quite close.” His biggest gig was at the age of 24, fresh out of drama school, when asked to play Macbeth in the Shakespearean performance in Jerusalem. “That was something special,” Fackenheim said. “Since then, I give my best in every performance and I know my father would be pleased that I found my calling and that I am doing what I can to proliferate Jewish and Israel culture on the North American main stage.”

tive than reactive.” Though the soccer program at Zion Heights is aimed at middle school and young high school youth, basketball and yoga ProAction Cops for Kids programs are held for older teens at A.Y. Jackson Se c o n d a r y S c h o o l a n d Georges Vanier Secondary School, Charles said. Jean Milligan, executive director of ProAction Cops and Kids, said the goal of the programs is to build positive relationships between cops and kids. “They are engaging kids who don’t have the opportunity (for programs),” she said.
“The officers are not on-duty and donate their time.” Though roughly 70 per cent of ProAction Cops and Kids programming centres on sports, others involve cooking, arts, guitar and camping, Milligan said. “The officers identify the needs of the community,” she said. In existence since 1991, ProAction Cops and Kids partners with police services in Toronto, Hamilton, Durham and Niagara regions to offer a range of programs geared at bettering relationships between officers and at-risk youth.

Vicky Xu admits a few tears were shed when she found out she was one of 31 Loran Award winners for 2016. “I get emotional,” the grade 12 Marc Garneau Collegiate Institute student said. “I cried.” The Loran Award comes with a $100,000 prize for postsecondary education over four years for undergraduate studies in Canada. Eighty finalists from 4,200 applicants battled for 31 awards, with initial interviews held in the fall and national selections Feb. 5 and 6 in Toronto. “I tr ied to enjoy the moment, which calmed me down,” Xu said of the interviews. The Don Mills Road and Steeles Avenue area resident decided to apply for the award because “scholarships are a great way to fund my education,” she said with a laugh. In an effort to bring her community together, which

has a high number of new immigrants, Xu organized talent shows at nearby The Shops at Steeles Avenue and Hwy. 404, which showcased piano players, Chinese opera singers and a host of other entertainment, she said. The 17-year-old also led kindness and appreciation campaigns at her school in the form of inspirational quotes written on sticky notes and posted on every locker, to writing letters of gratitude to school staff including care takers and bus drivers. “I think people don’t realize small things can make people super happy,” she said. She also coached her younger brother’s soccer team – even though she’s never
played the sport – teaches piano and worked three jobs last year, including as a life guard. “I like doing everything I am doing, so it doesn’t seem like work,” Xu said. Xu is also one of five recipients of a $10,000 Horatio Alger National Entrepreneurial Scholarship, which are awarded to students who demonstrate a desire and ability to be entrepreneurial in a chosen field and who have overcome adversity. Xu also took part in a month-long SHAD program in 2014, which is offered to more than 600 students worldwide to attend a summer program hosted at a Canadian university with a focus on science, technology, engineering and math (STEM). Xu, who is enrolled in her school’s TOPS (Talented Offerings for Programs in the Sciences) program, said she’s leaning toward engineering or economics for university studies, but hasn’t decided on a post-secondary school just yet.

North York student takes first prize in Black History Month writing contest DAVID NICKLE dnickle@insidetoronto.com In his lifetime, Charles Roach was many things: a lawyer and activist who fought hard to ensure black Canadians were aware of and exercised their voting rights; a staunch critic of police brutality and discrimination against black Canadians; an advocate for the elimination of the monarchy in Canada; and a co-founder of the Caribana festival. This year, he was also the inspiration for 13-year-old North York student Praneetha Kakarla’s essay that took first prize in Mayor John Tory’s

Black History Month Writing Contest for Youth. “I t h o u g h t h e re a l l y deserved recognition,” said Praneetha, a student at the Donview Middle Health and Wellness Academy. “He’s made some really long-term impacts. “The Caribana festival, for example, teaches us to accept and embrace all the different cultures and communities and the world. The Special Investigations Unit maintains public confidence in the Toronto Police Service. “I really wanted to write about someone who’s made long-term impacts for future

generations.” It seemed as though the entire future generation was crammed into the Toronto Council Chamber for the Tuesday ceremony with Tory when he handed out awards for writing about Black History Month. Praneetha was among
several hundred children and their teachers who had bused in from neighbourhoods across the city to pack not only Toronto Council Chamber, but several committee rooms hastily set up for overflow. They cheered one another and Tory as he prepared to hand out awards in two age categories for submissions that shared a story about black Torontonians who’d contributed to Toronto’s diverse heritage and identity. Tory spoke at some length about the value of Black History Month, both as a way to celebrate leaders in
the African- and CaribbeanCanadian community, but also as a way to recall the injustices that have prevailed in Canada. ‘People of achievement’ “Part of the reason we want to celebrate Black History Month is because there are many people of achievement, and there were people in the past who did things that involved a lot of discrimination against people who happen to be black,” said Tory. “That’s not something to be proud of because it’s
part of our history too. So it’s important to keep remembering those lessons because it hopefully stops us from doing that again.” Praneetha shared the podium with: • Hanna Yusu, runner-up in the age 11 to 13 category, who wrote about Lincoln Alexander; • Jonelle Whittingham, 16, winner in the 14 to 17 category, who wrote a letter to Lincoln Alexander; • and runner-up Timothy Vince, 17, who wrote a poem called A Ride on the 37. Winners received a scroll and a plaque.

Metrolinx to lower UP Express fares In what might be the least surprising transit news of the year, fares for the Union Pearson (UP) Express are going down by a significant amount. The exact fare cut wasn’t known as of Tuesday but media reports had it dropping down to $12 from $27.50 for the cost of a one-way trip between Union Station and Pearson airport, and less than $10 if the purchase was made with a Presto card. The writing was on the wall for UP when Metrolinx, which operates the service, announced in February disappointing ridership numbers well short of the 5,000 per month needed to break even on operating costs. MAYOR WANTS PHOTO RADAR wTORONTO
John Tory has requested the province allow the city to make use of photo radar for traffic enforcement. The primary motive for the mayor’s request, it would seem, is to save money on ballooning policing costs. Having cameras installed at traffic

There will be those who say the move is nothing but a cash grab. Of course it is – and a welcome one if it improves traffic enforcement in the city. GARAGE DECISION ON TRACK wDANFORTH
The TTC will likely decide what to do with the old Danforth Garage later this year. TTC chair Josh Colle will introduce a motion at this week’s board meeting of the transit commission for staff to report in September on the building’s future use. B e a c h e s - E a s t Yo r k Councillor Mary-Margaret McMahon initially requested the TTC look into community uses for the site, located at the intersection of Danforth and
Coxwell avenues. The building dates back to 1915 when it was used as a streetcar garage, and then more recently housed buses. Currently, the five-acre site is used primarily for office and storage space. TO APPEAR FIRST AT MAIN STATION wPRESTO
Main will be the first subway station to receive fare gates accessed by Presto. The transit commission announced last year it would begin installation of the gates in 2016, which slide open when a Presto card is tapped. It’s part of the TTC’s work to migrate fare payment to Presto, which is expected to be completed by 2017. At that point, older fare methods like tokens and Metropasses will have been phased out in favour of Presto. Expect to see the fare gate at Main station in early March.
