Project Winter Survival assembles kits for Toronto homeless LISA RAINFORD lrainford@insidetoronto.com So far this season, an initiative called Project Winter Survival has assembled as many as 3,000 survival kits and distributed them to almost 170 homeless shelters and outreach programs in Toronto. Still, at least 8,000 more kits have been requested and need to be filled, according to Jody Steinhauer, founder of the charity Engage and Change, which was created to foster good citizenship while encouraging communities to give back. Giving people and companies the opportunity to volunteer, one of Engage and Change’s initiatives is Project Winter Survival. “Now that winter has just hit, we’ll be building more kits. We’re looking for donors, for new products, to go into the kits,” Steinhauer said. “Every year, I say, ‘We don’t want to be here next year.’ This is not a solution; it’s a Band-Aid. In a city like

Toronto, homelessness shouldn’t exist.” Last year, three homeless men died on Toronto streets, Steinhauer said.

“After we gave out the kits, there weren’t anymore deaths,” she said. “Without these kits, people are freezing. We need more shelter beds.” The kits are distributed to local

communities through social service agencies, like The Salvation Army, Red Cross, Out of the Cold, Eva’s Initiatives for Homeless Youth, and Covenant House, among others, which then ensure they go directly to those who need them. “It’s a stringent application process,” Steinhauer said. “They have to be a registered charity. These kits are only given out to charities that have an outreach component.” Each kit contains such items as a sleeping bag, knapsack, toothbrush, soap and shampoo, gloves, socks, rain poncho, deck of cards, stress ball, lip balm, facial tissues, bottled water, insulated cup, deodorant, razor and shaving cream. All products and items are brand new, Steinhauer stressed. “Unfortunately, (Project Winter Survival) is a very necessary program. There’s a real education that we try to do. We’re not here to judge. Homelessness affects every walk of life,” she said.

So many people live paycheque to paycheque and could be one paycheque away from being homeless, she added. “We don’t have the solution. It’s about bringing the business community together with individual people,” Steinhauer said. Since its inception 17 years ago, Project Winter Survival has distributed more than 26,000 kits. The initiative launched earlier this month with an event that brought together corporate sponsors and volunteers, who assembled the 3,000 kits. Then, the agencies that support the homeless arrived in the afternoon to pick them up, the volunteers helping to load vehicles. Ninety per cent of the more than 30 products that went into the kits on Saturday, Jan. 16, were donated, Steinhauer said.

Hospital fundraiser encourages students to get creative with scrubs The Heart of Fashion will include Toronto fashion guru Jeanne Beker serving as host JUSTIN SKINNER jskinner@insidetoronto.com Students from colleges and universities across Toronto are bringing sexy to scrubs. The Fabricland Scrubs Design Challenge, a part of North York General Hospital fundraiser The Heart of Fashion, will see participating students rethink traditional hospital scrubs, adding an element of haute couture to the utilitarian garments. Erika Larva, who is perhaps bestknown in fashion circles for her work with World MasterCard Fashion Week, noted that five schools have been invited to join in, including Seneca College, Humber College, Ryerson University, George Brown College and the Toronto Film School. “The only criteria we’ve given them is that a minimum of 50 per cent of the garments they create have to

consist of material from the scrubs we provide,” she said. “The rest is up to them. We’re really looking for a fabulous one-of-a-kind masterpiece.” The Heart of Fashion has served as a key fundraiser for North York General Hospital for years, but this year marks the first time the design challenge will be rolled out.

“The idea behind the event is that it’s a massive fashion show, and this is a great way to show off some of the new talent in the fashion world,” Larva said. Funds from the event will support the construction of a full-service

interventional radiology suite. That will help the hospital reduce wait times and provide quicker access to diagnoses and care for patients, which will in turn reduce the amount of time many of them have to spend in hospital and will produce better health outcomes. “It’s a really great cause, but the key to (the Heart of Fashion) is not just to support the hospital – it’s to have fun,” Larva said. “We’ll be setting up a massive tent somewhere on the Bridle Path and there should be around 600 guests there to enjoy fun, food and entertainment. It’s not just a sit-down dinner. I call it sexy.” In addition to the design challenge, The Heart of Fashion will include a traditional fashion show, gourmet food, cocktails and more, with Toronto fashion guru Jeanne Beker serving as host.

Improved crisis training needed for Toronto police

omething needs to change. In the last four years, four people in mental distress have been shot and killed by Toronto police officers. All four shootings happened within minutes of the initial contact with police. In none of these deaths was a mental health crisis worker on scene. On Monday, Const. James Forcillo was convicted of attempted murder in the shooting death of 18-yearold Sammy Yatim. Yatim was behaving erratically on a streetcar July 27, 2013, brandishing a knife. But it seems clear from a YouTube video that members of the public were not in harm’s way and neither were Toronto police officers in imminent danger. Yet, police took a confrontational approach. A situation like Yatim’s required calm behaviour and verbal deescalation. Yatim required a gentle approach to encourage our view him to drop his weapon and walk off that streetcar alive. Time to He did not need to have a gun pointed at him while being change yelled at to drop the knife. But training is now what ultimately cost Yatim his life was less about Forcillo’s approach than the fact that no officer on the scene knew how to handle the situation differently. That’s a major failure of our police’s training when it comes to dealing with people in mental distress. Mayor John Tory said something needs to change when it comes to that training, and we agree. Just hours after the verdict, Tory said, “We must learn and make sure that Sammy Yatim’s death, a dark moment for our city, results in real change.” As a member of the Toronto Police Services Board, Tory will be able to not only demand better police training, but ensure it happens. Police Chief Mark Saunders said his officers’ oneday training in crisis management is adequate and stressed Yatim’s death was an isolated incident. We feel one day is not adequate training for officers. A coroner’s jury looking into the police shootings of Michael Eligon, 29, Reyal Jardine-Douglas, 25, and Sylvia Klibingaitis, 52 – all shot after approaching police with knives or scissors and all considered mentally ill – released its findings in February 2014 and called for better and longer training for police in dealing with such situations. Here we are almost two years later waiting for that training to get better. It can’t happen fast enough.

City’s public housing portfolio starts with funding It’s hard to be hopeful in the best of circumstances, and when you look at the state of public housing in Toronto, it can be difficult not to despair. On Tuesday, Mayor John Tory and Senator Art Eggleton did their best to put a hopeful face on the prospects for Toronto’s public housing portfolio, as managed by the Toronto Community Housing Corporation. The occasion was the release of the final report from the Mayor’s Task Force on Housing. The task force was one of the first things Tory kicked off after his election in 2014. Headed by Eggleton and made up of blue-chip executives and community leaders, the task force has been doing yeoman’s work trying to find a way out of the housing weeds. Task force members, to their credit, did what they could. Last year, they found a way to permit the corporation to renegotiate some of its mortgages to find

david nickle the city more operating dollars. They identified problems with services to tenants on matters such as repairs and safety, and offered up some solutions. And finally, at the end of their tenure, they’ve recommended a bicameral structure intended to divide up the management of existing buildings and the construction of new ones between two new non-profit companies, at a somewhat greater arms-length from city council than the current Toronto Community Housing (TCHC) as it’s currently constituted. Essentially, that plan would put Toronto’s public housing stock into a co-op model. As Tory noted at the news conference, there are 240 co-op-run housing corporations in Toronto, and little is heard of them, presumably because they’re well run.

Going co-op would let the corporation play with its mortgages more aggressively, borrowing against assets to cover the cost of maintenance and also expand the housing stock. And that would allow the corporation to create more mixed-income communities, where more units are rented out at market rates. Without doubt, this all is a step forward. But again, it’s hard to be too hopeful that implementation of the recommendations will be a success, when TCHC is so woefully underfunded. Eggleton made this point right off the top. The giant portfolio of public housing is crumbling, and the repair backlog totals $2.6 billion. Soon, many of the units will be uninhabitable. The TCHC is also operating under a growing operating deficit that could become as high as $200 million in a decade. The federal government has given good indication there might be some

money from Ottawa going to housing renewal and construction. The provincial government, according to Tory, is in a trickier situation and is unlikely to be able to provide much funding in the foreseeable future. In that scenario, what is foreseeable is something a little more sinister: an arms-length, non-profit company determining that the best way to deal with its unbalanceable books is not to take out mortgages, but to begin to sell. Ultimately, Eggleton was right to frame the problem as he did. There are changes that can make Toronto’s public housing portfolio more manageable and the lives of tenants better. But the first of those changes must involve funding. Anything else is just shuffling deck chairs.

The Deadly Game tells an intriguing tale of a retired judge Emile Carpeau, who entertains his friends, public defender Bernard Laroque and prosecutor Gustave Kummer and other retired members of the court, with an evening of fine food, wine and “theatre.” They assemble at the judge’s home to reenact famous trials in which they had participated during their active years. This, apparently, is what retired members of the legal profession do for fun. It is not a lot of fun for a stranger, American salesman Howard Trapp, who finds himself stranded during a snowstorm and becomes the latest defendant in their game. The wind howls outside and the isolation of the judge’s mansion creates the necessary creepy backdrop for this mock trial to unfold. David Wyse has the proper authoritative command as Judge Carpeau. He alone appears to be able to bridle in the warring defender and prosecutor. These are all men who built

mark andrew lawrence front row centre highly successful careers in the legal profession and know the ins and outs of even the most esoteric aspects of law. Frank Keenan plays the prosecutor who is not above bending the rules when he believes it will help his case. He faces strong opposition from Michael Chodos as the public defender, a stickler for following procedure. Watching these two constantly lock horns is the best part of the play. T h e p re s e n c e o f t h e American guest played with a simple innocence by Mark Brombacher supplies the host and his guests with fresh prey for their game. He flirts shamelessly with the maid Nicole, sweetly played by Hanna PeltoniemiFam. It is a plot element that you might expect to lead us in a different direction, but the script by James Yaffe, adapted from a novel by Friedrich Durrenmatt, never seems to go quite where you expect

it to go. This is particularly true of the character of manservant Pierre menacingly played by Tommy Boston. At first the salesman cheerfully joins in the fun but soon realizes that everything he says is twisted by the clever legal eagles into incriminating information to be used against him. This is a play where every word counts and director Michael James Burgess ensures that each point is undoubtedly made. It all builds to a surprising climax that shocks the audience. Chan surpasses Stojko, ties Orser NORM NELSON nnelson@insidetoronto.com After a year off, 25-year-old Olympic silver medalist and three-time world champion Patrick Chan of Toronto has once again resumed his reign as Canada’s top men’s figure skater. Chan’s eighth title, which he won on the weekend (Jan. 23-24) at the Canadian national championships in Halifax, edges him past Elvis Stojko (seven) into a tie with Brian Orser, the now longtime skating consultant with the Toronto Cricket Skating and Curling Club. “Matching Brian Orser is a huge achievement for me,” Chan said in his post-competition press conference. The only men’s skater with more national titles – all of them accrued prior to the Second World War – is fellow Toronto native Montgomery Wilson, an Olympic bronze medalist, who won nine men’s titles (not to mention five pairs titles with sister Constance Wilson Samuel and two in the long discontinued ‘fours’ event) between 1929

and 1939. He was a member of the Toronto Skating Club, which morphed into the Toronto Cricket Skating and Curling Club. Chan, who grew up in North York near both the Granite Club where he started skating at age six and École secondaire Étienne-Brûlé which he graduated from, gave every indication he had his sights set on surpassing Wilson’s nine men’s titles. “I l ov e h a v i n g e i g h t (national titles), and I hope to have many more, hopefully into double digits, that’s my goal,” he said, but quickly adding: “But that’s still a long ways away so I’ve got to stay healthy. “But I’m going to enjoy this eighth title.” Chan, who will seek to add to his three world titles in early spring in Boston, said he was pleased with his showing. “Not perfect, but it’s a good comeback. I don’t think it could have gone any better,” said Chan, who kept a hectic performance schedule during his off-year in touring professional shows.

NORM NELSON nnelson@insidetoronto.com There will be no shortage of teams for Toronto curling fans to cheer for at this year’s Ontario Tankard provincial men’s curling championship on tap in Brantford all next week, Feb. 1 to 7, at the Wayne Gretzky Sports Centre. Three skips are officially curling under the banner of three different Toronto clubs: • Glenn Howard at Etobicoke’s St. George’s Golf & Country Club; • Mike Harris at midtown’s Toronto Cricket Skating and Curling Club; • and John Epping out of North York’s Donalda Club. And a fourth skip – the only one who actually grew up in Toronto – is Glen Balsdon, the 2014 Tankard winner. He’s curling out of the Cataraqui Golf & Country Club in Kingston. Interesting fact: Included on those above teams are at least three curlers who won high school curling championships with their respective Toronto high schools. Skip Balsdon, who grew up in the area of Leslie Street and Lawrence Avenue and curled out of the now-closed Avonlea Curling Club in Don Mills, won two Ontario Federation of School Athletic Associations (OFSAA) championships with Don Mills Collegiate in 1994 and 1995. And two members of Epping’s Donalda-based team – Tim March and Patrick Janssen – are actually Scarborough natives

Although a Peterborough native, Epping is now a longtime North York resident with Donalda as his home club. As for the other two skips: • Mike Harris is a Brampton native now living in Toronto who’ll have to step out of the broadcast booth, where he is a well-known curling commentator, to compete in this year’s Tankard. He is an Olympic silver medalist who won his lone Tankard in 2004 as skip. • and Glenn Howard, in addition to four national (Brier) and world championships, has won 15 Tankard championships – seven with his brother Russ Howard as skip and then eight straight from 2006 to 2013 fronting his own team. His string was ended in 2014 with Balsdon’s win. Howard is at St. George’s because he has again hooked up with fellow curling legend Wayne Middaugh who has been a club member there since 1986 (although he currently lives in Victoria Harbour and grew up in Brampton where he is a member of their sports hall of fame). Middaugh’s trophy mantle is only slightly less weighty than Howard’s with three national and world titles and nine Tankards. With new bus service, more transit options are available at Finch Station

TTC approves $400M to pay for city’s share of the subway extension

But with a lack of rapid transit options – York’s subway station isn’t expected to be completed until late 2017 – it makes sense, said Marshall, to further boost service for the university. With the new service, there are now more transit options at busy Finch Station, which will have two more separate express services to join the 199A Finch Rocket. The main branch of the Finch Rocket will continue to run between the station and Scarborough Town Centre,

joined as of March 27 by the 199B traveling to York on weekdays, and the 199C, which will operate during peak periods to Morningside Heights. It’s hoped adding more service will help to reduce the lengthy bus-bay lineups snaking through Finch during rush hour. “I think it will make service more reliable, especially with better route management,” said Marshall. “It should reduce lineups as long as the (bus) schedules are adhered to and designed properly.” What’s missing from the TTC’s planned service is better service to longneglected areas like Rexdale and Malvern. And Marshall says the TTC missed an opportunity not reinstating express service between Finch Avenue West and Downsview Station – which the TTC used

to operate until the 1990s particularly since it would help to grow ridership in anticipation of a light rail line planned for the street. “If you want to be building up support for light rail that’s one place you should be building a bus line,” he said. The five new TTC express routes are: n 24E V ictor ia Park Express: between Victoria Park station and Steeles Avenue East. It will operate between 6 and 10 a.m. and between 3 and 8 p.m. n 185 Don Mills Rocket: Ex p re s s s e r v i c e i n t h e Don Mills Road/Overlea Boulevard/Pape Avenue corridor between Pape station and Steeles Avenue East. n 186 Wilson Rocket: a daytime, weekday route only designed to speed the trip between York Mills station and Humber College’s north

campus. It replaces the 96E Wilson Express bus. n 188 Kipling South Rocket: The service will operate Monday to Friday during the day to expedite trips between Kipling station and the Lakeshore campus of Humber College. n 199 Finch Rocket: existing route with two new branches. The 199A bus will continue to provide weekday express service and, daytime and early evening trips on the weekend and holidays between Scarborough Centre station and Finch station. The new 199B will run between Scarborough Centre station, York University and Finch station during weekdays and weekday early evenings. The TTC’s board of commissioners approved $400 million in extra funds for the Spadina subway extension during its meeting last Thursday. The board was expected to approve the request made public by the TTC last week in order to account for hundreds of millions in unsettled contractor claims for the Toronto York Spadina Subway Extension (TYSSE), which has experienced significant delays. It’s the second time in 10 months more money has been needed for the extension, driving its budget to nearly $3.2 billion. TTC CEO Andy Byford said it was always known extra costs – over and above the $150 million authorized for a third-party company

in March to manage the remaining TYSSE construction – would be needed. “We said at the time that report was not the end of the issue, the $150 million would get us across the line to open the Spadina extension by 2017,” Byford said. “But what we couldn’t say at the time was what the final cost would be in terms of claims and uncalculated costs.” Even though the project was funded by all levels of government, only the City of Toronto and York Region are on the hook for cost overruns. That will work out to a 60-40 funding split with Toronto paying the larger share of $240 million. The issue now moves to Toronto council, which must approve the request and determine how to find the extra money for TYSSE.

UberPool may save cash, but not time UberPool, the new service from Uber that allows two passengers headed in the same direction to save money, might be more trouble than it’s worth, say UberX drivers. Uber is promoting the feature as a way to save 30 per cent off regular fares, but two drivers interviewed last week said UberPool was creating headaches for some passengers since the savings also means a potentially longer trip. “One guy, he had to wait an extra 45 minutes, so he saved money, but not time,” said one driver, who did not want to be identified. “It’s more of a hassle right now.”
