Canadian PLAY AT THE PLATE Film Centre breaks ground on landmark pavilion Extensive upgrades to the Canadian Film Centre’s (CFC) Windfields campus came one step closer to reality yesterday, as representatives from all three levels of government joined centre staff to celebrate the groundbreaking of the Northern Dancer Pavilion. The Northern Dancer Pavilion, to be located at 2489 Bayview Ave., south of York Mills Road, will allow the centre to expand its film, television, digital media, screen acting and music program activities and will provide additional event space for the centre and surrounding community. After seeing the number of trauma patients almost double

during last year’s Victoria Day weekend, Sunnybrook Health Sciences Centre is pleading with people to avoid risky behaviour this long weekend.

“Essentially, this begins, this long weekend, what we call the traditional trauma season (as the unofficial kick-off to summer),” said Joanne Banfield, manager

of Sunnybrook’s trauma injury prevention. “For us, even one trauma is one too many.” Over the Victoria Day week-

Nicholas’s poster won first place at this year’s Community Police Liaison Committee 32 Division anti-racism poster awards. “I wanted to put all the colours becoming one,” the Grade 8 student at St. Edward Catholic School said at a reception after the awards were presented to the Top 10 artists at Tuesday’s meeting of North York Community Council. The message of the poster is “all the races and all the different coloured people come together as one to be a community,” Nicholas said. The contest, now in its 15th year, is open to all Grade 8 students within the police division’s boundaries. Participants created their posters two months ago in recognition of International Day for the Elimination of Racial Discrimination, observed every year on March 21. During the awards presentation, Const. Sabrina Ponzi, 32 Division’s school liaison officer, said she was excited to get as many students involved in the contest as possible. “The topic of racial harmony over racial discrimination is one that strikes a deep chord with me personally,” she said. “As a person of mixed race, two opposite ends of the spectrum, being both black and white, I have grown up my entire life with a heightened awareness of racial equality and diversity. We are all the same, we are all equal.” She urged the students to

All of us have dignity.” Third place honours went to Katelyn Truong, from Dublin Heights Elementary and Middle School, for her poster that shows a white hand and a black hand holding up the world and the caption “Open yourself to acceptance, not tolerance.” “I purposely made it black and white to show the contrast between the two hands. What it is supposed to signify is that we share one earth together and together we are supposed to work in unity to save the earth and have peace,” she said. “If you tolerate a person, you are saying, ‘OK, I put up

with them,’ but if you accept and embrace them, you come to (accept) the fact they are who they are and what race they are doesn’t matter.” 32 Division Supt. Sam Fernades said the contest is a way for the students to express what fighting racism and discrimination means to them in an artistic way. “It’s amazing what’s in the minds of young people and how they know how to express themselves. They are very creative,” he said. As the first-place winner, Nicholas won $250 cash and a $150 gift certificate for Yorkdale Shopping Centre. Danielle won $200 cash and a $100 Yorkdale gift certificate for her second-place finish, and Katelyn won $150 cash and a $75 Yorkdale gift certificate for coming in third. The rest of the Top 10 students were given $50 cash and $25 Yorkdale gift certificates.

hether you’re in a car on the highway, a boat on the water or in your house working on a do-it-yourself project, the message is the same when it comes to safety. We must all practise it and encourage others to do so. It needs to be habitual, not a one-time act. As the Victoria Day long weekend approaches, there’s always the traditional advice to drive safely and act responsibly. This advice takes on a heightened importance in light of some numbers released by Sunnybrook hospital in North York. Sunnybrook noted the number of trauma patients it treated over the 2012 Victoria Day weekend (21) was almost double from the 2011 our view patient total. That number from 2012 is also higher than those from Victoria Day weekends in 2008, It’s sound 2009 and 2010. advice worth While Joanne Banfield, manager of Sunnybrook’s trauma injury prerepeating vention, isn’t sure why the number spiked last year, it’s a definite cause for concern. Regardless of what your weekend activities will be – on the road, on the water, in your yard – enjoy the time off, but be aware of your surroundings and what other people around you are doing. Time with our friends and families in our respective communities is precious. We all value it. Let’s make sure we enjoy it. If travelling on the roadways, be patient and give yourself plenty of time with expected traffic volumes. Remember, too, police forces go to great lengths ahead of time to publicize an increased presence on our roadways. Calls for safe practices in all walks of life may seem repetitive and restrictive, but there’s a reason why they’re still around: there’s still work to be done. For example, seatbelts have been mandatory in all provinces and territories for more than two decades yet Transport Canada statistics show seven per cent of motorists and passengers still don’t wear a seatbelt. They account for 40 per cent of fatalities in vehicle collisions. You’d think we’d get the message. So we repeat: buckle up, use a buddy system if you’re going swimming, if you’re lighting fireworks, follow the instructions. Traumatic injuries are preventable. We all have a role to play in preventing them.

Transit debate shows council at its weakest That wasn’t a council debate on revenue sources for transit last week. It was more like a forum in which a bare quorum of individuals argued about mutually exclusive goals. Without understanding transit’s new realities, the final votes only succeeded in showing council at its weakest. In this case council’s impotence matters, not only for the immediate question on who will pay for transit, but just as importantly, it sent a doubtful message on how well council understands transit. Because of the huge sums involved, commuting that usually crosses municipal boundaries, and the involvement of hundreds of stakeholders from dozens of jurisdictions, transit has become a complex regional issue. In the past week alone, local headlines were made as priorities for Oshawa were jealously compared to

david soknacki beyond the headlines promises made for Toronto, and Mississauga’s mayor insisted her residents ought to receive the same subsidy should Hamilton receive provincial funding. To referee and prioritize these demands, the province established Metrolinx. By the time hundreds of ideas are distilled into Metrolinx’s priorities, they have been through months of trading and compromise. Once recommendations are approved by the Metrolinx board, decisions are well beyond the authority of our mayor and council. As recent leaked conversations and subsequent backtracking proves, those decisions cannot be revisited even by the transportation minister. Perhaps only the premier can revoke Metrolinx decisions, and such a U-turn would probably annoy thousands of

stakeholders, or bankrupt the treasury. Even if there is a change of provincial government, the same crippling financial requirements, regional demands, and political considerations will remain. It is against these hard truths that the transportation minister, chair of the TTC and council stumbled. At the same time it is obvious that campaign promises for new transit without taxes, fees or compromise cannot be fulfilled. Perhaps council knew that it had no power. During the debate some members became provincial party advocates, others proposed transit lines to their wards, while a few openly abdicated responsibility. Finally a majority approved whimsical resolutions as diverse as rejecting almost all the new fees and taxes yet reserving for its own use 25 per cent of those new fees and taxes should the province decide to proceed. These final

votes cannot be interpreted as a position of council so much as the wishes of 45 individuals. The premier, whether of this or a subsequent government, must draw the obvious conclusion from council’s spectacle: regional transit needs regional decision-making. In some ways, further integration helps long distance commuters. But for some sections of Toronto, trying to fit one rule everywhere poses problems. For example, Toronto’s investment and experience in transit is significantly greater than its neighbours. By choosing not to participate, council’s decision went far beyond making a statement about taxes. It has made council’s weak position weaker, and so left Toronto’s transit interests in the hands of Metrolinx and the province. David Soknacki is a former City of Toronto councillor and budget chief. Banfield isn’t sure why last year’s Victoria Day trauma cases almost doubled over the year before, but speculated it may be related to weather because people are out doing more when the sun’s out and temperatures are up.

The majority of trauma patients range in age from 20 to 44 and the lion’s share are males, Banfield said. The North York hospital, home to Canada’s largest trauma centre, is not advising people to avoid participating in their favourite long weekend activities such as visiting the cottage, swimming, boating and getting jobs done around the house.

But Banfield is offering tips so people don’t get injured doing them. For example, don’t speed driving to the cottage. “Better you get there late than not at all,” she said, adding traffic collisions are the No. 1 cause of traumatic injuries. Don’t risk a catastrophic neck or spinal injury by diving into unknown water.

Make sure to wear a life jacket on board boats. If using a ladder, make sure you have someone hold it steady. Last year, falls were second on the list of traumatic injuries treated at Sunnybrook over the May long weekend. Make sure any machinery you haven’t used in a while, such as a lawn mower or barbecue, is in good work-

ing order. Pedestrians need to be aware of their surroundings, said Banfield, adding trauma centres and critical care units are treating more pedestrians injured because they were on cellphones or listening to music rather than paying attention to traffic. The message Sunnybrook wants to get out in advance of the long weekend is trau-

matic injuries are preventable, Banfield said. “People don’t think a trip to the hospital will be in their weekend plans. We want to keep our stretchers empty,” she said. “At the end of the weekend, you will share happy stories (if you take precautions), not what we traditionally see with our trauma patients.”

verything is believable if it’s done well,” asserts playwright Jason Carmichael, the lead character in Bernard Slade’s Romantic Comedy. The play, first seen on Broadway in 1979 and later the basis for a hit film, is being presented by Stage Centre Productions as the final show of their current season at York Woods Library Theatre. Slade spent many years writing television comedies such as Bewitched, The Flying Nun and The Partridge Family, so he knows how to make outlandish situations believable. In Romantic Comedy, the basic situation is not all that outlandish. Jason takes on a new writing partner, Phoebe Craddock, who proceeds to turn his life upside down. With romance and comedy baked right into the title, you can pretty much tell where this play is going right from the first meeting as Phoebe walks in on a naked Jason. Their relationship stretches over 10 years, during which they write a series of plays – mostly successful – and both get married to others – not so successfully. Slade’s ability to write

mark andrew lawrence front row centre fun banter provides the performers with plenty of sparkling moments. As Jason, Will van der Zyl downplays some of the character’s vain attributes to create a likable or at least interesting portrait. His ability to do physical comedy serves him well in the early scenes. Kate McDonald offers up a bubbly performance as Jason’s sometimes unpredictable collaborator. Both performers are able to make us believe Jason and Phoebe can remain so oblivious to their obvious affection. Rita Lynham plays Jason’s mothering agent, scoring a number of laughs with her barbed comments. As Leo Janowitz, the aggressive newspaper writer out to discredit Jason, Holm Bradwell has the sleazy zeal of a tabloid reporter. Cindy Platten brings warmth and dignity to the role of Jason’s (first) wife, Allison, and Vanessa Tsotsos is appropriately broad as Kate Mallory, the big Broadway star determined to get her own way. Still, it’s what happens on the set that counts and true to form the performers make it enjoyable, funny and above all very believable because it is well done. Legislative futility in evidence On Monday, six members of Toronto council had a look at possible changes to the way they’re elected. The city clerk’s staff had come out with a range of ways to make the process more open, to make sure that as many residents as possible are enfranchised, to make the best choice for representing their needs and aspirations. The committee would have none of it: all the recommendations, even one to help disabled people vote over the Internet, lost on a tie vote. It was a depressingly familiar moment of legislative futility at city hall. The week previous, council had similarly failed, utterly, to present a coherent opinion on funding for the public transit expansion that is desperately needed. That failure was undoubtedly the more serious of the two. Over the course of two days, councillors collectively rejected nearly every funding option set in front of them. And then the same council voted to ask for hundreds of millions of dollars of new transit projects. ◆◆◆◆◆◆◆◆◆◆◆◆◆◆

david nickle the city Now, council supports spending another $500 million to turn the Scarborough RT mini-subway into a full-blown subway and another subway line connecting Downsview station to Yonge-Sheppard station along Sheppard Avenue West. The transit asks are absurd practically, but useful politically. York Centre Councillor James Pasternak joined council with the narrowest of electoral margins, and he did so in part on a pledge to see that subway connection built. S c a r b o r o u g h C e n t re Councillor Glenn De Baeremaeker was elected more handily in 2010, but has made a name for himself opposing Mayor Rob Ford’s “Scarborough” subway along Sheppard Avenue East. He and other councillors from Scarborough know full well that many of their constituents voted for Ford because of his subway promise. Opposing subway expan-

sion entirely in Scarborough is going to hurt at least their victory margins, and could see them out of a job. The fact that both positions – the mayor’s and council’s – amount to little more than expensive and unproductive pandering is beside the point. Under the current electoral system, pandering is the most effective weapon in the campaign arsenal. Would changing the electoral system resolve Toronto’s transit gridlock issues? By itself, it’s unlikely. But the reality is that for a variety of reasons, Toronto council has descended to a level of braying, craven opportunism that if allowed to persist, will render it all but irrelevant in the lives of Torontonians. It might just make sense to see if there’s a better way to have a government that reflects both the will and the needs of Toronto’s entire community. Electoral reform proposals for Toronto heading to council DAVID NICKLE dnickle@insidetoronto.com Toronto voters may find themselves electing their councillors and mayor in a different way in future elections, but it will be up to Toronto Council to decide how those changes will go, after the city’s government management committee was unable to recommend a single reform. The committee met Monday to hear from the

public and consider ways to make the electoral system more democratic. The city clerk’s department suggested a range of possible changes and improvements. Voting days could be moved to Saturdays or Sundays to make it easier for workers to vote, and permanent residents who currently have no voting franchise could be permitted to vote in municipal elections. Mary Fragedakis and Pam McConnell supported most of the amendments and recommendations; Councillors Doug Ford, Vincent Crisanti and Giorgio Mammoliti voted no. Under the rules of procedure, that means the matter goes to council next month without recommendation. Social activist Dave Meslin of RaBIT (Ranked Ballot Initiative) said the vote just meant the matter will go to council. Meslin

said he believes there are 23 councillors who’ll support proceeding with at least that and possibly other electoral initiatives. Meslin said the process has worked well in other jurisdictions. “ We h a v e d a t a f r o m people using this that the rate of compliance is really high, the number of spoiled ballots is low. It shows that people understand the system and it’s easy as 1, 2, 3. Literally.”

Meslin said he understood how councillors might oppose the idea. “The truth is the system we’re proposing gives more power to the voters to take power away from politicians,” said Meslin. “So there might be many reasons why politicians wouldn’t support this.”
