Dispute over crash may have led to deadly altercation

Man, 24, charged with second-degree murder in death of Anthony Koko Chang FANNIE SUNSHINE fsunshine@insidetoronto.com A young man has been charged with second-degree murder in the death of a 62-year-old man found stabbed at his Francine Drive home last Thursday.

Det. Kate Beveridge told a news conference Tuesday that the two men were involved in a motor vehicle collision two days before Anthony Koko Chang was murdered, and a dispute over damages may have led to the deadly altercation.

Chang was riding his scooter when it collided with a white Ford F250 pickup truck Tuesday, Sept.

10, near Mount Pleasant Road and Roehampton Avenue around 12:20 p.m. The truck had a Mount Pleasant Group of Cemeteries logo on the side.

Beveridge said that though the pickup truck driver was at fault, the two decided to settle the matter outside of insurance claims, adding Chang sustained minor injuries.

The pickup truck driver promised to pay $1,000 in damages, and the two men exchanged phone numbers and email addresses and kept in touch to discuss the payment, which may have been in dispute, she said.

he North Region Basketball Association (NRBA) received an $80,000 pro-

vincial grant for one year to get more local youth to play the game of basketball.

“Our mission is to promote health and active living for youth,” said Joe Gagliardi, who founded the local basketball association along with Nick Biagini in 2000.

York South-Weston MPP Laura Albanese will officially recognize the Ontario Trillium Fund grant

given to NRBA on Saturday at Chaminade College Catholic Secondary School, 490 Queens Dr. Gagliardi and Biagini both plan to be in attendance to thank the Ontario government for the grant.

“With the money, we’ll be able to get our name out there,” said Gagliardi, noting basketball isn’t as popular as soccer for youth living in North York.

Helping families navigate youth mental health fast facts

According to www.runforthekids.ca, as many as two million youth in Canada are struggling with a mental health or addiction problem, and yet only one in five will get specialized treatment.

A

When youth don’t get the care and support they need, it’s the whole family that suffers. The Family Navigation Project project has the potential to reach hundreds of families each year.

The RBC Children’s Mental Health Project has provided more than $16 million to organizations dedicated to providing early intervention, increasing public awareness and reducing the stigma of mental illness.

Fazackerley recounted one near-fatal episode on Nov. 15, 2008 when she drank a 26-ounce bottle of flavoured vodka in about 20 minutes, leaving her with severe alcohol poisoning.

Her daughter, Sarah Fazackerley, had been in and out of hospitals and treatment programs for years but continued to spiral downwards.

When Fazackerley was in hospital, health care workers said she couldn’t be treated for her mental health issues because she first needed help for her addictions.

When she was in rehab facilities, staff said treatment for addiction was secondary to caring for her mental health concerns.

Meanwhile, Fazackerley relapsed repeatedly, her health in perpetual decline.

An articulate young woman and gifted musician who turns 20 on Sunday, Fazackerley detailed years of undiagnosed mental health problems that started as a young girl.

Depressed and always angry, the friendless child regularly found herself in the school hall after lashing out verbally in class. “(I felt) maybe I’m one of those people who don’t deserve friends. I was put in the world to be miserable,” said Fazackerley, who began cutting herself in Grade 9.

As a young teenager trying to sedate her pain and find friends, she began drinking heavily and experimenting with an increasingly dangerous variety of drugs.

“At that age, you have the Superman effect, you think you can handle it all,” said Fazackerley, who has been healthy for the last 17 months and is now involved with her mom in a project at Sunnybrook Health Sciences Centre to improve youth mental health services.

There are also problems accessing assessment and timely treatment programs, if those programs are even available. And it is often very difficult to get mental health issues and addiction problems treated together, he said.

“The system is a black box. It is a fractured black box,” Levitt said.

“What we’re trying to do with our navigation service is to get in the boat with parents and families and say, ‘OK, we’re going to help find a way through the system. We’re not just going to give you a list of names.

We’re going to find out about you, what the real issues are and we’re going to match you to resources out there. And where resources don’t exist, we’ll work with you to create them.”

Most mental disorders begin in childhood or adolescence. If the signs of mental illness are recognized early and proper steps taken, most kids can go on to lead normal and productive lives.

Parents, caregivers, teachers, and professionals who work with youth can all benefit from increased education, so they can recognize the early signs of mental illness, and help or encourage the family to seek treatment from a health professional.

t’s time to roll up our sleeves, don our rubber boots and take care of our waterways.

The Great Canadian Shoreline Cleanup is launching this Saturday with volunteers set to collect litter across the city – and country – anywhere water meets land.

People are always needed to pitch in, as the unfortunate fact is, there’s always garbage to clean up.

Last week’s third annual Humber River Clean Up event, organized by Toronto-based 1-800-RID-OF-IT rubbish removal company, saw two tonnes of garbage hauled from the river.

Volunteers found countless water bottles, unidentified metal grates, TVs, car seats, and port-a-potty doors among the refuse. Company founder Rick Crawford said after the event concluded there was still so much debris under the surface, his volunteers could have continued hauling our view junk out of the Humber for five more hours.

And that was just one waterway Shoreline – imagine all the garbage littering cleanup starts the rest of our creeks, rivers and the shoreline along Lake Ontario. this week All this garbage does more than just pose a blight on our environmental landscape. It can affect our water quality and threaten not just human safety and health but that of local wildlife as well. During last year’s shoreline cleanup event, volunteers found 45 entangled animals, including 22 fish, 10 birds (including gulls, swans and herons) and a fox.

Organizers say they see the same junk every year.

Some of the worst offenders are cigarettes and cigarette filters (some 417,000 items collected last year), food wrappers and containers (nearly 99,000 items collected) and plastic bags (nearly 70,000 items collected).

Fortunately, the Great Canadian Shoreline Cleanup offers plenty of opportunity for residents to take a crack at clearing that litter, with nine days of localized cleanups planned across the city.

Pitch in if you can, and take pride in our city by helping to keep it clean. Make it a family outing and use the opportunity to teach the kids about protecting our environment. As litter accumulates all year ‘round, keep an eye out next time you’re at the waterfront or walking a trail along the river. Toss out any you may find or alert the city by calling 311 if you suspect illegal dumping.

Positive economic outlook good news for us all

I

t’s good politics, excellent campaigning, and just generally pleasant to be in front of good news. Which is why the mayor, colleagues from council and city staff all lined up to announce Toronto’s positive economic outlook.

By almost every indicator our results were positive: higher employment, lots of new construction, stable prices and growing retail sales.

Predictably it took seconds for critics to point out Toronto’s positive outlook was due to trends over which the mayor had little control or, in some instances, opposed.

Probably a good deal of the credit is because the outward migration of employment has reversed.

Companies are choosing to move downtown, seeking to be close to skilled employees.

Professionals live in the core there because they like the lifestyle. In turn,

david soknacki beyond the headlines they drive demand for entertainment, housing, transit and retail. It’s a virtuous cycle that must continue to be re-invented or Toronto risks losing its edge.

The number of business establishments based in Toronto peaked in the late 1980s.

But on average those firms were smaller, less competitive, less flexible and weaker than today’s companies.

More than 15 per cent of them perished when Canada’s protective tariff walls disappeared, and business needed to restructure because of the GST. Whereas many other cities had staked their futures to one industry, or have the mixed fortune of being close to natural resources, Toronto had

nothing on which to rely.

Nothing that is, except the skills of its inhabitants.

Over last 20 years what emerged was Toronto’s reliance on supplying services, along with specialized manufacturing such as at Bombardier’s Downsview plant.

Without a doubt, much of Toronto’s success has been due to a succession of federal and provincial government decisions, which allowed our city to welcome new talent, forced us into global competition, and provided stability for new investment.

But the city government had a critical role to play as well.

Our municipality is responsible for efficient infrastructure including transit, must ensure that businesses can compete from Toronto locations, and needs to provide a welcoming environment for talent.

Just as important, our city must steer clear of

some favourite strategies from the left and right. For example, deciding which industries will grow and which will be left behind is best left to the market.

Also, Toronto must resist the temptation to think of itself as a low-cost jurisdiction. Companies will locate here as long as we are competitive, not because we have the lowest taxes or highest subsidies.

Standing in front of those microphones with all that good news was time of celebration, not just for the mayor, his colleagues and city staff, but for all of us.

Yet at the same time it is a reminder that our success requires competitiveness, the ability to be flexible and a clear vision that can only be measured in decades.

Chang, a practising Buddhist and self-employed interpreter, was found bleeding in his driveway around 8:45 a.m. following an altercation. He later died in hospital.

Kimnarine Keshan Maharaj, 24, of Toronto, was arrested and charged with second-degree murder. He was scheduled to appear in court Tuesday.

Beveridge said Maharaj is not known to police and works as a seasonal small motor mechanic at Mount Pleasant Cemetery.

Police are appealing to the public for information regarding the collision, along with the Francine Drive altercation.

Investigators believe neighbours or students in the Francine Drive area may have witnessed something the morning of Sept. 12 that could assist with the investigation.

Report sought on removal of HOV lanes DAVID NICKLE dnickle@insidetoronto.com The end may have come for the high-occupancy vehicle lanes that keep solo drivers away from the curb along Eglinton Avenue East.

Scarborough Southwest Councillor Michelle Berardinetti is going to the Friday Public Works and Infrastructure Committee, asking for a report on the removal of the HOV lanes that run along Eglinton through parts of North York and Scarborough.

The lanes were constructed

by Metropolitan Toronto in the 1990s, to encourage carpooling, cycling and transit use along the busy roadway. But Berardinetti, who represents the south side of Eglinton, said that what they’re mostly encouraging is congestion.

“I see every morning on Eglinton that two lanes are heavily overused, one lane Is underused at peak hours,” said Berardinetti. “That’s not meeting with the purpose, which is an effective flow of traffic.”

Berardinetti wants a report from transportation staff

by January, to determine whether the HOV lanes have actually encouraged motorists to carpool rather than ride on their own.

“We don’t see any studies produced to say that that

works,” she said. “I want to see a report to see if it works.

Premier forms task force to report on transit funding DAVID NICKLE dnickle@insidetoronto.com Ontario Premier Kathleen Wynne has formed a task force to report out on implementing transit funding to among other things help pay for the Scarborough subway.

The task force will report

back in December on the revenue tool options put forward by the provincial transit infrastructure agency Metrolinx.

It will include Dr. Gordon Chong, who penned a controversial report for Mayor Rob Ford on ways to fund the Sheppard subway in 2011.

“We are asking them to act very quickly and report back to us in December,” said Wynne at a Wednesday morning news conference.

“Metrolinx came forward with their investment strategy and we’re asking this group to look at those recommendations to determine which

recommendations are appropriate and at the same time interact with the public and see what the best ways are to fund transit.”

HOV lanes in sight Wynne said that the province will move for-

ward with the creation of high-occupancy toll lanes, as announced in the 2013 budget.

“By spring we want to be ready to implement the other investment strategies. That’s why we’re asking this group to help us move forward with this step,” she said.

TDSB improves scores on EQAO tests The Education Quality and Accountability Office (EQAO) results released this week showed improvement by Toronto District School Board (TDSB) primary and junior students in reading and writing, particularly those with special education needs.

Compared to the 20112012 school year, the results for Grade 3 students with special education needs (excluding gifted) meeting or exceeding the provincial standard increased six per cent in reading from 27 to 33 per cent, one per cent in writing from 49 to 50 per cent, and one per cent in math from 33 to 34 per cent.

The results for Grade 6 students with special education needs (excluding gifted) increased six per cent in reading from 34 to 40 per cent and six per cent in writing from 39 to 45 per cent, and remained the same in mathematics at 20 per cent.

“Students and staff should be proud of these results.

Ontario is recognized as one of the best education systems in the world and our Toronto students are achieving and are among the strongest,” said Donna Quan, TDSB education director, in a statement.

English Language Learners (ELL) also showed improvement in their EQAO scores.

Compared to 2011-12, the results for Grade 3 ELL students increased four per cent in reading from 31 to 35 per cent, three per cent in writing from 51 to 54 per cent, and one per cent in mathematics from 49 to 50 per cent.

The results for Grade 6 English Language Learners increased four per cent in reading from 39 to 43 per cent, four per cent in writing from 47 to 51 per cent, and decreased three per cent in math from 47 to 44 per cent.

Megan, who’s on her school’s robotics team, said she watches the news

to see what’s going on in her community but hasn’t committed to a life in politics just yet.

A typical day begins at 8 a.m. and after dressing in their uniform, pages spend their time delivering water and messages to the 107 MPPs in the chamber and taking classes in legislative process and math.

When the legislature doesn’t sit Fridays, the pages will be taken on field trips to cultural spots such as the Royal Ontario Museum and the Canadian Opera Company.

“It’s incredibly fun,” Megan said, adding she spent time prior to her first day on the job memorizing the faces and names of all MPPs. “I hope to learn how the legislative assembly works and help inform other students about the program.”

FANNIE SUNSHINE fsunshine@insidetoronto.com The Harper government’s newly introduced FirstTime Donor’s Super Credit will help attract charitable giving, which will benefit organizations relying on donations, said a North York MP. Don Valley West MP John Carmichael made the comments during a stop at New Circles Community Services last week on Wednesday, noting the Gateway Boulevard social service agency is essential for low-income residents.

“At the end of the day, you serve a community in desperate need of the services you provide,” he said.

Monetary donations made by first-time donors after March 20, 2013 now qualify for the First-Time Donor’s Super Credit.

The super credit provides an extra 25 per cent credit in addition to the charitable donation tax credit. extra credit

This means donors can get a 40 per cent federal credit for monetary donations of $200 or less, and a 54 per cent federal credit for the portion of donations over $200, up to $1,000.

This is in addition to the provincial credit.

Alykhan Suleman, executive director of New Circles Community Services, said

the First-Time Donor’s Super Credit is important to the agency as it relies heavily on financial contributions.

“We would not be able to accomplish our mission without financial contribution from individuals,” he said.

New Circles, which focuses its services on residents in the Flemingdon Park, Thorncliffe Park and Victoria Village areas, primarily runs a new and gently used clothing program for men, women and children. It also offers a holiday gift giving program and operates a prom boutique.

July storm costs city $60M The sudden and severe storm on July 8 will cost the city more than $60 million, a report from city manager Joe Pennachetti says.

The city will only be able to recover about $5 million through insurance, he said.

The city also has a $30 million special fund to offset the cost of weather-related problems. The storm flooded the subway system and caused

damage to roads, parks and ravines.

Pennachetti is calling for help from the provincial and federal governments to help improve the city’s storm water infrastructure.

Last month, the Insurance Bureau of Canada called the storm Ontario’s most expensive natural disaster ever.

The storm caused more than $850 million damage,

it said.

“While these preliminary estimates are staggering, we do expect them to go even higher. The good news is that our industry was well prepared to handle our obligations to customers,” vicepresident Ralph Palumbo said in a statement in August.

The third edition of Parenting Your Parents will hit bookstores this weekend.

The book is written by Baycrest Health Sciences geriatric specialist Dr. Michael Gordon and crisis communications expert Bart Mindszenthy.

The book presents 24 real-life scenarios of families with aging parents with Gordon’s advice about how to better manage the situation.

The book tackles a wide range of issues that will resonate with adult children including control, guilt trips, the conflicted single child, managing sudden challenges after a parent has suffered a stroke, helping parents maintain their independence, reading the signs of depression and dementia, substance abuse, end-of-life deci-

sions, sibling rivalries over parents’ affection and culture clashes.

If possible, it makes sense to prepare for those issues before they happen, Gordon said.

“The challenge for us is to make sure that every adult child knows there is a need to anticipate and plan for the day when an aging parent will need their help so they’re not caught off guard when the day comes,” he said in a statement.

Gordon, who has helped thousands of families during his 35 years in practice, shared caregiving responsibilities with his sister for their aging father who died at the age of 99 in 2011.

Mindszenthy, an only child, was the primary caregiver for his mother who lived to 96 and his father who lived to 98.

‘Annie Get Your Gun’ blazes on stage in North York I rving Berlin’s musical Annie Get Your Gun first enthralled Broadway audiences in 1946, and for many years it was a popular attraction for regional and community theatre companies. In more recent times it has all but vanished from the repertoire.

The Civic Light-Opera Company is offering a new edition designed and directed by Joe Cascone.

He has created a smaller, more intimate show, to be performed by a cast of ten, and he has re-orchestrated the score to be played by a quartet of piano, bass, percussion and woodwinds.

The use of a flute in some of the score’s more tender moments is particularly effective.

And there’s still plenty of kick for the swinging numbers like I Got the Sun in the Mornin’, which is, as always, a high point of the show allowing Larry Westlake (a hoot as Chief

Along these same lines, the action has been reconceived to make use of a unit set built around a raised platform that not only provides a second level to showcase some of the performers, but also has two sets of stairs that are used in the musical staging.

Lesley Ansell’s choreography adds a good deal of pizzazz to the production as do the costumes, cleverly designed by Sheila Lacasse.

by Gareth Crew is highly effective at establishing different settings, notably in a scene set on a train.

David Haines is full of show business savvy as Annie’s confidante and Buffalo Bill’s publicity hound.

Eric Botosan has plenty of bluster as Buffalo Bill, and Koby Lee is a delight as Annie’s little brother Jake.

Her other siblings have vanished from this production, allowing Peter Loucas as hotel owner Foster Wilson to join in the singing of Doin’ what Comes Natur’lly.

Susan Sanders plays up the comic aspects of the venomous Dolly Tate, with Katie Richardson and Elizabeth Rose Morriss as two of Frank’s adoring fans.

Toronto Hockey League (GTHL) is set to host its annual Puck Drop Weekend at Canlan Ice Sports at York University in North York.

With six arenas under one roof, the event, from Sept. 20 to 22, is expected to attract more than 300 GTHL teams and 15,000 players, parents and fans.

The Seneca Sting women’s fastball team saw the bats come alive Tuesday night, sweeping the Mohawk College Mountaineers in a doubleheader.

Mayor Ford’s love of campaigning for office evident Mayor Rob Ford has made a name for himself as a great lover of football, sometimes to the point of distraction.

But there is another game that excites nearly as much passion from our mayor and distracts him from his day-to-day duties almost as thoroughly. That would be campaigning.

On Monday, Ford found the hustings so distracting he could barely pay attention to questions in a press scrum, held outside his office and just a few feet away from the spot where his staff had set up a television screen continuously looping a video of highlights of the summer of 2013.

The mayor finally stopped, transfixed at the slow-motion video of himself, getting ready to arm-wrestle wrestlerturned-politician Hulk Hogan at the start of a local comic convention.

When asked whether he was in fact campaigning now, with his video and

In the strictly practical sense of the word, the mayor was correct: an elected official is being judged from the moment he or she takes office.

However, there are strict rules about spending and receiving donations for electoral campaigns outside the campaign period.

And the video, produced by a local production/editing company and scored by one of the mayor’s vocally talented staff-members, sure looks like a bit of both.

But Ford doesn’t care about these things, and by the evidence, the powers-that-be don’t either.

Toronto’s Compliance Audit

Committee let the mayor off the hook over a boatload of questions arising from the way he and his brother conducted the 2010 mayoralty campaign when they were brought forward early in the term. The mayor survived that, just as he survived a conflict of interest ruling that threatened to remove him from office.

And as things stand right now, campaigning hard and pushing the rules might be worth the risk. Because as much as the video playing in the office window struggles to maintain a happy narrative, the other narrative – the one surrounding the actual business of governing – is less cheerful.

The mayor could well see his subway plans dashed, once again, as the realities of financing the Scarborough RT replacement with a subway dash against the October council meeting.

The questions surrounding videos and allegations of drug use continue to swirl,

and those other videos – of an over-refreshed-seeming Ford at the Taste of the Danforth – give a very different sense of the Summer of Ford.

Indeed, the scrum happened just as he left the city’s parks and environment committee– a committee he belongs to ex-officio, but never routinely attends. This time, as

a week ago, the mayor came with the express purpose of blocking an attempt to circumvent his budget process, by adding projects and programs back into the budget before he had even had the chance to set a framework.

Ford had to block the matter there, because really, he would have no hope of stopping a budgetary coup at council, a body

over which he long ago lost control.

Much better to concentrate on arm-wrestling photo ops, picnics in parks and fishing trips. They might not get him reelected, but they certainly seem to be keeping our mayor entertained.

ayor Rob Ford made an impromptu appearance at the city’s Parks and Environment Committee Monday to vote down motions that would have seen possible service improvements in the 2014 operating budget.

It was the second time in a week Ford attended a committee meeting for the purpose of shifting a vote.

Last Monday, Sept.

9, Ford attended the Government Management Committee to defeat a motion that would have looked at improving wait

times for taxpayers calling into the city’s finance department to pay their bills.

This week, Ford cast the deciding vote against motions to provide funding for the Riverdale Farm and High Park Zoo, speed up tree pruning and turf maintenance by city workers, and refurbish aging playgrounds across the city.

Ford said he came to the committee meeting to stop “lefties” from approving unaffordable service enhancements in advance of the 2014 budget being introduced at budget committee Sept. 30.

Toronto-Danforth Councillor Paula Fletcher was championing more effective branch-trimming by city staff.

“Currently it’s six months from when you ask for a tree to be trimmed and when it gets trimmed,” she said.

“I don’t think that’s a service level we should tolerate in Toronto. The mayor came in and nixed all of that. It’s a little surprising to come in and take out any service improvements before we get to budget.

The budget committee will deal with everything, but a budget committee doesn’t have a high view like the parks committee. I think that’s why it’s so disconcerting. What is wrong with having that conversation?

Man, 32, arrested in connection with October 2012 shooting Charges include attempted murder A man was arrested Friday night in connection with a shooting nearly one year ago.

Police allege a 32-year-old man was shot three times following an argument outside a bar at 1085 O’Connor Dr. around 12:35 a.m. Oct. 13.

A .22-calibre revolver was located at the scene.

At 6 a.m. Oct. 18, police executed four search warrants and arrested two men.

The men were charged with conspiracy to commit murder.

At 10:45 p.m. Friday, police arrested Tyler James Bennett, 21, of Toronto. He faces 13 charges, including attempted murder, conspiracy to commit murder and aggravated assault.

Alyssa Murphy, 21, of Toronto was also arrested and charged with being an accessory after the fact.

Pedestrian hit by car dies in hospital A pedestrian who was hit by a car at Bathurst Street and Steeles Avenue Monday has died.

Police said the man, 22, was crossing Steeles around 1:30 a.m. when he a was hit by westbound car.

He died of his injuries Tuesday.

The driver remained at the scene. No charges have been laid.

A 20-year-old man is recovering after being attacked near Old Sheppard and Victoria Park avenues early Sunday.

Police said five masked males came up to the victim at 2:30 a.m. on Sept. 15.

One suspect punched the victim, knocking him to the ground, at which time all the suspects began to kick him.

The victim was then cut with an unknown object.

The attackers fled. The victim was taken to hospital for emergency treatment.

One suspect is 18 to 21

years old, about six-feet tall, 180 pounds with a medium build. Another is about 17, 5’8” tall with a thin build. The others are only described as being 17 to 18 years old.

Security footage released in Caledonia-Lawrence sex assault Police have released security video footage of a man wanted in a Caledonia Road and Lawrence Avenue sexual assault Sept. 10.

Police said a woman went to an apartment building with an unknown man around 5:30 a.m. Once inside the apartment, the woman was physically and sexually assaulted.

The woman managed to flee the scene.

Man charged after incident at York U. library Police have arrested a man after a young woman was sexually assaulted at York University Sunday.

Police said a 19-year-old woman was sexually assaulted inside Scott Library around

3 p.m. The victim alerted campus security, who held the man until police arrived.

The man also allegedly committed an indecent act.

Henry Kang, 35, of Toronto, has been charged with one

count each of sexual assault and committing an indecent act.

A local marketing firm and a crooning political aide have put together a short film commemorating Rob Ford’s 2013 summertime activities – which is to say, fishing, picnicking, main-streeting and arm-wrestling – and posted it both on YouTube and on a screen in the mayor’s office at City Hall.
