TTC says it needs portion of Roe loop as contingency RAHUL GUPTA rgupta@insidetoronto.com Upper Avenue Road residents are one step closer to getting a parkette, or at least half of one. The TTC board endorsed staff recommendations to hand over exactly one half of the seldomused Roe bus loop meant for short-turning buses servicing Avenue Road, which could eventually be converted into a parkette for the neighbourhood. While the city and residents had hoped the TTC would declare the entire Lshaped loop surplus to its requirements, located at 1870 Avenue Rd. and connecting to Old Orchard Road, the commission’s senior management argued a portion is still needed for "contingency" reasons.

"It is not used often, but it’s like car airbags, you’re glad to have them when you need them," said TTC CEO Andy Byford during the TTC board’s May meeting. He said the TTC would be "crazy" to give up its only remaining bus loop north of Eglinton Avenue. Traffic congestion is only going to get worse with construction of a station for the Eglinton Crosstown LRT at the intersection of Avenue and Eglinton, warned Byford. "I would advocate we keep it until at least the opening of the Crosstown," he said. "If you think it’s bad now, you ain’t seen nothing yet once construction of the stations begins." He said preserving half of the 1,140 sq. m loop represented a reasonable compromise while construction continued for the LRT line. Along with approving handing over part of the bus loop, the TTC board al-

Local residents say the Roe Avenue TTC bus loop off Avenue Road is used more for parking illegally than short-turning buses. so directed staff to track its usage as well as study its need as a contingency. The call to convert the Roe bus loop to parkland dates back to a 2009 plan to improve and beautify the Upper Avenue corridor between Lawrence Avenue West and Wilson Avenue

and transform the area into "the new Yorkville", accessible to pedestrians and with more green space. While some improvements were made, such as the addition of new street furniture, 14 recommendations from the 2009 study remain unfulfilled, includ-

ing the conversion of the Roe loop. But it’s unlikely the full property will be turned over to the city before 2021, when the Eglinton Crosstown LRT opens and the TTC has had the chance to gauge whether it still needs the loop. A city official attached

to the file said the TTC’s reticence to hand over the property is emblematic of his dealings with the transit commission "I have done a lot of projects involving TTC property and it’s not an easy organization to work with," said the official who spoke with Metroland Media Toronto on condition of anonymity. "In this day and age where we’re rationalizing property holdings, they’re going to be called upon to rethink this." "I don’t think they’re playing games, though," added the official. "They honestly believe it’s the easiest way to short-turn their buses, so why give it up." Debra Satok said she’s more likely to see skateboarders or illegally parked cars in the Roe loop than buses. "It does nothing to beautify the neighbourhood," said Satok. "We would like to see a parkette and we’ve waited a long time."

Petition demands farewell barbecue and eventual return l Continued from page 1

Grassways about future on-site development; • a promise of return for current residents, despite no plans for site development; • a community event for residents to bid farewell to their community; • and the preservation of the mural Towards a Higher Journey at 7 Blue Grassway, which honours those killed by acts of violence in the neighbourhood. "As residents or community members, we are

concerned because our community is being displaced with no promise of return," the petition reads. "We have seen the lack of investment in our houses by our landlords and are now being told that we must move by September 2017 as a result of their failure to take proper care in maintaining our housing. We must call it what it is: a failure." The petition is a way to bring awareness to housing constraints in the Jane and Finch corridor, specifically the affected Grassway

units, it went on to say. Toronto Community Housing announced relocation plans for 108 households in December 2016 due to rapidly deteriorating condition of townhouses, resulting in unlivable conditions, at 1 Dune Grassway; 2 Dune Grassway; 8 Dune Grassway; 3 Marsh Grassway; 36 Marsh Grassway; 7 Blue Grassway; and 11 Blue Grassway. Tenants will be placed in vacant units in Jane and Finch and throughout the city. Toronto Community

Housing has said it doesn’t currently have funding to rebuild the units, and there are currently no development plans for the site. Lisa Diaram, who has lived in one of the affected townhomes with her mother and brother for a year, acknowledges there are issues with some units regarding pest control and repair work, but not to the point of relocating. "Right now we are gathering signatures for support," she said, adding the petition will be handed to City of Toronto and Toron-

confirmed the townhouses are "rapidly deteriorating" and the cost of repair would exceed the price of replacing them. If funds do become available, Akers said Toronto Community Housing is committed to consulting tenants on a new development and a promise of return, adding the social housing provider will also hold a farewell barbecue for residents and will preserve the mural at 7 Blue Grassway. ABOUT US

The ’Fair Hydro Plan’ is anything but that Welcome one and all to the Ontario government’s incredible, stupendous hydro-cuts emporium where you can buy cheaper electricity today - then pay big-time for it later. If this makes the Liberals’ misnamed Fair Hydro Plan sound like a slick scheme concocted to get them re-elected, that’s because to a large degree it is. Yes, we know Ontarians were begging for relief from constantly soaring hydro bills. We also know many consumers are cheering Premier Kathleen Wynne’s plan to slash hydro rates by 25 per cent this year and then limit increases to the inflation rate for the next four years. But as the province’s financial watchdog reported last week, the cost of insulating Ontarians from soaring energy bills will eventually shock them to the tips of their toes. To be sure, the Liberal plan will save consumers $24 billion over the next four years. That’s a tidy sum and it’s no coincidence the savings are perfectly timed to inspire warm and fuzzy feelings for the Liberals before the June 2018 election. But as the Financial Accountability Office just reported, it will cost the province a jaw-dropping $45 billion over the next 29 years to make those savings possible. In addition, if interest rates rise or the province starts running deficits again, the eventual cost of the plan could balloon to $93 billion. The inescapable reason for this daunting bill is that the province must borrow heavily to pay for the discounted hydro rates. That money must be repaid. And in order to lower hydro bills in the short term, the government will need to increase them in subsequent years to cover the debt that finances the plan. It’s all a bit like using a carving knife to extract a splinter. The operation may succeed, but the bleeding will be considerable. So, while you can, enjoy seeing average monthly hydro bills drop from $163 to $123 starting this summer. But brace yourself for hydro rates to increase by 6.8 per cent a year from 2021 to 2027. Be ready for the average monthly bill to rise to $213 by 2028. It is a reminder, too, of how badly this government has mismanaged the electricity file - think of their subsidies for wind and solar energy we don’t need. Other governments of different political stripes have made a mess of it before. But the Wynne government has nothing to be proud of in how they’ve handled Ontario’s electricity system.

People will keep fighting for ’$15 and Fairness’ Today, June 1, Queen’s Park shuts for the summer. It’s the last day before fall for the Liberal government to say they’re reforming Ontario’s labour laws, and raising minimum wage to $15. As of this writing, I don’t know what the government announced or hasn’t. I know people in the $15 and Fairness campaign made every day count. They’ve already done more than politicians thought they could. So many of us are stuck in precarious and parttime jobs. For two years, campaigners seemed to be everywhere, on streetcars and street corners, reaching people who fit that description. They’ve demanded $15

They were poised a week ago to get serious labour reform, not because government suddenly saw the light, as the Workers’ Action Centre’s Deena Ladd says, but because people fought for it. He’s met fellow immigrants who wait in vain to get called to work, or are sent home after an hour or two, or get $6 or $7 an hour at a grocery or convenience store. They need rent money, but without paid sick days, Sarkar says, many go to work sick, or pay a further price in back pain, or repetitive strain injuries. Malka Paracha, a food service supervisor at York University, "was an anti-union person" a while ago. But then a union, along with students and faculty, helped York’s servers stand up

and win $15 an hour and full benefits. "It is 200 per cent possible. We did it," says Paracha. The Changing Workplaces Review recommendations are a mixed bag. Campaigners knew Ontario’s Chamber of Commerce would call their reforms a job killer, but they kept pushing the government for the full package. If it wasn’t introduced by June 1, perhaps it would come this fall. If MPPs expect this to stop, they’re wrong. "If they don’t listen," Ladd says, "they will hear it at the ballot box." Death of 5-year-old on ’safe’ trail gives cyclist pause On Friday morning, just two days after the awful death of five-year-old Xavier Morgan on the Martin Goodman Trail, I was on my bike riding to city hall and I got into it with a driver. Xavier, lest we forget, was riding his bicycle on the trail close to Lakeshore Boulevard West around supper time May 24, and he fell off his bike, into traffic. He was struck and he was killed. In late rush hour Friday morning, May 26, I was biking into work, across Gerrard Street through Chinatown East. There was some road work going on and I found myself having to pull out into the middle lane a couple of times, edging toward the streetcar rails, slowing down so I wouldn’t catch a tire in them. Behind me rode a couple of

DAVID NICKLE The City trucks owned by a local electrical contracting company . No two ways about it, I was slowing them up, and the bleats of their horns made it clear they didn’t like it. We finally exchanged words at Broadview-where I’d sidled up on the right hand side of a long line of stopped cars, and made my way to the front, just ahead of the contractor’s pickup truck, stopped and not signalling to turn. The driver

had had it with me, and told me so. I was just like any other vehicle, and had to line up behind the other cars. How would he turn, if he chose to, now that I was there? Ask a cop! I didn’t think he had much of a point and said so, and he said he did, and it went on like that until the light changed and he drove off. We didn’t talk after that. But I did think about it-particularly this week, as city transportation staff looked at that spot where trail and roadway drew near enough that Xavier Morgan fell into traffic, and pronounced it all to be up to city safety standards, although Xavier’s still dead. And it made me think, maybe I should pay attention to that angry contractor, whether he’s entirely right or not.

Affordable housing builders squeezed by hot market DOMINIK KUREK dkurek@insidetoronto.com The builders of affordable housing in the Toronto area are concerned that the region’s hot real estate market could put their ability to offer homes to lower-income residents at risk. Options for Homes primarily builds condo apartments within Toronto that it sells below market value, and offers down-payment support to help buyers get into the market. Historically, about five per cent of its units have been sold to families and individuals with annual household incomes below $30,000. "We were able to sell to people with quite modest incomes. That’s a game changer for them," Options CEO Heather Tremain said. "That is going to be more difficult for us without some significant other support in place." The nonprofit organization is currently building two projects, one at Danforth Avenue and Main Street, and another Danforth Road and Eglinton Avenue. It also has plans in Cabbagetown and Weston, the latter of which is generating great interest, Tremain said. While still below market value, those projects are expected to sell at a higher price to individuals with higher incomes than Options’ previous developments, she said. The cause of this rise in prices is primarily the result of rising land costs. "It’s a very competitive environment to source and acquire land," said Habitat for Humanity Greater Toronto Area VP of Land Daniel

Ger. "Land values in general are increasing at a similar rate to the housing market." Habitat GTA is feeling the same pressure as Options. Both organizations have a selection process for their homes so there is no bidding from buyers. Habitat GTA is currently building or planning to build in 2017 four projects in Brampton, one in Caledon, one in Georgina in northern York Region, and is completing its largest development ever in Scarborough’s Malvern neighbourhood. The Malvern project, with 50 stacked townhouse units, could be the last of its kind, the organization worries. Bidding on land has become very competitive, the organization said. "Because the housing market is so strong, you get a greater pool of developers or people that would like to enter into the development world. It’s just a very competitive marketplace right now," Ger said. Land values in Toronto have risen so high that a single-family home lot in an inexpensive neighbourhood sells for approximately $500,000, Ger said. A similar lot in Georgina sells between $100,000 and $150,000. Coupled with land values, development charges (fees developers pay to governments to build) have risen. Toronto’s development charges are fairly low, approximately $25,000 per townhouse unit. Other municipalities charge much higher than Toronto, Ger said. Other costs, such as prices for concrete and labour have

Tremain said Options for Homes will continue selling affordable housing, but affordability is relative to the market. The organization also looks to build in areas with lower land values but with some upside, primarily in Toronto’s suburbs. "Our Weston site is a great site in an up-and-coming area, so the upside of an area like that, people will also, hopefully, experience some good appreciation in those units," Tremain said. While bidding for land against developers is becoming tougher, those developers are also integral to the nonprofit sector’s ability to offer homes. Both organizations get

support from for-profit builders. Options partners with Tridel, which offers labour at a reduced price, and Habitat GTA gets support from the Daniels Corporation, which has donated land, provided labour atcost and has partnered with Habitat to sell units within a development at belowmarket value. Both organizations say governments play a key role in their ability to offer homes to lower-income individuals. Ger said Habitat GTA welcomes buying publicly owned land, but without having to bid for it against other developers. "What would be very helpful for us is province if municior the palities, fedor the eral

government would be able to provide access to land for not-for-profits who provide affordable home ownership without going through a public bidding process," he said. Luckily, governments have listened. The City of Toronto is allocating $100 million worth of city-owned land to be sold to nonprofit developers, said Davenport Councillor Ana Bailão, chair of the City’s Affordable Housing Committee. "This is a great way to bring some equity into a partnership that can be successful in building affordable housing with the nonprofit sector," she said. was approved in 2016 to speed up affordable housing construction. It includes financial contributions including capital funding and fees and property tax relief, fast-tracked planning approvals, plus the offer of surplus lands. In 2016, the province passed the Promoting Affordable Housing Act, which allows municipalities to enact inclusionary zoning bylaws (bylaws that would require developers to make a certain portion of units within a development affordable). Municipalities are waiting for the province to pass a regulation which sets out inclusionary zoning parameters, to develop their own inclusionary zoning bylaws, which, when enacted has the potential to be a game-changer for the nonprofit sector, Bailão said.

Kids rehab hospital launching parent-inspired website TAMARA SHEPHARD tshephard@insidetoronto.com Parents of special needs children should get involved and connect with each other, advises Jean Hammond. The mother of Cameron, 14, who is typically developing, and Ellie, 12, who has a developmental disability, is in her eighth year in the family leadership program at Holland Bloorview Kids Rehabilitation Hospital, where Ellie accesses outpatient programs and services. "I appreciate that anything that helps my daughter, helps me. But you also have needs as a caregiver outside of the needs of your child," Hammond said. "Through my volunteer work, and particularly with the family leadership program, I now have a community of friends with similar experience to mine that is absolutely necessary for me." Hammond pays forward the support she has received from parents by supporting other parents. In particular, she is the

family lead on a website, developed with Holland Bloorview’s foundation, expected to go live in late June with resources specifically geared to caregivers. It will be part of Holland Bloorview’s website. "All the resource suggestions come from families and caregivers themselves," Hammond said. "We asked, ’What would you like to see?’ We’re super excited about it." Hammond lauded Holland Bloorview, located near Eglinton and Bayview avenues (on Kilgour Road), as "an industry leader" in client and family-centred care. "Clients and families are involved in every decision and every action at this hospital. It’s an important, prioritized value here," she said. "Every moment I’ve spent here, I’ve felt valued. My contribution has felt very authentic." Melissa Ngo and Lorraine Thomas, family support specialists with Holland Bloorview, will be exhibiting at the Caregiver Show on June 9 at the On-

cation or funding. Every family is unique in its concerns, Thomas said. Both remind caregivers of Holland Bloorview clients, and those in the community, to first care for themselves. "There are people out there who can help," Ngo said. "I know it’s very difficult when you need support. It’s a learning process asking for help. But it’s very important for your own well-being and for your family’s well-being."

Major University hearing study seeks participants. The SMART Lab under the direction of Frank Russo, Professor of Psychology at Ryerson University, in partnership with Connect Hearing, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided by Connect Hearing at no charge*. Qualifying participants may also receive a demo of the latest hearing technology. The data collected from this study will be used to further our understanding of hearing loss and potentially improve hearing healthcare across Canada.

Why Research Hearing Loss? Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the

treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. By studying those people having difficulty in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

process of aging itself. Just like a piano with damaged keys, an ear with damaged hair cells will make things sound muffled and distorted. For some people this loss of clarity is only a problem at noisy restaurants or in the car, but for others it makes listening a struggle throughout the entire day. It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss,1 but most do not seek

Wildlife Rescue exhibit opens at Science Centre FANNIE SUNSHINE fsunshine@insidetoronto.com It might be hard to comprehend why pesky mammals such as bats would wreak havoc on life as we know it if they were to become extinct. "Bats eat hundreds of thousands of mosquitoes in their lifetime," said Kira Webb, an Ontario Science Centre researcher. "It’s a major predator of mosquitoes. Mosquitoes carry deadly diseases, such as West Nile virus. If we didn’t have bats to eat them, mosquitoes would breed happily." The Ontario Science Centre’s new exhibit, Wildlife Rescue, allows visitors to learn what happens when a species faces extinction; read stories of people dedicating their lives to saving animals; what the role of wildlife

Police release an image of two men wanted in the April 13 shooting of Samuel Taylor. Above, outside Toronto Police Headquarters, shooting victim Samuel Taylor’s brothers Phillip (left), Daniel and David appeal for help in solving the crime.

Police, family appeal for info ’Gentle giant’ lucky to be alive after shot 9 times ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Relatives of Samuel Taylor are appealing for help in solving the shooting of the 25-year-old "gentle giant." The Ajax man was shot nine times while visiting a friend in the Flemingdon Park area at about 10 p.m. April 13. He underwent several life-saving surgeries and continues to recover. "Sam is just one of the friendliest people you’ll ever meet," Taylor’s brother David said. "Even when he’s having bad days, there’s always a point where he’ll make it his mission to make someone smile. He’s the last person we expected this to happen to." Police said Taylor was working on his broken down car with a cabbie who stopped to help near Grenoble Drive and Vendome Place. After the car was fixed, Taylor walked to visit a longtime friend when two men approached him on a walkway and opened fire.

"He was targeted," 54 Division Det. Sgt. Jim Gotell told reporters during a news conference at police headquarters Friday, May 26. "We don’t believe it was anything that he did that caused him to be targeted, and it could very well be that he was the wrong person." The shooters fled in separate vehicles, a dark sedan and a white vehicle. "He was very, very badly injured, and he is very lucky to be alive," Gotell said of Taylor. David described his brother Samuel as a "gentle giant" and a prankster. "We’re from Durham (Region). We go to church every Sunday. We’ve been living in the suburbs all our life. This is completely out of the blue. We never expected anything like this," said David, noting "we have a 12 o’clock curfew even though I’m 22 and he’s 25." The shooting, the suspects and the getaway vehicles were captured on several security cameras, and police released some of the footage on Friday. "I’m urging, I’m imploring that if anyone in the Flemingdon Park or Thorncliffe Park communities has any information regarding this shooting .

come forward and aid Toronto police in this investigation," David said. "What keeps all of us up at night is the fact that these men are still at large and their guns can be used again on anyone they choose." Gotell said there is gang activity in the neighbourhood and gang activity has been involved in some of the other shootings in the area. "Unfortunately this was the fourth shooting that has happened in the last five months in this neighbourhood," he said. On Jan. 16, a car was shot up in an underground garage in the area. On Feb. 17, an 18-yearold man was shot in the thigh and calf near Don Mills Road and Gateway Boulevard. Three people have been charged in connection with the incident. On March 13, a 15-yearold boy walking home after playing basketball was grazed by a bullet near Grenoble and Vendome. "The widespread violence is causing irreparable damage, and it’s tearing families apart," David said. "I’m compelled to ask the citizens of Toronto to help police get these illegal firearms off the street so these shootings don’t happen anymore."
