Art show builds case for affordable housing

That is how the organizers of the Sukkahville Art Show, being held at North York’s Mel Lastman Square on Sunday are promoting the event aimed at bringing attention to affordable housing issues.

A sukkah is a temporary shelter that Jews build during the week-long harvest festival of Sukkot, which follows Yom Kippur.

At Sukkahville, five design teams will construct sukkahs as a way of calling attention to the need for more affordable housing in the community, said Nancy Singer, executive director of event organizer Kehilla Residential Programme.

The agency advocates for more affordable housing in the Greater Toronto Area and implements housing initiatives for the Jewish community, its website said.

The five design teams were selected following an international competition that drew 43 submissions, Singer said. Toronto’s Craig Deebank and Gina Gallaugher will be building their design, Embryonic Canopy, at the show.

Sukkahville runs 11 a.m. to 5 p.m. at Mel Lastman Square, 5100 Yonge St., north of Sheppard Avenue.

Canada’s largest breast cancer centre

will open at Sunnybrook Health Sciences Centre next spring, thanks to a $10-million donation, the hospital announced yesterday.

Hospital officials are calling the gift from entrepreneurs and philanthropists Jim and Louise Temerty “transformational.”

The Louise Temerty Breast Cancer Centre is scheduled to open in April and will house Sunnybrook’s cuttingedge breast program, Sunnybrook said in a release.

The rapid diagnosis unit will mean patients will be diagnosed

and given a treatment plan within 24 hours of assessment. Patients now wait up to six weeks.

Police release photo of sex assault suspect Police investigating a sexual assault onboard a TTC bus have released a security camera image of the suspect.

Police said a 22-year-old woman was on a bus heading along Steeles Avenue, between Don Mills Road and Yonge Street, between 10 and 10:30 a.m. last Saturday when she was sexually assaulted by a man sitting next to her.

The woman left her seat and went to the front of the bus and the man exited at the next stop.

The man is described as white with a tanned complexion, 5’9” to 5’11” tall with a slim build and full beard. He was wearing a black hoodie, a camouflage-patterned ball cap worn under the hood, blue jeans and white running shoes.

Anyone with information is asked to call police at 416808-3200 or Crime Stoppers at 416-222-8477.

Ford forgot lessons from MFP inquiry

Junior Citizen Awards a chance to nurture creativity

W

ho are the outstanding youth in your community?

The Ontario Community Newspapers Association, of which the North York Mirror is a member, wants to know.

They want to know about the youth who are performing community service – independently, or through their schools and volunteer organizations.

These youth are performing heroic acts. They’re contributing to their community while living with a physical or psychological limitation. They do more than what is our view normally expected of someone their age.

A number of youth from Toronto communities have been both nominated and recognized over the years.

Last year, two of them, Kalem McSween and Andrew Sigmaringam, then 17, were among the 12 provincial recipients. Overall, there were 176 nominees from across the province.

McSween, a North York resident, served as a peer mentor to Grade 9 students who have been struggling and are “at risk” both academically and socially. He was also selected to participate with the Toronto Police Services’ Youth in Policing Initiative.

Sigmaringam, an Etobicoke resident, helped raise $5,000 for the Free the Children charity and has assisted children with autism. Born deaf, he had cochlear implant surgery as a toddler to allow him to hear. He also shares his personal experiences as a guest speaker at workshops.

Any Ontario resident between six and 17 (as of Nov. 30) is eligible to be nominated. Up to 12 nominees will be chosen as recipients of a provincial award and will be invited to a special ceremony next spring.

Recognizing youth contributions is positive. But this should go beyond actual recognition. Ultimately, the value of Ontario Junior Citizen Awards is more than providing deserved recognition for the fine work youth do in our communities.

We recently wrote in this space on the value of engaging younger citizens for the purpose of ensuring existing volunteer organizations survive a change in generational leadership.

We must nurture that innovation and creativity to ensure it blossoms. When our future leaders are being encouraged to explore a pioneering spirit, it means there are fresh, relevant and contemporary solutions to community challenges.

To the editor: Re: ‘Politics must be controlled through the ballot box, not courts,’ Beyond the Headlines, Sept. 6.

Both columnist David Soknacki and Mayor Rob Ford served on council when the MFP leasing scandal inquiry and External Contract’s Inquiry was running and when Justice Denise Bellamy’s report on the MFP scandal was released in 2005.

Though the questioned contributions to Ford’s charity were small and there’s certainly no evidence of corruption, there’s the potential perception of it.

Breaching provincial conflict of interest laws in large municipal contracts stinks to high heaven and even someone who briefly discussed the Bellamy inquiry in a civics class seven years ago would have no difficulty recalling how to avoid this mess now.

Indianapolis tax revolts provide important lesson

B

ack in 1997, when I was researching the history of municipal amalgamation, I came across an interesting personality. That was a former firefighter in the city of Indianapolis, Indiana by the name of Carl Moldthan, who became a full-time tax crusader in the 1980s.

In 1970, the Indiana state government, following the wishes of the city’s Republican business leaders, amalgamated Indianapolis with its suburbs without any public consultation.

The same business leaders then went on to “reform” the city’s public schools and public health services in the same manner as our own were during the so-called Common Sense Revolution.

Amalgamation and other “reforms” changed Indianapolis from being one of the most socially progressive cities in the United States to one where the rich

received generous tax cuts while the city’s poor continued to fend for themselves.

As the historic record shows, the first 10 years of Indianapolis’ amalgamation failed to produce any real savings and efficiencies.

The city found itself having to pay increased operating costs due to its larger size, while its revenues declined thanks to all the tax cuts.

Since the poor had little tax money to take, the financial burden for running the city fell on the middle class, who soon realized they were paying for many newly implemented fees, along with increased property taxes. Not only were the rich of Indianapolis getting

tax cuts, the business community was being directly subsidized by taxpayers.

So while the city’s infrastructure crumbled, professional sports teams had the cost of their stadiums paid for by taxpayers.

This is where Carl Moldthan came in, roughly 10 years after Indianapolis’ amalgamation, to undertake a tax revolt against the city.

With the backing of the city’s middle-class taxpayers, Moldthan blocked many of the mayor’s plans to subsidize private sector projects, and forced many cutbacks at city hall as well.

However, what most people failed to realize was that with each tax “victory” that Moldthan achieved, the features that made the city livable for the middle class began to disappear.

As a result, Indianapolis in the late 1990s went into a spiral of deteriorating infrastructure and rising crime, from which the middle class

fled, heading to the suburbs.

With alternative means of raising revenue cut off by tax revolts, Indianapolis spent the last two decades begging for any financial crumbs that the state and federal governments were willing to toss its way.

Tired of trying to run the city with a tin cup, Indianapolis’ latest approach was to absorb the suburbs that surround it through amalgamation in order to gain access to their property taxes.

It comes with no surprise that Moldthan, who died in 2011, fought against this new amalgamation, saying that no savings or financial benefits would come from this policy based on his more than 30 years of direct experience with it. n Joe Cooper is a longtime Toronto resident and community activist. Louise Temerty knows the difficulties breast cancer patients face after accompanying a friend for treatments, often spending the day with her at Sunnybrook.

Waiting for answers was often the most challenging thing her friend faced, Louise Temerty said.

The new centre will “revolutionize” breast cancer care, imaging and research in Canada and will tailor

“This gift provides our experts with a world-class facility that matches their skills,” Sunnybrook president Dr. Barry McLellan said.

North York Hearts settle for runner-up The Toronto High Park under 15 boys soccer squad completed a spectacular comeback to win their tier two Ontario Cup provincial championship earlier this month in overtime penalty kicks over the Brampton Blast.

The North York Hearts Under 16s, on the other hand, weren’t as fortunate in their game.

High Park scored in the 90th and 92nd minute (in injury time) to tie their game at 2-2 before winning in penalty kicks.

As for the Hearts, the under 16 boys squad couldn’t quite complete their comeback in a 2-1 loss to Erin Mills Eagles in the tier one Ontario Cup championship final.

After Erin Mills built up a 2-0 lead North York made things interesting with a goal in the 76th minute by Adam Alonzi, who was also took player of the game honours for his team.

After a slow start, the Toronto Junior Canadiens have a chance to get back to .500 with a pair of wins on home ice this weekend.

With games Saturday and Sunday evening against Buffalo and St. Michael’s, respectively, the 2-4 Junior Canadiens can even their record. The games are part of a stretch that has the Junior Canadiens playing at home for four out of five games.

Both games are at 7:30 p.m. at Chesswood Arena.

Meanwhile, the 3-3 North York Rangers hope to extend a modest two-game winning streak Saturday evening in Mississauga against the Chargers.

North York’s then home Sunday afternoon at 3 p.m. for a home game at the Carnegie Arena against the Georgetown Raiders.

Civic appointment process ‘compromised’: Ombudsman Ford denies interference DAVID NICKLE dnickleinsidetoronto.com

ork West Councillor Giorgio Mammoliti was the councillor chairing a civic appointment panel who, according to a report from Toronto’s Ombudsman, berated and threatened staff during a closed-door meeting about an unnamed applicant for one of the city’s agencies, boards and commissions.

Frances Nunziata, chair of the civic appointment committee, confirmed that it was Mammoliti who was chairing the meeting in which the Ombudsman’s report alleges he told staff “I’m going to get you,” because he was frustrated with advice suggesting that the applicant had a conflict of interest that would disqualify him from the appointment.

However, Nunziata could not confirm exactly what Mammoliti said to staff.

“All I can recall is that I know Councillor Mammoliti was frustrated,” she said.

“I think he was frustrated because the information that we were asking for, was information which we didn’t get, which we should have had from staff.”

Mammoliti didn’t return calls to his office Thursday to confirm or deny the allegations in the report.

The report, “An Investigation into the Administration of the Public Appointments Policy,” details how Mayor Rob Ford’s staff “compromised” the process of appointing citizen members to Toronto’s agencies, boards and commissions.

Ombudsman Fiona Crean’s report found that the mayor’s office had meddled in the process at a staff level at various points through the 2011 committee appointment process.

That meddling made it impossible for city staff to exercise their due diligence in screening applicants, the report said.

At one point in the process, Crean reported that Ford’s staff had asked that newspaper advertisements remove any reference to requiring diversity in applicants, and attempted to dictate that ads only be purchased in the National Post and the Toronto Sun, excluding the Toronto Star.

Staff refused the requests.

Mammoliti’s involvement came in the course of a panel he was chairing – effectively a subcommittee of the appointments committee – reviewing a particular applicant.

Staff had earlier flagged that applicant as having a conflict of interest, because the applicant had acted as an agent on behalf of various businesses who appeared before the board in question.

Mammoliti had asked senior staff to put the objections they had into a letter.

By the time the meeting took place in November 2011, the letter hadn’t been provided – because, senior staff told the Ombudsman’s

investigator, of an illness.

According to the report, the panel chair (Mammoliti) became “angry,” “upset,” and objected to the information that was being presented verbally.

Wrote Crean: “The panel chair questioned why so many staff were present, saying that they were ‘targeting’ the applicant... attendees reported that the panel chair pointed at staff, saying, ‘I’m going to get you.’ He was reported to say in a raised voice that staff had other councillors fooled, but not him. Some staff described the panel chair’s manner as ‘threatening.’ One staff described the process as ‘gruelling and humiliating.’”

Eventually, Crean reports, the committee did not appoint the individual in question.

Crean concluded that the mayor’s office had put city staff in an untenable position, and ultimately “compromised” the process of appointments.

“On the one hand, public

servants have a duty to serve the best interests of the corporation and through it, the public,” she wrote. “On the other, staff felt they could not refuse the directions given to them by the mayor’s office. In some cases, staff signalled the problems to senior management; in others they did not. It is clear that the environment rendered it futile to do so in either case.”

She said that the lack of diversity among recommended applicants “is of great concern. That would have been reduced through outreach efforts. The numbers might well have been different if staff had had the time to develop a strategy and conduct proper outreach.”

In an email to the city manager June 9, city staff described issues with demands from the mayor’s office that the appointment process be shortened and completed over the summer.

The email read in part, “‘It will look to cynics as if the fix is already in for

the appointments and the process is just for show... We now have a governance process that is not based on any recognizable principles.”

Mayor Rob Ford told reporters that there was no interference in the process of appointments from his office.

“I didn’t interfere in any process,” he said. “I’ve actually cleaned up the process that we had before.”

Nunziata, who chairs the committee, said that she was entirely unaware of any attempts by the mayor’s office to insert itself into the appointment process.

“I’m not aware of any direction or interference by the mayor’s office,” said Nunziata, who nonetheless said she agreed with recommendations in the report to have, among other things, a single definable staff person in charge of the operation.

However, Adam Vaughan, who chaired the same committee under Mayor David Miller, said the findings were nothing so much as “disappointing.”
