War stories tell tale of The Dumbells sketch troupe Soldiers of Song relates humour tactics used in First World War FANNIE SUNSHINE fsunshine@insidetoronto.com A North York resident will help celebrate the songs and stories of a group considered a pioneer of sketch comedy during a performance Saturday. Lorne Brown, co-founder of Stor ytelling Toronto and former director of the Canadian Society for Traditional Music, will provide narration for Soldiers of Song: Canada’s Famous Dumbells. Formed by members of the Canadian Army’s Third Division, and named for the red dumbbell in the division’s emblem, The Dumbells bolstered troop morale during the First World War with live “concert parties” featuring irreverent humour that often skewered senior officers and the military system itself. Considered a pioneer of sketch comedy, the troupe toured across Canada following the war, and was the first Canadian production to appear on Broadway. The Dumbells disbanded in 1932 and reunited for concerts in 1939 and 1955. Brown became interested in the history of The Dumbells from the stories told by his father, who was part of the medical corps in the First

World War. “He staged some of The Dumbells shows,” Brown said. “The Dumbells have been part of my family lore and history ever since.” Brown even has some memorabilia from the group, including recordings and programs from shows they performed in Ottawa, he said. The debut performance will be made up of Brown, musician and Juno Award nominee Jason Wilson, who has written a book on The Dumbells, and stage actors Jim Armstrong and Andrew Knowlton. “I hope to be able to take it on the road,” Brown said of the show. “I hope people come away learning more. World War One was a terrible time and people could forget the horror for an hour.” A regular performer at the Toronto Storytelling Festival, Brown is the former editor-inchief of Appleseed Quarterly, the Canadian Journal of Storytelling, and was also editor-in-chief of The Canadian Folk Music Bulletin. Soldiers of Song: Canada’s Famous Dumbells will be held Saturday, June 15 at Hugh’s Room, 2261 Dundas St., at 8:30 p.m. Tickets cost $20 in advance, $22.50 at the door. T

he stories they tell are a mix of fact and fiction. They forget names and faces of loved ones. They laugh easily and sing songs. And they might not be in the best health or have much longer to live, but they are full of life. Angela Bianchi made these discoveries while observing her elderly aunt interact with friends she made at the Harold and Grace Baker Centre, a retirement residence and long-term care facility at Caledonia Road and Castlefield Avenue. “They’re funny, but stationary,” the York resident said. “They are still living.” A documentary filmmaker, Bianchi had the idea of video taping her 93-year-old aunt, Domenica, along with several of her companions, for a film she later titled

Zia and Friends. The 43-minute film, complete with English subtitles, will be showcased at the Italian Contemporary Film Festival (ICFF), which runs June 26 to July 6. After watching a similar documentary about those living at Baycrest, Bianchi said she wanted to make a film to help erase misconceptions attached to the elderly. “I wanted to take away the stigma they are lethargic, they can no longer contribute,” she said. “I think people are afraid of old age.” Domenica was living

on her own and doing just fine at age 90, until a mental health episode in early 2010 forced Bianchi to call for an ambulance. “She was delirious,” she said. “She didn’t know who I was, who she was. All of a sudden we were in a world of hospitals.” Her aunt calmed once arriving at the hospital, but Bianchi knew Domenica could no longer live alone. Bianchi moved Domenica, who shows signs of dementia, but has not been formally diagnosed, into the Harold and Grace Baker Centre in February 2010. “She has stabilized now,” Bianchi said, adding her aunt takes medication to help keep her calm. “She eats, she talks to people, she laughs a lot. I am focusing on the positives of her situation.” Bianchi acted like “a fly on the wall” when she shot the footage in the summer

of 2011, asking few questions and letting the scenes unfold naturally. “I’m happy how it turned out,” she said. Now in its second year, the ICFF will feature some 62 Italian and Italianthemed features, shorts and documentaries. The 11-day festival will centre on Italian life, culture and history. Asked what she’s learned in the three years her aunt has been at the facility, Bianchi said family support is imperative. “Having family there makes a difference,” she said. “Go visit mom and dad, grandma and grandpa. If you sell their house, use the money to pay for a caregiver to be there with them. The nurses at the home can’t do everything.”

Proposed election rule changes need more detail

e think the city might have put the cart before the horse in its huge overhaul of election rules proposed this week. On Tuesday, city council voted to ask the province to allow Toronto to extend voting rights to non-Canadian citizens, who are permanent residents of the city. The trouble is, later in the meeting, city council voted to ask the federal government to define what a permanent resident means. Without that detail determined, we think it’s irresponsible for the city to ask to extend the right to vote without definitively knowing who they’re extending it to. The devil is in the details. For instance, if a permanent resident would be one who pays land tax, does that mean one who owns land could our view only vote? Does that mean someone impoverished but a perma‘Permanent who’s nent resident can’t? resident’ must That’s just an example, but you get the point. be defined We think there’s great merit in building a system that gives voice to non-Canadians who permanently make Toronto home. Much of our economy depends on their contributions. Many of our civic decisions are based on the cultural needs of the community. And in a city where one out of two people weren’t born here, those who remain non-Canadians help shape our cultural identity. This discussion simply reflects a desire to be in step with the kind of community Toronto has grown to become. We have less interest in a second piece of the city’s reform document. The city has asked the province to consider ranked balloting, meaning second choices could potentially have a role in determining a vote outcome. We believe this builds a platform for civic elections to turn into an election built on party politics. Vote left, vote right. We continue to call for the preservation of a system that rewards one individual who best represents the neighbourhoods they seek to represent – and leave the common platforms which dog other levels of election, at home. We wonder the motivation for the ranked ballot consideration and we wonder... how would a ranked ballot potentially have altered the vote bringing Rob Ford to the mayor’s chair?

Clearing path for next year’s elections

arly this week Mayor Rob Ford changed the responsibilities of some councillors who chair committees and who sit on the powerful executive committee. Some media interpreted the shuffle as a demotion for two councillors because they personally challenged him. That is true, up to a point. But the actions also present the administration as concerned about little other than stifling dissent and preparing for the next election. Neither of the two demoted councillors, Paul Ainslie nor Jaye Robinson, were entirely supportive of the administration. Ainslie led his general government committee in directions not approved by the mayor, such as recommending continued investments in Nathan Philips Square. He did not support a downtown casino. By negotiations with others

david soknacki beyond the headlines in the 2013 budget, he was deemed disloyal. For her part, Robinson tried to reduce some of the mayor’s budget cuts. She was a mutineer when the opportunity arose, for instance fighting against Councillor Doug Ford’s ideas for the port lands. Her misgivings about sitting on the executive committee and the mayor’s abilities were quoted in a profile more than a year ago. By the standards of previous mayors, most of these acts would be subject to either a tongue lashing by the mayor’s chief of staff, or a call from the mayor demanding dismissal. Precedent was set when Councillor Brian Ashton voted against former mayor David Miller’s tax proposals in 2007. Within a very short time, Miller made the call

to ask for the councillor’s resignation. As Miller said, “On key, critical issues they (the executive) have to speak with one voice. Otherwise the system won’t work.” This time, Mayor Ford did not set boundaries beforehand, nor did he inform the public why he acted. By way of explanation, his brother said, “we are going in a new direction.” To add to the confusion, he replaced Robinson with Councillor Anthony Perruzza, who has a much lower rate of voting with the mayor. The only interpretation left is the tremendous cooling off between those two councillors and the Fords. Ainslie’s fall from grace occurred when he asked Mayor Ford’s staff to remove the mayor from a military ball. Robinson incurred displeasure by publicly advising the mayor to take a

leave to address an alleged substance abuse issue, and saying the mayor’s brother ought not to be the mayor’s voice. Since there are no policy reasons for the demotions, and no new directions have been presented, council is left with the lesson that membership on the executive committee is based solely on loyalty to the brothers Ford, and that the mayor’s brother is his representative. If the Ford administration wanted to develop a team of councillors capable of introducing a new legislative program, the lessons learned from the demotions of councillors Ainslie and Robinson would be a step backwards. But if the goal is to withdraw any platform for dissent, they have cleared a path for next year’s election.

Wheels turning toward 16th annual moveathon >>>from page 1 and treatments for children and young people to the age of 21 with disabilities and special needs. Dennis and his friend Richard Goodfellow, of North York, have raised more than $100,000 for Zareinu over the past 15 years. Goodfellow, who lives in the area of Hwy. 401 and Avenue Road, is the route organizer. He has designed Moveathon courses dating back to the first event 16 years ago at York University and later at North York’s Earl Bales Park and outside of

Toronto. Dennis is counting on about 300 cyclists to take part in the 16th annual Moveathon on June 23, an event that will see cyclists choose between 25-kilometre, 100-km and 162-km (100-mile) routes through York Region. The goal is to have each participant raise at least $1,000. The annual event also includes the Zareinu Moveathon Festival at Downsview Park. This year’s event, which was held June 9, included a run, a family bike ride, games, pony rides, a petting zoo, horse-drawn

wagon rides and inflatable obstacle courses. The highlight of the festival was a sensitization pavilion, an interactive place where kids learned what it is like to live with disabilities. The lessons children learn in the pavilion are ones they will never forget, Zareinu principal Dr. Mitch Parker said. “And when they go back to their programs, schools or camps, hopefully they will give someone different than themselves a little more time, an extra hand or a smile they would not have before,” Parker said in a statement.

Helping children with special needs makes his annual job as recruitment committee co-chair worth it, said Dennis, who lives in the area of Bathurst Street and St. Clair Avenue. “Every year, I want to quit. I want to say, ‘This is too much work to do this because it’s frustrating because I don’t feel we’re raising enough money,’” he

said. “What tugs at my heartstrings is seeing the kids and seeing the parents and what the school does for them.” Goodfellow agreed. “It’s a very good cause, helped by some very good people. I see the work they do and the difference they make. The people that work at the school are unbelievable, the teachers and

caregivers, the hands-on people,” he said. “I get to see the school grow. I get to see the parents of the children being so grateful. I get to see we’re helping a part of the population that really needs help.”

Little Mia needs your help for therapy in Chile

LISA QUEEN lqueen@insidetoronto.com What would you do if you had a child with severe disabilities, caused during a traumatic birth, who could finally get the treatment she desperately needs in Chile, even if it cost thousands of dollars? For North York’s Andrea Toth and Janos Somogyi, it means doing everything possible for their three-year-old daughter, Mia Somogyi, whom they describe as the “light of our lives.” They have already seen Mia begin to thrive after five weeks of treatment in the South American country last fall. Now, they are hoping the public will help them fund more of the medical care that has given their daughter a new lease on life. “We hope she will improve even more. It (the treatment) is making a difference,” Toth said. “Mia is doing amazing with her treatment.” Toth and Somogyi have launched a campaign on the crowd-funding website Indiegogo so Mia can receive medical care in Chile this fall and next spring. With a $32,000 goal that needs to be raised by July 13, the campaign so far has only raised a few hundred dollars. The money will be used for Mia to be treated by physiotherapist Ramon Cuevas, who 40 years ago developed Cuevas Medek Exercise (CME), a treatment used to develop gross motor skills in babies and children at risk of delay through, for example, premature birth, Down syndrome, cerebral palsy or brain injuries. Because Mia’s brain was so damaged during birth, the therapy is teaching it how to function one step at a time, Toth said. The funds will also be used for the family’s travel and living expenses. In addition, the community, touched by Mia’s heartbreaking story, is coming to her assistance through a penny drive and bake sales. Behind her sweet and engaging smile, Mia has many serious disabilities, caused

At the same time, she is a smart little girl who understands everything going on around her. Toth and Somogyi, who live in an apartment in Flemingdon Park, have done what they can to get Mia the care she needs. She has been treated at Toronto hospitals and rehabilitation centres and at home. Because physiotherapy is not covered by the government, Toth and Somogyi have sold off possessions and also

relied on a now-exhausted donation from President’s Choice Children’s Charity. Somogyi runs a housecleaning service, which Toth quit to care for Mia full-time. With no family in Canada to depend on, they paid for last year’s trip to Chile through donations, help from friends and a vacation allowance from an association for people with cerebral palsy. The results of just one round of treatment with Cuevas have been amazing, Toth said. Where before Mia could only sit if perfectly positioned, now she can sit easily on her own and in a swing, roll over, control her head at all times, stand with support, move her legs to walk with support and more. Toth and Somogyi are extremely grateful for the help they have received from the community for Mia’s care. “We thank every donor who contributed to Mia’s treatment and believes in her. Their help is greatly appreciated,” Toth said. About $600 has been donated to the Indiegogo campaign so far. In addition, a penny drive has raised $856 to date.

Staff recommending approval of Finch townhouses Two proposed townhouse developments near the Finch subway station are expected to be voted on at the Tuesday, June 18 meeting of North York community council. City planning staff is recommending council approve both projects. The first development at 448 and 456 Kenneth Ave., southeast of Finch Avenue and Yonge Street, would include a three-storey town-

house project containing a total of 29 stacked townhouse units, a city planning report said. Eight units would be in one building and 21 backto-back stacked townhouses would be in a second building. There would be 35 underground parking spaces. The development would be close to the subway and make good use of existing parks and recreational facili-

Mayor Rob Ford didn’t have the “fortitude” to fire nowformer Executive Committee member Jaye Robinson to her face, Robinson told reporters the day after her removal as chair of the city’s Community Services and Recreation Committee,. “I’m very disappointed that the mayor chose to tell my staff and not me, after my major investment,” said Don Valley West Councillor Robinson. “It’s very unfortunate, when you invest as I have, it’s unfortunate that the mayor didn’t have the fortitude to tell me to my face that I’ve been removed from executive. I’ve been given no reasons. This is not a mid-term shuffle, this is not a normal time to shift and make adjustments to your cabinet.” Robinson told reporters she believed she had been removed from the committee because of comments she’d made in the media regarding the controversy over a video allegedly showing Ford appearing to smoke crack cocaine. Ford has denied using or being addicted to crack cocaine. Robinson has said Ford needs to address the questions arising from the now three-week old controversy more fulsomely, not allow his brother, Councillor Doug Ford, to speak on his behalf,

and take time off to deal with the issue. Last week, Doug Ford told reporters that Robinson’s absence from a committee meeting led to a loss of quorum and the cancellation of the meeting. In fact, Robinson was at home ill and the meeting went ahead, only to adjourn at noon when committee chair Frances Nunziata had to leave. “I think he feels that he can be the spokesperson for the mayor and that’s not what the residents of Toronto want,” said Robinson. She said she learned that she was removed from the Executive Committee at 4 p.m. Monday while she was in her ward conducting meetings. She said she was informed through her city hall staff, after a junior member of the mayor’s office asked her to come to the mayor’s office within 10 min-

utes, something she said was “physically impossible.” Her removal also means the Executive Committee is all male now, after she was replaced by York West Councillor Anthony Perruzza. She said the mayor ought to attempt to reflect the diversity of the city on the committee. “I believe the mayor will be more comfortable with an all-male cast on the Executive Committee,” said Robinson. Doug Ford arrived at the end of the news conference, and fired back at Robinson. “The mayor didn’t have the fortitude to talk to her personally? Councillor Robinson is just being disingenuous,” said Ford. “The mayor called Friday to set up an appointment with her, called on her cellphone at home, at the office, had an appointment set up with her Monday which she cancelled and he tried to set it up again. She was avoiding the mayor. Those are the facts – she’s being disingenuous.” Ford denied Robinson was removed from the Executive Committee because of her comments. “I find it amusing that they’re making a big deal out of this,” he said. “This happens at the federal, provincial and municipal level day in and day out.”

ee Samuels is admiring artwork on the walls of her

home. She’s taken with whimsical pieces made out of large paper shopping bags and she loves a painting depicting a close-up of a butterfly. “I think butterflies are the most beautiful thing, the most beautiful creature I’ve ever seen,” Samuels said. She is also attracted to a group of pictures created by 18-year-old budding artist Diana Pham, whose artwork evokes the happy experiences of childhood and the changes in youngsters’ imaginations as they get older. “Definitely, I get a glimpse of my childhood (by looking at her art),” said the 33-year-old Samuels, an artist who has some of her abstract pieces in West Park Healthcare Centre’s recreation department.

There’s nothing unusual about someone taking delight in the artwork that adorns their home. And, make no mistake, this is Samuels’ home even if it is at West Park, southwest of Weston Road and Jane Street. Samuels, who has Duchenne muscular dystrophy and has been in a wheelchair since she was

12, and five other residents live in the enhanced living service (ELS) unit. Opened since October, the unit is a home-like setting with four apartments for patients requiring chronic assisted ventilatory care (CAVC), meaning they need mechanical assistance to help them breathe. On May 29, the ELS residents organized an art show

called Rejuvenation, with art supplied by the students of Etobicoke’s Martingrove Collegiate Institute. Pham, a Grade 12 student, is pleased the art work will continue to hang on the walls for the residents to see. “It brings me happiness for others to enjoy my work,” she said. Samuels shares the sentiment. “I think it brings our home alive, basically,” she said. “I really feel like it makes our experience more lively.” Martingrove Collegiate visual arts teacher Christina Yarmol said the students created artwork based on themes depending on their grade. The Grade 9s focused on food, the Grade 10s shared personal stories, the Grade 11s incorporated clothing, and the theme for the Grade 12s was mapping their way around the world. artwork seen at venues such as art shows, but they were excited this time to see the art hung in the home of the ELS residents, Yarmol said. “For the kids, it’s all about sharing their artwork,” she added. “The residents, when we were putting up the art, they were saying, ‘It looks good here.’” ELS resident Pat Godin, who has hereditary motor neuropathy, is a patient organizer who has been instrumental in turning the CAVC unit, with its communal family room, kitchen and ground-floor access to West Park’s sprawling 11-hectare (27-acre) campus, into a home. In addition to spearheading the art show, Godin and

the other residents have organized events such as an Easter parade and regular tea parties. The art show was a success, Godin said. “We jumped all over it. It’s good for us. It takes the bareness away,” she said. “You get to socialize, especially with young people. When you’re not in the community all the time, it gives you an idea how teenagers think and feel.” Godin likes the shopping bag art, especially one showing a monkey. “Everybody needs laughter. It’s medicine,” she said. Raquelle Neto, left a quadriplegic after her neck was broken at birth, is thrilled to see art work spruce up the ELS residents’ home. “It’s nice art to fancy up this place, not to have it so drab and not to have it bare all the time,” she said.

Kilimanjaro climb to raise funds for Sunnybrook breast cancer centre MIKE ADLER madler@insidtoronto.com

Kumar Punithavel hasn’t climbed a mountain before, but this Friday the Scarborough man will start making his way up the highest in Africa to fight breast cancer, the disease that claimed his wife and a sister. “I’m a senior. I have the time, the energy and the desire” to conquer Mount Kilimanjaro, a dormant volcano in Tanzania, Punithavel, 67, said recently. “If your mind is sound

and your body is sound, I am sure you can achieve anything.” Born in Sri Lanka, the retired engineer lived in Nigeria before emigrating to Canada with his family in 1986. He opened a Sri Lankan grocery at Parliament and Wellesley streets before he moved to Scarborough and started a new career in insurance. His wife, Chandra, an early child educator, worked at a local school. Chandra died five years ago of breast cancer, living for two years after being

Punithavel said his wife was treated very kindly during her stay at the Louise Temerty Breast Cancer Centre at Sunnybrook Health Sciences Centre, which treats one in 15 breast cancer patients in Canada. “I wanted to do some good” in return, said Punithavel, who also lost an elder sister in New Zealand, Nageswary, to breast cancer. The disease is cruel, he

said. “It’s a disease where the whole family suffers.” Punithavel, who believes in living for the moment, has already jumped from an airplane in York Region to support the breast cancer centre, raising $26,000. Ascending Kilimanjaro is another chance to do something out of the ordinary. The biggest risk Punithavel faces is altitude sickness, but he knows not to push himself too hard. Punithavel, who said he trusts the cancer centre to spend the money he raises

on equipment or whatever else it needs, launched his “Let’s climb over cancer” campaign on April 27 at Scarborough Civic Centre with Sunnybrook staff and Mike Goodale, a fellow engineer who has climbed the mountain. Punithavel, set to start his feat Friday, said it should take six days for him to raise the Canadian flag on the summit and walk back down.

Northview Heights graduate kicks off pro golf career North York’s Albin Choi kicked off his professional career with a tied-for-20th finish at a Canada PGA-Tour event in Victoria last weekend. He shot a four-round 279 (68, 71, 71, 69). The finish was worth a tad over $1,500, an amount that will no doubt greatly multiply if he can continue anywhere near the same trajectory as his stellar amateur career. That amateur career was well underway in 2008 when he helped North York’s Northview Heights Collegiate to a provincial high school title. It culminated this past spring when he closed the books on his U.S. college career one year early as one of the best golfers his University of North Carolina State University ever produced. Having completed his third year (of four eligible years), he was named golfer of the

Feeling Congested? hits next phase of public consultations RAHUL GUPTA rgupta@insidetoronto.com The city has launched the next phase of an ongoing public consultation seeking residential feedback on future transit priorities. More than 30,000 people weighed in during the first phase of Feeling Congested? earlier in the year. This time around, the campaign, conceived by chief city planner Jennifer Keesmaat to gain a better sense of transit issues, will focus on measuring support for specific projects. To that end, Keesmaat and the city planning department have compiled a list of unfunded rapid transit proposals, from subways and light rail to bus-dedicated lanes. Feedback on the 24 transit projects would allow city planners to create a clear set of transit priorities to recommend to city council in November, said Keesmaat. “We’re being very focused in the conversations we’re having,” she said last week. “We’ve shifted the conversation to talk about transit priorities and achieving a very specific outcome.” To promote the campaign, Keesmaat and members of the city’s planning department took to the subway system last Thursday morning, passing out packages of tissues emblazoned with a Feeling Congested? sticker to commuters traveling along the Yonge-University-Spadina line.

While passing out the tissue packs, Keesmaat and her team also learned about the rigours of transit travel from commuters like Pamini Rasalingam. Rasalingam, on board a train north toward Downsview station from downtown spoke briefly with the chief planner. A regular transit user, she said her main concern was the unpredictable level of service. “If there’s a certain time a train or bus is coming, it should be accurate to that,” said the York University student who doesn’t have a driver’s licence. “I could be waiting for five or 20 minutes. It’s not consistent.” Several events are planned for the consultations in the coming months, including discussion panels and town halls.

Ford, Robinson and power politics

F

iring city councillor Jaye Robinson from his Executive Committee may have been the most comprehensible thing that Rob Ford has done in the past few weeks as mayor. That is not to say that firing Robinson was a nice, good or city-building thing to do. But from the point of view of a mayor trying to hold onto power in an environment where its levers are increasingly eluding him... it makes sense. Punishing the first member of his Executive Committee to actively criticize his bungled handling of the crack video controversy sends a message. It establishes a certain kind of strength. Robinson was outspoken, as the mayor continued to refuse to answer the many questions arising from the video allegedly showing him smoking crack cocaine. She said he needed to answer those questions. She said he shouldn’t be allowing his

david nickle the city brother to speak for him. And she said he needed to take time away from city hall to deal with whatever issues he might have because until he does, his presence is turning the city into a train wreck. Those are hard things to say. They are not the sorts of things a member of a strong mayor’s team says. Weighing in on that mayor’s leadership is not the same thing as weighing in on the mayor’s decision to support a casino. It’s personal. If it’s going to be “business as usual,” as the mayor continually claims, then the mayor’s got to clean house. No choice. So yes, Ford’s decision was understandable from the point of view of raw power politics. The funny thing about power politics is that at a point what’s good for the

leader is not good for the team. Robinson said hard things. She also said true things. The fact is the mayor has failed to address the serious issues still emerging surrounding the crack allegations. The mayor’s brother is overstepping his role as a North Etobicoke city councillor. It is very likely Ford could benefit from some time away from city hall, because it is not “business as usual.” Removing Robinson from the committee has another impact on governance. For the first time, the most powerful committee at city hall has not a single woman. That is a giant step backwards, whether her removal was an intentionally gendered decision, or the lack of women candidates to replace her is an unavoidably gendered failure. And that is all too comprehensible.

Background Study Area 22, located in the Eglinton Avenue East and Victoria Park Avenue area, has experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto began a Schedule B, Class Environmental Assessment (EA) study in November 2011 to investigate the causes of flooding and identify solutions to reduce the risk of future flooding in the study area. Solutions to improve the quality of the stormwater runoff discharging to the East Don River have also been identified as part of the study.

Council asks province to extend vote to permanent residents DAVID NICKLE dnickle@insidetoronto.com Toronto council has voted to ask the province to allow more than 250,000 permanent residents living in the city to vote in municipal elections. Council approved that request along with a slew of other proposed changes to the way that the city conducts elections by a 21-20 vote. The vote came after an intense

public campaign to reform the municipal electoral system to, among other things, make it easier for disabled individuals to cast ballots and to re-jig the current first-past-the-postsystem of vote counting to try a ranked ballot. But if the province acceded to council’s request and approved allowing non-citizens to vote, Toronto could become the first municipality in Canada whose council

was elected, in part, by noncitizens. “I’m so relieved right now,” said Desmond Cole, the past project co-ordinator of iVote Toronto, a grassroots organization that has been promoting the idea of extending the franchise to Torontonians who may not be Canadians. “We have to celebrate this moment... .This council has taken one more step forward, and we have to thank all the

people who’ve been fighting for this over the years.” Toronto council took most of Tuesday’s meeting to fight over the proposal. Many on council were uneasy extending a voting franchise to permanent residents who don’t yet have full citizenship. “I think that people who do come to the country should work for the right to have the vote and do something to prove themselves,” said
