United churches merge in Willowdale Two histor ic Willowdale churches are merging to become one. The combining of Newtonbrook United Church and Northminster United C h u rc h w i l l c o m m e n c e Monday, July 1 to form Cummer Avenue United Church, it was announced this week. The combined congregation will worship at 53 Cummer Ave., the current site of Newtonbrook United. The first service will be held Sunday, July 7 at 10:30 a.m., followed by a picnic. Newtonbrook United traces its foundation back to 1840, and Northminster United was founded in 1957. “In l i g h t o f s h r i n k i n g resources, each of the two congregations re-examined their visions and saw that both congregations had a strong commitment to partnering with the community,” Rev. Vivian Yarwood said in a release. “We realized that by combining resources we will be stronger and able to do much more together than individually. It is an exciting time of new possibilities.” Newtonbrook United has ties to former prime minister Lester B. Pearson, as his father, Edwin, was the church’s minister in the late 1800s.

anessa Muff is convinced she lives a double life. There’s the future career in the finesse of dance for the former Canadian representative at the Miss T.E.E.N. International as well as the physical toughness of roughing it out as a rugby player for her school team at Newtonbrook Secondary. And now, the former North York Mirror carrier can add the title of high school “Athlete of the Year” to her résumé before shuffling off on her next mission: to pursue a Bachelor of Fine Arts degree at York University. Busy times for the 18 year old whose first taste of competitive dance came at the age of six and not long after a passion for pageantry. Tossed somewhere in between beauty contests and varsity sport, Muff has had a history of academic honours and a desire to help those in need – from participating in the Ride to Conquer Cancer to volunteering with the Alzheimer’s Society of Ontario and the Sunshine Foundation, a charity that makes wishes come true for children with physical disabilities. Thinking about being a Miss Universe contestant one day, Muff likes to promote the importance of volunteering and to encourage others to do the same. “I enjoy being busy, active and helping,” said Muff, whose mother entered her in a fashion

show at Sears. “Tap dancing has always been my favorite and yet I have always have had a positive attitude towards sport.” Having won the MVP in rugby and volleyball at Newtonbrook, Muff capped her three years at Newtonbrook with the biggest award of all from the Hilda Avenue school: top female athlete. “I was shocked,” she recalled after hearing her name called. “There’s one thing about thinking about that award, then being

nominated and eventually being recognized by winning. It’s something special to me.” Muff went to Fisherville Senior Public School on Patricia Avenue before switching over to Newtonbrook for grades 10 to 12. Whether it was jazz, ballet or tap, Muff said she did it all for fun and enjoyment. Then, she had to make a decision to stop the competitive magic in her feet to focus on school. It didn’t take long for her to develop an urge to play

sport for her school. “Everyone wants to win,” she said. “For me, I take a lesson from the game. Rather than pride, I work hard, develop good times with teammates and create friends for life.” Newtonbrook, once known for football success and cheerleading, now has a 25-member Dance team that has done well. While Muff was part of it, she somehow found time to play fly half with the rugby squad that lost in the Toronto District School Board city semifinals this year. “My parents didn’t like me playing (rugby),” she said. “They were always worried, with only a mouth guard for protection, that I’d get hurt.” Muff gets a good laugh when rugby and school prom are mentioned in the same sentence. “Thank goodness for make-up,” she said. “I had a rugby game the day before the school Prom. Wearing a short dress, I wanted to hide the bruises and cuts from rugby and, well, make-up was a saviour.” Of the 38 independent, public and Catholic schools in North York, only 29 chose top male and female athletes. Schools have different criteria for selecting their top award winners while others, because of labour tensions between the teacher’s unions and the Ontario government, chose to refrain from having sports programs this year.

his Monday, Canada will celebrate its 146th birthday. In honour of that special day, The North York Mirror has compiled a list of ways to celebrate the founding of this great nation. The list, which you can find on page 9, is more of a launching pad for community engagement – a way to connect with your neighbours, your immediate community and in some way Torontonians as whole. It’s a chance to get out and enjoy the city: Perhaps you’re interested in one of the bigger celebrations such as the Scarborough Canada Day Parade or the events taking place in the Beach. If you’re the kind of person who likes to stay home, why not call up a few friends and neighbours and host a barbecue. We have tons of great recipes you can try. Neighbourhoods across the city from Parkdale to North York, Etobicoke to Scarborough, East York to York have started community events, street parties and neighbourhood clean-ups and garage sales all in an attempt to bring people together. The same energy that goes into these communitybuilding events can easily be focused on Canada Day. In this issue, we take the idea of celebrating Canadiana with a few things you may have not even considered – although very Canadian: Learn about Canada’s history and the War of 1812 – did you know Canada Day was once called Dominion Day; watch the annual Robbie Soccer Tournament, which happens every Canada Day weekend; enjoy some ribs at any of the three ribfests taking place in the city; say cheers with Canadian drinks while eating Canadian food. Really, what Canada Day is all about is being Canadian and all the great things this country has to offer. People from around the world immigrate here to enjoy a multicultural society focused on equality. So in whatever way you decide to celebrate Canada Day, keep your fellow Canadians in mind and enjoy the nation’s birthday. Happy Canada Day.

Toronto, Queen’s Park need each other

ou may think you have seen this story before – the one about Queen’s Park not giving enough money to Toronto City Hall. You have. Many times. The recent spat is over provincial funding to compensate Toronto for its relatively high demand for social programs. Three years ago the province let the city believe its annual provincial subsidy would continue until 2018. The fuss is because this tap has been turned off. The province says it pays more than expected in other ways. Not true, says the city. And so the argument goes. More than anything else, the ongoing argument shows how closely the two organizations remain intertwined. In theory, ever since the province gave Toronto the ability to raise a wide range of taxes, Queen’s Park imagined council would be able

david soknacki beyond the headlines to raise its own money. Practically, councillors have great difficulty raising taxes. Given the political, not legal, inability to raise taxes, city hall’s first reaction is to threaten the withdrawal of services, the more painful the better, and to blame Queen’s Park. Notably, city hall’s threats for service withdrawal are directed to the government’s core supporters, rather than those of the administration. In this case, public housing might be cut rather than road work, policing, or services for seniors. There are very different political considerations at Queen’s Park. Although Toronto is a stronghold for the Liberal minority government, the Liberals need to mollify the two-thirds of their members outside of Toronto, plus satisfy the

New Democrats, who hold only five downtown seats out of their 18 members. In short, Toronto is not the centre of the government’s universe. MPPs from outside of Toronto come from areas facing tax increases well in excess of the 1.75 per cent forecasted for Toronto next year by the mayor. No other jurisdiction comes close to receiving annually more than $1.8 billion in operating subsidies, or the hundreds of millions for capital. So there is little sympathy, and even less need, for Queen’s Park to give Toronto that which would cause unrest among members from outside of the city. Of course, it was exceedingly unwise for the city to advertise how much lower taxes are in Toronto at the same time it relies on subsidies from outside of Toronto to keep those low rates.

Instead, it would have been far more effective to point out that the current government is not supporting Toronto as it has in the past, particularly when major portfolios such as public housing and transit are chronically underfunded. Both Queen’s Park and Toronto City Hall need one another. Even as city hall relies on provincial funding, it cannot be blind to the political imperatives of the government. On the other side, Queen’s Park needs the city to deliver local services. The reward for effective and efficient service delivery should not be less funding. The good news is that after the puffing and posturing, officials from both sides will go back to working together.

Police are looking for two men who smashed a car window in an attempt to rob a woman sitting inside. Police said an 18-year-old

woman and a 21-year-old man were in a vehicle parked near Victoria Park and Lawrence avenues when two men approached around 1 a.m. Saturday. The men smashed the passenger side window and tried to take a cellphone from the woman. The suspects fled emptyhanded. The woman received minor injuries. Condo on Yonge approved despite objections A 35-storey mixed-use condo building on Yonge Street about halfway between Sheppard and Finch avenues was approved by North York councillors. While they agreed to the project at 5182-5192, 5200 and 5218 Yonge St. north of Mel Lastman Square at the June 18 meeting of North York Community Council, the development must still be approved by city council. The building would have

a three- and four-storey base with a 31-storey tower at the north end of the base, a city planning report said. Retail space on the ground floor and mezzanine at the north end of the building would be conveyed to the city along with a community meeting space for a community association, it said. The building will enhance the community, the report said. But not everyone is happy with

the project. Resident Ching Yin wrote a letter to councillors complaining about the building. “It (is) already over-crowded with people here. There are not enough public transit to facilitate residents here,” Yin said. “No garden or park, not enough library and no place to walk. We are nearly suffocated by the concrete buildings. We need green areas and space to breathe.”

An 18-year-old man has been charged after two North York homes were defaced with antiSemitic graffiti last week. The man is also charged in connection with a string of thefts from autos. “We’re trying to determine now if there are other people involved,” 32 Division Det. Sgt. Sean Brosnan said Wednesday. Police allege someone drew swastikas with a marker on two houses on Sultana Avenue, southwest of Bathurst Street and Wilson Avenue. The area is at the heart of the city’s Jewish

Pup overcomes health challenges with help of local rescue group

ur pets this month come from two independent North Toronto pet rescues. You’ll meet Ranger, a friendly cat who is looking for love and a warm lap, and Becky, a chocolate Labrador who has overcome health hurdles and is now ready for her forever home.

Becky

Becky is a 10-month-old chocolate Labrador who was a normal, happy-go-lucky pup but unfortunately was tied up most of her puppyhood and fed a diet of scraps including chicken and pork chop bones. At seven months of age, her owner surrendered her when she started losing weight and showing signs of being in poor health. Speaking of Dogs Rescue took Becky into its program and immediately noticed that she purged her food each time she tried to eat. She was taken to the veterinarian where a number of diagnostics were completed including X-rays and a barium swallow. Significant scarring and a stricture in her esophagus were revealed. After reviewing Becky’s file, test results and performing an endoscopy a

lorraine houston critter chatter treatment plan was put forward. Becky would receive a series of ballooning procedures that would hopefully widen the stricture. After three months of various textured foods, frequent and elevated feedings and the ballooning treatments Becky is now ready for adoption. Although the scarring in her esophagus will always remain, the stricture has opened and so has the door to her new life. Becky is a loving dog, full of energy and adventure. She is housetrained, crate trained and walks well on a leash, thanks to her foster mom. Although Becky interacts well with other dogs, she is more of a people dog so a home where she can be the one and only canine would suit her just fine. Staff urges caution on Land Transfer Tax Proposed development Executive Committee to meet July 3 DAVID NICKLE dnickle@insidetoronto.com To r o n t o ’s E x e c u t i v e Committee will be dipping its collective toe into the question of what to do about the land transfer tax next week, but in all likelihood, will just send a staff report on the implications of cutting the tax off to the city’s budget committee. That’s the recommendation from Toronto’s top bureaucrat Joe Pennachetti, contained in his report to the July 3 Executive Committee meeting. “Staff are hesitant to amend the MLTT tax rates before any consideration of the potential expenditure and program aspects,” wrote Pennachetti in the report. Mayor Rob Ford had signalled his intention to pursue a 10 per cent reduction in the Land Transfer Tax in the

spring, when he asked staff to report back on ways to do so and what the implications might be. Ford has maintained that as a key element to the 2014 budget – even earlier this week as it became clear that the city would be losing a total of $150 million in provincial grants. “We’ve committed to a 10 per cent reduction in the land transfer tax and a oneand-three-quarter per cent

property tax increase,” Ford confirmed, even as he said the cuts in housing grants would result in program cuts.

In his report, Pennachetti urged caution. He said the revenue impacts of any cut would depend on how the cut was delivered, and whether the rebate to first-time home buyers was amended. But based on 2012 net revenues equalling $344.5 million, a 10 per cent cut would be $34.5 million. Pennachetti pointed out that the land transfer tax, which is levied from the purchasers of property in the city, has not had the effect of cooling the real estate market that was predicted by real estate industry lobbyists in 2008 when the tax was first levied. And he said the tax has been a boon to the city. “The growth in MLTT revenue has helped allow property tax increases to stay low,

and has supported key fiscal strategies such as mitigating debt issuance through contributions to budget surpluses dedicated to capital,” Pennachetti writes. He also cautioned that any signal that the MLTT was slated for reduction or elimination could have serious short-term impacts on the Toronto real estate market. “Announcement of a pending tax rate decrease could delay purchase decisions and transaction closings until after the implementation date, resulting in delays of hundreds of millions of transactions and related tax revenue, to the detriment of market participants and city revenues,” wrote Pennachetti. “Therefore, any future decisions for a significant policy change should be made effective promptly...to avoid potential market distortion and revenue impacts.”

charge increase targets condominiums DAVID NICKLE dnickle@insidetoronto.com Buying a condominium apartment could get significantly more expensive next summer if Toronto Council goes along with staff recommendations to nearly double residential development charges. The proposed increases are part of a scheduled revision to Toronto’s Development Charges bylaws that will be going to the July 3 Executive Committee meeting. If finally approved, it would mean the current charge of $12,412 for a two-bedroom apartment would rise to $23,036 by July 1, 2014, and a bachelor unit would jump from $8,356 to $16,027 over the same time period. Overall city staff estimates it will bring in $2.4 billion over 10 years. That money will go

towards infrastructure that will be required to service the new population. And it will be a bigger take than last time, in 2009, when council approved the current, more conservative development charge bylaw. This time, Toronto’s real estate market is sufficiently bullish that staff has decided to ask for a more aggressive increase. If the increases go through, Toronto will remain below the average of development charges in the Greater Toronto Area, exceeding only Durham Region’s. If approved, the report will move to public consultations through the summer and come back to council in November. If council sticks with the staff recommendations, then half the new charges will be implemented in February 2014 and the remainder in July 2014.

Less than two months after suspects from North York and Montreal were charged as part of an alleged plot to derail a VIA passenger train, Public Safety Minister Vic Toews was in North York to unveil a federal report on terrorism threats affecting Canada. Recent events – such as the terrorism-related charges against North York resident Raed Jaser and Chiheb Esseghaier, of Montreal, in the alleged VIA train plot, the bombings at the Boston Marathon, the alleged involvement of young Canadian men in a terrorist attack at a gas plant in Algeria in January and global state-supported atrocities in countries like Syria – prove terrorism poses a real threat to Canada and the world, he said. At the same time, Canada’s counter-terrorism strategy is working, as evidenced by successful arrests and prosecutions, Toews said. At North York’s Canadian Forces College, near Wilson

Avenue and Avenue Road, he released a report on June 13 called 2013 Public Report on the Terrorist Threat to Canada. The report updates Canadians on how the threat of terrorism has changed in the last year, he said. The alleged VIA train plot, which police have referred to as “an Al Qaeda-sponsored” attack, is an indication the terrorist threats Canadians face at home are inspired by terrorism causes overseas, the report said. “The threats Canadians face at home are most often connected with and inspired by developments in the terrorist threat abroad,” it said. Toews said he’s proud of the government’s partnerships with law enforcement, the academic community, the private sector and diverse communities in helping Canada respond to terrorism. Global extremists, especially Al Qaeda and its affiliates, remain the leading terrorist threat, the report said. While Al Qaeda is in decline,

it continues to provide strategic guidance to other global terrorist groups, it said. The report points to other concerns including terrorists becoming more active in Africa and the civil war in Syria emerging as a beacon for terrorists from around the world. The Canadian government has taken action in the last year to address terrorist threats, Toews said. For example, the government passed the Combating Terrorism Act, which gives law enforcement officers more tools to investigate potential terrorist acts and creates new offences for leaving Canada to commit certain terrorist acts, he said. Canada has also listed al Qaeda, the Haqqani Network and the Taliban as terrorist groups under the Criminal Code, making it a crime to knowingly participate in or contribute to their ability to carry out terrorism activities, Toews said.

North York councillors have turned down a proposed residential building southwest of Hwy. 401 and Bathurst Street but directed city staff to keep working with the developer to address concerns with the project. The applicant, Slobodsky Associates, wants to build a n 1 1 - s t o re y, 1 6 9 - u n i t condo building at 50 and 52 Neptune Dr. that would include 24 rental apartments on the ground and second floors. Two rental buildings with 24 units now on the site would be demolished and replaced if the project is approved. At the June 18 meeting of North York Community Council, councillors agreed with planning staff that there are a number of concerns with the proposal, including

the height of the building, the shadow it would cast, density, parking and appropriate replacement of rental units with units of similar size. Meanwhile, the project has been appealed to the Ontario Municipal Board. The hearing is scheduled for Sept. 9 to 13. Re s i d e n t s s p o k e o u t against the project at last week’s council meeting. Neighbours are already worried about traffic safety in the area, which would only be made worse by allowing a high-rise building, Monty Mazin said. “Councillors, it is frightening here,” he said. While residents are not opposed to development and developers, they feel the project as proposed is wrong for the community, Mazin said. Two hundred agencies across Toronto will receive a two per cent boost in funding from the United Way this year, the charity announced. The money comes from last year’s United Way Toronto campaign, which raised $116 million. “That enables us to maintain the support that we have always given to our agencies as well as provide them with this one time incremental two per cent,” United Way Toronto president and CEO Susan McIsaac said at a press conference to announce the funding hike last Friday. “I’m excited we’ve completed another good year.

We had strong financial results.” The 200 agencies will receive a total of $77 million. The remainder of the money raised in last year’s campaign was designated to specific charities by donors and also went toward operating costs. “I’m really grateful to Torontonians for all of their support,” McIsaac said. four priorities Hundreds turned out for United Way’s annual meeting morning at the King Edward Hotel which featured a panel discussion on city issues and the unveiling of a campaign video. McIsaac said United Way Toronto will focus

on four priorities over the next five years: youth employment, providing services in the city’s 13 priority neighbourhoods, building a strong stable community sector and “identifying emerging trends and issues and creating a response to that so that as issues arise we have the capacity to respond to them.” United Way Toronto will launch its annual campaign and announce its new fundraising goal in early September. The campaign will go until the end of January. United Way Toronto has raised $1.5 billion to help the community since it was established in 1956.

City, province disagree on impact of funding cut Ford calls move ‘disgusting’ after meeting with finance minister DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford and Ontario Finance Minister Charles Sousa met Monday afternoon to talk about the province’s plans to cancel a total of $150 million in funding for public housing. By Ford’s account, the meeting did not go well. “He basically told me to increase taxes. It was a complete waste of everyone’s time today,” said Ford on the steps of the Frost Building across from Queen’s Park.

Ford, along with senior finance officials, had attended a meeting with the provincial government over the decision to cut $150 million from a public housing pooling fund that supports the city’s roster of shelters and public housing. The money was to have been eventually phased out, but the province informed the mayor earlier this month it would be accelerating the process to 2016, in return forgiving a $200-million loan outstanding to the province to

cover amalgamation costs back in the 1990s. Ford and city officials maintain the cut will still mean $50 million a year to the city.

But according to both Ford and Sousa after the meeting, that argument was rebuffed. “It’s very disappointing – I tried to give an olive branch,” said Ford. “We can discuss it, think about it a few days. Nope. All he had was this hard line comparing us to other municipalities. But Toronto’s unique. We produce more revenue for the province than other municipalities.” Ford maintained the cuts would be on the backs of Toronto’s “most vulnerable.” And he said the funding cut would mean the city would “have to shut down some programs. I have to go back to find $150 million – that means shutting down hostels, and not providing the programs.” Ford maintained he would continue to try and hold taxes down to a 1.75 per cent increase next year, and also cut 10 per cent from the land transfer tax. He added he believed the province was punishing him for doing his job too well. “I’m getting punished for running an efficient government,” he said. “They found out Mayor Ford can turn the city around and these people

can’t. It’s disgusting.” Sousa spoke with the media a short time later. He described the meeting as “frank” but maintained that Toronto will wind up ahead of the game financially. “We listened, but I’m not sure the mayor heard us,” he said. “We have not changed our position on the phase-out of the pooling because we’re compensating Toronto in other ways and they’re benefitting. I stressed that we are going to forgive the $200 million loan...We recognize the importance of Toronto, that’s why we’ve invested $10.6 billion in infrastructure. Overall the city is going to benefit from the Toronto pooling phase out, the loan forgiveness. The city has disputed those figures, pointing out the city had considered the loan forgiven in 2005, and city finances remain in a hole as a result. Sousa also maintained the city has other options for balancing the books than raising taxes or cutting vital services. “The city has choices,” he said. “Council has a number of initiatives before them. They have tremendous amounts of surpluses year after year. They know what they should do, that those most vulnerable can continue to be supported. Unique bike meeting tours Toronto downtown Usually, city planning hosts public consultation meetings in school assembly halls, community centres or city hall committee rooms. On Sunday, Toronto’s chief planner Jennifer Keesmaat teamed up with Cycle Toronto to take their consultation to the road – leading more than 50 urban cyclists on a roundabout tour of the downtown to talk about the shape of cycling infrastructure in Toronto’s updated Official Plan. “We want to go to where people are and draw new people into the process,” said Keesmaat, as participants were lining up to sign up for the process in the shade of Toronto City Hall just before noon. “This is the best way to understand and learn and plan for the city – getting out in the city. We spend a lot of time at City Hall in windowless rooms.” The rolling meeting was

ments were almost entirely on how quickly cycling infrastructure can be constructed. Keesmaat was fine with that.

“Most of you cycle on a regular basis,” she said. “You are going to cycle whether the infrastructure exists or not and have a

vested interest in whether it improves. The risk to our city is that if we don’t build good infrastructure, that cycling never becomes a legitimate

form of transportation. You have to be a little bit aggressive, bold and nuts to get on your bike and doing it. This is about normalizing cycling as a legitimate form and part of our transportation infrastructure.” Keesmaat said the biggest growth area will be not in the downtown core, but in the old suburbs of North York and Scarborough and Etobicoke. And she said once a plan is in place, it will become possible to engage private sector partners in helping build more infrastructure. Yvonne Bambrick, a former spokesperson for Cycle Toronto, asked about engaging the other partners, including those “who have traditionally been non-supportive of bike infrastructure.” Keesmaat responded: “I’m hoping you’ll help me. That’s why we’re here today. Sometimes people do change their minds.”

his past Monday might have been a good day for Mayor Rob Ford. At noon, our mayor screwed up his courage, ventured onto the roof of Toronto City Hall, where for the first time he attended a flag raising for Pride Week. It was a good sign for the city’s leadership. If only he hadn’t just hours later dropped the ball so thoroughly on a more vital mayoral duty: negotiating a crucially important financial deal with the provincial government. These things come up from time to time. The province makes a financial shift that’s not to the city’s advantage on transit or housing or Ontario Works, and city officials sit down with their provincial counterparts to work out some details in such a way as to balance the books. That didn’t happen this time, when the provincial government set out to realign the city’s finances in such a way as to immediately cost the city $50 million in 2014, and a total of $150 million by 2016. And even if it’s not... council need not hold “hostage” its poorest residents. The minister needn’t have said anything; Ford had tangled himself up well enough on his own. He and his brother have spent the past year boasting about real and imagined savings that they’ve found the taxpayers, while city finance staff continue to find dramatic, seven-figure surpluses each year. To buttress his re-election bid, the mayor has promised to keep taxes low and take a chunk out of one of the city’s main revenue sources, the land transfer tax. Any Ontario voter casually acquainted with city hall would be forgiven for concluding that the city doesn’t need their tax dollars like it used to.
